Is your agency a foreign country?
• “I’m from the government and I’m here to help! I work for the DMME AML program and we are authorized by Title IV of SMCRA under the auspices of OSM. I’m writing an EA to comply with NEPA for the IV-06-299 project. Do you have any questions?”
7
TRANSLATION
“I work for the abandoned mine program and we are planning a project in your area. I want to tell you about it.”
8
Or are YOU entering a foreign land?
• “Why do you let them mine?”• “Why can’t they mine somewhere
else?” • “I’m against all mining.”• “How could you have let them
carve that hole in the mountain side? We don’t do that in America.”

When are You an Ambassador?ANY TIME YOU:• Conduct a public meeting• Give a talk:
• At a school• Civic group• Scouts
• Participate in an interagency meeting
• Meet with mine officials• Respond to an emergency situation
17
Emergencies
• Immediate crisis – what should you do?
• Keep yourself safe.
• Help others get to a safe place.
• Reassure people.• Make sure
everyone in vicinity knows.
18
Door Step Diplomacy One to One Connections
ALWAYS TELL THE TRUTH– Express concern.– Use active listening.
• Nod your head, pay attention, be interested.
– Use reflective listening.• Say “I see” or “I understand” or “I hear you.”
– Use “I” language.
19
You might have to be an unexpected ambassador when …
• Another agency has a crisis but you are called.
• Your friends/acquaintances ask you about a particular development.
• Examples??
20
Your already know this – but some tips:• Call ahead• Be on time• Use proper English• Dress appropriately - don’t
over or under dress• Have helpful information or
know where to get it• Have a lot of business cards
21
• Do your homework.
– Know the issue.– Find out if there is
opposition.– Who are “they”?– Who are the key
players?– What is the history
22
When you have to give a talk –Do a dry run!
• Give the presentation:– Alone in front of the
mirror– To family or friends– To colleagues
• Role play:– Have someone grill you– Have someone who is
obnoxious grill youNeed a little practice?
23
Take someone with you
• Safety in numbers• Backup.• A second set of
ears helps to avoid the possibility of “but you promised me a new fence!”
24
RESPECT
• The Golden Rule• Everything I Need to Know I Learned in
Kindergarten• Be nice• Adapt – be flexible• Remember – we are public
servants!
25
Why connect with communities?
26
Involving the community can improve awareness of SMCRA
• Increases support• Part of public service
• Public participation is required by NEPA for all federal actions. Citizen input can mean a better all around project.
27
Get the “leaders” on your side
• Both official leaders and unofficial– Community elders– Local business people– Church leaders– Emerging leaders
28
How to find the leaders -
• Check with government agencies : • Federal , state, tribe • County • City • Other governmental agencies
ASK:Use the Delphi Techniquefriends, colleagues, locals, etc.
29
Celebrate Your Successes
• THESE ARE PR OPPORTUNITIES!• Partnership Agreement• Bond release• Project kickoff/completion• Program recognition: awards, citation, etc.
