181. EDGAR "ARROW" FLOYD: Based on my professional training and experience as a
police officer investigating the TOWERSIDE criminal street gang and a review of police reports,
sheriff's records, photographs, and other documents, it is my opinion that Edgar Floyd ("E Floyd") is an
active member of Defendant TOWERSIDE gang.
I personally know E Floyd, whose moniker is "Arrow."
E Floyd does report to live in the Proposed Safety Zone.
E Floyd has the following gang-related tattoos representing his gang affiliation.
Photos 180-181: E Floyd has "TOWERSIDE" tattooed on the back of his arms.
EVIDENCE OF GANG ACTIVITY - CRIMINAL CONDUCT
On July 18, 2005 E Floyd was convicted of robbery for an incident occurring in the
Bayview District on December 25, 2004. (Police Incident Report No. 041458400.)
According to the report, Edgar Floyd and two other TOWERSIDE gang members lured a
victim into the Proposed Safety Zone into TOWERSIDE turf. Floyd and the others held
the victim at gunpoint and proceeded to rob him. The victim only had a small amount of
currency on him and little of value in his car. Floyd and the other assailants responded by
saying, "Fuck this nigger, I'm going to blow his fucking head off." The victim, scared for
his life stated that he had approximately $140 dollars in the bank and that they could go

to an ATM. The victim was then taken to an ATM and then driven at gun point to other
locations to get additional monies. The victim stated that his life was repeatedly
threatened. Floyd and the two others were arrested.
On July 16, 2009 at 6:06 p.m., SFPD officers responded to 50 Burr Avenue on a report of
shots fired. (Police Incident Report No. 090725359.) According to the report, E Floyd
was shot near 50 Burr Avenue. E Floyd told SFPD officers that he did not see who shot
him. SFPD officers located .22 caliber shell casings on the ground in front of 50 Burr
Avenue and 7.62 casings and live rounds used in an AK47-style assault rifle. In addition,
officers located the following damage caused to property in the area of the shootings: a
bullet hole in the front driver side door of a Pontiac parked in front of 46 Burr Ave; a
bullet hole in a residence located at 56 Garrison Street that broke a back window; a back
sliding glass door shattered with a .22 caliber slug found near the door inside of the
residence.
On December 28, 2009 at 9:30 a.m. Daly City police officers responded to the area
around 615 Schwerin in response to a shooting of two TOWERSIDE gang members.
(Police Incident Report No. DCPD09-011126.) According to the report, known
TOWERSIDE members E Floyd and Vincent " VC" Floyd were shot at by unknown
suspects. Other known TOWERSIDE members Orlando "Anthony" Ware and Marcus
"Monz" Gaines were in the vicinity when the shooting occurred. Daly City police
officers identified Washington's cars as being driven in the area of the shooting. SFPD
officers suspect that E Floyd and Vincent " VC" Floyd were shot at by rival DBG gang
members.
EVIDENCE OF GANG ACTIVITY - ASSOCIATION
On June 23, 2008 at 7:08 p.m., SFPD officers executed a search warrant at 160 Britton
Street, in the Proposed Safety Zone, related to a shooting that occurred in the Tenderloin
Police District. E Floyd was observed in the company of known TOWERSIDE members

Incident Report No. 080587777.)
On February 2, 2009 at 3:55 p.m., E Floyd was seen loitering at 1230 Sunnydale Avenue,
in the Proposed Safety Zone, with known TOWERSIDE members and associates
including Edgar "Arrow" Floyd, Marcus "Monz" Gaines, and Vincent "VC" Floyd.

On May 21, 2009 at 7:15 p.m., E Floyd was seen loitering at 1230 Sunnydale Avenue. in
the Proposed Safety Zone, with known TOWERSIDE members and associates including
Edgar "Arrow" Floyd, Marcus "Monz" Gaines, and Ceabe "CB" Justin. (Field
Investigation Report No. 09000064.)
On July 29, 2009 at 3:00 p.m., E Floyd was observed loitering with known TOWERSIDE
members including Lashawn "Snigs" Boston at 248 Rey Street, in the Proposed Safety
Zone. (Field Investigation Report No. 09000529.)
On May 7, 2010 around 6:30 p.m., SFPD officers saw a large group of known
TOWERSIDE gang members and associates including Alfonso "B" Beasley, Marcus
"Monz" Gaines, E Floyd, and Corey "C Baby" McCroey congregated on Rey Street
between Towerside and Heritage Avenues, in the Proposed Safety Zone. (Police Incident
Report No. 100424201.) According to the report, as SFPD officers approached,
McCroey and Beasley begin to distance themselves from the group. McCroey's right
hand was concealed under the front of his black hooded sweatshirt as if holding a firearm.
SFPD officers would later recover a loaded firearm from McCroey's person. McCroey
was arrested on illegal weapons possession charges.
On June 2, 2010 at 3:06 p.m., E Floyd was observed loitering with known TOWERSIDE
members and associates including Lashawn "Snigs" Boston at 140 Britton Street, in the

