    BFP UNIFORMED PERSONNEL GUIDELINES ON MANDATORY TRAININGS,DEFERMENT AND TERMINATION FROM TRAININGS

    SECTION 1. SCOPE - These rules shall apply to all uniformed personnel of the Bureauof Fire Protection.

    SECTION 2. OBJECTIVE

    SECTION 4: SCOPE:

    This circular shall cover all BFP Uniformed Personnel participating or undergoingMandatory Training. The Mandatory training as of this date are as follows:

    NCO Courses:Fire Basic Recruit Course (FBRC)Fire Junior Leadership Course (FJLC)Fire Senior Leadership Course (FSLC)Fire Officer Candidate Course (FOCC)

    SECTION 5. DEFINITION OF TERMS

    For this purpose, the following terms shall be defined as follows

    CO Courses:Fire Officer Basic Course (FOBC)

    Fire Officer Advance Course (FOAC)Public Safety Senior Executive Course (PSOSEC)

  • 5.1 CHIEF, BFP - refers to the Fire Chief, or the duly designated Officer-in-Chargeor Acting Chief, as the case may be.

    5.2 CLASS 1 OFFENSE - are acts or delinquency punishable by termination fromtraining as defined by the existing NFTI Training Guide.

    5.3 DEFERMENT - refers to the putting off of a scheduled mandatory training inwhich a BFP personnel is required to undergo by virtue of a Bureau Order. Adeferment is considered valid, only in the following cases:

    5.3.1 When due to a E!!h_@E!@, a BFP personnel is declared unfitfor training by the HEMD, BFP NHQ or by the Regional MedicalOfficer, or

    5.3.2 Due to @ to be determined by the Chief,Training Section, BFP NHQ, concurred by DP, and confirmed by theChief, BFP.

    5.4 DEFERMENT ORDER - An official Bureau Order issued to a BFP officer orpersonnel whose deferment request is approved.

    5.5 DETAIL - Refers to the temporary movement of an employee from onedepartment or agency to another which does not involve a reduction in rank,status or salary.

    5.6 DURATION OF TRAINING - refers to the period of time from the officialopening of the mandatory training by the Director, NFTI/ NPC until the dateof graduation as reflected in the declaration of graduates.

    5.7 HONOR CODE - 'All trainees shall not lie, cheat, steal ortolerate otherswhodo the said acts."

    5.9 KEY POSITIONS lN THE BFP - refers to the positions of major responsibilityover an office or unit. The key positions in the BFP under RA 9263 are asfollows:

    5.r0 MANDATORY TRAINING - refers to the existing training requirementappropriate to the rank of the BFP Uniformed Personnel.

    5.10.3 FIRE OFFICERS BASIC COURSE (FOBC) - This course isdesigned for Junior BFP Officers with the rank of INSP or higher, forthem to acquire essential knowledge and skills needed indischarging their responsibilities as middle management staffofficers. The duration of this course is 480 hours or 3 months.

    5.10.5 FrRE OFFTCERS CANDIDATE COURSE (FOCC) - This course isdesigned for BFP non-commissioned officers with the rank of SFO4to enhance their professional growth, develop and strengthen theirresponsibility, in preparation for commissionship. The duration of thiscourse is 640 hours or 4 months. Non-commissioned officershaving the rank of SFO3 may be allowed when the training quota isnot filled-up.

    5.10.8 FrRE BASrC RECRU,T COURSE (FBRC) - This course is designedto provide BFP recruits with the basic knowledge and skillsnecessary in achieving the minimum standards of personnelcompetence as well as instill in them positive and ethical attitudetowards the service. The duration of this course is 640 hours or 4months.

    5.10.6 FIRE SE TTOR LEADERSHIP COURSE (FSLC) The course isdesigned to equip the senior non-commissioned officers of the BFPwith the knowledge, attitude, skills, habit and values (KSAH-V)required for supervisory roles in performing their duties andresponsibilities. Likewise, it aims to provide competence and a well-

    manifested and responsible supervisory leadership qualities andstyles. The duration of this course is 320 hours or 2 months

    5.10.2 FIRE OFFICERS ADVANCE COURSE (FOAC) - This course isdesigned for BFP Officers with the rank of Senior lnspectors(SINSP). lts focus is on the administrative and managementconcepts, theories and practices as they apply to public safetyservices. Participants must have satisfactorily completed the FOBC.The duration of this course is 480 hours or 3 months.

