The experienced professionals leading the Xerox Team bring extensive knowledge of Health And Human Services programs and our eligibility solution to guide the project according to the Department’s current and future program needs.
Replacing the ACCESS Florida System takes more than the usual system development disciplines. The Department of Children and Families (Department) needs an up-to-date, stable, and flexible eligibility system that supports streamlined business processes, so advanced system design and development capabilities are essential. However, because the efficiency and effectiveness of these business processes has a direct impact on the well-being of children and families statewide, the team creating the new system must keep these needs in mind. Every feature and function of the new system must advance the Department’s mission, even as the system as a whole provides new operational and cost efficiencies.
Every key member of the Xerox Team brings specialized skills in system design processes—and every one of them has applied these skills in an eligibility or health and human services context. Many of the staff of our organization for the ACCESS Replacement Project has direct experience designing, developing, and implementing the Xerox Integrated Eligibility System (IES) solutions for SNAP, TANF, and Medicaid eligibility programs. The professionals presented in the following sections are the eligibility system team at Xerox. Every key team member from our subcontractor partners also brings specialized experience with public sector system design and maintenance.
Upon contract award, we establish close working relationships and effective communications among the Xerox Team, the Department, and other stakeholders to ensure a successful project. Our key personnel anticipate frequent interaction, both formal and informal, with Department counterparts during both the ACCESS Replacement Project and the ACCESS Florida O&M Project. We also look forward to active, productive participation in the Department’s governance structure for both projects, with all stakeholders working toward the same goals of efficiency, cost savings, and improved service to clients.
Our staffing approach ensures a cost-conscious organization that takes advantage of our team’s broad range of subject matter expertise, years of experience, and critical technical and problem solving skills. It includes Tallahassee-based staff members, shown in Exhibit 8-1, who bring specialized capabilities to the project along with in-depth knowledge in health and human services and eligibility systems. In addition to our resources at hand, we work with the Department to “re-badge” current project employees into Xerox’s organization. This provides continued employment for some Department staff currently working on the project while enriching our team with additional insight to decrease project knowledge transition time.

easy access to the operation and more effective communications with project management.
We employ both a top-down and a bottom-up approach for staffing plans, first building our senior management team and then determining the individuals that comprise the ACCESS Replacement Project team. To do this, we begin with analyzing the major tasks based upon the Project Schedule. Our staffing plan then incorporates contingency planning to address workload variations and potential disruptions. This specifically includes risk and complexity factors, along with documented assumptions, such as work volume changes for peak periods. Using an approach similar to comparable programs, we also selected experienced personnel who operate as a team committed to the highest quality customer service for the Department and its stakeholders.
One of the tangible benefits we deliver to the Department is open access to contract operations and data. Our project organization promotes transparency and accountability by providing the Department with information about what Xerox and our subcontractors are doing and planning. From the Xerox Executive Oversight Team to the Tallahassee based project staff, we follow a common business philosophy: our clients are entitled to full access to their business operations at all times. We welcome and encourage scheduled and unscheduled site visits by the Department. We envision and actively promote a collaborative partnership between Department program staff, the Xerox Team members, and executive oversight staff. This business approach preserves Department resources and also results in ongoing innovation and improvements throughout the life of the contract.

Lessons learned from previous IES project implementations to ensure that the ACCESS Replacement Project is staffed with the appropriate skills and experience levels to implement and manage a successful program.
The experience that Xerox brings to the ACCESS Replacement Project is broad and varied, covering specialized areas of government services that are directly relevant to this effort. On the one hand, we bring a strong background in information technology outsourcing (ITO) services, with extensive capabilities in the design, development, implementation, and management of applications and complex systems for government. To the disciplines and controls of ITO we add the policy knowledge, mission awareness, and service capabilities of our significant nationwide experience with state health and human services operations. We know how to build the sophisticated systems that streamline the crucial missions of health and human services agencies—and we know how to operate the programs that these systems support.
When we speak of Xerox’s experience in these fields we mean the knowledge, skills, and experience of the professionals behind our ITO and Human Services Solutions Organization. For the ACCESS Replacement Project, we are assigning a hand-picked team of experts with the most technical knowledge, skill, and experience in

