1. TITLE: Capacity Building for Railway Construction and Management (for the Republic of Paraguay)

3. GOAL

To enhance the capacity for efficient railway construction and management in

Paraguay through sharing the knowledge and knowhow of Korea’s railway

development.

4. OBJECTIVES a) To understand the Korean Railway system and share its development

process.

b) To obtain management level knowledge about railway construction and

management including decision-making, activities and policies on railway

industry.

c) To share and learn experiences of Korean railway operation system with site

visits and industrial inspections

d) To strengthen future cooperation in the railway field between Korea and

Paraguay

a) Be nominated by his/her government; b) Be in good health both physically/mentally, to undergo the course; c) Has not participated in the same KOICA fellowship program in the

past 3 years - unless otherwise specified; d) Show a high level of participation and commitment throughout the

course and promote capacity building in his/her organization after the completion of the program;

e) Participants should: • be a member of Ministry of Rail Transportation or related position • have at least 5 years of experience in the field of Ministry of Railway

2. STUDY VISIT INFORMATION

Ÿ KORAIL HQs (Daejeon) Korea Railroad Corporation, promoted as KORAIL, is

the national railroad operator in South Korea. KORAIL

operates passenger and freight trains throughout South

Korea. The railroad's headquarters are located in

Daejeon. What is now known as KORAIL was started as

Railroad Administration Bureau of the Ministry of

Transportation with the establishment of South Korean government. On September

1, 1963, the bureau became an agency that was known as Korean National Railroad

(KNR) in English. In 2003, KNR adopted the current “KORAIL” logo in blue, but the

“KORAIL” name was adopted before 2003. On January 1, 2005, KNR was split

into Korea Railroad Corporation, which succeeded railroad operation with the

KORAIL logo and name, and Korea Rail Network Authority, which succeeded

maintaining tracks. In 2007, combining regarding “KORAIL” was officially ended.

ŸCentralized Train Traffic Control Office

This system can control the condition of train

automatically. KORAIL controls more than 60% of train

traffic by this system. This facility makes operation of train

easier and safer to reduce the rate of train accidents.

Ÿ HRDI, KORAIL (Uiwang)

KORAIL HRDI conducts various kinds of programs such

as customer service, global education and professional

courses on each field. Train driver’s license acquisition

course is conducted by KORAIL HRDI with fully equipped

simulator system that shows a realistic image of a track.

Many experts of every field including catenary, signal

system, IT, civil engineering, rolling stock, sales & marketing and policy in railway

system are training the employees of KORAIL. HRDI, KORAIL has played an

important role in developing Korean railway system and economic growth for more

than 100 years.

Ÿ KTX Depot (Goyang)

Metropolitan Rolling Stock Depot was founded to oversee

whole maintenance of KTX train including KTX-Sancheon.

There are 2 main buildings for the maintenance. One is for a

light maintenance shop and the other is a heavy

maintenance shop. In the heavy maintenance shop, all

compartments of KTX are reassembled to extend life time

use at the Metropolitan Rolling Stock Depot 202 Haengjunae-dong Deokyang-gu

Goyangsi Gyeonggi province.

Ÿ “KTX” and “KTX-Sancheon”

KTX is a high-speed train of Korea operated by KORAIL.

KTX started revenue service on April 1, 2004 with the

maximum speed of 300km/h. KTX-Sancheon is the first

commercial high-speed train developed in South Korea by

HYUNDAI-Rotem. It is operated by KORAIL since 2010.

While riding a KTX or KTX-Sancheon, passengers

experience the new cutting edge technology of Korean Railway.

PART III PREPARATION FOR COUNTRY REPORT

1. GUIDELINES FOR THE PREPARATION FOR THE COUNTRY REPORT

A Country Report is an in-depth report that contains an analysis of the current development issues facing your countries in your fields of expertise. The KOICA's Fellowship Program includes a Country Report session where participants have an opportunity to share these issues with other participants and Korean experts. Throughout the course, you engage in debates and discussions to resolve them.

A Country Report is directly connected to an Action Plan. Based on what you present and discuss throughout the course, you are requested to present an Action Plan on the last day to develop practical measures to apply the knowledge, technology and experience to your worksite.

Program participants are requested to prepare and submit your Country Report individually or as a group to IRaTCA (International Railway Training Center for UIC-Asia, KORAIL) training manager via e-mail, [email protected] or [email protected] no later than May 8th, 2017. The Country Report should be in MS PowerPoint or Word format. The length of the report should not exceed twenty A4-sized pages. The report should be written in English and double-spaced.

All participants are required to give a 15-minute presentation on the second day of the program on your Country Report individually or as a group. For more effective presentations, a projector, slide projector, overhead projector, and multimedia TV will be available (PowerPoint presentations are preferred).