    5.10.4OFFiCERS ORIENTATIOTV COURSE (OOC) - This course isdesigned for lnspectors and Senior lnspectors appointed/ promotedthrough lateral entry. This officers though coming from from withinthe agency, should likewise possess the basic knowledge and skillswhich an officer requires, having shifted from a non-officer rank toofficer rank. The duration of this course is 240 hours or I % months.

  • 5.11 OTHER POSITIONS OR RESPONSIBILITY - refers to the positions ofimportance other than the key positions in the BFP, such as:

    5.11.1 Chief of the Support Unit under the Command group5.11.2 Division Chiefs of the Directorial Staff5.11.3 Command Group of Regional Office5.1't.4 Regional Division Chiefs5.1 1.5 Disbursing Ofiicers

    5.12 PENDING ADMINISTRATIVE CASE - An administrative case is deemedpending when a formal charge has already been filed/ instituted by theappropriate disciplining authority until a decision thereof becomes final andexecutory. A complaint undergoing preliminary investigation shall not beconsidered a pending administrative case.

    5.13 PROFILE OF TRAINEES - refers to the list of BFP personnel due for a certainmandatory training based on Seniority Lineal Listing (SLL) and the quotaallotted by the NFTI for a particular course. This is prepared by the SkillsDevelopment and Specialization Section, CDD, Directorate for Personnel,BFP NHQ and arranged according to Region.

    5.14 REGIONAL DIRECTOR - refers to the duly designated Regional Director orOIC of the BFP Regional Office, as the case may be.

    5.15 REOUEST FOR DEFERMENT - a written request for deferment in amandatory training due to exceptional circumstances by a BFP uniformedpersonnel contained in a Memorandum addressed to the Chief' BFP andendorsed by the Regional Director, or in case of BFP uniformed personnelassigned at the BFP NHQ, by the Director of Directorate having jurisdiction

    oveithe BFP personnel concemed. The request should be accompanied byoriginal copy of documents proving the existence of any grounds set forth inSection 8.1 of this Circular.

    5.17 SENIORITY LINEAL LIST - Refers to the ordered list of commissionedOfficers and Non-Commissioned Officers according to the following:

  • 5.19 TERMINATION FROM TRAINING - a punitive action against astudenVtrainee. Serious offenses such as Honor Code Molation, Violation ofClass I Offenses, acquiring maximum demerits and a request for termination.

    5.20 TRAINING - as a process by which someone is taught the skills that areneeded for an art, profession, or job.

    6.2 For PSOSEC, CINSPs may be accommodated in case SUPT applicantsare below the allocated quota prescribed by the National Police College.

    RULE IIIPROCEDURES ON THE ISSUANCE OF TRAINING ORDER

    FOR MANDATORY TRAINTNG

    sEcTloN 7. GUIDELINES FOR MANDATORY TRAINING - The following are the

    [.""0ur". to be followed for the issuance of Bureau Order for Mandatory Trainings:

    7'lAllBFPpersonnelwhoseMandatoryTrainingisschedu|edbyaTrainingOrder shall be compelled to undergo and complete his/her training. They shall, in all

    manner and in all ciicumstances, foice themselves to remain physically and mentally fit

    for the duration of the training.

    7.2 For trainings FJLC to FOAC, the Skills Development and specializationSection (SDSS), Careerbevelopment Division of the Directorate for Personnel (DP)' BFP

    5.21 TRAINING ORDER - Refers to the Special Order issued by the NationalHeadquarters directing the BFP personnel to undergo and complete themandatory training.

    RULE IIRANK AND TRAINING REQUTREMENT FOR MANDATORY TRAINING

    SECTION 6. The following are the Rank and Training Requirement for MandatoryTraining which shall be strictly followed by all units, to wit:

  • NHQ will provide a profile of trainees for each BFP Regional Office and the schedule ofmandatory trainings in a given year. The profile of trainees contains the names of BFPuniformed personnel who are due for training and may be clustered by the NHQ as thecase may be. The seniority lineal list shall be the basis in creating the profile of trainees.

