The Active Duty Branching Process
Just like an Airborne Operation going out the door, pre-branching is done in (OML) order one jumper (Cadet) at a time.

Alright the next couple slides I am going to show you look intimidating, but are not so bad and it is important that you understand how the Active duty branching process works.
First everyone that is selected for Active duty is placed on the Active Duty OML 1 thru 2500+. Each Cadet is considered for branching in OML order. If you look at this branching process flow chart in this slide you see four Green Boxes: this is the four possible methods by which a Cadet receives their Basic Branch. The first three methods are pre-branching, where the Cadet receives one of their top three branch choices prior to the actual selection and branching board. These are:
Method 1: Cadet is in the top 10% of the Active Duty Cohort, these Cadets automatically receive there top branch choice.
Method 2: Receive a top three branch choice without having to use a branch ADSO Incentive.
Method 3: Receive a Top two branch choice with a Branch ADSO Incentive.
The last Green Box is Method 4. This is where a Cadet fails to receive one of their top three branch choices and therefore is not pre-branched. These individuals are assigned their branch via the Department of the Army Branching Model and the branching board.
OK lets walk thru this flow chart. Remember each Cadet is considered in OML order, one jumper at a time.

Methodology:
End of LDAC Commissionees will be incorporated into the current year’s PMS Accessions OML cohort using a 0.5 criteria (cohort that has already been branched for the FY)
LDAC Commissionees are incorporated into the current FY’s OML Model to calculate an OMS which will determine their OML ranking using a 0.5 criteria resulting in no impact on the previously established OML
The previous DA Selection and Branching Board’s
Active Duty cut-line will be used to determine which End of LDAC Commissionees will receive Active Duty and which will be referred to the Reserve Component based on their OML ranking

Prime example is the Graduate School for ADSO program. In the two years (FY09/FY10) the Graduate School for ADSO program allocations we received (300) did not fill until we were halfway through the OML with 2 year scholarship Cadets. Priority for fill is 4 year scholars, DMGs, 3 year scholars, 2 year scholars, and non-scholarship Cadets. In FY11 filled our 300 allocations after depleting the 4 year scholars and AD Top 10% requests for Graduate School for ADSO. This year we went to non-scholarship Cadets before exhausting available Grad ADSOs.

FY14 Changes & Estimated Fill Rate
CHANGES:
Cadets must designate how many branches they would like considered for pre-branching (top choice, top two, or top three).
Prebranch to 40%, Additional 15% with ADSO, All others to DABM with all 16 branches considered (14 for females)
Consider AV in DABM if cadet satisfies prerequisites
The DABM will still weight Cadet Preference & OML standing as the priority factors for branch assignment
All branch choices will be considered by the DABM, and credit will be given to those who ADSO in the DABM.
Results will be released in alphabetical order with DMG, designate you component RA, USAR, ARNG or Educational Delay (DL), basic branch, and detailed branch.
Top 10% of the Active Duty Selects will not be charged a Branch for Service ADSO (BrADSO)!
Remaining 90% Active Duty Selects that request and receive their Basic Branch with a BrADSO will be charged the BrADSO!!

This slide depicts the recommended branching process for future cohorts.
The key element of this process is one additional piece of information gathered during preference submission. The cadets must state if they would like consideration during pre-branching for their first, top two, or top three branch preferences. This not only ensures true preference submission, but it also adds cadet emphasis on their preferences. The ability to determine, with great accuracy, actual cadet preferences will greatly enhance the ability of Cadet Command, HRC, and the Army to tailor recruiting, marketing, and mentorship efforts.
Even though there is a lack of a defined quality constraint, this process should introduce similar quantities of quality into the DABM without the presence of a dead zone during prebranching.
This process will consider all 16 branch preferences in the DABM. By informing cadets that an ADSO will improve their chances of receiving their preferred branch, cadets higher on the OML should be more willing to ADSO and could create a more even distribution of ADSOs across the OML.
This process accomplishes the branching mission without being overly complicated and difficult to explain. There is no way to game this system and cadets must submit their true preferences and have multiple ways to emphasize their preference while improving the number of opportunities to receive their true top preference.
Methods to bridge the mentorship challenges that geographic dispersion creates for incorporation of OEMA’s Talent Management program into the ROTC branching process (e.g. MilBook branch websites, quarterly Branch led web conferences with cadets, etc) can be addressed in the future. In the immediate future, this proposed branching method lays down a framework that could easily incorporate talent management at a later date. The mentorship and selection aspects of OEMA’s Talent Management method will pose the largest challenges for USACC. Once those aspects of the program develop and are implemented, a portion of the initial 40% of prebranch allocations could easily be designated as Talent Management allocations.
