Project Objective • To develop Model Motorcycle Rider Training

Program Administrative Standards on the basis of current research, data and the input of a technical working group of subject-matter experts who currently serve as State motorcycle rider training program administrators, motorcycle rider training specialists, and other leaders in the administration of motorcycle rider training programs to ensure quality and consistency in rider training systems.

Background• In 2011, Windwalker, Highway Safety Services, an

Expert Working Group and the NHTSA contract management team finalized the Model National Standards for Entry-Level Motorcycle Rider Training (Content Standards).

• The implementation of the National Standards alone is not sufficient to achieve the goal of a high-quality rider training program.

Background• A true performance-based education system also

needs a complementary set of administrative standards for the program delivery.

• Critical factors such as administrative control, authority, instructor qualifications and instructional settings need equal attention.

• Delivery Standards establish criteria for how the program is conducted and delivered.

Project Overview• In 2011, NHTSA contracted with Windwalker and

HSS for the development of rider education administrative standards as the next step in ensuring quality and consistency in rider training systems.

• To assist in the development of the model administrative standards a Technical Working Group (TWG) was organized and convened.

Project Overview• Existing state motorcycle rider training

programs, delivery requirements and monitoring of programs were collected and analyzed.

• The topic headings from various state program requirements were listed.

• Based on the topic headings a list of common administrative topics was developed.

various program practices of State rider training programs.

• Descriptions were added from existing State program requirements under each common administrative heading.

at the first TWG meeting in Nov 2011.• The standards were reviewed and modified

to confirm accuracy and completeness.

• A webinar with the TWG was conducted to review draft standards and provide comments for the second meeting.

How the Working Group was Assembled

• The Technical Working Group (TWG) was assembled by NHTSA, Windwalker and HSS to assist in the development of the administrative motorcycle standards.

• The members are individuals who are currently serving as State motorcycle rider training program administrators, motorcycle rider training specialists, and other leaders in the administration of motorcycle rider training programs.

• The Model Administrative Standards establish a minimum acceptable level of operation for State Rider Training Programs.

Why?

• We are developing delivery standards simply to assist or demonstrate how states currently deliver rider education.

• There were no new standards created. All standards are currently used by state programs.

• This will assist states who need guidance as to how they might deliver rider education.

• It will also allow states to compare what they do to this list of standards.

• It may also assist in developing a certification program that is currently contracted to Cambridge Systematics, Inc.

• The draft document could be reviewed by a select number of administrators to determine its validity.
