What is Title IV-E Candidacy?

How Can I Determine Risk Status?

The LCTS participants can determine risk using one of the following criteria: the LCTS participant makes a professional

judgment regarding risk based on their knowledge of the child and his/her circumstances

the fact that the child is currently in placement or has been in placement in the past

the child is the subject of court action with respect to dependence or delinquency

How Can I Meet the Case Plan Requirements?

The plan: must be child specific lists the services to be provided in writing can be an existing school plan like the IEP

or IFSP, a community corrections plan, a public health plan, or an interagency plan

can be created by an individual or a team

How Can I Document Candidacy?

Schools: use the Documentation For IV-E Candidates

form provided by DHS to document the child’s eligibility and the existence of the case plan

use the child’s initials to identify the child on the document

file the documentation form in a central location separately from the child’s file

file the child’s plan in his/her record

How Can I Document Candidacy?

Schools continued: complete candidacy documentation for

children with whom you work and update on a regular basis as each child’s circumstances change

avoid completing the documentation only at the time you receive a random moment

the LCTS Coordinator should know the location of the documentation forms

How Can I Document Candidacy?

Public Health and Community Corrections the Documentation For IV-E Candidates can be

used to document candidacy or an existing agency form can be modified to

include the candidacy criteria you can use your existing case plan if it lists

services to the child both the candidacy documentation and the

plan can be filed in the child’s record

Why is Candidacy Important?

Title IV-E will only reimburse for activities on behalf of children in placement or at risk of placement

When you establish IV-E candidacy you establish the child’s eligibility for reimbursement for administrative and training activities performed on his/her behalfCOOL

Why Must Candidacy Be Documented

If the LCTS time study is subject to an audit, we must be able to demonstrate we claim ONLY for children who meet the IV-E guidelines. The child must meet eligibility criteria

and have a plan. PUT IT IN WRITING!