182. VINCENT "VC" FLOYD: Based on my professional training and experience as a
police officer investigating the TOWERSIDE criminal street gang and a review of police reports,
sheriff's records, photographs, and other documents, it is my opinion that Vincent Floyd ("V Floyd") is
an active member of Defendant TOWERSIDE gang.
I personally know V Floyd, whose moniker is "VC."
V Floyd does report to live in the Proposed Safety Zone.
EVIDENCE OF GANG ACTIVITY - CRIMINAL CONDUCT
On June 27, 2005 at 5:15 p.m. SFPD officers responded to 1252 Sunnydale Avenue
regarding a call of criminal threats made against a security guard at the Britton Courts
Development. (Police Incident Report No. 050719148.) According to the report, SFPD
officers met with the victim who said he asked V Floyd and Glaspie to leave the property,
because they were trespassing. V Floyd and Glaspie did not leave and were both

uncooperative. In response, V Floyd threatened the security guard saying he "would be
lucky to live through the night."
On May 14, 2007 at 4:01 p.m., SFPD officers responded to a call that six shots were fired
in the area of 99 Garrison. (Police Incident Report No. 070491934.) According to the
report, upon arrival at the location, SFPD officers saw several known TOWERSIDE gang
members including V Floyd, Deon "Uno" Dogan, and Brandon Perkins (now deceased),
at the corner of Garrison Avenue and Rey Street. Suddenly, Dogan started walking away
from the group with both hands in his parka's pockets. SFPD officers investigated the
area surrounding 99 Garrison Avenue finding a bullet hole in the front door of the
residence, the bullet from that shot penetrating the front door and finally resting in the
cassette portion of her home stereo sitting on top of the television set. SFPD officers
observed another bullet hole in the garage door where the bullet penetrated the garage
door and landed inside an adjacent sheetrocked wall inside of the garage.
On July 25, 2007 at 4:06 p.m. SFPD officers saw a group of black males posted/standing
in an opening between the homes located on the East side of Garrison Avenue. (Police
Incident Report No. 070751857.) According to the report, SFPD officers recognized
known TOWERSIDE gang members Floyd, Byron Smith (now deceased), and Cedric "C
Baby" McCroey. SPFD officers approached the group and noted that Cedric McCroey
was nervously manipulating something near his waist area. Cedric McCroey grabbed his
left waistline with his left hand and started running from officers. SFPD officers chased
Cedric McCroey throughout the area, losing sight of him for a bit. SFPD officers
believed that Cedric McCroey threw the firearm as he was running over one of the fences
of the neighboring residences. SFPD officers recovered a Colt Pistol lying in plain view
in the back yard of 106 Garrison Avenue. Cedric McCroey was arrested for resisting
arrest and weapons charges.
On January 11, 2008, at 10:16 a.m., Emon "Flav/e" Brown was seen chasing rival
TOWERSIDE gang member V Floyd who was in the company of Frederick "Ace"

Glaspie, with what witnesses said was a gun. (See Police Report No. 080111965,
subsequently corrected to 080036887.) According to the report, a witness said he then
saw V Floyd, "fly" over a fence near the Heritage Homes and out of sight into a back
yard. Witness said Brown then ran up to the same fence V Floyd had just jumped over,
and while holding something in his right hand, stepped on the lower half of the fence and
pulled himself up so he could see over the fence. The witness stated that Brown then
looked over the fence for V Floyd and said, "I told you I was going to get you you bitch
ass nigger!" A witness identified the assailant in this case as Brown.
On January 29, 2008 at 2:10 p.m. SFPD officers responded to the area of Sunnydale
Avenue and Garrison Street regarding a report of shots fired. (Police Incident Report No.
080101559.) According to the report, SFPD officers searched the area near 100 Garrison
Street recovering thirty bullet casings. Private security guards patrolling in the area told
SFPD officers that they heard approximately ten shots coming from the direction of
Garrison Street and Rey Street and saw V Floyd walk around the corner shortly after the
shots were fired. Private security further told SFPD officers that V Floyd was involved in
a shooting about a week earlier where V Floyd was nearly shot. In a subsequent
investigation, SFPD officers reviewed video footage from Garrison Avenue and Rey
Street. The footage showed V Floyd walk around the corner from Garrison Avenue to
Rey Street within a couple of minutes of the shots fired.
On April 19, 2009, at 2:29 pm, members of DBG and TOWERSIDE congregated at
Blythdale Avenue and Hahn Street. Alsedee "Jizz Mac" Green, along with ten other
DBG members and associates including Raymond "Boo Gotti" Rodgers, Alsedee "Jizz
Mac" Green, and Aliton "Tiggz" Woodson were present. Ten TOWERSIDE gang
members and associates were present, including Dixon, V Floyd, Marcus "Monz" Gaines,
Ceabe "CB" Justin, and Diondre "D-Nice" Young. Green asked SFPD officers if they
would just let the two groups fight. Members from both groups taunted one another
yelling, throwing hands in the air, and challenging and taunting one another.