    7.3 The Regional Director (RD) or Head of Office/ Unit (HO/U) shall submit thenames of BFP officer/ personnel recommended for inclusion in the Training Order of thescheduled training, taken only from the list provided by the SDSS within one (1) weekfrom receipt hereof. lf the names recommended by the RD are not included in the saidprofile, a justification should be submitted to the DP for his/ her approval and endorsementfor inclusion in the Training Order.

    7.4 lf the names included in the profile provided by the SDSS were notrecommended for training, the RD shall also provide the DP a valid justification for theexclusion.

    7.5 A BFP personnel shall only be excluded or included in the list upon writtenrequest of the concemed personnel.

    7.6 For FBRC, the SDSS, shall create the Training Order without the need forconfirmation and or validation for the participants' regional directors and supervisors. The

    seniority lineal list shall be the basis in creating the Training Order which may also beclustered as the case may be.

    7.7 A Training Order containing the names of those who will undergo amandatory training will be issued by the BFP NHQ and fonararded to concerned offices

    for information and dissemination.

    7.8 Before the opening of the mandatory training, all candidates shall submittheir Medical Certificate and medical records to the Health Service (HS), BFP NHQ for

    records purposes. For BFP offieer/ personnel coming from Regional Offices without a

    Medical bfficer, their medical records and certificate obtained from government doctorsshall be submitted to the Health Service, BFP NHQ for validation.

    7.g BFp officer/ personnel with pending administrative case shall not be barredfrom undergoing mandatory training.

    7.10 ln the case of BFP ofiicers who will participate PSOSEC, they shall submit

    their letter of intent endorsed by their respective Regional Director/ Head of Ofiice/ Unit

    for inclusion for the letter endoriement to the National Police College (NPC), PPSC.

    7.11 Applicants for PSOSEC shall process and submit their requirements to the

    NpC for enrollment. Proof of enrolment shall be submitted to the Skills Development and

    Specialization Section to serve as basis for issuance of Training Order'

    7.12 All BFP officer/ personnel who will participate in the mandatory trainings

    must be covered by a Training Order'

  • 7.14 The Regional Office or the National Headquarters shall designate newofficer or personnel to discharge the duties and responsibilities vacated by the BFPofficer/personnel holding key positions and other positions of responsibility.

    7.1 5 ln case of off campus classes or other cases requiring the non-relief of apersonnel undergoing PSOSEC, exemption from relieve from designation may be granted

    upon approval ofthe Chief, BFP, endorsed by the DP.

    7. 16 Upon termination of the training, BFP personnel shall return to theirrespective regions or NHQ for NHQ personnel without the need of any order of retum.

    7.17 Upon completion of the required training course, all BFP officer/ personnelshall render Courtesy Call to the Chief, BFP or Regional Director as the case may be.

    7.18 BFP officer/personnel who have less than two (2) years (for NCO) or three(3) years (for CO) before his/her compulsory retirement from his/her date of last promotion

    (DOLP) shall not be allowed to go on mandatory training.

    7.19 Any BFP officer/personnel planning to avail of Optional Retirement, isadvised to submit to the SDSS, CDD, DP, an Affidavit of Undertaking prior to the conductof Mandatory Training, indicating therein his intention to retire within a year. Otheruvise,his name may be included in the scheduled training.

    RULE IVGUIDELINES FOR DEFERMENT

    SECTION 8. DEFERMENT DUE TO HEALTH PROBLEM

    8.1 Training deferment on account of health problem(s) will be alloved onlyonce upon submisiion to the Health Service (HS) BFP-NHQ (for BFP-NHQofficer/personnel); or BFP Regional Medical Officer (for BFP officer/ personnel assignedin the i{egionat Omce); or any government physician to be validated by the Chief, HS,

    BFP NHO (in Regional offices without Medical officer) of the following documentsdeclaring such BFP officer/personnel unfit for training, to wit:

    Medical Certificate; andCertification issued by the Chief, HS, BFP-NHQ or by the BFPRegional Medical Officer that the said BFP officer/personnel had notpreviously availed deferment due to health problems.

