INTRODUCING AN OVERALL POLICY OF HUMAN RESOURCES MANAGEMENT, EMPLOYMENT AND PAY

Introducing a system for performance management, which shall be based on the hierarchy of objectives of the administrations, their structural units and individual employees.

Introducing a system for performance appraisal, which shall be based on assessment of performance against the set objectives and types of competencies of the public administration employees.

Improving the system of pay and relating the pay to the performance.

Ensuring opportunities for career development based on the personal qualities and work results of the public administration employees.

Improving the system of staff training at the public sector.

Building an effective system for human resource management at the public sector.

ACHIEVING EFFECTIVE AND IMPROVED PUBLIC SERVICE DELIVERY TO CITIZENS AND BUSINESS

Passing a Law for amendments to the Law for Administrative Service to Natural and Legal Persons.

Expanding the scope of the law to include all sorts of administrative services;Review of the opportunities for withdrawal of administration from services that may be provided by commercial subjects – outsourcing.

Provision of e-services. Developing a mechanism with open access to citizens for assessment of the achievements and shortcomings in the administrative services. Establishing centers for provision of information and complex services by the central administration. Strengthening the capacity of administrative service units and of the management personnel in charge of managing the administrative service process, through training in the common model of public service provision based on One Stop Shop principle, which has been adopted by the Government with Decision No 878 from 29 December 2002.
