Welcome to Latvia – to one of the most rapidly developing countries in Europe! Latvia has made full use of its advantageous geographic location, skilled workforce and business-friendly government regulations to accelerate and sustain its rate of economic progress through the development of international trade and by attracting foreign investment. Latvia’s combination of a secure and predictable, however, highly lucrative business environment, has been recognised by both, international organisations and credit-rating agencies. Over the last 5 years, Latvia has experienced an average growth rate of 10% per annum – five times the European Union average figure for the same period. This has meant that businesses operating in Latvia’s growth environment have reaped benefits from their investments at levels generally unseen in so-called “Old” European Union countries.

The city of Liepaja is located in the west of Latvia, closer to the west coast of the Baltic Sea than any other city in the Baltic States. A leading port in consequence, Liepaja is also a major manufacturing centre possessing Latvia’s largest enterprises in two of the top three export industries. Furthermore, Liepaja’s manufacturing productivity per capita exceeds that of any other Latvian city.

Due to its advantageous geographic location, Liepaja has always been one of the main entrance points for foreign investment coming to Latvia. In order to make Liepaja even more attractive for businesses, the Special Economic Zone has been established guaranteeing one of the most favourable tax environments in the Baltic Sea region. Furthermore, the Liepaja City Council is strongly committed to further improvement of the City’s business environment, and has allocated substantial part of its budget to the development-related activities – education, transport and utility infrastructure. Thus, Liepaja provides an advantageous manufacturing location with a direct access to the European Union’s half a billion strong market together with the local experience and capacity in dealing with the Russian Federation and other emerging markets to the east of Latvia’s and European Union border.

Logistic services

Transport and logistics services are largely centred on the Port of Liepaja and continue to grow in line with the port’s freight throughput. The logistics cluster in Liepaja SEZ consists of a number of forwarding/shipping agencies, stevedores and customs brokers, each specialising in a certain type of goods such as cereals, metals or forestry products. Value-added logistics operations, such as re-packaging, blending or technical surveying, play an increasing role in the local economy with income per ‘unit of freight’ increasing at an average of 12% per annum over the last five years. Liepaja’s advantageous location, which benefits goods from the Russian Federation as they can be transported as far as possible, with a single border crossing, utilising relatively inexpensive land transport, creates an extra competitive edge for the port and its tenants. Both railway and road transport play equal roles in connecting the port to the rest of Latvia, the Baltic States and countries beyond the EU border. Latvia’s land transport infrastructure is in sufficiently good condition to serve both domestic and international transportation by both of these modes, but notable investments from the national and EU funds are already scheduled to gradually upgrade it to average EU levels.

"Establishment of the Liepaja Special Economic Zone has proved that, in the course of less than 10 years, it was possible to convert one of the most backward state regions into one of the leading industrial and logistic centres of the country. More and more foreign companies choose Liepaja, as the place where to relocate their business, taking into account the geographical location of the City, its highly qualified labour force and industrial potential of the City. Thereby already today Liepaja is major manufacturing centre - manufacturing productivity per capita considerably exceeds that of any Latvian city.”

Guntars KrievinsGeneral Manager of theLiepaja Special Economic Zone

„As on of the very few non freezing ports in the region, Liepaja provides effective connection with Baltic and the CIS countries, as a result of which, Liepaja is steadily turning into one of the transit and logistics hubs of the Baltic region. Our Port companies are successful in competing with other ports in the region, providing such services, which are based on the state of the art cargo handling equipment, high quality performance and cost effective approach.”

Economics and businessenvironment

Stable economical growth and business friendly environment in Latvia are determined by several factors, such as harmonization of legislation in accordance with requirements set by European Union, deliberative tax policy and availability of qualified labour. The combination of Liepaja’s rich industrial heritage and today’s thriving commercial scene ensures that every incoming business will soon feel at home in the city, as well as take advantage of the good connections with the whole Baltic region and beyond for fast and efficient exchange of goods, services and ideas.

Industrial parksIndustrial parks For investors requiring swift establishment, simple start-up and synergistic co-operation with other tenants, there are several industrial estate projects providing rental options. These include the privately-held Transit & Industrial Park with indoor space in excess of 50 000 square metres, already hosting a number of industries and logistics service providers, and the Liepaja Business Centre, owned and operated by a foreign investor, who has privatised and refurbished a former food industry plant to accommodate light industries like metal processing and electronics.

Human resourcesHuman resources For Latvia, a small country relatively poor in natural resources, people are unquestionably the main economic asset. Highly competitive skill levels, together with western-style work attitudes, have allowed foreign investors in Latvia to delegate more and more senior and skilled functions to their local employees. The local cluster of educational institutions in Liepaja provides a complete education cycle for professional careers in manufacturing and logistics; from school desk to vocational diploma or university degree. There are three vocational technical schools, which offer both secondary and post-secondary education within a wide range of industrial and maritime trades, and supply special training courses for students assigned by their employers or the State Employment Agency.

In total, there are 16 cargo handling terminals for various types of cargo, equipped with appropriate cargo handling and storage facilities – open-air and warehouses, silos, tanks and refrigerated space.