On September 12, 2009 at 10:45 a.m., Sean "Dough" Beard and other DBG members
were detained and escorted out of a public event for taunting rival TOWERSIDE gang
members. (See Police Report No. 090946840.) According to the report, SFPD officers
were monitoring a series of Pop Warner football games as these games had been the
scene of past violent incidents. SFPD officers observed several known TOWERSIDE
gang members including Marcus "Monz" Gaines, Kalaan "KK" Johnson, Ceabe "CB"
Justin, Corey "C-Baby" Mcroey, and V Floyd enter the stadium. Approximately an hour
later, Beard along with other known DBG members arrived at the stadium. Both groups
taunted one another, clenching their fists and taking a fighting stance, attempting to
engage one another in a physical altercation. SFPD was forced to draw their batons and
step in between the two groups. Beard and the other DBG members were escorted out of
the stadium as well as the members of TOWERSIDE.
On December 28, 2009 at 9:30 a.m. Daly City police officers responded to the area

On March 18, 2010 at 5:13 p.m. SFPD officers were on patrol in the area of the Britton
Court Development. (Police Incident Report No. 100258301.) According to the report,
SFPD officers saw Frederick "Ace" Glaspie, V Floyd and other TOWERSIDE
members/associates in the area of Rey Street and Garrison Avenue. Glaspie presence in
the area is a violation of his court-order stay away order. Glaspie was arrested.

On May 16, 2005 at 2:50 p.m., V Floyd was observed loitering with known
TOWERSIDE members and associates, including Frederick "Ace" Glaspie at 155

TOWERSIDE members and associates, including Frederick "Ace" Glaspie at Sunnydale

On January 11, 2006 at 4:00 p.m., V Floyd was observed loitering with known
TOWERSIDE members and associates, including Frederick "Ace" Glaspie and Michael
"Snacks" Punzal at 1199 Sunnydale Avenue, in the Proposed Safety Zone. (Field

On June12, 2006 at 9:45 p.m., V Floyd was observed loitering with known TOWERSIDE
members and associates, including Orlando "Anthony" Ware and Corey "C Baby"
McCroey at 188 Garrison Avenue, in the Proposed Safety Zone. (Field Investigation
Report No. 06000634.)
On June 28, 2006 at 10:30 p.m., V Floyd was observed loitering with known
TOWERSIDE member Corey "C Baby" McCroey at Rey Street and Garrison Avenue, in
the Proposed Safety Zone. (Field Investigation Report No. 06000726.)
On December 6, 2006 at 7:58 p.m., V Floyd was observed loitering with known
TOWERSIDE member Byron Smith (now deceased) at 148 Rey Street, within the
Proposed Safety Zone. (Field Investigation Report No. 07000278.)
On December 14, 2006 at 1:45 p.m., V Floyd was observed loitering with known
TOWERSIDE members and associates, including Byron Smith (now deceased) at 148
Garrison Avenue, in the Proposed Safety Zone. (Field Investigation Report No.

members and associates, including Brandon Perkins (now deceased) and Michael
"Snacks" Punzal at Sunnydale and Garrison Avenues, in the Proposed Safety Zone.

On July 5, 2007 at 4:15 p.m., V Floyd was observed loitering with known TOWERSIDE
members and associates, including Frederick "Ace" Glaspie at Sunnydale and Garrison
Avenues, in the Proposed Safety Zone. (Field Investigation Report No. 07000826.)
On August 19, 2007 12:55 p.m. SFPD officers arrested a known TOWERSIDE associate
on an outstanding warrant at 143 Garrison Avenue. (Police Incident Report No.
070843733.) Present at the time of the arrest were other known TOWERSIDE members
and associates, including V Floyd and Byron Smith (now deceased.) According to the
report, SFPD officers observed this group drinking and loitering in public.
On February 24, 2008 at 2:50 p.m., V Floyd was observed loitering with known
TOWERSIDE members and associates including Frederick "Ace" Glaspie and Corey "C
Baby" McCroey at Sunnydale Avenue and Rey Street, in the Proposed Safety Zone.

