Governance & Administration Cluster is responsible for APEX (Priority) Projects: 15, 16 & 17
Project 15: aims to measure no. of vacancies in top posts in govt & proportion of Senior Managers who have concluded performance agreements
Occupancy rates for HODs are ± 90% & municipal managers 82%
Levels of performance agreement compliance are unacceptably low (62%) as at 31 Jan 08 (for year 07-08)
Survey for new financial year will be conducted during June and results will be made known
Project 16: aims to integrate the planning of 3 spheres of govt & to develop proposals for national long-term planning capacity
Focus – on the district municipality (25 are currently at different stages)
Various models are being considered for long-term planningA comparative study - some countries have dedicated planning
departments
Project 17: Improve Home Affairs civic services
Good headway made (from key indicators)Turnaround time for the processing of an application for an ID
has been reduced from 186 days on average to 103 days

Track and trace system to assist citizens to track progress with the processing of ID applications by SMS has been rolled out
A single service provider delivers & collects IDs (improved efficiency & security
A high-tech printer for the e-Passport has been purchased
DHA, as part of its Turnaround Strategy has finalised a new organisational structure & top posts have been filled

Public Administration Management Bill drafted

Improving Access to Govt
Services
Thusong Centres are a govt initiative to bring services closer to people by providing a one-stop service centre for citizens – in rural areas: Services such as ID applications, social grant applications, etc & provide information on employment opportunities
Community Development Workers work closely with centre staff to bridge the gap between govt and citizens
127 Centres have been established Challenge experienced has been the lack of
ICT infrastructure at Centres. An ICT Blueprint for connectivity has been
developed Space is being secured at Maponya Mall in
Soweto for the establishment of an “urban mall” version of Thusong Service Centres

Agenda
Adopted by govt in Jan 2006 from successful implementation of Project Consolidate: Includes hands-on support to local govt & deployment of technical skills to municipalities
Sept 2007: 85 municipalities were receiving assistance; March 2008 - increased to 109 or almost 40% of municipalities
Programme to give youth opportunity to work in infrastructure development developed
IDP Analysis sessions to assist national & provincial sector depts to define their participation are being held (11 April-16 May)

Comprehensive Local Govt Skills Audit is being conducted: Completed in first 9 municipalities; continuing in 14 others
Strategy to institutionalise competency framework has been developed
Local Govt Anti-Corruption Strategy which focuses on policies, advocacy & ethics is being rolled out to 150 municipalities
No. of municipalities implementing Performance Management System has increased from 27 (9.5%) in 2006 to 105 (37.1%) by end of March 2008
By end of March 2008, a total of 998 officials from 256 municipalities (90%) completed a Batho Pele training

Policy Review Process
dplg is undertaking a review of provincial and local govt policy
Detailed progress report outlining emerging policy options from 1st phase was tabled at a meeting of PCC (25 April 2008): will be discussed at July 2008 Cabinet Lekgotla
Submissions received & processed Research - focus on key questions:- whether there should be legislation for provinces, to
give effect to their developmental role & to address planning;
- need for a re-examination of role/functions of provinces; - whether the two-tier system should be retained,
reformed or phased out; - whether legislation is required for the better
management of the assignment of powers and functions; and whether legislation is required for local economic development
Traditional Leadership
Cabinet approved the creation of a dedicated govt dept to implement National Programme of Support (NPS) for traditional leadership
Traditional Courts Bill introduced in Parliament
The Bill provides for traditional leaders and traditional councils to perform functions for the administration of justice subject to the Constitution and other applicable laws
A capacity building programme for traditional leaders is being implemented (effectiveness of traditional structures - local, provincial and national houses & their role in communities

SAMDI has initiated an online inter-provincial collaboration forum through its website
Minimum Anti-Corruption Capacity learning manual has been developed by the SAMDI; currently in accreditation process
Gender Mainstreaming curriculum framework has been completed
SAMDI has submitted a proposal to the Office on the Status of Disabled People for funding for the revision of the Disability manual
SAMDI launched a Monitoring and Evaluation Capacity Building Programme on 1 April 2008

An evaluation Accelerated Management Development Programme (ADP) Training has been completed - preparing middle managers to assume senior positions
Various depts identified for next intake Train-the-trainer programme on Massified
Induction Programme (MIP) completed in all provinces - aims to train all new recruits to public service (100 000 per year): 304 trainers completed 8-day training programme; also trained other dept trainers
Project Khaedu aims to expose middle & senior managers to the realities at coalface of service delivery: 2260 managers have attended Khaedu Core Skills week, which prepares them for deployment; 1250 completed their deployment week
