I'd like to4 read an opening statement:5 This is to advise the general public6 that in compliance with Chapter 231 of the7 public laws of 1975 entitled "Senator Bryon M.8 Baer Open Public Meeting Act," the New Jersey9 Casino Control Commission on December 5th,

10 2018, filed with the Secretary of State at the11 State House in Trenton an annual meeting12 schedule. On December 5th, 2018, copies were13 mailed to subscribers.14 Members of the press will be permitted15 to take photographs. 10 revocation. Respondent was suspended on11 February 6th of 2019. He has not responded to12 staff communication nor requested a hearing.13 Jordan Hollander is here on behalf of14 the Division.15 MR. HOLLANDER: Good morning, Chairman16 and Commissioners. Jordan Hollander on behalf17 of the Division of Gaming Enforcement.18 As counsel noted, the Division filed a19 complaint in January 2019 seeking revocation of20 Mr. Servance's casino key employee license. A21 suspension order was entered at the February 6,22 2019, meeting.23 As he has not responded to a request for24 a hearing, the Division asks that his casino25 key employee license by revoked for the reasons

When --5 Caesars when TPG and Apollo owned the company.6 When they decided to close Showboat, we were7 devastated. I -- no one could have thought8 that a profitable casino would ever close down9 in Atlantic City.

10 I was one of the lucky few who found in11 a sister's property a job, but I still have --12 don't have the right rate of pay for the years13 of service that I gave to my company. They14 treated the Showboat workers like we were from15 off the streets and did not -- and we didn't16 belong there. I had a manager who I worked17 with at Showboat, and he brought me over to18 Gordon Ramsay's and told me that I didn't have19 a personality. That I -- that I couldn't be a20 food server, that I had to be a food runner. I21 was a food server at Showboat for 27 years.22 Now I'm the food runner.23 Many of my coworkers never found jobs.24 Some had lost their homes and had to rely on25 the State for assistance to get through and

1 PUBLIC PARTICIPATION2 still haven't found jobs.3 We do not want to repeat the TPG and4 Apollo years at Caesars. My coworkers and I5 will not stand by while New York billionaires6 and millionaires strip our companies for their7 own gain.8 We are asking you to work with us and9 protect our jobs in Atlantic City.

10 Thank you.11 CHAIR PLOUSIS: Thank you.12 MR. McDEVITT: Good morning,13 Commissioners. My name is Bob McDevitt. I'm14 president of Unite Here! Local 54. We're here15 today to talk about recent changes at two of16 our casino employers, as Caesars and MGM.17 Since the start of the year, both18 companies have given board seats to Wall Street19 investors owning a minority stake in the20 companies. Carl Ichan got three seats at21 Caesars. Keith Meister, an Ichan protégé, is22 now on the board of MGM.23 We've been down this road before. Look24 at what happened at Caesars after the 200825 buyout by Wall Street firms Apollo and TPG that

1 PUBLIC PARTICIPATION2 Cindy just referenced. Private equity was a3 disaster for the company for workers and for4 Atlantic City. Workers at Caesars witnessed5 years of job cuts and cuts to maintenance.6 Casinos were closed.7 The law in New Jersey makes it clear8 that the casino industry should contribute to9 the "general welfare, health, and prosperity of

10 the State," including those who work here.11 So-called active investors, whether they are12 hedge funds or private equity, are generally13 interested in benefitting themselves and other14 shareholders in the short term, often without15 regard to the long-term consequences for the16 company. Consequently, they are a serious17 threat to the stability and longevity of our18 industry.19 As regulators you have many important20 decisions to make in the months healed.21 Holding a gaming license is privilege. As22 such, gaming licenses can be denied or revoked.23 And when licenses are approved, conditions can24 be placed upon licensed holders. But we are25 also concerned that the existing regulatory

1 PUBLIC PARTICIPATION2 framework may not have anticipated shareholders3 holding small minority stakes pushing for4 strategic changes and seats on the board.5 We didn't come here today simply to6 raise the alarm, although we all should be7 alarmed. We believe that workers, regulators,8 politicians, and other community stakeholders9 need to work together to defend the health and

10 the integrity of the casino industry. We11 sincerely hope that you work with us.12 Thank you for this opportunity to speak.13 I have a formal letter with -- which14 goes into more detail with this. I'll be happy15 to give it to you guys to take when I leave16 have and we appreciate the time.17 CHAIR PLOUSIS: Excellent.
