Project objectives:

The system and its instruments is designed to serve the needs of disabled and disadvantaged young people to receive adequate career guidance and counselling in view of their successful occupational and social integration. The training and manuals are intended for specialized staff in the career guidance centres who work with representatives of these groups of people.

Project activities:

The project makes provision for the application and use of several methods: system analysis (of systems and tools existing in Bulgaria and in other European countries); needs analysis and adaptation/revision of the developed materials, internal and external evaluation of the system and tools and of the project; throughout the implementation of the project methods and techniques such as brainstorming, problem-solving, dialogue development, teamwork, etc. are introduced on a sustained basis.

Target groups are students and young people from Homes for orphaned / Specialized schools for disabled (blind and deaf). Counsellors, tutors, psychologists, decision-makers.

Project results and products:

Product of the project includes the system and its tools which will be integrated into the existing system of career guidance at national level.

Printed materials (manuals, sets of questionnaires, tests and tasks for applicants), audio materials, software and CD-ROM.

Project objectives:

The project aims at designing a training curriculum and a methodology for vocational guidance counsellors to released military servicemen and simultaneously at training a group of specialists, which includes exchange in other countries. Presently, there are no such specialists and no methodology and curriculum for their training. The experience of other countries shows that released military servicemen go through a period of adaptation with a medium duration of 3 years and they need assistance to find their place in the civil life.

Project activities:

The exchange takes place in vocational guidance centres in the partner countries with duration of 4 weeks. The group of 24 persons is envisaged to take part in exchanges in Germany and France. This includes studying the structure and functions of the guidance centres, the guidance counsellors’ activities, and the methods for their training. The exchange is the second stage of the counsellors’ training; the first and the third are to be carried out in Bulgaria. The curriculum and methodology are presented in the “Georgi Rakovski” Military Academy for expert discussions and certification of those who have completed the course of training.

Project results and products:

The project implementation is in the interest of all released military officers and especially significant for their vocational guidance, which in the current unfavourable economic conditions is the most important for their adaptation to the civil life. The participants in the projects and the training acquire a new qualification, which they are able to apply not only in their work with released officers but with other target groups. The Foundation has a methodology and a curriculum for training vocational guidance counsellors. It also tests the methodology with the trained specialists. The released military servicemen have access to specialists they need for guidance. The methodology and curriculum created are applicable in the partner countries and the EU member states.

Project objectives:

The general aim of the Project is to introduce the Vocational Foreign Language Portfolio (VFLP) in the identified vocational sectors as a tool for recording and reporting an individual’s language experiences across a life-time of learning, so as to serve the holder, the employer and the educators. The key objectives of the ELPVOLL project are to promote socially responsible, vocationally-oriented, self-directed language learning, to identify the format for VFLP in vocationally-oriented language learning and its implementation in the selected vocational sectors, to examine its usability in in-service training by employers and in job applications.

Project activities:

The project will develop a portfolio prototype intended to serve the needs of vocational training, as well as other work experiences such as job application, mobility, evaluation of qualifications and skills at the work place, planning vocational training. The VFLP is a document, or an organized collection of documents, which individual learners (holders) can assemble over a period of time and display in a systematic way. The VFLP is an innovative tool to both sustain and enhance motivation in longer continuing education, and also to enhance the recognition of the language learning achievement of learners by employers in a comprehensive, transparent and coherent way. The existing tools are not adequate for combining both functions. The project offers not only a tool for recording language skills, but it also paves the way between task-oriented learning and European transparent recognition of language skills. An innovation is the design and conducting of task-oriented learning in web environment.

Project results and products:

VFLP design in four target languages for the three identified sectors. 20 task-oriented modules in the four target languages both in an expanded and in a concise version. The concise versions are planned for the web. VFLP model for vocationally oriented language learning for the selected sectors, supplemented by glossaries, guides for learners, teacher’s guides. Both modules and portfolios will be collected in a VFLP resource bank in which electronic versions, hard copies, CDs and webliography will be kept. A training network for implementation of the Portfolio principles will be established. Apart of the tangible outcomes of the project we expect another far-reaching effect of its activities – raising the awareness that language skills have core impact on employability, mobility and competitiveness.

