1 System Functionality
Host Overview
This section describes the software functionality that is installed on the host computer. The host
software is based on a set of programs developed especially for toll collection operations.
Host Software
The host computer system software includes the following items:
• Toll management user interface
• Real-time monitors
• Operating system – Windows Server 2012
• Utilities – Standard Windows server utilities and Perl support
• Networking software – Transmission Control Protocol/Internet Protocol (TCP/IP)
• Freeware – None is expected; if it becomes necessary or desirable during the implementation phase, the Authority will be informed
• Virus protection / security – Symantec Endpoint Protection, which includes antivirus, intrusion detection system /intrusion prevention systems (IDS/IPS), and firewall
Operating System
The system has the latest proven version of Microsoft’s Windows Server operating system and the
appropriate service packs for the host computer system. The Microsoft Windows Server operating
system and supporting tools include the software utilities necessary to support the operation of the
host. Microsoft Windows Server provides a standard patch utility as an integral part of the
operating system. Updates to the Microsoft Windows Server operating system are installed
according to the standard instructions provided by Microsoft Corporation.
Languages
The Microsoft Visual C++ (version 6.0 or later) development environment is fully supported under
the Microsoft Windows Server operating system. This development environment fully supports
the Microsoft Windows Server file management system, including the use of long file names and a
standard directory structure. It includes a compiler, linker, and runtime support. The National
Institute for Standards and Technology has certified this product for use on U.S. government
contracts requiring American National Standards Institute/ International Organization for
Standardization (ANSI/ISO)-certified C (Federal Information Processing Standards, FIPS, 160).
The system has Perl scripting language and Microsoft Windows Server command language in
some aspects of the host computer system solution. These languages are interpretive and do not
require any special compilers or debuggers.
Real-time monitors are coded using Visual Basic, version 6.

Summary of Host Functions
The host computer application software is a fully integrated set of programs that support:
ä Receipt of transaction data including ETC and violation transactions from the lanes
ä Generation of toll schedules, valid employee lists, and other control information for the lanes
ä Transmission of transaction data to the CSC
ä Real-time monitoring of toll collection activity in the lanes at the plaza
ä Real-time monitoring of lane operational status
ä Downloading of ETC tag status to the lane controllers
The host software acts as the middle tier in the communications hierarchy and provides real-time
monitoring of toll collection activity at the plaza. The software can be viewed as having two parts:
ä Real-time monitors
ä Background processing tasks
The user applications are GUI based and provide plaza personnel with the following functions
from a host workstation:
ä Real-time plaza status
ä Real-time lane monitoring
ä Device status
ä Remote command dispatching
ä Remote lane operations
The background processing tasks are non-interactive and provide:
ä Guaranteed forwarding of transactions to the CSC
ä Population of real-time state table with transaction data, lane controller device status, lane
status, and network status
ä Communication between the host computer and the lane controllers
ä Storage and downloading of toll schedules, employee files, and tag statuses
Data Flow
The following tables describe the data flow between lane and host, and the data flow between the
host and the CSC, respectively.
ä The complete tag status file is received from the CSC when a new file is created and then
forwarded to each lane controller.
ä The real time tag status updates received from the CSC periodically during the day are
translated to the expected format, passed through the host, and then forwarded to each lane
controller.
ä The lane and host transaction file containing ETC transactions and device status messages are
sent to the host. Toll rates and employee files are received from the host as new files are
created.

1.1 System-to-System Interfaces
The systems that interface with the host are:
ä CSC interface – Provides the interface to the Virginia Department of Transportation (VDOT)
CSC for the host to send lane transactions, as well as for the host to obtain tag status and tag
status update files
ä VES – The host sends lane transactions and device status information to the VES host for
processing by the violation filtering (VF) task
ä Lanes – The lanes send transactions and device status information to the host; the lanes receive
tag status files and remote commands (relayed via the RTMs) from the host
ä User interface – Configuration data entry (toll and employee), as well as reporting capability
ä RTMs – The host sends the lane transactions and device status information to the RTMs for
display; remote commands are sent from the RTMs through the host to the lanes
1.2 User Interfaces
There are two distinct user interfaces as part of the host system. The main user interface provides
screens for entering and modifying configuration related data, such as employee lists and toll
schedules and rates, as well as access to all reports. The other user interface is the RTMs that
provide monitoring of lane transactions and device status for the control room operators (CROs).

