ACDDA WELCOMES IN NEW PRESIDENT,
DR. MICHAEL PATTEN
The Atlantic Coast District Dental Association welcomed in it’s new
slate of officers for the 2014-2015 year this past month in Orlando.
Along with the FDA House of Delegates meeting at the Gaylord Palms
Resort the ACDDA held it’s annual Officer Installation Reception. The
new officers are President, Dr. Michael Patten (Broward County),
President-Elect, Dr. Karen Glerum (South Palm Beach), 1st Vice Presi-
dent, Dr. Nick DeTure (Broward County), 2nd Vice President, Dr.
Charles Braverman (North Palm Beach), Secretary, Dr. Matt Henry
(Treasure Coast) and Treasurer, Dr. Ethan Pansick (South Palm
Beach). Your Trustees are Dr. David Boden (Treasure Coast), Dr. Rich-
ard Huot (Treasure Coast) and Alternate Trustees—Dr. George
Kolos (Broward County) and Dr. Michael Costabile (South Palm

Greetings! My name is Michael
Patten and I am your new Presi-
dent of the ACDDA. After
serving two years as a dental
officer in the United States Air
Force, I opened my dental prac-
tice in Plantation in 1971. One of
my career goals was to teach at
a dental school. In 2008 I sold
my practice and joined the den-
tal faculty at Nova Southeast-
ern.
I must admit I really love being
at the school with the students.
The students are so bright and
eager to learn. I feel the pro-
fession’s future is in very good
hands. (No pun intended.)
In September I will have been a
member of the American Dental
Association for 50 years. I’ve
enjoyed 50 years of great
friendships and opportunities to
learn from knowledgeable men-
tors. I’ve met with dentists
across the United States, men
and women who share a common
goal of serving our community.
We all belong to the great heal-
ing profession.
The ADA, FDA, ACDDA and
BCDA gave me opportunities to
work with dentists though peer
review and volunteer projects
where I came to appreciate the
value of our profession. Getting
involved personally was a key in
developing theses life-long
friendships.
Back in the 60’s we joined just
because everyone was a member.
We really never asked how much
it cost or what organized den-
tistry could do for us. I don’t
think anyone really knew who
was speaking at a dinner meet-
ing. We just went to get to-
gether with other dentists. By
participating in leadership and
volunteer events we all were
able to give back to our commu-
nities and contribute to the gen-
eral good. I mention this to en-
courage everyone to get involved
in order to get the total benefit
of belonging to our associations.
As I look forward to this coming
year, I have set two goals I want
us to accomplish during my
time as president.
First, I want to establish a
closer relationship between our
organization and Nova South-
eastern University. As a faculty
member at the school, I have
daily contact with the students.
By working with ASDA’s leader-
ship, I will be
able to en-
courage par-
ticipation at
functions
sponsored by
the ACDDA
and BCDA.
With your
help, we can
plant the
seed for ca-
reer-long membership.
Second, I want to help launch
the United Way’s Mission pro-
gram to treat the dental needs
of Veterans. We are in the early
planning stages now. This would
be a program where dentist vol-
unteer to treat a Veteran at no
charge. We are also contacting
dental labs to become involved
by reducing or waiving their
usual fees. This worthwhile
project will begin in Broward
County.
I thank you all for allowing me
the opportunity to serve you. I
look forward to our working to-
gether this year.

