1. Introduction
Inline with the MSC Malaysia vision to transform Malaysia into a knowledge economy (K-economy), the MSC Malaysia - IHL Business Plan Competition (MIBPC) continues to be the nation’s foremost business plan competition that attracts the innovative minds of Malaysia’s new generation. Challenging their creativity and capacity in business, science and technology, the aim of the competition is to create a new genre of successful technology entrepreneurs (Technopreneurs) that takes charge of their own destinies and create employment opportunities for the good of the community.
The Multimedia Development Corporation (MDeC) in alliance with the Institutions of Higher Learning (IHLs) in Malaysia founded the competition in 2004 under the National Unipreneur Development Programme (NUDP), which is anchored by MDeC’s Technopreneur Development Division (TeDD). TeDD carries the mission of building an ecosystem for the growth of a critical mass of sustainable K-based ICT companies that will contribute to high economic growth.
2. Objectives and Scope of the Competition
2.1 Objectives
The objectives of the MIBPC 2009/10 (the Competition) are as follows:-
To inculcate a culture of Technopreneurship in Institutions of Higher Learning;
To provide exposure & knowledge of key competencies required in becoming a successful technopreneur;
To encourage students & researchers from diverse backgrounds to share their business ideas, and form teams that leverage on both technology and business competencies;
To identify commercially viable ideas & compelling IP (Intellectual Property) for development into ICT SMEs.
2.2 Scope
To help realise MSC Malaysia’s objective in growing a vibrant ICT industry, the competition welcomes business ideas and business

plans related to Information Communications & Technology (ICT) or Bio-Informatics, focusing particularly in the following three clusters:
CMC - Creative Multimedia Content SSO - Shared Services & Outsourcing SeS -Software e-Solutions: includes AS – Application Software
and MESH - Mobility Embedded Software & Hardware. 3. Competition Categories and Phase
3.1 Two Categories
The competition is open to all Institutions of Higher Learning in two categories, namely Business Idea and Business Plan.
The Business Idea category is open to all undergraduate students. A Business Idea submission has to demonstrate the commercial viability of the idea but does not require a proof of concept or prototype.
The Business Plan category is open to all Undergraduate and Postgraduate students, researchers, academic and non-academic personnel. Submission will include a comprehensive Business Plan detailing the commercial viability and preferably coupled with a proof of concept or prototype.
3.2 Competition Phases and Timeline
The competition has three (3) Phases as illustrated in the table below with the respective timelines:

3.4 Train-the-Trainers (TTT)
A train-the-trainer session will be conducted this year targeting to the Science and Technology based lecturers.
The objectives of this session are:
To inculcate the spirit of entrepreneurship to the participants with the hope that they can do the same in their respective IHLs.
To expose the participants to aspects of entrepreneurship covering business and technology.
To train the participants in advising participating student/researchers for MIBPC.

3.5 Submission Date for Pre Qualification

3.6 Finals and Awards Presentation Ceremony
The actual dates for the two-day event will be determined and announced at a later date. Participating IHLs will be notified by e-mail and post. The Finals of the MIBPC 2009/10 will be held in the MSC Headquarters, Cyberjaya, Selangor.

4. Prize
4.1 The Challenge Trophy
The MIBPC Challenge Trophy is sponsored by MDeC. The Challenge Trophy is awarded to each year’s winner to hold for one year before passing on to the following year’s winner.
4.2 Cash and Vouchers
The table below shows the prizes in cash and vouchers that will be given to the finalists of the MIBPC 2009/10. Cash prizes will be awarded to all finalists for both competition categories of the MSC Malaysia – IHL Business Plan Competition. Additionally, vouchers will be given to the top three winners for competition categories.

Vouchers entitle the winners to redeem relevant products and/or services from our main sponsors that will meaningfully support the commercialisation of their business ventures. For example, hardware, software, development tools, publications (manuals, guides), training programmes, attendance at conference, expositions/summits and so on.
4.3 TED Development Programme and Pre-Seed Funding
In bringing the finalists and winners closer towards realising the potential of their ideas and innovation, MDeC thru TED will offer selected teams, Development Programmes* where they will be able to experience and learn the basics of technopreneurship. Through this programme they will have access to our incubation programme and technology labs to further develop their ideas into prototypes or full-fledge products.
*Idea Assessment & Enrichment, Business Plan Development, Technopreneur Competency Training, Business Assessment and Advisory, Group Consulting and Coaching.
4.4 MSC Malaysia Technopreneur Pre-Seed Fund
All MIBPC 2009/10 finalists winners are encouraged to apply for the MSC Malaysia Technopreneur Pre-Seed Fund Programme. As part of the prize, the top five finalists in the Business Plan category will be exempted from the Evaluation stage of the MSC Malaysia Pre-Seed Fund and be fast-tracked straight to the Approval Committee. The programme was initiated in RMK9 to address the funding gap at pre-seed stage. The programme is expected to boost the development of commercially viable ICT projects and kick start a chain reaction in the creation of new local K-SMEs in ICT.
5. Costs