On May 27, 2008 at 2:30 p.m., V Floyd was observed loitering with known
TOWERSIDE members and associates at 180 Garrison Street, in the Proposed Safety

On August 4, 2008 at 6:15 p.m., V Floyd was observed loitering with a known
TOWERSIDE member at Sunnydale and Garrison Avenues, in the Proposed Safety

TOWERSIDE member at Sunnydale and Garrison Avenues in the Proposed Safety Zone.

TOWERSIDE member Howard "Howie T" Dixon at 288 Rey Street, in the Proposed

TOWERSIDE members and associates, including Cedric "CD" McCroey, Ceabe "CB"
Justin, Ennis "Kiss" Johnson, and Marcus "Monz" Gaines, at Sunnydale Avenue and Rey
Street, in the Proposed Safety Zone. (Field Investigation Report No. 09000684.)
On February 4, 2010 at 12:35 p.m., V Floyd was observed loitering with known
TOWERSIDE members and associates, including Marcus "Monz" Gaines, Diondre "D-
Nice" Young, and Orlando "Anthony" Ware, at Heritage and Rey Streets, in the Proposed
Safety Zone. (Field Investigation Report No. 10000365.)
On March 18, 2010 at 5:27 p.m., V Floyd was observed loitering with known
TOWERSIDE members and associates, including Frederick "Ace" Glaspie, Ceabe "CB"
Justin, Corey "C Baby" McCroey, and Orlando "Anthony" Ware, at Sunnydale Avenue
and Rey Street, in the Proposed Safety Zone. (Field Investigation Report No. 10001235.)

TOWERSIDE members and associates, including Marcus "Monz" Gaines, at Sunnydale
Avenue and Rey Street, in the Proposed Safety Zone. (Field Investigation Report No.

On June 4, 2010 at 4:38 p.m., V Floyd was observed loitering with known TOWERSIDE
members and associates, including Lashawn "Snigs" Boston and Orlando "Anthony"
Ware, at Sunnydale Avenue and Rey Street, in the Proposed Safety Zone. (Field

183. MARCUS "MONZ" GAINES: Based on my professional training and experience as a
police officer investigating the TOWERSIDE criminal street gang and a review of police reports,
sheriff's records, photographs, and other documents, it is my opinion that Marcus Gaines ("Gaines") is
an active member of Defendant TOWERSIDE gang.
I personally know Gaines, whose moniker is "Monz."
During December 7, 2009 San Francisco Sheriff's Department classification and
interview, Gaines admitted membership in TOWERSIDE.
Gaines does not consistently report to live in the Proposed Safety Zone.

On March 9, 2008 at 1:42 p.m. SFPD officers responded to 140 Britton Court regarding a
report of a juvenile with a gun. (Police Incident Report No. 080252419.) According to

the report, SFPD officers recovered a gun located underneath the rear of a vehicle
(between the gas tank and frame). Frederick "Ace" Glaspie, Gaines and other known
TOWERSIDE members and associates were loitering nearby.
On March 15, 2008 at 11:30 a.m. Daly City police officers arrested Gaines at the corner
of Schwerin and MacDonald, within 50 yards of the Proposed Safety Zone. (Daly City
Police Incident Report No. DC08031601.) Gaines was arrested for carrying a concealed
weapon. A search warrant was subsequently obtained for Gaines' residence. Police
officers recovered four boxes of .22 caliber ammunition which matched the caliber from
the firearm recovered from Gaines on March 15, 2008. Gaines was convicted of illegal
possession of a firearm and participation in a criminal street gang.
On April 4, 2009 at 1:21 p.m. SFPD officers noticed three DBG members/associates
yelling profanities in an eastward direction down Sunnydale Avenue. (Police Incident
Report No. 090353477.) According to the report, SFPD officers looked in the other
direction and saw three TOWERSIDE members/associates including Gaines and Diondre
"D-Nice" Young standing in the intersection of Sunnydale Avenue and Sawyer Street
yelling profanities back at them. I heard Young yell "What you gonna do nigger! Shoot
me bitch!" SFPD officers observed one of the DBG members/associates remove his
black sweat shirt, place it over his right arm, and run hunched over as though he was
concealing a firearm. SFPD officers report seeing both groups, DBG and TOWERSIDE
previously taunt one another, and that a week prior to this incident, a shooting occurred
where casings were found in the area of the Britton Courts Housing Development; the
spent rounds struck several housing units on Sunnydale Avenue and Hahn Street.
On April 19, 2009, at 2:29 pm, members of DBG and TOWERSIDE congregated at
Blythdale Avenue and Hahn Street. Alsedee "Jizz Mac" Green, along with ten other
DBG members and associates including Raymond "Boo Gotti" Rodgers, Alsedee "Jizz
Mac" Green, and Aliton "Tiggz" Woodson were present. Ten TOWERSIDE gang
members and associates were present, including Howard "Howie T" Dixon, Vincent

