Regulation in Israel as a Case Study

The Israeli Penal Law (Section 214) prohibits real money gaming in the state of Israel. The Supreme Court has distinguished between “Virtual Money” & “Real Money”.

Only two authorities are permitted to arrange real money gaming in the State of Israel (State Monopoly):

TOTO Council (1967), offers real money wagering, sports wagering and horse racing.

LOTTO (“Mifal HaPais”) (1951) offers lottery and scratch card betting.
