04. TENDER FOR REPAIRS TO LANES & BYLANES WITH READYMIX
CONCRETE : PUNE CANTT. To consider online tenders viz. Technical Bid opened on 27.10.2015 for
the work of repairs to lanes and bylanes with readymix concrete in Pune Cantonment for the year 2015-16. The financial bids through online process were opened on 28.10.2015. The comparative statement is as under :-

Connected papers are placed on the table. RESOLUTION NO. 4 : Considered. The committee noted that the
reasonability report from GE(N) is still not received. The committee also noted that the tender is being invited for the first time. Matter discussed. Resolved to refer the matter to the Board to decide the issue on merit.
05. TENDER FOR THE WORK OF PROVISION OF 2 CM THICK PREMIX
CARPET WITH PREMIX SEAL COAT FOR ROADS IN PUNE CANTONMENT
To consider online tenders viz. Technical Bid opened on 27.10.2015 for
the work of provision of 2 cm thick premix carpet with premix seal coat for roads in Pune Cantonment for the year 2015-16. The financial bids through online process were opened on 29.10.2015. The comparative statement is as under :-

and only single tenders were received and hence the tender was not opened and was re-invited. During the second call only two tenders have been received. The accepted rate for the year 2014-15 was Rs.44,40,050/-. Connected papers are placed on the table. RESOLUTION NO. 5 : Considered. The committee noted the previous year rate. Further the committee noted that the lowest rates received are reasonable in comparison to the previous year rate. Further the committee also noted that only two tenders have been received during the second call. The Members stated that since the rates received are reasonable, the lowest tenderer may be accepted. Matter discussed. Recommended to approve the lowest rates quoted by M/s. Paveway Constructions Pvt. Ltd. @ Rs. 29,02,370/- for the work of provision of 2 cm thick premix carpet with premix seal coat for roads in Pune Cantonment for the year 2015-16.
06. TENDER FOR THE WORK OF REINSTATEMENT OF ROAD CUTTINGS
AND WIDENING OF ROADS IN PUNE CANTONMENT To consider online tenders viz. Technical Bid opened on 27.10.2015 for
the work of reinstatement of road cuttings and widening of roads in Pune Cantonment for the year 2015-16. The financial bids through online process were opened on 29.10.2015. The comparative statement is as under :-

The Chairman of the committee stated that the tender be accepted since urgent works has to be carried out, which is pending. Matter discussed. Recommended to approve the rate quoted by M/s. Paveway Constructions Pvt. Ltd. @ Rs. 35,02,000/- for the work of reinstatement of road cuttings and widening of roads in Pune Cantonment for the year 2015-16.
07. TENDER FOR PAINTING LINES AND PARKING LINES WITH
THERMOPLASTIC PAINT
To consider online tenders viz. Technical Bid opened on 27.10.2015 for the work of painting lines and parking lines with Thermoplastic paint in Pune Cantonment for the year 2015-16. The financial bids through online process were opened on 29.10.2015. The comparative statement is as under :-

RESOLUTION NO. 7 : Considered. The committee noted the previous
year rate. Further the committee noted that the lowest rates received are reasonable in comparison to the previous year rate. CEO stated that all the manholes / chambers on the various roads should be rectified and painted for prior intimation to the pedestrians / vehicular traffic. Further CEO stated rumbling strips of thermoplastic paint be provided on the main roads, where speed breakers are not allowed to be constructed. Matter discussed. Recommended to approve the lowest rate quoted by M/s. Paveway Constructions Pvt. Ltd. @ Rs. 13,20,370/- for the work of painting lines and parking lines with Thermoplastic paint in Pune Cantonment for the year 2015-16. The committee also recommended that periodical painting should be done of roads, speed breakers etc. CEO is authorized to take appropriate necessary action and issue work order as per report of CEE.

9 Supply & Fixing of Solar
Raised Pavement Markers made of polycarbonate moulded body with circular shape, solar powered, LED self illumination in active mode, 360 degree illumination and reflective
panels with micro prismatic lens capable of providing total internal reflection of the light entering the lens face in passive mode. The marker shall support a load of 20000 kg tested in accordance to ASTM D 4280.

standards and should withstand temperatures in the range of 0 C to 70 C. Color of lighting could be provided in red or yellow (amber) as per requirement and typical frequency of blinking is 1 Hz. There should be current losses of less than 20 micro-amperes at 2.4 V in sleep-charging mode to enhance the life of the marker and a full charge should provide for a minimum autonomy of 50 hours. The height, width and length of the marker shall not be less than 10 mm x 100 mm x 100 mm. Also, the surface diameter of the marker shall not be less than 100 mm respectively. The weight of the marker shall not exceed 0.5 Kilograms. Fixing will be by drilling holes on the road for the shanks to go inside, without nails and using epoxy resin based adhesive as per manufacturer’s recommendation and complete as directed by the engineer.
10 Raised Pavement Markers (Cat's Eye): Providing & Fixing "Reflective Raised Pavement Marker (RPM’S) conforming to ASTM D 4280 type H having reflective panels made of prismatic lens only, providing total internal reflection, electronically welded to the body made of plastic and molded from polycarbonate whose height, width, length
and area shall not exceed 20 mm, 130 mm, 105 mm and 13 sq.cm No. respectively with the slope of retro