Alsedee "Jizz Mac" Green asked SFPD officers if they would just let the two groups
fight. Members from both groups taunted one another yelling, throwing hands in the air,
and challenging and taunting one another.
On June 12, 2009 at 6:56 a.m. SFPD officers responded to the area of Sunnydale Avenue
and Sawyer Street regarding possible shots fired. (Police Incident Report No.
090603460.) According to the report, a witness told officers that he heard what sounded
like a single gun shot in the area of Sunrise Way and Hahn Street. The witness reported
to have seen two males walking with a two foot long black object that could have been a
rifle. The witness observed the two males walk to a wall at the end of Sunrise Way that
leads into a parking lot on the 300 block of Argonaut the "Brick Homes." The witness
watched one of the males jump the wall, receive the black object from his companion
who jumped the wall next. The witness took photos of the individuals. Further
investigation by SFPD officers revealed that Gaines and Diondre "D-Nice" Young were
the subjects.
On September 12, 2009 at 10:45 a.m., Sean "Dough" Beard and other DBG members
were detained and escorted out of a public event for taunting rival TOWERSIDE gang
members. (See Police Report No. 090946840.) According to the report, SFPD officers
were monitoring a series of Pop Warner football games as these games had been the
scene of past violent incidents. SFPD officers observed several known TOWERSIDE
gang members including Gaines, Kalaan "KK" Johnson, Ceabe "CB" Justin, Corey "C-
Baby" Mcroey, and Vincent "Ace" Floyd enter the stadium. Approximately one hour
later, Beard along with other known DBG members arrived at the stadium. Both groups
taunted one another, clenching their fists and taking a fighting stance, attempting to
engage one another in a physical altercation. SFPD was forced to draw their batons and
step in between the two groups. Beard and the other DBG members were escorted out of
the stadium as well as the members of TOWERSIDE.

On October 15, 2009 at 10:32 p.m., Gaines was arrested by Daly City Police Officers in
San Bruno Park. (Daly City Police Report No. 09-03673.) According to the report,
Gaines was in the company of TOWERSIDE gang members and associates including
Corey "C Baby" McCroey. Gaines attempted to elude police but was apprehended and
arrested for illegal firearm possession. Daly City officers recovered a firearm along
Gaines' flight path.
On December 6, 2009 at 2:12 p.m. SFPD officers responded to a call of gun shots in the
area of Sunnydale Avenue and Hahn Street. (Police Incident Report No. 091248615.)
According to the report, shots were fired in the vicinity of the police substation at the
Sunnydale Housing Development. A police officer was injured by the gunfire. SFPD
officers found bullet casings on the east side of 1301 Sunnydale Avenue and two bullet
holes in a vehicle parked in front of 1315 Sunnydale Avenue. SFPD officers also
recovered a rifle in the backyard of 535 Sawyer Avenue, near the footpath. Gaines and
known TOWERSIDE member Orlando "Anthony" Ware were identified as involved in
the shooting and were arrested on aggravated assault, illegal firearms possession, and
participation in a criminal street gang charges.
On December 28, 2009 at 9:30 a.m. Daly City police officers responded to the area
around 615 Schwerin in response to a shooting of two TOWERSIDE gang members.
(Daly City Police Incident Report No. DCPD09-011126.) According to the report,
known TOWERSIDE members Edgar "Arrow" Floyd and Vincent "Ace" Floyd were
shot at by unknown suspects. Other known TOWERSIDE member Orlando "Anthony"
Ware and Gaines were in the vicinity when the shooting occurred. Daly City police
officers identified Washington's cars as being driven in the area of the shooting. SFPD
officers believe DBG members were responsible for these shootings.
On February 4, 2010 at 10:13 a.m. SFPD officers responded to the area around 98
Kelloch Avenue on a report of shots fired. (Police Incident Report No. 100115422.)
According to the report, SFPD officers located two victims, one of those being Gaines.