1.2.1 Real-Time Monitor Functionality
The control room operator’s workstations and other workstations that require access to the real
time monitor will run the real time monitor and remote commands application. The RTMs and
remote commands screens are accessed using a Visual Basic application that interfaces with the
host computer system to display transaction data and issue commands to the lanes.
Communications with the host are controlled by the RT process on the host computer and the RT
client on the manager's workstation. Lane ID, plaza ID, and lane configuration information are
maintained on the host computer.
The real time monitors and remote commands application is accessed through a desktop icon that
presents the user with the following capabilities:
ä Ability to select a plaza when a workstation is associated with multiple plazas (see real time
monitor)
ä Ability to provide a lane operational status for each lane in a selected plaza
ä Time of last status information update, which is the last status change (see lane monitor)
ä Lane type – manual/ACM ETC only (see plaza monitor)
ä Lane operating mode – open/close /standby, including time of last mode event (see plaza
monitor)
ä Current collector identification (ID) and log in time, if applicable (see lane monitor)
ä Vault status – inserted/active/deactivated, if applicable, along with percent full (see vault
monitor)

1.2.2 Reporting
1.2.2.1 Toll Management User Interface
The application provides numerous reports that help facility and Authority personnel understand
toll system management, operation, and performance so that they are able to make informed
decisions. Toll plaza supervisors use reports to review transactions, unusual occurrences, revenue
passing through the plaza, and daily facility operations. Executive managers use global reports
that can include overviews of information by facility, as well as specific information for each
facility.
Use the Reports tab in the toll management user interface to:
ä Run and view, save, e-mail, and/or print reports in various formats
ä Establish report schedules for automated delivery

Reports are classified into two groups – ad hoc reports and scheduled reports. Scheduled reports
are configured within the host software and managed through the Microsoft SQL Reporting Server
scheduler. For example, reports may be automatically generated that are made available at the
beginning of the next business day to selected individuals via e-mail as an attachment or stored as
a file on a system shared drive. Some authorized users may also request specific reports to be
e-mailed to them at a specified time. Ad hoc reports permit the specification of selection or
filtering and sort criteria. Scheduled reports allow for specifying configurable parameters, e.g.,
time of generation.
Reports may be saved in a variety of formats (including PDF).

1.3 Reporting
Reports are generated using Microsoft SQL Reporting Services. The system comes with an
extensive suite of completely designed and functional reports that are currently used by our other
large customers.
1.4 Administrative Tools
The tools specified allow system administrators a powerful and vast array of monitoring tools to
monitor and maintain the system:
ä HP System Insight Manager. A Web based, integrated, monitoring tool that allows the
tracking and notification of events via Simple Network Management Protocol (SNMP) and
Web-Based Enterprise Management (WBEM). HP Systems Insight Manager (SIM) also allows
the compilation of Management Information Base (MIB) packages to receive SNMP messages
from a vast variety of hardware.
ä VMWare vCenter. The centralized management platform for the VMWare virtualized
servers.
ä GFI Network Server Monitor (NSM). In combination with HP SIM, the NSM allows the
host system platforms to be completely and automatically monitored and checked.
ä Symantec Endpoint Protection Console (SEP). Allows the management of all deployed SEP
clients.

All of the above tools support e-mail alerting capabilities to immediately notify recipients of any
issues with the host system.
1.5 Backup Functionality
There will be a tape drives installed for the primary site.
In addition, there will be database backup software from RedGate creating daily database backups,
which will then be backed up to tape. The software used to create the backups is Symantec
Backup Exec 2012. Symantec has been the standard product to back up both physical and virtual
machines for a number of years. Backups incorporate appropriate data protection.
1.6 Date/Time Synchronization
The master clock will consist of Symmetricom S200 units, as they have proven to provide the level
of accuracy needed for not only barrier style lanes but also the higher accuracy requirements
needed for open road tolling. In addition to the redundancy that having three time sources
provides, the S200 has a standard holdover accuracy to 21 milliseconds per day, so short term
losses of global positioning system (GPS) signal will not prevent keeping a consistent time.
This stable, accurate time source will become the reference or master and provide time to the rest
of the network. In the existing network, the switches, routers, and other network appliances will
get their time directly from the S200s. For the rest of the network, the time would flow from the
S200s to Active Directory servers, then to Windows AD members.

