    Perkins + Will, the architect for the U.S. Coast GuardHeadquarters facility, was selected through GSAsDesign Excellence program. This program createsa performance standard that results in buildings that

    express the vision, leadership, and commitment ofthe Government to serving the public and the valuesof the nation. More specically, Design Excellence in

    GSA means:

    Providing best value to the customer agencies andthe American taxpayer.

    Developing safe, productive and attractiveworkplaces.

    Operating efciently and effectivelykeeping

    projects on time and on budget.

    Ensuring that projects respond positively to nationalurban and environmental policies.

    Selecting Americas best designers and artists tocreate facilities that ultimately become respectedlandmarks.

    GSAs approach is holistic, incorporating expertise inmany areasarchitecture, urban design, landscape

    architecture, interior design, art, engineering,construction, security, historic preservation (when

    applicable), sustainability, and workplace design.

    As part of its contract for the new Coast Guard

    Headquarters facility at St. Elizabeths West Campus,Perkins + Will was tasked with looking at alternativelocations corresponding to GSAs Draft EnvironmentalImpact Statement, three schemes per location, for theHeadquarters facility. The schemes will be consistent

    with the St. Elizabeths West Campus Master PlanAlternatives in terms of mass, orientation, and heightof the buildings.

    The site planning schemes and descriptions are

    included in the following study. This study is intendedto illustrate possible ways the U.S. Coast Guard

    building could be placed on the Overlook (Parcel 4)and Pavilion (Parcel 2) areas at St. Elizabeths.