Project objectives:

EQM-PD defines in cooperation with relevant partners (research, financing bodies, services and people with disabilities) quality criteria for five basic modules. These modules reflect key processes within the field of education, living, work, leisure-time and counselling concerning people with disabilities.

The definition of quality management criteria and the creation of an assessment instrument (online-questionnaire) is an important instrument for the self-assessment of the institution including participative processes of people with disabilities themselves.

The main target groups in this project are: people with mental disabilities as well as professionals working with disabled people. The major research tool would be needs analysis.

Project results and products:

• Online questionnaire assessing the quality of key-processes within the work with people with disabilities. This questionnaire is available both – for the professionals and for the clients;

• Curriculum for further training of the professionals working with people with disabilities.

Project objectives:

The project was aimed at personal and professional realisation of young visually impaired people. Оne of the basic aims of the project was to prepare the parents and relatives for young people’s mentors in the process of their professional orientation and choosing a profession. In order the main goal to be achieved, it envisaged developing a methodology for training mentors and building a network of supporting groups, consisting of the families of the young visually impaired people. The sub-aims of the project in this context were introducing the large public, the employers and the other social partners with the professional abilities of the visually impaired people.

Project activities:

Project Start upPartner agreements were concluded, the tasks were distributed, the development of the web page of the project, a brochure and advertising materials started. The logo of the project and the brief name OBVIOUS were developed. A team for rapid contact was created that in the case of a problem held virtual meeting by means of an Internet chat Programme.

Selection of mentorsA selection of the target group was made; it consisted of mentors /parents/ and VI young people. Work meetings with the teams and the mentors were held.

developing of the methodology. testingTesting of the work version of the developed methods was made with the selected groups; seminars with the mentors about training for work with the methods were held; work on the brochure “Traditional and new occupations for VI people” began; the ideas about video films were developed; contacts with employers were made; parents’ network for mutual aid was created. The project was presented at national levels, as well as at European level by all partners. In Bulgaria three training sessions with parents and one training session with employers were held. In Slovakia meetings were held in the Union of the Blind and the School for VI children in Bratislava. In all partner countries the International White Cane Safety Day was celebrated on 15 October with the organization of competitions, quizzes, advertising materials about the project were distributed.

analysis of results. Correction of the methodologyAn analysis of the methodology was made. A questionnaire with the participants in the project was organized as well as a discussion in order to establish the presence of vague or tricky questions in the methods. Corrections were made. A calendar for 2005 was issued as well as the advertising brochure of the project in 5 languages.

Second testing Period. analysis of resultsTesting of the corrected methodology was made. A questionnaire list for the employers was developed and it was sent to 250 employers. A meeting-seminar with employers, VI people, training institutions was held in Bulgaria. In Italy a theme seminar was organized for methods’ introduction. Students, lecturers, representatives of the Italian Blind Union, employers, partners, were present at the meeting.

Closing of project The publication of the project came to an end. All products were translated and published in the work languages of the project. Advertising materials were circulated. A large-scale theme seminar with international participation was organized in Plovdiv. The seminar took place in the PU “Paisii Hilendarski”. Students in “Social pedagogic”, lecturers, and representatives of Employment agencies, employers, parents and experts attended it. The event was covered in the press and electronic medias. An internal monitoring of the project was conducted by the Center for information and consultations – Sofia.