This is a critical time in the dental
association. As predicted a decade
ago, The Chickens Have Finally
Come Home To Roost. The dental
association has continued to have
done what we have always done.
What has served us so well for so
many years is finally not good
enough. “Keep things the same,’’
don’t change a thing’, ‘we are fine,’
keep doing what we’re doing.”
These are the mantra’s that we
have always lived by. These are
the mantra’s that have gotten us
to this point – a point we really
don’t want to be at. From this
point forward we cannot allow our-
selves to slip any further. The
market-share is dropping rapidly.
Nationally we are in the 60th per-
centile and state and locally we
are in the 50th percentile. This
means roughly only one out of
every two licensed dentists be-
longs to organized dentistry. In
some components the market-
share has dipped into the 30th
percentile. How can we represent
our members now in Tallahassee
and Washington D.C? Very soon
we can no longer say that we rep-
resent the majority of practicing
dentists, because we WILL NOT.
How important is this? What do
you say to your non-member col-
leagues? Is this even on your ra-
dar? Are you prepared to allow
the chances and opportunity for
something to happen in the legisla-
ture that could potentially dictate
the way you operate your own pri-
vate practice? Each quarter we
communicate and print for you the
issues that our government af-
fairs team at both the American
and Florida Dental Association’s
are working on for you. Our team
at the FDA does a particularly
thorough job at concentrating on
issues important for you and your
practice. Check out the Political
Advocacy features in this very
newsletter. When these issues
arrive on the scene you are being
given a “heads-up – a constant
“heads-up.” What bothers me is
that I have been told straight up
that many of our own members
may not be paying close attention
to the very issues that they are
being warned about and the ones
that can really affect their prac-
tices. It is so important to stand
together and there is definitely
strength in numbers. The informa-
tion is out there, share it and dis-
cuss it with your colleagues. What
do we need to do? What would you
like our advocates to tell our leg-
islators? What kind of messages
do you personally want to send to
our legislators? Last year the

ACDDA provided two opportunities
to learn, get educated and voice
concerns. These two events were
the Town Hall Meetings – North
and South. Look for Town Hall
Meetings to return again this year.
It would be nice to see more of our
members participate and share
their concerns. Come out speak
your mind and ask questions. It’s
incumbent on you as a practicing
dentist (first) to make sure that
you protect your practice and your
livelihood and your family! If you
don’t do everything you can to stay
informed and to be proactive then
you can say you weren’t warned!
We want nothing more than to see
you succeed and for our profession
to be protected and successful.

meetings start up again this Sep-
tember. This is your chance to
meet with your local colleagues,
hear some great lectures. Watch
for the e-mail’s and meeting post-
ings on www.acdda.org We have a
great lineup this year and several
cool social functions and network-

ADA Mission of Mercy Volunteers
Needed
Please consider extending your stay
for the ADA 2014 – America's Den-
tal Meeting to help the underserved
residents of San Antonio. This
year's ADA Mission of Mercy event
will be held Sunday, Oct. 12, 2014
from 5:30 a.m. to 5:30 p.m. at the
Henry B. Gonzalez Convention
Center.
MOM volunteers serve many roles
during a typical event, with dentists,
dental hygienists and dental assis-
tants generally providing triage ser-
vices, diagnostics, and treatment,
including restorative and specialty
care. Other volunteers, such as stu-
dents, laboratory technicians and
office specialists, provide support to
help the MOM clinics run smoothly.
Spouses and family members older
than 18 are also welcome to help
with event registration, set-up/tear-
down and other logistics.
ADA Urges Congress to Support
Small Business Tax Relief Act
The ADA recently joined with a coa-
lition representing hundreds of thou-
sands of businesses from every
state in a letter strongly supporting
the America's Small Business Tax
Relief Act of 2014. This legislation
would restore the level of small
business expensing—called Section
179 expensing—to $500,000, and
permanently index the level to infla-
tion.
Legislation expanding and/or ex-
tending small business expensing
has been enacted eight times,
across two Presidential administra-
tions and six Congresses, under
both Democratic and Republican
leadership. These higher expensing
limits were temporary, however, and
in 2014 reverted back to a $25,000
level that requires Congressional
action to be changed.
Pew Issues Another Report on
Dental Therapists
The Pew Charitable Trusts this
week issued a report, “Expanding
the Dental Team,” which focuses on
case studies from three nonprofit
settings where variations of dental
therapists contend that they expand
dental services to underserved peo-
ple and that they are a cost-effective
way of improving access to dental
care.
The ADA is evaluating the report,
which thus far has received little
media attention.
The ADA believes a more compre-
hensive approach — as demon-
strated by Action for Dental Health
— is needed to address the multiple
barriers that underserved people
face to achieving good dental
health. Action for Dental Health is
the ADA’s nationwide, grassroots
movement to deliver care now to
those suffering from untreated den-
tal disease, strengthen the dental
safety net, and bring dental health
education and disease prevention
into communities. Our member den-
tists are making a difference across
the country, as described in the Ac-
tion for Dental Health Year One Re-
port to Congress, and we will con-
tinue to spread that message
through outreach to media and leg-
islators.
Washington Post Advocates Use
of Dental Therapists
The Washington Post this week
published an editorial advocating
the licensing of dental therapists as
a solution to the dental crisis in
America. The editorial writer inter-
viewed Dr. Norman, who focused on
Action for Dental Health as a more
comprehensive and effective set of
solutions to the dental divide in
America. The editorial focused al-
most exclusively on midlevel provid-
ers, citing a recent report from the
Pew Children’s Dental Project that
purports to show that midlevels are
financially viable in both private and
public health settings.
The article accurately reflects Dr.
Norman’s statements to the re-
porter, saying that the ADA “favors a
broader package that will address
many problems at once.” We have
submitted a letter to the editor to
expand on how Action for Dental
Health comprises a comprehensive
set of solutions to a complex set of
problems.

