1. Proposal for NAMA Facility

BACKGROUND ON CFS PROJECT

• The Central Forest Spine (CFS) will link up 4 major forest complexes in

Peninsular Malaysia with a network of ecological or green corridors to

create one contiguous, forested wildlife sanctuary.

• CFS was conceptualized in 2005 under the 1st National Physical

Plan (NPP)

• The CFS Master Plan was tabled jointly by Ministry of Natural Resources

and Environment (NRE) and the Ministry of Housing and Local

Government in 2011 to the Cabinet.

• 10th Malaysia Plan : efforts to protect biodiversity and habitats will be

strengthened with the implementation of the Central Forest Spine.

• UNDP and MNRE conceptualized this IC-CFS project in 2011

PROPOSED ACTIVITIES in CFS

1. Development of state level action plan (Pahang, Johor, Kelantan & Terengganu)

2. Policy initiatives:

a) Maintain forest reserves; and

b) Review State Structure & Local Plans to incorporate ecological corridors.

3. Land use management practices:

a) Enhancement of carbon stocks in encroached oil palm areas

b) Adopt sustainable agricultural practices for plantation neighbouring the corridors and forest reserves.

c) Adopt RSPO and obtain certification

d) Limit expansion of existing village settlements within the corridor through income diversification.

4. Fire management plan:

a) Fire risk zoning;

b) Fire danger rating (temporal);

c) Fire protection, prevention and management measures

5. Capacity enhancement among communities and relevant authorities.

NAMA FACILITY PROPOSAL

• the most ambitious ecological conservation initiatives in Malaysia.

• contribute toward mitigation of GHG emissions

• improve management and enhance ecological connectivity

• Pahang State Natural Resources Conservation Trust Fund, a long-term financing mechanism, will be established within the framework of National Natural Resources Conservation Trust Fund.

• Result-based financing to support long-term management of peat swamp forests.

Financial Component

• Output A: Pahang State Natural Resources Conservation Trust Fund is established to support management of natural forests in South East Pahang

Establish the Pahang State Natural Resources

Conservation Trust Fund within the framework of National Natural Resources Conservation Trust Fund, incorporating the long-term need of peat swamp forests management.

Develop a strategic approach to foster partnerships with the private sector, including creation of mechanisms

Financial Component

• Output B: Result-based finance instrument is developed to support long-term implementation of peat swamp forests management

Determine approaches for reporting results as measurable

and verifiable emission reductions and/or enhancements of removal by sinks.

Identify financing sources and establish result-based finance system to support long-term management of peat swamp forest.

Set up a management committee to oversee the implementation of actions.

Financial Component

• Output C: Policy approaches are established to mainstream long-term implementation into national and state agendas.

Mainstream management of peat swamp forest in South East Pahang into Pahang State green economy agenda in consistent with the national green growth initiative proposed Eleventh Malaysia Plan 2016-2020.

Integrate actions for peat swamp forest management into State sectoral and cross-sectoral plans and programmes.

Technical Component

• Output D: Integrated Peatland Management Plan for South East Pahang is developed and implemented.

Outline peatland management strategies and fire management

programme for leading organisations integrating inter-agency coordination.

Design monitoring and evaluation strategies for peatland management.

Implement the peatland management strategies, fire management programme and monitoring and evaluation strategies.

Establish demonstration sites for peat land conservation and agriculture best management practices.

Initiate co-management programmes with plantation companies and local communities.

Technical Component

• Output E: Important corridors are secured to enhance ecological connectivity under the CFS initiative

Facilitate incorporation of peat swamp forest

management and primary and secondary ecological corridors in Central Forest Spine into Statutory Land Use Plans.

Provide support for necessary CFS-related furniture along targeted corridors.

Technical Component

Output F: The capacity of relevant authorities and local communities with regards to co-management of peatland is enhanced.

• Develop technical skills of the Forestry Department, Wildlife Department and other relevant government agencies on best management practices, peatland ecology, wildlife corridors and public participation/co-management.

• Implement training programmes for local/indigenous community members as honorary wardens/enforcement officers.

Mitigation Potential

• Reducing deforestation rate through Sustainable Management of Forest of about 12 MT CO2 in the short to medium term,

• Enhanced carbon sequestration in the long-term.