Project results and products:

methodology for parents’ training - The methods are developed by a psychologist and experts of the RBF and NRBC under the scientific guidance of the SU “Kliment Ohridski”. It consists of two parts – the first one contains check lists and the second one – their interpretation. The first part gives information about the personal profile of the person and his/her professional inclination. The second part gives the mentor an idea where work is needed in order to increase the work motivation or to improve some personal qualities, necessary for the prosecution of a certain job. It is available in BG, EN, SK, IT, DE. manual for organizing a seminar - A manual, developed by the Austrian partners, who due to the different conditions of the environment are not able to apply the developed in Bulgaria methodology. It is directed at the large public, as well as at the visually impaired people and it deals with the attitude towards the visual problem; the adaptation of the work environment; advice to the employers. It is available in EN, DE.

manual for working with employers - The manual is developed for the Bulgarian conditions and it is distributed among 50 Bulgarian employers. It contains information about the potentialities of visually impaired people; adaptation of the work environment. It is available in BG, EN.

a manual for presenting to the employer. a manual for developing one’s own business - The Manual is developed for the Bulgarian conditions and is distributed among 113 regional and primary organizations of the UBB, 6 day-time centres and the two schools for visually impaired children. It contains: developing a business plan; developing a marketing strategy; introducing to an employer; writing a cover letter; writing a CV. It is available in BG, EN.

a manual for holding a Pr campaign - The manual is developed by Camera Work Group for the project’s need. It is available in EN.

a brochure “traditional and new professions for blind and visually impaired people” - All partners took part in the developing of the brochure and they sent lists of the professions, practiced by visually impaired people in the corresponding countries. The results were summarized by dr. Petar Staikov, a lecturer at the New Bulgarian University. The work is submitted to the European Union of the Blind in order to be published on the web site of the organization. It is available in BG, EN, SK, IT, DE.

Short video films “a day of…” – 10-minute films were made for successfully realized visually impaired people from Bulgaria, Austria and Slovakia.

Project description:

The working group consists of representatives of the Dignified Life Foundation, which aims at supporting visually challenged, managers and professional consultants in employment issues, and a psychologist. One of the managers is disabled himself.

The goal of the project is to research the Spanish experience - a society with doubtless achievements in the area of professional orientation and consulting for people with disabilities and limited labour capacities, as well as in combining the efforts of both government and non-governmental organisations in addressing problems of disabled people’s employment. The bilateral exchange of experience will further result in enhancing the competence of all project participants.

Cascade seminars are organised with ‘’professional consultants’’ from the employment offices system and NGO-s. A trainer’s handbook is written and quality models are set to measure the services offered by consultants. The acquired experience is disseminated broadly.

Project target are students from the Boarding house ‘’Olga Skobeleva’’ in Plovdiv. The participants are between 16 and 18 years old, with good computer literacy and wish to get acquainted with the new computer tourism-oriented programmes.

The common strategic purpose of the partners in this project is to give the opportunity for equal start in finding a job of young people in non-equal social status. The proposed orientation, consulting and training in different professions in the field of tourism will contribute for increasing their possibilities when making a decision and good professional choice.

The proposal foresees the establishment of one useful social network with the active inclusion of employers, non-governmental organizations and social authorities for realization of the purposes. The training will take place in Athens and the surrounding tourism towns and villages with provided good tutoring and possibilities for achieving persons’ progress of each beneficiary.

Project description:

The project is built upon previously funded Leonardo activity to develop a ‘new’ version of the multimedia computer database Guide to the World of Occupations.

The GWO programme is designed for users needing assistance in occupational choice and employment search.

It offers support in all phases of career choice, from self-awareness, career decision making and awareness of labour market opportunities to decision making and obtaining an appropriate employment offer.

The database contains eight different procedures for the selection of information on individual occupations and these are presented in the form of brief descriptions, colour photos of work activities and even sound recordings of example work dialogue.

The ‘new’ version of the programme features the following improvement; a new core of standardized occupations with a direct link to an occupational internet database; a new ‘Graduate’ module (supporting the transition process of young people from school to work); a web portal (providing labour market information, employment, career choice and job search information via the internet) and a range of specialist links to other databases and programmes developed under the Leonardo da Vinci programme.