reflective surface within the limit of 27-+5 degree to the base. The marker shall display an initial minimum luminous intensity of 279 mcd/lux at an entrance angle of 0 degree and observation angle of 0.2 degree. The corresponding values for 20 degree entrance and 0.2 degree observation shall be 112 mcd/lux with colour multiplying factors on either cases for white, yellow and red markers being 1.0, 0.6 and .25 respectively". RPMs should be installed on the road with the help appropriate adhesive as recommended and certified by the RPM manufacturer. 11 Median marker: Providing & fixing of Median Marker
made of tough, high impact resistant injection molded thermo plastic body with an isosceles trapezoidal structure of length 15cm height & width of 10x10cm and not less than 1.8mm thick. 12 Delineator: Providing & Fixing the tubular Vertical delineator shall have a core and shell construction which shall be made of tough, high impact resistant, injection-molded, thermoplastic outer body with a minimum Notched Izod Impact strength value of 600 J/m at room temperature, when tested in accordance with ASTM D256. The inner core shall consist of powder coated or painted Mild steel of minimum thickness 1.0mm on which retro reflective sheeting is pasted on one side such that at
least 60% of exposed area is a flat surface and remaining surface is curved to provide better visibility for vehicles moving at high and low entrance angles. This core shall be inserted in to the shell with windows to expose the major portion of the sheeting while sealing the edges to protect the reflective sheeting from tampering and vandalism. 09. TENDER FOR DISPLAYING ADVERTISING HOARDING IN PUNE CANTT. AREA
To consider the single tender received for the sixth time for Displaying Advertising Hoarding in Pune Cantonment area.

Note : The tender for the Displaying Advertisement Hoardings in Pune
Cantt. Area was invited through e-tendering on 12.09.2015 for a period of two years viz. 2015-2017 in the form of technical bid and financial bid. The technical bid of only one tenderer i.e. Raviraj Sign Board was received and opened on 5.10.2015.
As per the report of Shri Vinod Toshniwal, Chartered Accountant Raviraj sign Board was found technically qualified hence the financial bid was opened on 19.10.2015.

RESOLUTION NO. 9 : Considered. Shri. Vivek Yadav, Member stated that since the tenders are being received for sixth time, the tenders may be accepted. Further he stated that since the tenders have been invited six times expenditure on advertisement charges is being incurred and also the Board during the previous meeting had stated that since the tender will be invited for the sixth time, the tender will be accepted therefore he suggested that the rates received for the sixth time may be recommended to be accepted. He also stated that if the same is re-invited, there are chances that the rates may be lesser than the rate quoted during the sixth time. CEO opined that the rates quoted by the highest bidder is much less than even the rate quoted by him in the previous tender and approx. 450% lesser than the previous year’s accepted rates. Therefore he advised that the tenders should not be recommended to be approved. After detailed deliberations, the committed decided to refer the issue to the Board to consider the subject item on merit.
10. E-TENDER FOR EMPANELMENT OF CHEMIST FOR LOCAL PURCHASE OF MEDICINES FOR SVPCGH
To consider the e- tenders received during the second call on 27.10.2015 for empanelment of chemist for supply of local purchase medicines for SVPCGH. The comparative statement is as under :- Sr. No.

Financial bids of the above three vendors were opened on 17.11.2015 by the nominated committee and the committee has recommended M/s. Narendra Medicals to be selected for procurement of Local Purchase medicine as the discount offered for proprietary medicine (branded) is the maximum and more than 90% of the total local

purchase medicine is proprietary medicine (branded) / surgical disposables.
Note : Medicines are prescribed to Cantonment Board employees and
their dependents by authorized Medical Attendants / Hon. Specialists. The drugs not available in the SVPCGH Medical Stores are to be purchased from local market and issued to concerned patients as on required / day to day basis. 2nd call tender notice was published in the local newspapers on 05 Oct 2015 and tenders invited. Tenders received from local Chemists / Drug Stores were opened on 27.10.2015.Technical bids of vendors were evaluated and financial bids of successful vendors were opened on 17.11.2015 and evaluated by the nominated committee. Though the Committee has recommended to accept the rates quoted by M/s. Narendra Medicals for all the items / categories, but it would be in the financial interest of the Board to purchase the medicine i.e. branded, generic & surgical disposables from the tenderer, who has offered highest discount rates. RESOLUTION NO. 10 : Considered. Recommended to approve the highest discount offered by Narendra Medicals @ 18% on MRP for Proprietary / Branded Medicines and Vijay Medicals @ 40% for Generic Medicines. Further the committee noted that the highest discount offered for surgical / disposables by two vendors are same. Therefore the committee recommended that the two vendors viz. Narendra Medicals & Rohini Medico should be given an opportunity before the Health & Hygiene Committee or the Board whether they can offer further discounts than the discount offered by them in the subject tender. Thereafter the matter to referred to the Board for further decision in the matter.