    8.2 FO1 hired after the approval of Republic Act No. 9263, also known as theBFp and BJMp professionalization Act of 2004 are presumed to have satisfactorilycomplied with the minimum qualifications set forth under section 4 of said act which

    inctudes restrictive weight requirement corresponding to height, age, and sex. Except for

    8.3 Upon receipt of the Medical Certificate or Proof from lhg,C-1'-"1'-1slh3t *"h

    Order for Deferment for confirmation of the Chief' BFP'

    8.4 All BFP personnel requesting for deferment shall remain in the trainingvenue stated in the Training Order until the approval of the Deferment Order. A mere

  • request fortraining deferment shall not be a reason of absence to a scheduled mandatorytraining unless such personnel cannot physically report to training by reason of his healthissue as prescribed by the Chief, Health Service.

    8.5 ln order not to hamper with the critical functions of a key position, all BFPofficer/personnel, holding key position or other positions of responsibility, whosemandatory training is deferred by reason of his/her health problem shall be automaticallyrelieved from his/her designation and be reassigned to positions other than stated above,purposely to monitor the progress of his/her medical condition by their respective MedicalOfficer.

    8.6 Any officer/personnel who was previously deferred due to medicalreason(s) and found unfit for training for the second time, shall be recommended for thefollowing options by the DP to their respective appointing authority;

    8.6.1 For retirement due to physical disability, if he/she qualifies pursuantto the pertinent provisions of RA 6975 and its implementing Rules; or

    8.6.2 For forced retirement in accordance with Section 9, Article lll of BFPResolution Number 2001-01; or

    8.6.3 For dropping from the rolls as provided for in Section 107 (c) Rule 20of the Rules on Adminishative Cases in the Civil Service.

    SECTION 9. DEFERMENT DUE TO EXCEPTIONAL CIRCUMSTANCES. Defermentdue to exceptional circumstances shall be granted only once.

    9.1 Any of the following are deemed exceptional circumstances:

    9.1.1 Death of immediate family member of the BFP personnel one( 1 ) week prior to the start of training;

    9.1.2 Criminally charged after the issuance of the Bureau Order;9.1.3 Personnel with disapproved appointment; and9.1.4 Any other circumstance analogous to the foregoing deemed

    exceptional by the Director, DP and confirmed by the Chief'BFP.

    9.2 BFP personnel must submit a request for deferment accompanied by thefollowing documents in original copies:

    9.2.1 Affidavit executed by the BFP officer/personnel reciting theexistence of the grounds set forth in Section 9.'1, and the sameshould be subscribed and sworn to before a notary public; and

    9.2.2 Certification issued by the Chief, Skills Development andSpecialization Section, BFP-NHQ or by the Assistant RegionalDirector for Administration and/or Regional Chief,Administrative Division that the BFP officer/personnel had notformerly availed of such deferment due to any of the grounds

    stated under Section 9.1 .

    g.3Uponreceiptoftherequestforthedefermentwiththenecessaryattachments, th; SDSS shall prepare a deferment Order for the confirmation of the Chief,

    BFP.

    GUIDELINES FOR TERMINATION FROM TRAINING

    SECTION,Il. GUIDELINES:

    11.1 As a general rule, all participant on a mandatory training must be coveredby a Bureau Order issued by the BFP National Headquarters.

    11.2 Attitudes, behavior and characteristics displayed by a trainee during his/ hertraining reflects his/ her performance towards work. Hence, every trainee, as a publicservant, Shall maintain a desirable grade in both academic and non-academic areas ofthe training. They shall pass all the activities and examinations of the @urse'

    11.3 Failure of a trainee to complete their scheduled mandatory training shall bea ground for filing of appropriate case.

    11.4 Termination from training due to Commission of Grave or Serious offenses(Class I Offense) shall NOT be tolerated and shall be a ground for filling of administrative

    provided in the Rules on Administrative Cases in the Civil Service or RACCS.