The ‘new’ version was made available through national partner websites and was made available to download to enable off-line use.

The programme is developed in EN and following initial piloting is extended with a national version being created for each of the partner countries.

Active internet dissemination is planned in addition to approaches to non-involved guidance services across the rest of Europe with potential for extending the programme to other countries at a later stage.

Project objectives:

The aim of the project was to develop the capacity of the training/education systems of the partner countries to train guidance workers at different levels and in different roles (multi-skilled adult guidance workers) to meet the increasing demand for adult guidance in education.

The aims of the councelling were to provide people a chance to choose the type of training that would apply to their own wishes, abilities and skills.

Councelling may have different functions, like informing, suggesting, training, consulting and mentoring. Different directions, like choosing, changing and developing career, changing and finding a job, comeback to the labour market and retirement. Also different areas, like organizations, specialities, forms, etc.

The purpose of the project was to spread and adapt the knowledge among new partners (Estonia, Italy, Czech, Spain, Slevenia and Bulgaria).

Project activities:

The project disseminated the concept of adult guidance service developed by an earlier Leonardo pilot project “Adult Guidance: Training of Trainers”, analyzed training needs for adult guidance in the partner countries and prepared training programmes and materials for adult guidance specialists.

Target group: Teachers, social workers, psychologists, personnel and guidance workers.

Project duration: 2002-2004

Project results and products:

The results of the project are 24 trained trainers from the partner countries, training programmes and training materials in national languages of most partner countries.

Project description:

The project responds to an increasing pattern of job-hopping, frequent career change and new job profiles in business related services and information/knowledge industries by developing and testing in-service training for vocational counsellors, trainers and training planners, including those employed in active labour market programmes.

After reviewing and comparing educational frameworks for the target groups in partner countries, the project will create a self-study CD-Rom as well as a web-based curriculum for integration in existing training programmes. Using a multi-disciplinary approach, course elements include e-learning modules on theoretical backgrounds, assessment of job seekers, job search strategies for advertised or non-advertised jobs, etc. as well as face-to-face workshops and work experience days, using sensitivity training and group dynamics concepts and methods. It will be refined after testing with potential users in all partner countries.

Besides a project website, dissemination will be mainly at national level, through partner networks, via a mixture of mailings, workshop presentations, press releases and exhibitions at trade fairs.

The installation of a network promoting the European dimension and co-operation in the collection of gender mainstreaming strategies, methods and materials and of related projects will therefore establish a valuable platform for vocational qualification and guidance organisations, counsellors and for other actors in this field at national and transnational levels.

The GenderNet will be a transnational network of practice oriented expertise and will:

• Establish a structure of core partners, permanent relay partners, occasional correspondents and expert institutions. The aim is to facilitate the collection, analysis and exchange of best practice in gender mainstreaming approach, to integrate the new EU countries into this process, to benefit from the partners’ participation in other networks or co-operation agreements, and to assemble and build on European expertise and innovatory gender mainstreaming approaches• Survey gender mainstreaming approaches in completed and current LEOANRDO DA VINCI, ESF and other Community funded projects and in national practise (National Employment Plans etc.) in order to assess the levels of gender specific design of vocational qualification and guidance materials and methods• Identify themes of interest: The network will focus on the most innovative and/or efficient gender sensitive projects, materials or methods• Create an ICT platform to facilitate, at the widest European level, the access to network contents, to include other contributions into the development by allowing experts, practitioners, researchers and trainers to exchange ideas, developments and practise, to facilitate on-line discussions and to enable flexible reactions on new situations• Disseminate the activities and results in order to ensure a sustainable impact of the network activities and results at the widest European level and to promote the co-operation with other regional or European networks focusing on gender mainstreamingThe composition of the multi-actor partnership reflects the various activities and objectives. The measure develops concepts for vocational counselling for young people. The aim is to promote method competence that will allow the young people to design their own career in the craft trades sector. The basis for the project is a recognition that young people’s willingness to undergo training in the craft trades is declining. The reason for this can be found in poor vocational counselling and the resultant independent lifestyle. For SME’s the project aims to reduce the number of aborted apprenticeships and encourage the trainees to learn. The central theme of the project is the training of career counsellors who will mentor the young people over a long period and pass on to them their own experience with job selection. Particular attention is devoted to disadvantaged young people lacking social skills and who are conspicuous because of cognitive perception problems. The managers of small firms are to be trained in the skill of selecting and managing staff. Between the career counsellors and the SME’s there are to cross-boundary, institutionalised training networks. Developments will centre on multilingual dossiers for counsellors, Internet platforms for the exchange of views, computer-based materials for further training and continuing training that can be used by the managers of SME’s along with a comprehensive range of conferences.