SFPD officers found two shell casings on the sidewalk in front of 98 Kelloch Avenue and
a bullet fragment on the sidewalk in front of 427 Argonaut Avenue. SFPD officers also
contacted Ceabe "CB" Justin associating with the victims.
On May 7, 2010 around 6:30 p.m., SFPD officers saw a large group of known
TOWERSIDE gang members and associates including Alfonso "B" Beasley, Gaines,
Edgar "Arrow" Floyd, and Corey "C Baby" McCroey congregated on Rey Street between
Towerside and Heritage Avenues. (Police Incident Report No. 100424201.) According
to the report, as SFPD officers approached, McCroey and Beasley begin to distance
themselves from the group. McCroey's right hand was concealed under the front of his
black hooded sweatshirt as if holding a firearm. SFPD officers would later recover a
loaded firearm from McCroey's person. McCroey was arrested on illegal weapons
possession charges.
EVIDENCE OF GANG ACTIVITY - ASSOCIATION
On March 8, 2008 at 11:09 p.m., Gaines was observed loitering with a known juvenile
TOWERSIDE member at Sunnydale and Garrison Avenues, in the Proposed Safety

On March 12, 2008 at 7:00 p.m., Gaines was observed loitering in front of Sunnydale
Avenue and Rey Street in the Proposed Safety Zone with known TOWERSIDE members
and associates, including Frederick "Ace" Glaspie. (Field Investigation Report No.
08000282.)
On February 2, 2009 at 3:55 p.m., Gaines was observed loitering with known
TOWERSIDE members and associates, including Edgar "Arrow" Floyd and Frederick
"Ace" Glaspie at 1230 Sunnydale Avenue, in the Proposed Safety Zone. (Field

On May 21, 2009 at 3:55 p.m., Gaines was observed loitering with known TOWERSIDE

184. FREDERICK "ACE" GLASPIE: Based on my professional training and experience as
a police officer investigating the TOWERSIDE criminal street gang and a review of police reports,
sheriff's records, photographs, and other documents, it is my opinion that Frederick Glaspie ("Glaspie")
is an active member of Defendant TOWERSIDE gang.
I personally know Glaspie, whose moniker is "Ace."
During March 9, 2009 San Francisco Sheriff's Department classification and interview,
Glaspie admitted membership in TOWERSIDE.
Glaspie does not report to live in the Proposed Safety Zone.
EVIDENCE OF GANG ACTIVITY - CRIMINAL CONDUCT
On April 7, 2004 at approximately 1:50 p.m. hours, SFPD officers responded to the area
of Sunnydale and Garrison Avenues regarding a complaint of narcotics sales. (Police
Incident Report No. 040398978.) According to the report, SFPD observed Glaspie in the
company of numerous TOWERSIDE members and associates. A TOWERSIDE member
was arrested for resisting arrest and possession of ammunition. SFPD officers recovered
a loaded shotgun from a blue recycling receptacle at the corner of Sunnydale and
Garrison Avenues.
On January 23, 2005 at 12:15 p.m. SFPD officers were flagged down in the area of 600
Velasco Avenue. (Police Incident Report No. 050087020.) According to the report,

Glaspie brandished a weapon and threatened a victim, on the sidewalk in front of the
Britton Courts Housing Development. The victim had a previous relationship with
Glaspie. The victim told SFPD officers that Glaspie told her, "You bitches better get up
out of here ... you think I'm playing .... I'1l show you who's playing this is 'Tower Block'
.... you bitches get up out of here!" The victim thought Glaspie was joking and tried to
ignore him. Glaspie responded by pulling his hands from under his shirt revealing a
chrome or silver handgun. Glaspie was one to two feet away when he pointed the gun at
her and cocked it, yelling, "This is Tower Block and I ain't playing .... I'm going to pop
you two bitches." During further investigation of this incident, SFPD officers
interviewed Glaspie who admitted that he "represents the younger members of the
Towers and that he brokered a truce with the younger Down The Hill Gang." Glaspie
admitted that he has been a member of Towers since he was 14 years old.
On April 20, 2005, at 4:30 p.m. SFPD officers learned that Glaspie was identified as a
suspect in the shooting incident that occurred earlier that day at approximately 10:23 a.m.
near Sunnydale Avenue and Sawyer Street. (Police Incident Report No. 050440230.)
According to the report, Glaspie was detained and transported to Ingleside Police Station
where he was found to be in possession of 18 individually wrapped off white rocks of
suspected cocaine base. During an interview with SFPD officers, Glaspie admitted to
purchasing the suspected cocaine base locally and selling them for $10.00 each. Glaspie
further admitted to being a member of the "Towerside" gang describing to officers that he
is part of the younger group of the gang referred to as "Dread Heads" because they
currently have their hair in dreads. Glaspie was convicted of possession of a controlled
substance.
On June 27, 2005 at 5:15 p.m. SFPD officers responded to 1252 Sunnydale Avenue
regarding a call of criminal threats made against a security guard at the Britton Courts
Development. (Police Incident Report No. 050719148.) According to the report, SFPD
officers met with the victim who said he asked V Floyd and Glaspie to leave the property,