RESOLUTION NO. 11 : Considered. The committee went through the rates quoted by the tenderer. Further the Store Supdt, CEE and the concerned sectional heads confirmed that the rates quoted by the lowest tenderer are reasonable. Matter discussed. Further the committee recommended that the rates for the items which are on the higher side upto 20% in comparison to the previous year accepted rates may also be approved. Therefore the committee recommended to approve. The committee recommended that CEO is authorized to purchase the items as per requirement from the concerned Sectional Heads after inviting quotation in his financial power. SE (Electrical) stated that the previous years rates are not available in case of Sr. No. 7 to 11 (supply of poles) but the rates received are reasonable in comparison to the prevailing market rates. The committee recommended to approve the rates. CEO informed that third party inspection be carried out for all the store items. Further CEO informed that printing materials, computer stationery etc which are being directly purchased by the Stores Dept., and urgent necessary items below Rs. 15,000/- should be kept out from the Third Party Quality Control Inspection because it may affect the day to day functioning of the Board since getting it verified and checked by CEIL may consume time. Finally the committee recommended that printing materials, kadbee, computer stationery and any items which were purchased for urgent / immediate requirements below Rs. 15,000/- should be kept out from Third Party Quality Control Inspection.
12. BUDGET ESTIMATES OF THE PUNE CANTT. BOARD FOR YEAR 2015-16 AND YEAR 2016-17 (ORIGINAL)
To note letter bearing No. 8119-A/2015-16/DE dated 18.11.2015 regarding the various budgetary provision and explanation for the same specifically on various developmental activities & revenue generation.

The committee noted the provisions recommended by the PD DE, SC under respective heads of the Budget Estimates for the year 2015-16 (O) and 2016-17 (R). The committee inquired about the tenders already concluded under different heads of the public works. CEE appraised the committee in detail. The committee decided to recommend that CEO should exercise the deviation limit clause i.e. 25% as mentioned in the agreement of the existing contract and further tenders should be called afresh for one year with effect from the date of agreement. Further the Chairman and the Members of the committee stated that the existing public urinals / toilet blocks have become very old and hence reconstruction of the same has to be done and such representation has be submitted to this office prior to the submission of Budget Estimates. They further stated that the public toilets / urinals / group latrines are in a very pathetic state and it would be better to reconstruct them than to carry out major repairs. CEE informed that it has been catered to in the Budget under the list of approved works. The committee noted and recommended to approve the deliberations.

16. CLEANING OF CANAL PASSING THROUGH SHOLAPUR BAZAR AREA, PUNE CANTONMENT .
To approve the expenditure amounting to Rs. 80,700/- incurred on account of cleaning and clearing of canal passing through Sholapur Bazar area.

Note: The canal flow was blocked due to huge accumulation of decorative materials like thermocol, plastic, paper, and other decorative items used in Ganesh and Durga festival, packing materials , carcasses of animals and human body, huge branch of trees etc. All the materials and items have flown into the canal right from PMC limits and have got accumulated near Sholapur Bazar area which is in the limits of Pune Cantonment area creating unhygienic condition in surrounding vicinity. The accumulation of material may also lead to flooding.
The matter was taken with Pune Municipal Corporation and the office of District Collector. As the matter could not be solved and to overcome the problems faced by the general public, in the interest of the general Public Shri Vivek Yadav, Elected Member, convinced PMC authority to provide the equipment such as JCB Machine and Spider machine for removal of accumulated materials. The PMC Authorities were unable to provide vehicles for transport of waste material. The transportation arrangement was made by the Board by hiring private vehicles as under :-
• HYWA dumper were hired form Delhi Head Repairing Works for two days
• Tractor trolley and dumper were hired from J S Dhulgunde for four days

The firm have cleared the site satisfactorily. The expenditure towards the same amounted to Rs. 80,700/-. RESOLUTION NO. 16 : Considered. The committee noted that the work was of urgent nature and in the interest of the general public and also considering the unhygienic condition in that area. Matter discussed. Recommended to approve the expenditure amounting to Rs. 80,700/- incurred for cleaning and clearing of canal passing through Sholapur Bazar area.
17. PROVISION OF NEW COMPUTERS FOR ACCOUNTS DEPARTMENT OF
THE BOARD
To consider the question of providing eight new computers in the Accounts Department of Board since there are very old models having windows XP version and also less RAM capacity. As per the report of the Computer Programmer, it has been suggested that new computers may be provided in order to maintain the compatibility with the new softwares and to be updated with the new technologies. The same may be purchased on DGS&D Rate contract. As per DGS& D Rate contract the cost of purchase of Intel Core i5 Microsoft Windows 8 Operating System, the cost of computer would be Rs. 45,766/- exclusive of taxes and service charges as per Rate Contract Item No. 34 of DGS&D.