2014 Legislative Session Review
The 2014 Legislative Session is over and it was a very good year for dentistry. Our legislative team at the Florida Dental Association did a terrific job advocating for our members. These are issues that affect you and your practice and political advocacy is one of the most important member benefits that you have. Check out
what has happened this year.
The governor signed SB 86, HB 97 and SB 520 into law — all supported by the FDA. So, what do these bills do? Non-Covered Services (SB 86) This legislation will prohibit insurance companies from dictating charges for non-covered services. Dentists will have the ability to agree to discounts on services covered under the plan and then negotiate charges for non-covered services (if interested). The intent of this legislation is to provide the dentist with clear guide-lines, resulting in the dentist not being forced to ac-cept discounts in order to establish a contract with an insurance plan. The legislation went into effect on July 1 and will im-pact contracts entered into or renewed on or after July 2014. THE LEGISLATION WILL NOT CHANGE THE TERMS OF YOUR CURRENT CONTRACT. If you are not sure when your current contract is up for renewal, contact the insurance plan you contract with today and have them clearly state in writing the your con-tract renewal date. During renewal, you will need to evaluate your contract to make sure there are no pro-visions in your contract that set charges for non-covered services (without your agreement or knowl-edge). Furthermore, as an FDA-member benefit, you can get your contract reviewed and analyzed through the ADA Contract Analysis Service program. This service is de-signed to provide you with clear information on what is included in the proposed contract, but will not provide direction on whether you should sign the contract or not. If you would like to get your contract analyzed by the ADA Contract Analysis Service program, please send it to [email protected]. Sovereign Immunity (HB 97) Current law (ch. 766.1115, F.S.) grants health care
providers who contract with a state government program sovereign immunity (which shields provid-ers from civil suit or criminal prosecution) when providing free services (without compensation). The Department of Health (DOH) has a Volunteer Health Care Provider Program (VHCPP) that allows health care providers to be covered under sover-eign immunity as agents of the state. Eligible pa-tients who receive services through the VHCPP are screened by DOH and are referred to a participat-ing health care provider in the program. HB 97 extends the dentist’s sovereign immunity to allow patients to voluntarily contribute toward their dental lab costs and not jeopardize the den-tist’s sovereign immunity. The voluntary contribu-tion toward dental lab costs would not be consid-ered compensation to the dentist. This legislation became effective on July 1. Dental Workforce Survey Public Records Exemp-tion (SB 520) During the biennial dental licensure renewal cycle, dentists and dental hygienists are able to complete a voluntary dental workforce survey. The dental workforce survey started in 2010 as a means to gather current dental workforce data for the state of Florida. Physicians started surveying their mem-bers in 2007 and passed legislation to have their personal identifying information exempted from the public record laws. SB 520 provides the same protection for dentists. Information that is gathered through the dental workforce survey has been valuable to many policy decisions applied by the FDA. During the initial dental workforce survey, the data showed that Florida does not have a shortage of dentists, but a maldistribution of dentists, with more in urban ar-eas around the state. The collection and consis-tency of this data is critical to assessing the needs of the public as many groups attempt to provide anecdotal solutions to access-to-care issues, such as opening more dental schools and adding addi-tional licensed dental providers. SB 520 became effective upon becoming law (June 13) and will be applied during the next dental li-
censure renewal cycle, which is February 2016.