This project, that brings together 88 partners in 13 countries, will develop four earlier projects for firms employing fewer than 50 staff. The aim is to disseminate and update management methods relating to environmental protection and protection at work in accordance with the ISO standard for undertakings in Central and Eastern Europe. Small firms are to be introduced to process-oriented management. In addition to counselling databases, recognition of training and further training standards, training-related documents, self-learning modules and checklists in Office format it is mainly sector-specific solutions that are to be made available. The target group comprises small firms in the medical sector, construction, processing industries and services sector. The project is based on a network of 12 chambers, several training and counselling centres along with sales and distribution partners for the products developed. The groups directly targeted by the project are counsellors in need of training to be able to visit firms and introduce them to holistic management methods. The entrepreneurs are to be trained directly in the work process so that the knowledge acquired can be applied directly in practice and passed on. The products resulting from the project will be manuals, CD-ROMs, an Internet platform and database systems. With the aid of the project the structural adaptation of small firms in Central and Eastern Europe is to be supported and as a result their competitiveness will be improved.

The project offers a response to the growing internationalisation of employment counselling services as they increasingly extend to supporting international job search, planning international careers and/or dealing with multinational employers. The project will design, pilot and implement a thematic English language course, at intermediate level, aimed specifically at employment and career counsellors. The end product will be a unique sixty-hour English language curriculum geared to the language needs of job counsellors to be further accompanied by both teacher and learner materials. Materials will be made available on-line, in EN, via a dedicated project website with certain materials also being made available on CD-Rom. The developed course will be delivered on-line by partner institutions towards the end of the project. The object of dissemination will be ultimately to encourage other public and private training providers to offer the course on a permanent basis. Partners also expect to work closely with related professional associations to jointly promote the course. The course will be promoted to employment and career counsellors and English language teachers both directly and through related national associations. Promotional stands will be further introduced at employment and language fairs and through the related Euroguidance network.

The DDGIG (Development and Delivering of Good Practices for Information and Guidance for Supporting Transnational Regional Collaboration) project is aiming at bringing in contact European adult learners who are working in the sphere of information and guidance and labour market development – representatives of state policy institutions and representatives of regional municipal authorities – to introduce and share experience about:• information and guidance services;• establishment of the sustainable relation between labour market development and delivering appropriate information and guidance services;• implementation of ICT technologies for collecting assessment and delivering of information and guidance free of charge at regional level;• development and upgrading database used in the process of information and guidance for regional purposes.

To contact each other and to share their knowledge, experience and practice, they will discover that extra skills are needed. This will encourage the participating learners to upgrade their personal competence.

Extra skills the learners will develop in this project:• making use of internet-based communication platforms;• language skills;• knowledge of cultural history of their home country and the participating countries.

Organizing of a Virtual window for introducing their possibilities and demand for information and guidance at transnational regional level and promote future collaboration in different field of economic environment.

Virtual window based on the web platform is exposed in the participating countries. Mobility of Municipality officials also will be used to attend the workshops in the other countries.
