Core sector... Core sector output declined for the ninth consecutive month.

Barring coal, fertiliser, and electricity, all the other sectors -- crude oil, natural gas, refin-ery products, steel, and cement -- saw a fall in output in November. Only three sectors -- crude oil, natural gas and refinery products -- had con-tracted in October. Core sector output dropped by 11.4 per cent during the first eight months of the current financial year as compared to growth of 0.3 per cent in the same period of the previous year.

Deadline to... However, a second official said the requirement by the trans-action advisor to publicly dis-close the name of qualified bid-ders would have brought down the intensity of competitive bidding. The idea is that the bidders should not know how many have qualified as the quantum of financial bid can be impacted. In case there is less competition, potential bid-ders can turn conservative, which may impact the finan-cial bids,” the person said.

In the case of Air India, it is more likely that a single bidder situation is emerging as salt-to-software conglomerate Tata Sons is the only established entity to have submitted an EoI. While an employee con-sortium led by Air India’s Commercial Director Meenakshi Malik has also sub-mitted an EoI, US-based fund Interups Inc has decided to withdraw from the race.

Industry sources said the move would help Tatas, which has not yet finalised its consor-tium structure through which it intends to bid for Air India. The group is still ironing out issues with joint venture part-ner Singapore Airlines, with which it operates full service airline Vistara. Singapore

Airlines is not keen on invest-ing in Air India as its own finan-cials remain precarious due to the impact of pandemic.

Member of Parliament and leader of Congress Manish Tewari has opposed the move. “While the expression of inter-est was changed by unprece-dented 11 times, last one takes the cake. Implies identity of qualified interested bidders need not be divulged publicly,” he tweeted.

Nationwide... Of the 23.9-million vaccinators -- auxiliary nurses and midwives who provide vaccination under the universal immunisation pro-gramme, 15.4 million will be used for Covid vaccination, the ministry had said earlier.

The medical officer in charge will identify 25 test ben-eficiaries (healthcare workers) at each session site and their data will be uploaded on the Co-WIN app as mentioned in the operational guidelines by the health ministry.

The exercise will also involve physical verification of all the proposed sites to ensure that there is adequate space, logistics arrangements, Internet connectivity, electric-ity, and safety. For instance, the three model session sites in each state must have separate entry and exit points in a ‘three-room set-up’ with adequate space outside for awareness activities.

States should have identi-fied vaccination teams and made sure they are well-versed in the standard operating procedures and trained for administering the vaccine.

An important focus of the dry run will be on managing any possible adverse events fol-lowing immunisation, in addition to the adherence and management of infection con-trol practices at the session site, to prevent transmission of the disease.

The mock drill will include concurrent monitoring and review at the block and district levels and preparation of feed-

back, which will then be shared with the ministry.

The first round of the dry run was conducted in Andhra Pradesh, Assam, Gujarat, and Punjab on December 28-29, 2020, in two districts each where five session sites with 25 beneficiaries each were identi-fied. “No major issues were observed in the operational aspects during this dry run. All states expressed confidence in the operational guidelines and IT platform for large-scale pro-gramme implementation,” the ministry said.

Budget to... The RBI had cut interest rates several times to a nine-year low since the onset of the pan-demic but decided to keep its repo rate unchanged in the December policy to 4 per cent owing to inflation fears.

“We have low borrowing rates and low personal taxes,” said another CEO. “However, banks pass on the low rates,” he added.

Apart from inflation as a major risk, the CEOs said the rollout of vaccination would be the key in economic revival.

The unabated performance of the stock markets will con-tinue next year, they said.

The Sensex closed the year at 47,751.33.

On the performance of the Indian currency, 58 per cent said the rupee would trade below ~76 to the dollar by the end of December 2021.

When asked about Atmanirbhar Bharat (self-reli-ance) schemes, 85 per cent said it was a step in the right direc-tion and would go a long way to help Indian companies.

“It was an appropriate move. For the power sector, this package helped in alleviating the stress of distribution com-panies,” said the CEO of an electricity generation firm.

Another CEO said Atmanirbhar was a good idea which needed to be developed further and there should be a minister of Cabinet rank to make it happen.

Tatas beat... The analysis is based on the year-end market capitalisation and promoter stake of listed companies that are directly promoted and owned by the Government of India and Tata Sons, respectively.

The sample excludes PSUs such as Hindustan Petroleum, where Oil & Natural Gas Corporation is now the pro-moter. Other such PSUs not part of the sample include Mangalore Refinery & Petrochemicals, Chennai Petroleum Corporation, Petronet LNG, Indraprastha Gas and REC, among others.

The PSU sample also doesn't include companies such as HIndustan Zinc and Tata Communications, which have been privatised but Government of India still owns minority stake.

In the Tata group, the sam-ple excludes listed subsidiaries and associates of other group companies such as Tata Coffee, Tata Metaliks, Tata Steel Long, Rallis India and Tata Steel BSL, which though part of the group, are not owned by Tata Sons directly.

