MINNESOTA EXTENSION PUBLICATIONS AND MAJOR PROGRAM FOCI: I. Post Secondary Debt In 2014, three webinars were developed and executed for student financial services personnel at colleges and universities across Minnesota:

(a) Limiting Student Loan Debt (February 27) (b) Living with Student Loan Debt (April 20) (c) Pay It Off: Attacking Student Loan Debt (June 12)

This is the title of a team of Extension Educators of which I mentor and provide leadership in content. Educational products that emanated from the work of the team in 2013 were a statewide webinar for College Financial Services personnel entitled “Living with Student Loan Debt”. I also mentor two of this Extension Educator team in writing a white paper on the research in this area and an AFCPE newsletter content piece that was entitled “Teaching Professionals the 3 A’s of Living with Student Debt. In 2013, I was invited to be a participant in a NEFE Education Forum to facilitate the advancement of new perspectives, research, education and trends in financial capability. II. Retirement Planning In 2012 and 2013, the “Understanding Your Social Security On-line Statement” segment of the Invest Now course was revised because of the policy change related to obtaining the statement. In 2011, an asynchronous webcourse entitled “Invest Now: Money in Retirement” was launched It was developed and piloted in 2010. It was designed for a target audience of 20 and 30-year-olds, but is appropriate for any age range where knowledge about savings and investing options for retirement is low because it is a course of basic information. In 2011, the course content became a part of the FSOS financial management course and part of a course taught in the UMN Cultural Center. The course was designed in Moodle; it includes audio-streamed PowerPoint presentations, assessments, an evaluation, a certificate of completion when students reach at least 75% on each assessment, and my University of Minnesota Extension Planning Ahead for Retirement publication in PDF form. The course website is: http://www.extension.umn.edu/FinancialSecurity/invest-now/index.html. The content is divided into the sections indicated below:

Finding Money to Invest Understanding Social Security Basics Employer Sponsored Retirement Plans IRA Basics What is a Mutual Fund? Mutual Fund Types

Mutual Fund Costs Understanding Investment Criteria Building an Investment Pyramid How Much Risk is Right for You? Tax Implications of Investments Choosing the Right Mix of Investments

Many babyboomers are reaching retirement age and the U.S. savings rate is -1%, a great

concern for those retiring in the future. The overall objective of this program area is to promote retirement planning in the middle years; the target audience is persons between 35 and 50 years of age.

In 2012, a research roundtable entitled “Community Sustainability After Natural Disasters” was presented with Extension Educators that outlined the research that was recently published in Community Development, the journal of the Community Development Society. The research article was entitled, “The Road to Recovery from a Natural Disaster: Voices from the Community”. The article was about the recovery efforts of Rushford, MN and Extension’s work

39

with the community. I mentored the group of Extension Educators through the research process from coding qualitative data through to revising the manuscript after reviewers evaluated it. IV. Conflict in Family Businesses A critical mass of published research on copreneurial couples starting new business ventures has led to the development in 2013-14 of audio-streamed PPT presentations and assessments for couples who are starting or thinking of starting a new business venture. The titles of those presentations are: (a) Spousal commitment assessment (b) How does spousal commitment affect new business success (c) Assisting your entrepreneurial spouse gain better work/family balance (d) Patterns of spousal expectations: business impact on family finances (e) Do spousal expectations differ by entrepreneur’s gender? (f) Supporting your family business as a spouse (g) Discovering your expectation for the new business venture

A critical mass of my research in recent years has focused on family business tensions. Out of that research has come a Conflict Identification in Family Businesses assessment tool and a number of audio-streamed Powerpoint presentations that can be accessed on the Rural Minnesota Life website, www.ruralmn.umn.edu. (a) Change: Loss, Opportunity and Resilience (URL below) http://www.extension.umn.edu/family/live-healthy-live-well/healthy-minds/dealing-with-stress/change-loss-opportunity-resilience/change-loss-opportunity-resilience-online-course/

In 2013, an on-line course was developed for use with the MFIP (Minnesota Family In Poverty Program). The course serves as credit toward the effort of these families to find jobs or to substitute educational efforts that would lead to finding work. The two courses were entitled: (a) Change: Loss, Opportunity and Resilience. The course includes audio-streamed Powerpoint presentations, worksheets, assessments and a facilitator’s guide. In 2013, a one-page staff development piece was written for statewide Community Nutrition Educators entitled “Staying Resilience in Times of Change”. In 2011, content originally found on the Rural Minnesota Life website was repurposed to compose two asynchronous on-line course entitled (a) Change: Loss and Opportunity and (b) Developing and Maintaining Resilience to be used in MFIP (Minnesota Family Investment Program, a program to support people receiving welfare benefits. See Rural Minnesota Life website www.ruralmn.umn.edu for most recent educational material additions to this content area. The research that I have done on rural family businesses, indicates that many aspects of their work and family lives have been impacted by the change. The focus of this work has emphasized various models of change for individuals, rural families and family businesses. The change training packet has been shared with 137 different Extension educators and other rural professionals and has been distributed to 27 different states in recent years. Danes, S.M. major statewide effort utilizing a community collaborative model. I was part of the financial education subcommittee which was composed of Extension Specialists and county educators. My contribution was writer of seven factsheets to be used in the early stages of the divorce process. The factsheets serve as a guide in the collecting of financial information in the early decision making process where the concern for the future financial security of children is large.