The Florida Dental Association’s (FDA) Legislative
Contact Dentist (LCD) program is essential to building
strong relationships with Senate and House members
and educating them on the FDA’s legislative priorities.
The goal is to have at least one contact dentist for every
legislator. While many legislators do have an LCD,
there are still some legislators who do not. Please re-
view the list of legislators below who do NOT have an

Student Honors:
NSU College of Dental Medicine celebrated our 14th Commencement-the highlight of our academic year- with 122 students receiving their DMD degree and another ~45 students receiving their cer-tificates in advanced dental education. Dr. Brittanie Dillon from Wichita, Kansas, received a joint DO/DMD degree. Nova Southeastern University is the only university in the country to offer a joint DO/DMD degree. This program is designed for students to be able to practice medicine and dentistry in rural areas where medical and dental care are limited. Students who are interested in serving as emergency room physicians are also expressing an interest in this program. With both a DO and DMD, the students feel that they would be better able to address the dental needs of pa-tients who present in the Emergency Department.
Our 2014 DMD graduates are beginning their careers in various ways. Some are pursuing advanced education in dentistry programs-both specialty training, AEGD and GPR residents; some are en-tering private practice as associates in small or large groups in Florida and throughout the US; and a few will serve their country in the military. Commencement was an exciting day for everyone-our students, their families and friends, and our faculty and staff who have worked closely with the students to assist and guide them in becoming the dentists they want to be. We look forward to greeting them at our Annual NSU CDM Alumni Reception next year at the FNDC meeting.
Mr. Adam Saltz was selected as the ADA Dentsply Student Clinician for 2014 and will present his research at the American Dental Association Annual meeting in San Antonio in October.
Mr. Jason Watts was elected Vice President of the national American Student Dental Association. Jason is the first dental student from the Southeast Region to hold a position on ASDA’s Execu-tive Council.
Ms Shadiya Hasan was selected as a recipient of the ADA Foundation’s predoctoral dental student scholarship. She is one of 25 students in the US to receive this Scholarship.
Faculty Honors
Congratulations are in order to Dr. Michael Patten, Clinical Team Leader, who was recently in-stalled as President of the ACCDA during the Florida National Dental Convention meeting. Dr. Melissa Marchesan was elected as President of the World Federation for Laser Dentistry in North America. Dr. Sharon Siegel was elected President of the National Honorary Fraternity, Omicron Kappa Upsilon (OKU) during the ADEA meeting in March, 2014.
Accreditation Update
The Commission on Dental Accreditation (CODA) recently conducted a site visit for Nova South-eastern University College of Dental Medicine’s predoctoral program and the advanced education programs. The site visit was very successful with the site visitors commenting on the collegiality between students and faculty, the strength of our student research program, our state of the sci-ence cariology program, and an outstanding quality improvement program. Overall the site visitors were impressed with the quality of the competency assessment program and our comprehensive care, team leader led, clinical education program. The site visitors did note that the College of Dental Medicine needs to improve our pediatric patient experiences for the predoctoral dental students and our pediatric residents. The faculty is working diligently to increase our pediatric patient flow at the dental facilities at Kids in Distress in Wilton Manors and Joe DiMaggio Chil-dren’s Hospital.

According to Florida State Law, Chapter 64B5-17 Dental Practice and Principles, 64B5-17.015 Office Safety Requirement: As part of the minimum standard of care, every dental office location shall be required to have an automatic external defibrillator (AED) by February 28, 2006. Any dentist practicing after February 28, 2006, without an AED on site shall be considered to be practicing below the minimum standard of care.
