WHAT ISTERRORISM?

A common definition of terrorism is the systematic use or threatened use of violence in order to intimidate a population or government and thereby effect political,
religious, or ideological change.
The term "terrorism" comes from French terrorisme, from Latin: 'terror', "great fear", "dread", related to the Latin verb terrere, "to
frighten". The terror cimbricus was a panic and state of emergency in Rome in response to the approach of warriors of
the Cimbri tribe in 105BC. The French National Convention declared in September 1793 that "terror is the order of the day".
The period 1793–94 is referred to as La Terreur (Reign of Terror). Maximilien Robespierre, a leader in the French
revolution proclaimed in 1794 that "Terror is nothing other than
justice, prompt, severe, inflexible."

Nation Wide there are over 1000 Home Grown and Foreign Terrorist group that operate actively within our boarders. There is a rise in lone wolf and small cell terrorist groups, most are driven by events that they perceive that have been caused or over looked by the US Government.

The Home grown Groups work throughout our footprint recruiting disillusioned youth , who are blaming the US Government as the problems the United States are facing from Immigration, Lack of Jobs and a overall lack of faith in our leaders and government. The Groups Range from Neo Nazis, White Supremacy Groups, Mother Earth Defense, ALF, Patriot Guard to local Militias
Home grown Groups & People
They find disgruntle youth that have lost faith and radicalize them to adopt their Ideology and ways of life. Through Speeches, Videos and literature provide to them with promises of a better life.

The 3rd BDE ROTC Footprint has major traffic ways that run through out our area. You can pick any major city in our area and there will be a group in that city

Within 3rd BDE we have to remain vigilant to this threats and prepare not for “IF” but “WHEN” something should happen from Active Shooter to Small Terrorist Attacks. These attacks may be Hostage taking to Bombing, From Vandalism to all out destruction of buildings and equipment. We must not be a Soft Target, we must be seen as a program that has safe guards and systems in place that make us a Hard Target.