1 Introduction
This Warranty Manual is a compilation of all the hardware and software licenses and warranties procure
by W. M. Schlosser and TransCore. This document is a contractual deliverable for TransCore under the
Dulles Toll Road Administration Building Host Computer Replacement contract 7
Metropolitan Washington Airport Authority
The deliverable is described in the RFP as follows:
A. Organize warranty documents into an orderly sequence based on the table of conteContract Specifications. Warranty documents include Contractor and Major Subcontractors
warranty letters, special warranty documents, and manufacturer's warranties.
B. Binders: Heavy-duty, 3accommodate contents, sized to hold 8

7-14-C003-013 2.1 General 2.1.1 Overview 3 (various) Refer to Exhibit 2 for hardware and software that the Authority will provide to the
Contractor. The Contractor shall provide all other items for the above Host System
configuration which shall be referred to collectively as the “application software”. The
Contractor shall be responsible for installation and configuration of all software whether
provided by the Authority or developed by the Contractor.
7-14-C003-014 2.1 General 2.1.1 Overview 3 Where possible, the Host System must be designed with well defined non-proprietary
interfaces that will support software maintenance and upgrades from multiple sources –
including both in-house and contracted.
7-14-C003-015 2.1.2 System Availability & Redundancy 6.1 The Host System shall provide all functional service greater than or equal to a 99.5%
availability level with a Mean Time To Repair (MTTR) of 2.0 hours. Functional service is
defined as all hardware and software necessary to provide all functional services within
the Host System. Host services shall be available to all external interfaces (e.g. toll lanes,
CSC) and all other authorized clients on the DTR network via appropriate interface
application services.
7-14-C003-016 2.1.2 System Availability & Redundancy 6.1 The Host platform configuration shall be redundant and certified to contain no single point(s) of failure.

communications with the Host are unavailable shall not reduce the ability of the Host to
load all near real-time transactions. No transactions shall be lost during periods when

Authority.
7-14-C003-061 2.1.5 Host Backup 6.7 The Host application software shall support a standard backup systems solution to be provided by the
Authority that will perform a daily backup required to support rotation and off-site storage such that:

Synchronization
The Toll Collection System shall have the functionality for synchronizing all systems and subsystems based
upon date/time synchronization from a master clock.
The master clock will be a part of the Host System and shall utilize an industry standard timing source prior to
synchronizing all other systems or shall use a time reference provided by the E-ZPass CSC if such reference
is available.
The Host shall transmit the synchronized date/time to all other systems and subsystems comprising the Host
System. The Host shall serve as the time synchronization source for at least the following subsystems:
• Lanes;
• VES Host;
• MOMS;
• DRS; and
• DVAS.
The Toll Collection System shall be capable of changing the time synchronization source to the DRS. The
Contractor shall describe how the synchronization source is changed.
All computers and servers of the Host System shall be synchronized at a minimum to the nearest 1/100 of a
second.
There shall be two time reference sources. One time-reference shall be designated the primary source and
the other designated as the secondary source. If access to the primary time reference is lost, the secondary
source shall be used until the primary is available.

Testing and Delivery
The Contractor shall describe how it will meet MWAA Information Security Standards requiring the following
for installation and updates to the Host System:

The primary hardware solution shall be installed at the DTR administration building by the Contractor. The
Authority shall ensure that adequate space, power, and cooling is available for the hardware solution.
7-14-C003-071 2.3 Software 3.1 & non-proprietary The new Host System shall provide the system interfaces and functionality described in this section.
The Authority shall provide third-party, commercial off-the-shelf, software such as the database, operating
system, anti-virus, security, and back-up/archive applications to the Contractor for use with the Host System.
This software shall be current versions and from widely available providers (e.g. Oracle and Microsoft).
7-14-C003-072 2.3.1 Existing & New System Features The Host communicates with all toll lanes to collect transactions, operational transaction and status data and
to deliver operational files and real time commands. The existing Host System software provides a database,
a series of system interfaces and processing functionality to support toll operations and reporting. Specifically,
the existing Host System is used to:
