Resolved by the Council that electric connections, as per proposed methodology, be provided to 37 nos. JJ Clusters, as surveyed by Enforcement Department.Further resolved that administrative approval and expenditure sanction is accorded to preliminary estimate amounting to Rs.2.25 cores, for which necessary funds be allocated out of Welfare Funds for providing necessary

infrastructure.It was resolved by the Council that action for relocation of JJ Clusters, from NDMC area, be vigorously followed up by Director (Enforcement).

Disbursement of Pensions through ECS.

Resolved by the Council that :a) The proposal of the department of

disbursement of pensions to municipal pensioners / family pensioners through ECS is approved ;

b) The proposal of the department for dispensing with the existing practice of mandatory disbursement of pensions through SBI is approved ;

c) The Chairperson is authorized to constitute the Sub-Committee to recommend the terms and conditions on which ECS facility would be arranged with one or more banks as well as the names of bank(s) for this purpose ; and

d) The Chairperson is authorized to take the final decision on recommendations of the Sub-Committee referred to at (c) above and execute the necessary agreements with the bank(s) to whom the responsibility of disbursement of pension through ECS may be entrusted.

Resolved by the Council that the proposal of asking Delhi Government, for grants upto Rs. 15 lacs as subsidy, for electricity and water consumption at Dhobi Ghats, under the scheme of welfare of SC/ST, is approved.

17 (L-5) Licence fee of Pan Tharas, Kiosks, Stalls etc.

The Council welcomed the Chief Minister’s observation for review of the policy.Resolved by the Council that the item be deferred and the issues be review in detail by a Committee, taking into account the variations involved i.e. stalls & kiosks and other tharas.

18 (L-6) Review of Estate Policy. After detailed discussion, it was decided by the Council that the department will examine the matter further, taking into account full background of the terms of allotment, land rates and market wise status.Further resolved by the Council that the exercise, on the lines suggested above, will begin for Palika Bazar immediately.

ITEM NO. 2 (C-32)

1. Name of the subject/Project

Relief to the victims of the earthquake in Jammu & Kashmir.

2. Name of the Department

Coordination Department.

3. Brief history of the subject/project:

An earthquake of magnitude 7.4 on Richter scale occurred on 8th October, 2005 at 0920 hours with its epicentre near Muzaffarabad in Pakistan. Because of its impact, large parts of the State of Jammu and Kashmir were affected causing loss of lives and extensive damage to property. The earthquake also affected some parts of Punjab and Himachal Pradesh and its impact was felt in most parts of Northern India. The State of Jammu and Kashmir has been the worst affected. Uri and Tangdhar areas in Baramulla and Kupwara districts bore the brunt of the earthquake and reported heavy casualties in terms of human lives and extensive damage to property. There has been slight deterioration in the weather conditions in the State because of scattered rains in parts of Jammu and Kashmir including in Uri and Tangdhar areas. There has also been a decline in the temperature. 1,297 persons are reported so far to have lost their lives due to the earthquake. 6,266 persons (5,796 in Srinagar Division, 148 in Jammu Division and 322 Defence and Central Para Military Forces personnel) are reported to be injured. 21 BRO personnel are still reported missing. 32,723 buildings/houses - 31,809 in Srinagar Division and 914 in Jammu Division - are reported to have been damaged. These figures include completely as well as partially damaged structures.

4. Detailed proposal on the subject/project:

In past also NDMC has contributed generously for the victims of natural disasters. Rs. 1.0 crore was contributed by NDMC towards Rajasthan & Gujrat Drought Relief Fund. In the year 2001, an amount of Rs. 2.0 Crore was given for the Gujrat Earthquake. Similarly, Rs. 2.0 Crore & Rs.1.0 Crores were contributed by NDMC towards Orissa Cyclone & Tsunami Relief respectively.

In view of the situation mentioned above, an amount of Rs. 1.0 Crore is required to be released for the earthquake victims.

5. Financial implications of the proposed project/subject:

The amount shall be debitable to D.10(ii) Head where there is a provision of Rs.1.50 Crores.

6. Implementation schedule with timeliness for each stage including internal proceeding:

After passing of resolution, the amount will be transferred to Prime Minister Relief Fund.

7. Comments of the Finance Department on the subject:

The Finance Department has opined that “ It has in principle no objection for providing relief to J&K earthquake victims provided it is covered under the NDMC Act, 1994. The question of admissibility is to be decided by Law Department.”

Details of previous Council Resolutions, existing law of Parliament and Assembly on the subject: Earlier also during various natural calamities occurred in different parts of the country such as cyclone in Orissa, earthquake in Gujrat, tsunami disaster in the costal parts of the country etc., NDMC contributed generously towards the relief fund for the victims after passing resolution. 10. Comments of the Law Department on the subject/project:

It is on record that contribution were given earlier as under:

i) 2000-2001- Rajasthan, Gujrat Drought Relief Fund - Rs.1 Crore.ii) Gujrat Earthquake Relief Fund – Rs. 2 Croresiii)Orissa Relief Fund – Rs. 2 Croresiv) 2004-2005 – Tsunami Relief Fund – Rs.1 Crore.

There appears nothing in Act to show that Council cannot contribute for National cause or refuse to contribute in cash, kind or through manpower and Council has been doing its best to contribute for this national cause and there is a regular head of account for such contribution in the budget under “ Social and Development Services”. This head of account is being operated up and must have been created as the same being payable under NDMC Act.

11. Comments of the Department on the comments of Law Department:

12. Recommendation:

It is proposed that said amount may be released from the budget head of NDMC to Prime Minister Relief Fund for the victims of earthquake in Jammu & Kashmir.

13. Draft Resolution:

The Council on 26.10.2005 resolved to donate Rs.1.0 Crore in Prime Minister Relief Fund towards relief to the earthquake victims of Jammu & Kashmir.

COUNCIL’S DECISION

Resolved by the Council that approval for donation of Rs. One Core from NDMC Funds in Prime Minister Relief Fund towards the relief to the earthquake victims of Jammu & Kashmir is accorded.

ITEM NO. 3 (D-18)

1. Name of the subject/proposal : Adoption of General Financial Rules-2005

2. Name of the Department/departments concerned : Finance Department

3. Brief history of the subject/project : Central Government first issued General Financial Rules in 1947 and were in the form of executive instructions. These were subsequently modified and issued as General Financial Rules, 1963. Over the last four decades, these GFRs had to be amplified and supplemented by various decisions of the Government of India. Many of the rules had also become redundant. These developments including a rapid growth of alternative service delivery systems, developments in information technology, outsourcing of services and liberalization of the system of procurement, accounting and disposal of goods in line with the international practices necessitated an overall review of the General Financial Rules, 1963. A Task Force was set up by Government for this purpose. The report submitted by the Task Force was widely circulated to all the Departments and Ministries and their suggestions were duly considered for making appropriate changes.

General Financial Rules, 2005 have evolved as a result of the wide

consultations and extensive review of the Government. The rules have been simplified and put in a logical sequence for easy comprehension. The appendices and forms of General Financial Rules, 1963 have also been comprehensively reviewed by the Task Force but for the sake of convenience and to avoid confusion, the existing form numbers have been retained.

Provisions regulating advances to government servants have been excluded from GFRs as these are distinct from direct government expenditure. These provisions have been issued separately as a compendium.

It is expected that General Financial Rules, 2005 will provide greater flexibility to officers in transacting government business while ensuring accountability commensurate with responsibility at different levels of Government.

ITEM NO. 4 (A-17)

1. Name of the subject/projectProviding road signages on BOT basis in NDMC area.

2. Name of the department.Civil Engineering Department Zone-I.

3. Brief History of the project.M/s. Advert Communications have requested for providing road signages with advertising box on experimental basis in NDMC area. Accordingly, with the approval of the Chairman, one road signage was also provided at Ashok Road near GPO free of cost with no advertising rights on the sample. The sample was seen by the Chairman and it was further desired that the same may be examined by FA and CA also.

Accordingly, the sample was seen by Director(Accounts) and Dy.Chief Architect who have suggested certain changes in the sample. Accordingly, CA has been requested to issue a modified design.

The case was then noted to the Council for consideration and decision, Council vide Reso. No.3(xv) dated 11.10.02 resolved as under: -

i) Being a new concept, this may be taken up as a pilot project for providing 50 nos. road signages on BOT basis for three years.

ii) Design will be modified/finalized by CA indicating area of commercial advertisements and social messages.

iii) The roads for putting signage will be identified by a sub-committee comprising of FA, CA, CE(E)-II and CE(C)-II.

iv) Scope of work, terms & conditions and license fee etc. will be negotiated by the sub-committee under the chairmanship of Secretary with M/s.Advert Communications who have provided the sample.

As per the resolution, the sub-committee comprising of FA, CE(C)-II, CA and CE(E)-II were to negotiate on location of signage, design, terms & conditions and license fee to be paid by the firm.

The FA had that Secretary should head the sub-committee on these issues.

Accordingly, the sub-committee headed by Secretary had met on 25.10.02, 28.10.02 and 29.10.02 morning. During the meeting, the design provided by the firm as well as the design prepared by CA were discussed and deliberated.

The sub-committee recommended as under: -

“1. It will not be possible to provide cubical signages as has been installed by the firm.

2. Depending upon the location, it may not be possible to have uniform design of all the locations. However, it was decided that the design

should be uniform and should be such that it could be provided in all the 50 locations.

3. The one side face for commercial advertisement should not be more than 5x3 ft. and the advertisement area can be allowed on both sides with back-litting thus with a total area of advertisement as 30 sq.ft.

4. The electric connections shall be provided from the nearest general supply distribution pillar mains with U.G. cable and actual cost shall be paid by the firm.

5. The firm shall carryout necessary earthing of each of the road signage at its own cost.

6. The electric consumption of each signage should not exceed 150 watts and fixed electrical charges will be paid by the firm based on 10 hours use/day on commercial tariff of NDMC.

7. All maintenance, replacement of cables, CFL lamps, Timer switch, wiring, etc. shall be undertaken by the firm at its own cost.

8. No claim whatsoever for non-functioning of signages shall be entertained by NDMC.

9. Thefts/pilferage of any item shall be to the firms account & NDMC shall not be responsible to give any compensation on these accounts.

10. A sample design was considered feasible which gives an area of 30 sq.ft. for advertisement i.e. 15 sq.ft. on either side and around 10 sq.ft. area on one side for name of the road.

DETERMINATION OF LICENSE FEE:

The Committee deliberated in detail to come out with the license fees to be charged for the road signages. It was felt by the Committee that without any quantitative information of the market trends of the rates of advertisements it would be better to extrapolate the market rates by using the data of the license fees offered to NDMC for its various projects like Bus-Q-Shelters and toilets.

1. In the case of Bus-Q-Shelters, earlier we had got the revenue as follows: -

.a Total area of advertisement in 8 bus-q-shelters 8x17=136 sq.mb. Total license fee per month per sq.m. Rs.3,08,650/-c. License fee per month per sq.ft. Rs.211/- per sq.ft.

2. The rate which had been offered recently in the case of newly constructed 2 bus-q-shelters are as follows: -

a. Total area of advertisement in bus-q-shelters 2x15=30 sqm.b. Total license fee per month Rs.46,000/-c. License fee per month per sq.m. Rs.1502/-d. License fee per month per sq.ft. Rs.140/-

3. The rates which have been offered to us in the case of BOT toilets are as follows: -

a. Total area of advertisement 19.14+16.62=35.76 sq.mb. Total license fee per month for two

toiletsRs.1,02,800/-

c. License fee per month per sq.mt. Rs.2875/-d. License fee per month per sq.ft. Rs.267/-

It may be mentioned that the license fee as communicated above are for the structures which have been built by NDMC at its cost and the contractors are to maintain these facilities and get revenue for advertisement.

The average license fee per sq.ft. works out to Rs.211+267+140=618-3=Rs.206/-.

In the instant case the firm is to invest on creating structures, electricity charges as well as running and maintenance charges. It may be mentioned that the average license fee as communicated above also covers maintenance and operational cost. In the instant case, if we go by the average market rate as Rs.200/- (apporox) per sq.ft., revenue/license fee expected to ;be paid to NDMC by the firm should be Rs.200x30 which works out to Rs.6000/-. However, the spread over cost of capital investment on providing the structures needs to be reduced. The same was discussed in detail during the meeting including the expected market license fee as mentioned above. The expenditure per month on capital investment as discussed emerged as under: -

CAPITAL INVESTMENT

i) Cost of structure – Rs.30,000/-.

ii) Cost of providing electric connection as well as restoration – Rs.20,000/-.

iii) Total – Rs.50,000/-.

iv) Cost per month(spread over 3 years)-Rs.1390/-.

v) Interest @ 1% per month-Rs.500/-.

vi) Total-Rs.1890/-.

vii) Sundries and miscellaneous expenditure-Rs.110/-.

viii) Total – Say Rs.2,000/-.

Therefore, the expected license fee should be Rs.6000-2000=Rs.4,000/- per month/per signage. Which is Rs.133/- per sq.ft./per month/each road signage.

It was also decided by the sub-committee that the structure should be either heavy-duty aluminum anodizing or it would be of the stainless steel.”

The above recommendations of the sub-committee were approved by the Chairperson and Secretary with the approval of the Chairperson sent the file to Finance.

Finance had examined the case more than once on 20.11.02 and then on 10.3.03 when it accorded its concurrence to negotiate as under: -

“In view of minutes recorded by the Chairperson at ‘xx’ on page-14/N, we advise the department to take action as proposed at ‘AA’ on 14/N i.e. negotiations with M/s. Advert Communication subject to checking of cost element as detailed at ‘Y’ on page-8/N, on the basis of which L/fee has been proposed, from SSW, and having views of Dir.(Enf.) and L.A. on the issue as clarified at sr.No.4 of page-13/N.”

The Chairperson on 21.3.03 approved to conduct negotiations by sub-committee under the chairmanship of FA with CE(C), CA, LA, CE(E), Dir. (Fin), Dir.(Enf.) and SE(RM) as members. The file was sent back by the Finance after four months and it was desired that the case may be examined by Dir. (Enf.).

The file was shown to Dir.(Enf.). Director (Enf.) offered comments as under: -

“ The Hob’ble Supreme Court of India in the case of “M.C. Mehta versus Union of India & Ors” vide orders dated 20.11.1997 issued directions to this effect that all road side hoardings to be removed not later than 22.11.1997.

The Hon’ble Court further stated in its order dt. 20.11.1997 that : -

“The civic authorities including DDA, the railways, the police and transport authorities, are directed to identify and remove all hoardings which are on road-sides and which are hazardous and a disturbance to safe traffic movement. In addition, steps be taken to put up road/traffic signs which facilitate free flow of traffic.”

The Hon’ble Supreme Court of India vide its order dated 10.12.1997 further clarified as under: -

“It is obvious that every hoarding, other than traffic signs and road signs on the road-sides have to be removed irrespective of its kind every hoarding irrespective of whether it is on the road-side or not which is hazardous and a disturbance to safe traffic movement so as to adversely affect free and safe flow of traffic is required to be identified by the authorities and promptly removed.”

In the meantime, a letter was received from the office of Chief Minister forwarding the request of the company M/s.Advert Communications regarding long pending issue for providing 50 nos. road signages on BOT basis as a pilot project and the file was put up to the Chairperson when the proposal was again approved by the Chairperson with the remarks as under: -

“Approved subject to list of proposed locations being shown”

The sub-committee headed by Secretary again met on 20.1.05, 25.2.05, 29.3.05 and. 1.4.05. During these meetings the site selection by a sub-committee comprising of CA, CE(C), SE(E) was also finalized and it was decided that the financial negotiations may be conducted by CE(C-I) in his chamber since all other issues were resolved.

The negotiations were conducted when it was recommended to accept the offer with a license fee of Rs.4000/- per month per signage for a period of five years. In addition, they would keep watch and ward and cleaning of all the NDMC road signages in the vicinity. The representative of the finance deptt. did not sign the negotiation note.

4. Detailed proposal on the subject/project.

There had been need to provide a proper signage system in NDMC area on rotaries since there is radial road system with larger rotaries. It took more than a year to develop suitable signage system at the rotaries, which should meet the requirement of Indian Road Congress as well as aesthetic need of elite urban area like NDMC being Capital of India.

The three boards are proposed to be provided as per details given below: -

Sign board-1. 60 to 100 mt. before the rotary while approaching to the rotary as per design plan-A (See page 17). This will show details of all the roads joining the rotary.

Sign board-2. This signage will be provided on the rotary berm between two rotaries and will shown three consecutive roads on the rotary for exiting as per plan-B (See page 18)..

Sign board-3. These signage will be provided on the island of the road and will show the name of the road in four languages as per plan-C (See page 19).

The sign boards at Sr.No.1 & 2 shall be provided by NDMC at its cost whereas signage at Sr. No.3 is proposed to be provided by this firm on BOT basis.

All the three signage would be in stainless steel with retro- reflective signs.

The signage will have triangular display area with 15 sq.ft. area on each side and one side will have social message in rotation.

The display panel shall be backlit for which the firm shall obtain a separate electric connection.

5. Financial implication of the proposed project.

The cost of signages on BOT is estimated to Rs.60,000/- per signage. In addition there will be cost of electric connection & consumption, watch

and ward and maintenance. NDMC will not be spending any amount, however, NDMC will get Rs.4000/- per month per signage i.e. Rs.2.00 lacs per month and in addition will also get the facility of cleaning and watch & ward for two signages to be provided by NDMC at its cost. This will save lot of expenditure on watch & ward and cleaning operation. The license fee rates have been compared with the Bus-Q-Shelters in the six last contracts. In these six cases, the bidder did not invest anything on the structure of the Bus-Q-Shelters. The average license fee in all the six cases worked out to Rs.155/- per sq.ft. The license fee rates so negotiated with the firm M/s. Advert Communications are quite favourable if factor on the cost of structure is considered.

6. Implementation schedule with timeliness for each stage including

internal processing.

After approval of the Council, M/s. Advert Communication shall be issued letter of award. They will sign the agreement within 10 days after issue of award letter. Thereafter, they will be completing the construction work within 45 days and commission the project. It can be presumed that thereafter, NDMC would start getting revenue irrespective of the commissioning of the project.

7. Comments of the Finance Department on the subject.

Finance Deptt. are of the opinion that matter should be again placed before the Council for reconsideration of its earlier decision on the following grounds: -

a. Awarding the project on a single tender basis is not in accordance with the rules and standards of propriety.

b. There is sufficient expertise available for erecting road signage on a competitive basis.

c. The scope of the project is too large to characterize it as a pilot project.

d. The concurrence of the Finance accorded earlier was a qualified one and relied heavily on the then Chairperson’s remarks, which by itself were not emphatic and leaned rather on the Council’s decision.

The Note of Finance is enclosed at Annexure ‘X‘ (See page 20).

8. Comments on the comments of Finance Department.

It is submitted that;

a) This is a pilot project and is proposed to be awarded as a new concept which has helped NDMC to develop suitable design for Road Signages and to experiment with same without incurring any expenditure. In additioin, NDMC will be getting Rs.2.00 lacs per month. License fee of Rs.4,000/- per signage per month which if compared on per sq.ft. basis is higher than the license fee quoted and award after call of tenders in case of six

different contracts on Bus-Q-Shelters as per Annexure ‘Y‘(See page 21).

b) The concept was given by this firm and after lot of input and with the assistance of this firm, a suitable design signage system has been developed.

c) The signages are being provided only on eleven rotaries and 50 sign boards. There are 50 no. of rotaries in NDMC area. Based on the experience and effect on these eleven rotaries, further action will be taken on other rotaries.

d) The proposal has the approval of the Council vide No.3(xv) dated 11.10.2002 and has been approved by three different Chairpersons.

9. Legal implication of the subject/project.

The opinion of Law Deptt. /L.A. and Director (Enf.) have been obtained and there is no law point involved in signages as has been advised by LA.

10. Details of previous Council Resolutions, existing law of Parliament and Assembly on the subject.

The Council has already approved for providing 50 signages as per Reso.No.3(xv) dated 11.10.02.

11. Comments of the Department on the comments of Law Department.

There are no comments from Law Deptt.

12. Recommendation.

The case may be noted to the Council to accept the negotiated offer of M/s. Advert Communications at their cost on BOT basis for a period of five years for providing 50 nos. road signages at eleven rotaries with 30 sq.ft. of space for commercial advertisement and 15 sq.ft. for social message as per direction of the NDMC. M/s. Advert Communications have also to pay Rs.4,000/- per month per signage and will also provide watch & ward for signages provided by NDMC.

Draft Resolution.

Resolved by the Council to accept the offer of M/s. Advert Communications for providing road signages on BOT basis in NDMC area at License fee @ Rs.4,000/- per signage per month for a period of five years.

A. Points raised by Smt. Tajdar Babar, Vice-Chairperson:-

1. Drainage and sewer lines are running together and this is causing choking of sewers. CE(C-I) informed that only at few places they are running together and for most of the part they are separate. However, it was desired that action will be taken to separate drainage and sewer lines.

2. All markets and places of worships are to be cleaned twice daily during the festival season.

3. In Khan Market Civil Engineering Department has to carry out necessary civil works to maintain proper roads & footpaths. Boundary wall is to be repaired and all potholes in the market and near religious places to be repaired.

4. It was informed by the Vice Chairperson that many trees have been uprooted in the past 15 days due to heavy downpour and Horticulture Department has to take action for its removal.

5. The list of all selected Safai Karamcharis on contract basis is to be displayed properly and a copy of the same to be sent to all members.

6. A Committee of Officers under the chairmanship of Member is to be constituted for different areas for planning and carrying out improvements in civic amenities to be provided in the area.

7. The condition of main roads at Golf Links is in very poor shape. Civil Engineering Department has to take action for repairing it.

8. Director(Enf.) has to take action against unauthorized persons selling flowers and bouquets in Bengali Market.

9. It was also reported that some people have encroached the pathway near Sujan Singh Park by constructing shops. Action is to be taken immediately to remove all these encroachments.

10. She asked for a list of all malis(area-wise) working in NDMC areas.

B. Points raised by Sh. Ashok Ahuja, MLA & Member, NDMC:

1. Extensive grass cutting is required to be taken before festival season. He also suggested that this is to be made a routine.

2. Though tree plantation was done near Safdarjung Airport, tree guards were not provided due to which stray cattle have destroyed most of the plants. In future, proper care should be taken to provide tree guards.

3. At Aurobindo Marg near Yusuf Sarai, BOT basis toilets should be constructed for the convenience of the people. It will make this place neat and clean.

4. The present speed breaker at Yusuf Sarai near Green Park is required to be replaced by a smoother one as the present one is causing many accidents.

5. The Swimming Pool in Sarojini Nagar is required to be maintained properly.

6. The buildings of schools of NDMC are in very poor state and proper maintenance is required. Also the bathrooms in these schools are either insufficient or are in very bad shape. Water connection has not been provided in these toilets due to which the present toilets are not in a condition for use. Drinking water facility is also not proper and tanks are not cleaned regularly. SE(BM) may make a comprehensive plan for improvement of all these infrastructure in schools in consultation with Director(Edn.) and get the work done in a time bound manner.

7. The dustbins on main roads and in the colony roads are in a very dilapidated state and most of them are broken. It should be properly painted and the broken dustbins should be replaced.

8. He also suggested that court case of Chanakya Cinema should be represented properly in the court as defendant may move to court for stay against the present order.

9. He pointed out that minutes of the meeting of HODs & Zonal Officers should also be forwarded to all members.

C. Points raised by Smt. Mohini Garg, Member, NDMC:

1. Public Health Department is required to take action for proper and timely removal of garbage from all places.

2. The present place available for the office of Road Enquiry at Golf Links is insufficient and thus it is required to be shifted to some other place.

3. She requested that the minutes of the meeting should also be circulated in hindi in view of the “ Hindi Pakhwara” being organized in Govt. offices.

4. Electricity problem is required to be tackled properly. She also raised the demand for restarting the canteen.

D. Points raised by Sh. M.P. Chawla, Member, NDMC

1. He suggested that grass on road-berms at main roads should be maintained uniformly on a particular road to give a better look.

2. He stressed for a better coordination between MTNL, IGL & NDMC during the construction of the road so that after construction, digging of roads should not take place. He also asked for changing of broken and damaged dustbins from the entire area of NDMC with new ones.

3. He also mentioned that sweepers are not using wheel barrows to carry swept material to dustbins. They are simply disposing off the material near the divider of the road. He also suggested that wheel barrows should be painted and name of the NDMC should appear on them. He also stressed for the use of uniforms by Safai Karamcharis on duty.

4. The field staff of Health Department should visit field and find out the persons who are regularly throwing garbage outside the dustbins for challaning them.

5. Restaurants in markets should throw their garbage in dustbins by packing them in black polythenes. A formal letter from office of MOH should go to the owners of restaurants.

6. All Safai Karamcharis are required to be given proper instructions about the method of working in the area.

7. At many places grass has grown and has covered open drains which is giving rise to mosquito breeding. Proper care is to be taken against the mosquito breeding in the areas from where kabaries are operating. This problem is also to be tackled in all JJ clusters.

8. Back-lanes are also required to be properly constructed. Entrance points should be made attractive.

9. Nehru Park near Ashoka Hotel to be beautified. Beautification work of all flyovers of NDMC should be taken.

10. Proper pruning of trees should be done. Grass should be planted near the kacha portion near roots of threes at main road.

Chairperson informed the members about some of the developments of different departments:-

1. Khushak Nallah : A detailed estimate is in process and is likely to be prepared shortly.

2. Landscape Architects have been appointed for the beautification of the major roads like Sardar Patel Marg, Mother Teressa Crescent etc.

3. Chairperson informed that DJB has been requested to provide meters at intake points so that proper billing for payment will be made.

4. Chairperson also informed that Electricity Department is changing cable lines of 30 transformers in the NDMC area.

The Chairperson further gave following directions to HODs:-

1. All concerned departments are required to take timely and proper action for cleanliness during the festival season.

2. Electricity Department will study the requirement of electricity in the area and deficiency in the present system and submit a report suggesting steps to be taken to improve the availability of electricity in future.

3. As per data received, the availability of water is increased but some areas are still facing problems. A study is required to be done by Water Supply Division to rectify this problem.