because they were trespassing. V Floyd and Glaspie did not leave and were both
uncooperative. In response, V Floyd threatened the security guard saying he "would be
lucky to live through the night."
On August 9, 2005 at 12:36 p.m. SFPD officers were patrolling the area of Sunnydale
and Garrison Avenues when they saw numerous TOWERSIDE gang members including
Lashawn "Snigs" Boston, Glaspie, and Byron Smith (deceased), inside the Britton Court
Housing Development. (Police Incident Report No. 050890867.) According to the
report, as SFPD officers approached, Smith looked over his left shoulder toward the
group and said, "five-O", signaling that the police were there. Boston started running,
taking officers on a chase throughout the Britton Courts development, stopping briefly to
bury a small off white object wrapped in plastic. SFPD officers eventually apprehended
Boston, who resisted arrest. Officers recovered a plastic bag of suspected marijuana from
Boston's person and two clear plastic bags of suspected methamphetamine, which Boston
had buried in the loose dry dirt. Additional investigation revealed that Boston is not on
any lease at the Britton Courts Development and that management confirmed that Boston
is a continuing problem on the property. Boston was convicted of possession of a
controlled substance
On December 13, 2006 SFPD officers conducted a buy bust operation in the area of
Garrison Avenue and Rey Street where Glaspie sold cocaine base to an undercover
officer. (Police Incident Report No. 061321655.) According to the report, no arrests
were made on the day of the buy bust operation as it was part of a larger narcotics
investigation. Glaspie would be later arrested and convicted of selling controlled
substances.

On March 18, 2010 at 5:27 p.m., Glaspie was observed loitering with known
TOWERSIDE members and associates including Vincent "VC" Floyd, Ceabe "CB"
Justin, Corey "C Baby" McCroey, and Orlando "Anthony" Ware at Sunnydale/Garrison
Avenues and Rey Street. (Field Investigation Report No. 10001235 and Police Incident
Report 100258301.) Glaspie was arrested for violating a stay away order that prevented
him from being within 150 yards of Garrison Avenue and Rey Street.

On May 16, 2005 at 2:50 p.m., Glaspie was observed loitering with known TOWERSIDE
members and associates, including Vincent "VC" Floyd, at 155 Garrison Street, in the

On July 26, 2005 at 8:25 p.m., Glaspie was observed loitering with known TOWERSIDE
members and associates, including Vincent "VC" Floyd, at Sunnydale and Garrison
Avenues, in the Proposed Safety Zone. (Field Investigation Report No. 05000562.)
On December 10, 2005 at 11:25 p.m., Glaspie was observed loitering with known
TOWERSIDE members and associates, including Michael "Snacks" Punzal, Marcus
Peppars (now deceased) and Byron Smith (now deceased) at 1200 Sunnydale Avenue, in
the Proposed Safety Zone. (Field Investigation Report No. 05000893.)
On January 11, 2006 at 4:00 p.m., Glaspie was observed loitering with known
TOWERSIDE members and associates, including Vincent "VC" Floyd and Michael

On December 13, 2006 at 1:50 p.m., Glaspie was observed loitering with known

On July 5, 2007 at 4:15 p.m., Glaspie was observed loitering with known TOWERSIDE
members and associates, including Vincent "VC" Floyd, at Sunnydale and Garrison
Avenues, in the Proposed Safety Zone. (Field Investigation Report No. 07000826.)
On August 24, 2007 at 1:00 p.m., Glaspie was observed loitering with known
TOWERSIDE members and associates, including Deon "Uno" Dogan, at 148 Garrison
Avenue, in the Proposed Safety Zone. (Field Investigation Report No. 07000794.)
On January 11, 2008, at 10:16 a.m., Emon "Flav/e" Brown, a known DBG member, was
seen chasing rival TOWERSIDE gang member Vincent "VC" Floyd, who was in the
company of Glaspie, with what witnesses said was a gun. (See Police Report No.
080111965, subsequently corrected to 080036887.) According to the report, a witness
said he then saw Floyd, "fly" over a fence near the Heritage Homes and out of sight into a
back yard. Witness said Brown then ran up to the same fence Floyd had just jumped over,
and while holding something in his right hand, stepped on the lower half of the fence and
pulled himself up so he could see over the fence. The witness stated that Brown then
looked over the fence for Floyd and said, "I told you I was going to get you you bitch ass
nigger!" A witness identified the assailant in this case as Brown.
On February 24, 2008 at 2:50 p.m., Glaspie was observed loitering with known
TOWERSIDE members and associates, including Vincent "VC" Floyd and Corey "C
Baby" McCroey, at Sunnydale Avenue and Rey Street, in the Proposed Safety Zone.

