With us everyone is a winner

All gambling regulations require appropriate licensing and effective supervision to be suc-cessful in the long-term. In Sweden it is the Gaming Board for Sweden that monitors the gaming market and its development.

Few markets are experiencing so much in such a short period as the gaming market. The Gaming Board for Sweden must there-fore be an expert authority that adapts itself to the market and to technical developments. This is one of the bases on which the Gaming Board for Sweden’s core values (proactivity, quality and respect) have been formulated.

An authority’s strategic situation is charac-terised by both possibilities and limitations. The aim is for the Gaming Board for Swe-den to be one of the leading authorities with responsibility for gambling issues, both at home and internationally.

The Gaming Board for Sweden is the authority with the task of ensuring that the Swedish gaming and gambling market is legal, safe and reliable.

This is our commission

We safeguard consumers’ interests and also make sure that the potentially harmful social effects that gambling can entail are reduced.

These are our functions

We grant licences for national lotteries, gaming machines and casino games in restaurants.

We give type approval to lottery tickets as well as to equipment for surveil-lance and drawing.

We have overall responsibility for compliance and supervision of gambling and lottery operations.

We provide training and information on gambling and lottery legislation.

We inform the Government about developments in the gaming market in Sweden and the rest of the world.

We also have some 70 fee-paid inspec-tors who work throughout the country.

Administrative and Legal Affairs are responsible for finance, human resour-ces, legal expertise and support functions.

The Communications Department is responsible for all external and internal communications. The department is also responsible for marketing and busi-ness intelligence.

In addition to this there is a special function, called the Social Consideration and Risk Minimization that works strategically and long-term with ques-tions about the risks of gambling.

We also have some 70 fee-paid inspectors who work throughout the country. There is always at least one inspector involved in connection with draws to ensure that everything is conducted correctly. Our inspectors visit different gambling locations to ensure that all gambling is conducted as it should be and that no illegal gambling takes place.

This is who we are

Some 40 people work at the Gaming Board for Sweden, which is located in Strängnäs. The authority is managed by a Government-appointed board, which has full responsibility. The Director-General is a member of the board.

We are an expert authority for lottery and gambling and our expertise is to be found within law, economics, IT and other fields.

Our two operational departments are responsible for licensing and compli-ance within the following fields:

National lotte-ries, Bingo, Svenska Spel´s lotteries and

number games

The Swedish gaming market

The Swedish gaming market is regulated due to the fact that games invol-ving money can cause problems for individuals and society.

Organising lotteries requires permission and all licences are supervised by an authority.

Licences are granted by municipalities, county administrative boards, the Government and the Gaming Board for Sweden.

The Municipalities are responsible for licensing and compliance of local lotteries.

The County Administrative Boards are responsible for licensing and com-pliance of bingo and regional lotteries.

The Government grants licenses to ATG and Svenska Spel.

The Gaming Board for Sweden is responsible for granting other licences and for compliance.

There are many different types of lotteries. Traditional paper lotteries, digi-tal lotteries, automated games, bingo games, roulette and dice games, card games, chain letter games, sportsbetting and horsebetting.

Who can be granted a licence?

Licences for traditional lotteries and bingo games are primarily granted to non-profit associations that conduct activities for good causes.

Licences for restaurant casinos and gaming machines are granted to private actors.

The Government grants ATG and Svenska Spel licences for various kinds of lottery, gaming machines and betting.

Statistically, every inhabitant of Sweden who is over 18 years old gambles some SEK 5,000 every year.

Where does the money go?

The Swedish gambling and lottery market turns over a great deal of money. In recent years the turnover has been around SEK 40 billion per year.

The surplus from lotteries mainly goes to the Government and the benefit of good causes. Among other things the money goes to horse breeding, non-profit associations, and in that context primarily to children’s and young people’s sport.

Statistically, every inhabitant of Sweden who is over 18 years old gambles some SEK 5,000 every year. This is equivalent to about 2.5 % of disposable income. About half is returned to the players in the form of winnings.

We work to counteract illegal gambling

Our commission includes surveillance that lotteries and games are conduc-ted in a legal and secure way. We will work to reduce the supply of illegal gambling. Among other things we do this through inspections at gambling locations throughout the country. We inspect both those that have licen-ces and those that are unlicenced. If there is any suspicion of illegality the matter is passed on to the police and the prosecutor. Cooperation with other authorities in combating crime is important for us. Inspections are sometimes conducted together with one or several of these authorities. To achieve better results and increase knowledge of issues relating to lotteries and gambling, we inform and train the authorities concerned in lottery legislation. A gaming machine that does not have a licence may seem harm-less primarily to those who play on it. However, a significant proportion of the illegal gambling market constitutes a major source of finance for organised crime, which is why the task of combating illegal gambling is of great importance for society as a whole.

We promote responsible gambling

Our mission is to ensure a sound and secure gambling market. Gambling and lotteries are harmless for the vast majority buying a lottery ticket, bet-ting on horses or trying their luck in gaming machines. However, gamb-ling can have negative consequences for some people and lead to problems for individuals and their relatives. It is our task to minimise these risks and we do this by, among other things, constantly increasing our knowledge about what influences gamblers and their behaviour. We work with gamb-ling operators to improve responsible gambling and reduce the risks for the players.