psychological, social, and economic concepts. That has been especially true in work that targeted adjusting to reduced income. My training materials were put into print in a publication funded through disaster monies as a result of the flood of 1993. My work with companies that are going out of business or reducing their work force also fits under this topic heading. Much of that work was coordinated through private industry councils, but I worked directly with Washington Scientific Industries in Owatonna, Minnesota, to provide a decision framework for employees in terms of what needs to be considered when transferring their retirement plan monies as the company was closing. This work was expanded to the New York Extension Service after 9/11.

VIII. Financial Socialization of Children Within Families

In 2012, I was a part of the Economic Education Review Committee to review drafts of the national Council for Economic Education’s Voluntary National Standards in Financial Literacy. One of the long-term approaches to family financial insolvency is teaching the children

healthy financial management on both an instrumental and expressive level. Through this approach, parents can be taught financial management concepts (instrumental and expressive) through concern for their children's future.

IX. Statewide Teacher Trainings on “Financial Literacy: Update on Credit and Debt” In 2011, four audio-streamed PPT presentations were developed from the national NEFE HSFPP planning evaluation that I had just completed. Findings from the qualitative and quantitative

47

study were positioned to fit with the content of four webinars developed for training Minnesota teachers in the use of the HSFPP curriculum. USDS-CREES and NEFE (National Endowment for Financial Education) have a memorandum of agreement around the High School Financial Planning (HSFPP) curriculum. CUNA (Credit Union National Association) has recently joined the partnership. A collaboration between UMES-College of Human Ecology and the MN Credit Union Network was launched around the statewide teacher training effort around the HSFPP curriculum. A goal was to bring the credit union representatives and the teachers together at the local level. That was a secondary goal to providing teaching tools and updated information focused on the topic of “Financial Literacy Update on Credit and Debt”. A CD (UMES # 08126) was developed which contained the teaching tools and updated information for workshops. Listed below are the CD contents either developed by me or developed by Regional Extension Educators under my supervision.

X . Programming Resulting from 1988 Minnesota Farm Women and 1995 Follow-Up Studies The Minnesota Farm Women Survey was completed in 1988. A summary of the data was

released in November of 1988. Since then the data has received widespread attention throughout the nation. I have cooperated with Minnesota Rural Futures in doing Public Policy Forums on issues affecting rural families in eight cites across the state in 1989 and 1990. A video entitled “Who Nurtures the Nurturer?” has been produced based on the data to help communities develop ways to support farm women.

It was originally produced to be part of a statewide teleconference in which I participated

that was part of the Rural Mental Health Demonstration Project. A software program called, “Does a Second Job Pay” has been adapted to Supercalc to be used by families in Minnesota to determine the economic benefit of having two incomes. The data was used to support a grant proposal that was received from USDA to fund four Family Mediation Fellows who work closely with farm families going through Mandatory Farm Credit Mediation. A variety of media program supports developed by other institutions have

48

been brought into the system to strengthen programs dealing with women and families in agriculture.

A Fall, 1995, follow-up has been completed as part of a USDA rural economic

development research initiative grant focusing on the viability of rural family businesses. The research summary is almost complete. Plans are in progress for outreach efforts with Minnesota Agri-Women and Minnesota Rural Futures.

making publication entitled, “Selecting Health Insurance for the Family,” and a video-tape entitled, “Health Insurance Choices.” The latter was shown by 10 TV stations throughout the state. Seven thousand copies of the publication were distributed throughout the state. Twenty-five Extension Agents were trained in the subject and teaching aids have been developed for them to use. Other materials like slide sets, publications, research results, and policy developments have been obtained as support materials for statewide programming in the subject matter.

49

This program was a statewide program which integrated the family financial management and the farm management subject matter areas. The objective of the program was to improve the skills of farm family units in managing production, finances, marketing, time, labor and stress to meet family and business goals. Leadership was given to the development of a 15 chapter manual to be used in a workshop setting. In addition, a videotape entitled, “Families in Transition-Human Dynamics of Farm Financial Education,” was developed for use in the workshops.

Eighty county staff members were trained to teach the workshops to families. Those staff taught 17 workshops to 136 families in 22 counties. The “Solving Family Problems Involves Social Decision Making” publication was selected by the Families in Transition Rural Revitalization Work Group of the North Central Regional Center for Rural Development for inclusion in their report that was distributed to Extension Staff throughout the North Central Region.