TOWERSIDE members and associates, including Lashawn "Snigs" Boston, Corey "C
Baby" McCroey, and Vincent "VC" Floyd, at Kelloch Avenue and Schwerin Street, in the
Proposed Safety Zone. (Field Investigation Report No. 10001103.)
On April 12, 2010 at 4:45 p.m., Glaspie was observed loitering with known
TOWERSIDE members and associates, including Vincent "VC" Floyd and Kalaan "KK"
Johnson, at 120 Rey Street, in the Proposed Safety Zone. (Field Investigation Report No.
1000083.)
On January 22, 2010 at 2:28 p.m., Glaspie was observed loitering with known
TOWERSIDE members and associates, including Michael "Snacks" Punzal, Ceabe "CB"
Justin, Kalaan "KK" Johnson, Corey "C Baby" McCroey, and Cedric "CD" McCroey, at
150 Garrison Avenue, in the Proposed Safety Zone. (Field Investigation Report No.

On March 18, 2010 at 5:27 p.m., Glaspie was observed loitering with known

185. ENNIS "KISS" JOHNSON: Based on my professional training and experience as a
police officer investigating the TOWERSIDE criminal street gang and a review of police reports,
sheriff's records, photographs, and other documents, it is my opinion that Ennis Johnson ("E Johnson")
is an active member of Defendant TOWERSIDE gang.
I personally know E Johnson, whose moniker is "Kiss."
During August 19, 2009 San Francisco Sheriff's Department classification and interview,
E Johnson did not admit membership in TOWERSIDE but did state that Sunnydale is his
enemy.
E Johnson does not report to live in the Proposed Safety Zone.
EVIDENCE OF GANG ACTIVITY - CRIMINAL CONDUCT
On August 18, 2009 at 4:30 p.m., SFPD officers responded to the 1500 block of
Sunnydale Avenue on reports of a shooting. (Police Incident Report No. 090832233.)
According to the report, SFPD officers saw a group of people standing in front of 1650
Sunnydale pointing at the playground behind 2 Brookdale Avenue and 16 Santos Street.
Officers recovered a black beanie cap, a black tennis shoe in the middle of the
playground path, and eleven .45 shell casings around the path to the playground. An
additional three ammunition casings were located near 1922 Sunnydale. During the
investigation, a nearby resident informed police officers that the back window of her
house was hit by a gun shot. Police officers observed a hole in the window and recovered
a bullet fragment from inside of the house, near the washing machine. Officers
interviewed the victim at San Francisco General Hospital who stated that he was waiting
for the MUNI 9x bus at the bus stop when he was shot in the left leg. Officers at the
scene continued the investigation and were approached by several witnesses who
indicated that members of the "TOWERS" were suspects in the shooting. Witnesses also
identified the vehicle involved as a white Mustang. A vehicle matching the same
description was located in front of 11 Towerside Street. The vehicle, which was warm

when officers touched it, was registered to Ennis Johnson, a known active TOWERSIDE
gang member. At approximately 10:36 a.m., another shooting occurred at 1321
Sunnydale, two blocks away from the previous shooting. Shortly after, Ennis Johnson
approached the white Mustang and showed police officers that he had been shot in the
hand. SFPD officers obtained a search warrant for the white Mustang and for Ennis
Johnson's cell phone. Photos seized pursuant to that warrant depicted Ennis Johnson
seated in the white Mustang. Another photo showed what appeared to be two semi-
automatic hand guns, with Ennis Johnson holding one of them while counting money.
One of the hand guns pictured appeared to be one of the handguns seized at the second
shooting. Police officers believe that the other gun was involved in the shooting of the
victim at the MUNI bus stop. Lastly, shortly after the incident, a witness confided to
police officers that the victim of the initial shooting had identified the shooter as the
driver of a white Mustang who was from the "TOWER SIDE." Ennis Johnson was
arrested for this incident.
On October 24, 2009 at 9:12 p.m. SFPD officers were in the area of Sunnydale Avenue
and Schwerin Street when they heard several shots being fired. Multiple Ingleside units
responded. (Police Incident Report No. 091098818.) According to the report, SFPD
officers recovered spent shell casings from a 9mm handgun in the park area adjacent to
Garrison and Kelloch Streets. While searching the area for potential victims officers
made contact with know TOWERSIDE gang members Alfonso "B" Beasley and Ennis
Johnson. Beasley and Johnson were in a nearby vehicle lying down on the front seats
which were reclined all the way back. Both Beasley and Johnson stated they didn't see
who fired the gun and refused to answer any questions.

TOWERSIDE members and associates, including Cedric "CD" McCroey, Ceabe "CB"
