Selection of Critical Polling Booths

Polling booths of vulnerable. Remote polling booths. Booths sensitive to political or social aggression of local political

leaders. Suggestions of previous SHOs & OP incharges. Booths having seen violent incidents previously. As per E.C’s guidelines.

Total 40 Polling Stations were timely selected as Critical Polling Stations out of total 104 Poling Stations so that a special check may kept upon it.

Border Checking The adjoining areas of DNH with Gujarat & Maharashtra State was completely

sealed by putting local police and IRBn staff.

After declaration of election, patrolling and barricading of all border exits and entries were executed in coordination with Valsad SP of Gujarat and Thane SP of Maharashtra.

Coordination Meetings: Meeting with SP Valsad of Gujarat, SP Thane of Maharashtra and SP Daman was conducted to keep watch on anti-social elements and other illegal activities.

Static sets and Repeaters were installed/fixed to improve the radio connectivity where it was weak.

All sector magistrates/sector police officer/flying/ surveillance team:- vehicles finted with wireless

Even remotest booth i.e. Bildhari, Gunsa/Kauncha were connected with wireless to Control Room at Silvassa.

• As per threat perception – Two strong contestent (of major political parties)

been provided with personal security and guard at residence (24x7 hours).

– Youth leader of BJP and Municipal Council Member of Congress also given security.

Instructions to Political Parties

DO’s • Please co-operate and maintain close co-ordination with local police so as to facilitate our work. • Organizers may please inform to police as soon as the tentative programme of VIP is finalized. The District SP/SDPO/SHOs of

concerned Police Stations may also be consulted while drafting/finalizing the VIP programme. • Political party/organizers may nominate a functionary to liaise with the police. The police may be apprised of the name of

the functionary so nominated in advance. • Number of dignitaries who will be receiving/seeing off the VIP at the place of function or place of stay may be finalized in

consultation with the security agency. Invitation cards to such persons may be issued in consultation with the police. The number of such persons should be restricted to the barest minimum keeping the security requirements in mind. They should be accommodated in a separate enclosure away from the point of landing of VVIP aircraft/helicopter.

• Venue for VVIP functions may be selected in consultation with the security agency / local police. • Name of personnel connected with the works at the venue may be furnished to the police for local verification. • Amongst those receiving/seeing off/greeting the VVIP/VIP, Leaders/Senior party functionaries should be present to identify

their party workers. • Make effective use of the media including use of PA system and distribution of leaflets exhorting the audience at VIP

functions to educate them for orderly behaviour at public functions.

DON’Ts• Do not create any impediment for the security personnel. They are

performing duties for ensuring the safety of VIPs. • Do not object to garlands, bouquets etc. being checked by the security

personnel. Items coming in close vicinity of the VIP should be restricted to the minimum.

• Do not allow crowding around the VIP or on the rostrum. Besides

security considerations, such crowding also effect the safety of the structure.

• Avoid late night and road-side meetings. This will help the security

agencies in effective implementation of guidelines. • Do not ignore the advice of police on any security related matters. • Do not appeal to the crowd to jump over security barriers. • Do not make last minute changes in the programme after the

finalization of security arrangements. • Donot insist on visiting venues/places not considered safe by security

agencies.

Police Arrangements

• VVIP Visits:- Shri Narendra Modi, CM, Z+ category having NSG cover with ASL protectee was conducted with exquisite safety and the code of conduct was also enforced completely.

• Strong Room:- On 24x7 basis round the clock security was done without making any single incident.

– Judiciously used (local police + IRBn + HGs).– Deployed CAFs at all booths– ITBP used at Critical polling stations having > 4 booths– No political activities and gatherings within 100 mtrs.– No party tables within 200 mtrs.– Markings at 100 mtrs/200 mtrs.– Force deployed at booth entrance / polling station

location, main gate and at 100 mtrs.– QRTs were on patrolling in their respective areas .– SP Reserve at each police station.