2. TOPICS TO BE COVERED IN THE COUNTRY REPORT

On the first day of the program, all participants will make an individual of group presentation titled “Country Report” following the guideline below:

Based on what you have presented and discussed throughout the courses, you are requested to present an action plan on the last day of the workshop.

The presentations are required as follows:

1. Minimize the general information about your country. 2. Mainly focus on the problems of your country’s Railway field. 3. Include what you want to improve in your country’s Railway field. 4. Include the structure chart of your country’s Railway organization.

● Review of Paraguay’s Railway Operation: History and Present status

- Please briefly summarize the history of Paraguay’s railway history: when it has started; how it has evolved.

- Please introduce your organization including personnel, main roles and facilities with organization chart.

- Please introduce your Ministry/ Department/ Bureau of Railway, describe the authorities responsible for the planning and implementation of railway construction and operation, and attach the Ministry/ Department/ Bureau’s organization chart including the number of workers engaged in Railway transportation.

● Policy for Railway Construction and Operation

- Please describe government policies or guidelines for railway construction and operation. (Short-term or long-term plans: goals, priorities, strategies, etc.)

Ÿ The report is for the Action Plan session during the course (total 5 hours). According to your issues and field of projects, IRaTCA will invite experts of KORAIL to counsel your action plan. They will help you to make your action plan more perfect and feasible.

PART IV PREPARATION FOR ACTION PLAN

1. GUIDELINES FOR PREPARATION OF THE ACTION PLAN

An Action Plan is a specific plan created by participants on how you can apply your learning to your worksite. Action Planning is a process which will help you to identify your objectives and decide what steps you need to take to achieve your goals. Establishing and implementing your Action Plan will not only contribute to your professional development but also to positive organizational change.

A good Action Plan entails who will do what, when, and how in detail. Please keep in mind that meeting the financing requirement including budget and time line is crucial to make your action plan feasible and applicable to your worksite.

All participants are requested to prepare a presentation on your Action Plan individually or as a group at the end of the course. You are encouraged to make the most of your weekends and leisure time to further your knowledge acquired from the course and better prepare your presentation for the Action Plan.

Participants receive feedback from Korean experts who can share their insight and help further improvement of the Action Plan. After returning to your own countries, KOICA will continually follow up with participants to learn what kind of progress is being made in the implementation of your Action Plan. KOICA expects all participants to achieve your desired outcome.

2. TOPICS TO BE COVERED IN THE ACTION PLAN

a) Bring up various problems related to Paraguay’s current situation of railway construction and management.

B) Find out best way of solving problems and make proposals.

c) Think about how it will affect the current problems and what advantages it will bring in the future. Participants are share the current situation and issues of their interests through Country Report presentation. - Possible Subject: establishment of the training center with the possible cooperation and assistance of KORAIL (or cooperation between two governments).

International Railway Training Center for UIC Asia (IRaTCA) (http://iratca.korail.com)

IRaTCA, an organization of KORAIL, is famous as a global railway training center in the

World. Since its establishment in 2008, IRaTCA has strived to reinforce the global capacity

of Railway employees and the collaborative development of the railway industry as a

standardized training institute.

IRaTCA has completed 57 courses for 840 trainees from 46 nations throughout all

continents including Mongolia, India, Taiwan, Egypt, Tunisia, Ukraine, etc.

INTRODUCTION OF KOICA

KOICA Fellowship Program

Human Resource Development (HRD) has been one of the most important factors

in Korea’s escape from the vicious cycle of poverty and underdevelopment which had

existed for many decades. With scarce natural resources, HRD played a vital role in

Korea’s development; thus, Korea has emerged as an exemplary showcase of national

development powered by HRD. From its own experience Korea came to fully

recognize the significance of HRD. With extensive experience and know-how in HRD,

Korea contributes greatly to the international community by sharing its unique

development experience with other countries.

The KOICA Fellowship Program is one of KOICA’s main projects to support partner

countries secure human resources for their development. The primary objective of the

Fellowship Program is to share important technical skills and knowledge as well as to

build capacities for sustainable socio-economic development. The program is

composed of a wide range of topics, including public administration, economic

development, science and technology, agriculture and health, etc. In order to meet the

changing needs of partner countries, KOICA always strives to renovate and improve

its Fellowship Programs.

KOICA FELLOWSHIP PROGRAM (CIAT)

KOICA has launched a brand-new name for

the KOICA Fellowship Program in order to

more effectively raise awareness about the

program among the public and its partner

countries.

In English, CIAT stands for Capacity Improvement and Advancement for Tomorrow

and in Korean it means “seed (씨앗)” with hopes to contributing in the capacity

development of individual fellows as well as the organizations and countries to which

they belong.

The CIAT Program provides participants with opportunities to gain first-hand

knowledge of Korea’s development experience. The programs are designed to enable

participants to apply what they have learned for the development of their home

countries. Since 1991, KOICA has offered about 4,255 courses to more than 69,981

participants from 172 countries.