    11.5 Upon receipt of the special order (So) of the Termination from training ofa BFP uniformed personnel, the DP shall announce the termination through a Return to

    Unit order (RTU). bS status of the subject personnel is deemed terminated effective and

    shall return to their previous unit under the jurisdiction of their RD'

    1 1 .6 The DP, upon approval of the RTU order, shall cause the investigation andfiling of appropriate case. A memorandum for filing of appropriate cas-9 tha! be forwardedto tie nO,'Attn: lnternal Affairs Service (lAS) or Regional lntemal Affairs Service (RIAS)as the case may be.

    11.7 Regional Directors and Heads of offices/ Units shall immediately takeappropriate disci-plinary action to the erring BFP personnel. They shall also submit their

    aciion taken to the Chief, BFP ATTN: Director for Personnel'

    11.8 BFP personnel who deliberately did not comply with the Training orderwithout any requesi for training deferment snall be accountable for administrative case of

    insubordination.

    11.9 Upon receipt of the report of opening from the NFTI, the sDSS shall verifythe existence oi a requesi for training deferment of all personnel who did not appear/report

    to their scheduled mandatory training.

    ll.l0TheSDSS,upondeterminationoftheabsenceofadefermentrequest,shallissue a Termination from Training (TFT) order to all BFP personnel who did not

    will be relieved from his/her designation and further reassigned in the holding unit of theDP / Regional Admin Office created for the purpose, until the completion of the trainingwhere he is supposed to participate, without prejudice to filing of appropriateadministrative case against the erring officer/personnel.

  • 1 1 . 1 1 Previous training, deferment and termination records, if any, shall be madeavailable for the conduct of investigation.

    1 1 .12 Self-requested termination of training shall not be exempted fromadministrative liability of this policy.

    1 'l .13 Medical or Health complications, not declared during the HealthExaminations conducted either by the BFP or NFTI medical officer, that arises during thetraining which resulted for a termination from training shall be a ground for filing ofappropriate case and shall not in any case be tolerated. BFP Medical Officers shall beresponsible for the strict screening of the participants.

    11.14 BFP personnel who have been found to have a pending administrative casebe a ground of a case of serious dishonesty.

    11.15 Upon implementation of this policy, a BFP uniformed personnel is onlyallowed to be terminated from training once. Repetitive termination from mandatorytraining shall be a basis of the BFP NHQ or Regional Medical doctor for recommendationfor TPPD, separation from the service or Early retirement in accordance to existing rulesand regulations upon recommendation by the DP.

    RULE VISANCTIONS

    RULE VIIREPEALING CLAUSE

    sEcTloN 14. All personnel who have availed of the training deferment pursuant toMemorandum circular Number 2017 -OOg on any grounds provided. therein are deemed

    io nare avaireo of the training deferment pursuant to this Memorandum circular.

    SECTION 15. All office memoranda, orders and circulars incpnsistent with the provisions

    of this Circular are hereby amended and/or modified accordingly.

    SECTION 12. Any BFP personnel who has been included in the Training Order and failed

    to report for training without an approved deferment order shall be proceeded against in

    accprdance with the provisions of Section 46(D.5), Rule 10 (lnsubordination) and Section93 (a), Rule 19 (Dropping from the Rolls) of the Revised Rules on Administrative casesin the Civil Service, observing the following procedure:

    12.1 The NFTI shall notify the Skills Development and Specialization Section (inwriting) of the names of BFP personnel who failed to appear thereat.

    12.2 The SDSS shall verify if the BFP personnel who failed to appear atNFTUsatellite Campus has an approved deferment order. lf there is no valid deferment

    order, the DP, through the SDSS, will direct lnternal Affairs service (lAS), BFP NHQ for

    BFP NHQ personnel to conduct investigation on the non-appearance ofconcerned BFPpersonnel io be the basis of the Chief, BFP or the Regional Director, as the case may be,in taking appropriate action pursuant to Sections 9, 10 & 1't hereof.

    sEcTloN 13. The authority to discipline the erring BFP personnel is vested in theappointing authority pursuant to Section 5 of CSC Resolution No. 021181'