Tata Sons’ outperformance is largely due to stellar show by Tata Consultancy Services and Titan Company – the top two companies in the group in terms of market capitalisation.

TCS is up 33 per cent since end of December 2019 while Titan Company has rallied 32 per cent in the last 12 months.

These two companies now account for 78 per cent of the group’s combined market cap-italisation and 87 per cent of the market value of all Tata Sons’ stake in the various group companies.

However, Tata Communications has been the top performer in the group this calendar year with 178 per cent rise in its market capitalisation since the beginning of the year. Other big performers in the group include Tata Consumer (up 168 per cent), Tata Elxsi (up 122 per cent) and Tata Steel (up 36 per cent). Tata Chemicals is the only group company to see a decline in 2020 as its market capitalisation is down 28.4 per cent in the last 12-months.

In comparison, the Government of India suffered due to a sharp decline in the market capitalisation of State Bank of India (SBI) (down 18 per cent YoY), Oil & Natural Gas Corporation (ONGC), NTPC (down 17 per cent) and Coal India (down 36 per cent).

Other big losers in the PSU space include Bharat Petroleum Corp, GAIL (India), Punjab National Bank and Bank of Baroda.

State Trading Corporation was the biggest gainer among PSUs with 72.8 per cent YoY rise in its market capitalisation fol-lowed by SAIL (up 72.7 per cent) and Indian Bank (up 57.4 per cent). Their small size, however, restricted their over-all impact on the sample.

In all, 36 out of 60 PSUs in the sample saw a decline in their market capitalisation in 2020 while 24 saw a rally in their share price.

SBI is now the largest PSU with a market capitalisation of ~2.45 trillion followed by ONGC at ~1.17 trillion and Power Grid Corporation at ~1 trillion. The top five PSUs now account for 42 per cent of the combined market capitalisation of all PSUs and 39 per cent of the market value of government stake in listed PSUs.

Farmers keen to resolve MSP issue in next roundAGENCIES New Delhi, 31 December

Ahead of the crucial seventh round of talks between the protesting farmers

and the government, slated for January 4, farmers’ leaders pre-pared to make the Centre agree to their two main demands — repealing the three Acts and legal backing to the Minimum Support Price (MSP).

“The Centre’s appeal to the farmers to suggest an alter-native to repeal of the three Acts is impossible as the Centre itself has thrust these laws over the people,” the working group of the All India Kisan Sangharsh Coordination Committee (AIKSCC), one the groups participating in the agi-tation, said.

“Unless they are repealed, there is no scope of discussing pro-farmer changes in the mandis and farm processes to ensure doubling farmers’ income,” the association said.

In the last round of talks on Wednesday, the government addressed the farmers' con-cerns over the increasing power tariff and penalties for

stubble burning. Among the issues that con-

tinue to remain unresolved are the revocation of the new farm laws and a legal guarantee of the minimum support price for their crops.

Meanwhile, the farmers who are stationed at various borders across the capital have decided to spend ring in the New Year sans any celebra-tions.

“There is no New Year for us until the government accepts our demands," said Harjinder Singh from Punjab's

Ropar, who has been camping at the Delhi-Haryana border since November 25, said.

Most farmers this year will be welcoming the New Year away from their families, but they are not complaining.

“Yes, we have a family back home and we are missing them, but this is also our family. All these farmers are our brothers, and uncles,” said Harjinder.

Farmers have been protest-ing at Delhi borders against the Farmers (Empowerment and Protection) Agreement of

Price Assurance and Farm Services Act, 2020; the Farmers Produce Trade and Commerce (Promotion and Facilitation) Act, 2020; and the Essential Commodities (Amendment) Act.

In a related development, industry body FICCI has written to Punjab Chief Secretary to intervene in inci-dents of "vandalism" of Jio's mobile towers, as it urged the state to step up efforts to ensure that such incidents do not occur.

While, another industry association PHDCCI said that the 36-day stir by the farmers has caused an economic loss of around ~70,000 crore in the third quarter of FY21 through disruption of supply chains and impact on daily activities of Punjab, Haryana and Delhi-NCR.

“Farmers’ agitation has severely impacted the business of MSMEs in Punjab, Haryana and the border areas of Delhi as raw material of such units are procured frequently to execute production processes and to meet up demand,” Sanjay Agarwal, President of PHDCCI said.

Data company puts Modi’s net approval at 55%PRESS TRUST OF INDIA New Delhi, 31 December

A data firm tracking the approval ratings of world leaders has put the net approval for Prime Minister Narendra Modi at a high of 55 per cent.

Morning Consult, which carries out sur-veys and research globally, said in its latest survey that over 75 per cent people approve of Modi while 20 per cent disapprove, mak-ing his net approval rating at 55.

The similar figure for German Chancellor Angela Merkel is 24 per cent

while it is in the negative for UK PM Boris Johnson as more people disapprove of his work than those who approve it.

The approximate sample size of the survey in India was 2,126 with a margin of error of 2.2 per cent, according to its website.