6. Guidelines
6.1 To Enter the Competition
To participate in the Competition, your IHL must register your IHL’s participation by 14 July, 2009. The Competition organiser within your IHL will act as the liaison with the Competition Organising Committee.
Participation in the Competition by individuals and teams must be under the auspices of their respective IHLs.
NO FEE is required to participate in the Competition.
6.2 Confidentiality and Intellectual Property Guidelines
The participating teams and their respective IHLs will retain all rights to their Business Ideas, Business Plans and / or Intellectual Properties.
Copies of Business Ideas and Business Plans submitted for the Pre Qualification and Finals phases of the Competition will be kept strictly confidential by MDeC and all judges on the judging panel.
Oral presentations and Q&A sessions during the Finals are open to MDeC, the organisers, fellow participants and invited guests during the Finals. As such, MDeC, the organisers and the panel of judges shall not be held responsible for any information

discussed or revealed during the Finals that will likely to enter the public domain.
6.3 Eligibility
All Business Idea and Business Plan submissions must be in the areas of ICT or bioinformatics.
The MIBPC 2009/10 is open to all undergraduate students, postgraduate students, researchers, academic and non-academic personnel of all public and private IHLs.
Partnering with a foreign researcher or student is allowed as long as 2/3 of the team composition, production and ownership of the Business Idea or Business Plan are local.
Adjunct Professors or Visiting Professors are not allowed to participate.
Participating teams must consist of members who are enrolled or employed by the IHL for the entire duration of this year’s competition from June 2009 through to December 2009. If for any reason a team member is not registered, resigns, or terminates his or her enrolment or employment contract with the IHL at any time during the competition, that team member will automatically be disqualified from further participating in the competition. However, this does not necessarily disqualify the entire team.
MIBPC 2009/10 Organising Committee Members are not eligible to participate in the competition.
Project or product that has obtained the MSC Malaysia pre-seed fund and/ or commercialised through a company is not eligible to participate in the competition.
6.4 Team Composition
Business Idea category
Each team must comprise of a maximum of three (3) undergraduate students. Final year students are highly encouraged to participate as a team member. This is to ensure that the BI is in a better position to be taken to the next stage of commercialisation by the team.

Business Plan category
Each team can comprise of a maximum of four (4) members with any combination of undergraduate, postgraduate students, researchers, academic and non-academic personnel.
6.5 Submission Guidelines
All Business Idea and Business Plan submissions must be in accordance with the document templates provided at www.technopreneurdevelopment.net.my.
All submissions must include two (2) sets of hardcopy documents and one (1) set of softcopy format in either Microsoft Word or Adobe Acrobat PDF formats, according to the following document settings:
Paper size: A4.
Paper orientation: Portrait (except where the inclusion of tables and graphs necessitate the landscape format).
Margins: Top and Bottom at 1 inch, Left and Right at 1.25 inches.
Font type: Arial.
Font Size: size 11pt (headings may be of a bigger font size).
Line spacing: Single.
Submissions must adhere to timelines as per Section 4.2 Competition Categories and Phases.
6.6 Presentation Guidelines (for Finals)
(a)Each team will be given 20 minutes to present its Business Idea or Business Plan. This will be followed by a 10-minute Q&A session between the team and the panel of judges.
(b)Time limits will be strictly enforced. During the team presentation, the presenting team will be alerted five (5) minutes and one (1) minute before the end of the allocated time of twenty (20) minutes.
(c) All members of the team are encouraged to participate in the formal presentation of the Business Idea or Business Plan and the Q&A session that follows. This demonstrates teamwork and

appropriate allocation of focus areas of expertise within the team.
(d)The presentation room will be set up with the following equipment:-

1 Whiteboard
(e)Time limits will be strictly enforced. During the team presentation, the presenting team will be alerted five (5) minutes and one (1) minute before the end of the allocated time of twenty (20) minutes.
(f) Teams presenting their Business Plans are allowed to demonstrate their proof of concept or prototype. However, this must be communicated to the organisers prior to the presentation day. All equipment and props required for the demonstration must be provided by the team. All equipment and props must be set up and dismantled within the allocated timeframe of twenty (20) minutes for the presentation if the demonstration is set up on the same day of the presentation. If the demonstration is set up a day before the presentation day the equipment and props must not impede the general proceedings of the Finals and presentations by other teams.
(g)All teams participating in the Finals are allowed to observe all Business Presentations and Q&A sessions during the Finals.
(h)All Business Presentations are required to be in Microsoft Powerpoint format. The presentation template can be downloadable from www.technopreneurdevelopment.net.my.
6.7 Language
English shall be language used for all aspects of the Competition, including for the submission of Business Ideas and Business Plan and all presentations at the Finals.