eligibility systems to be found at Xerox. Just as we designed our IES solution specifically for Medicaid, SNAP, TANF, and related state programs, we assembled the key personnel on our team specifically to design, develop, and implement our IES-based solution for Florida.
We have also sought and engaged subcontracting partners whose highly specialized capabilities supplement our own. Our partners have also assigned highly skilled professionals to join the Xerox Team, and several of them are among our key personnel for the ACCESS Replacement Project. All members of our team are prepared to focus their company’s capabilities and resources on low-risk DDI, Warranty, and O&M Performance Periods for the Department.
An Experienced Project Manager
We have assigned Project Manager Bill Majorossy to lead the Xerox Team throughout all performance periods. A Project Management Professional (PMP)-certified project manager, Mr. Majorossy managed one of the largest human services eligibility systems in the country, the Los Angeles LEADER project, a welfare eligibility system with more than 15,000 users. First as a business analyst and ultimately as project director, Mr. Majorossy supported or oversaw the development, design, implementation, maintenance, and operation of a system that streamlined essential services to struggling populations in Los Angeles County.
The Los Angeles LEADER effort entailed a scale, scope of services, and level of complexity similar to the ACCESS Replacement Project. Having supported the effort from several positions in the organization, Mr. Majorossy knows how the responsibilities and contributions of every team member must interact to advance the project. As the effort’s project manager, he drew on company technical resources as well as the skills and experience of his team—just as he will now do as Xerox’s Project Manager.
Just as important for the ACCESS Replacement Project is his direct experience with Florida’s Department of Children and Families. Mr. Majorossy is a former administrator for the Department’s Social Services—Public Assistance program. His 11-year Department career as an eligibility supervisor, specialist, and administrator gives a direct, first-hand perspective on what the Department and its clients need from the new system.
Experienced Xerox Personnel
The Xerox professionals who comprise our ACCESS Replacement Project organization combine three key areas of expertise:
The essential disciplines of system development, from requirements definition and design to system interfaces and testing—along with the tools, processes, and controls that support these disciplines.
The functional, regulatory, and policy requirements of modernized eligibility systems, including key standards for service-oriented architecture, Medicaid Information Technology Architecture (MITA) the Health Insurance Portability and Accountability Act (HIPAA), and the Affordable Care Act (ACA).
The features, architecture, capabilities, and design and development tools of the Xerox IES solution—in fact, our organization includes Xerox’s core IES development team.
In essence, this team channels Xerox’s most sophisticated ITO capabilities, our eligibility expertise in health and human services, and the strengths of our IES framework into all of Xerox’s project responsibilities. The result is an ACCESS Florida Replacement System designed specifically for Florida’s needs and implemented by experts. The professionals supporting all three ACCESS Replacement Project performance periods include the following key personnel:
Deputy Project Manager Alison Rosen provides Mr. Majorossy with management and administrative support, with particular attention to timelines, resources, and budget. After 25 years managing systems development and management projects, she has detailed knowledge of the most up-to-date system standards and development methodologies. Ms. Rosen joins the ACCESS Replacement Project after serving as deputy director for the Xerox IES development team for Tennessee VIP Project.

Implementation Manager Janice Johnson is a 40-year veteran of health and human services programs, both as a manager for our Tennessee VIP implementation and as a manager for the Florida Department of Children and Families. For more than 30 years, Ms. Johnson’s responsibilities to the Department and its clients ranged from direct, hands-on eligibility work to operational oversight for the ACCESS Florida program. Her intensive knowledge of the current ACCESS Florida environment is invaluable guidance as we implement the next one.
Operations Manager Daniel Fuller is an expert in system analysis and design, software development life cycle, system release management, and systems operations management for public sector environments, including seven years supporting Xerox eligibility systems. Mr. Fuller will oversee O&M functions for the ACCESS Replacement Project O&M Performance Period and for the legacy ACCESS Florida O&M Project.
Service Delivery Manager Jim Conkwright is a 20-year veteran of IT, systems development, and information management projects for both commercial and government projects. During the DDI Performance Period, he will oversee, track, and organize the day-to-day efforts of our ACCESS Replacement Project development team—a team he supported though oversight, training, and process improvements for Tennessee VIP.
Requirements Manager Mark Moody is our expert in requirements analysis, definition, and tracking for complex health and human services systems, with a particular specialty in eligibility systems. He has supported this role at Xerox for 10 years for implementations in Tennessee, Massachusetts, and Wyoming—and for the 10 years before that for other eligibility systems in Massachusetts, Indiana, and Maryland. Mr. Moody helps our team design the ACCESS Replacement Project to meet Department requirements, regulatory guidelines, and federal requirements.
Testing Manager David Robinson has overseen configuration and testing activities for Xerox eligibility systems (Tennessee VIP) and Medicaid Management Information Management Systems (MMIS). He oversees testing requirements, design, execution, and issue resolution for all releases for the DDI Performance Period.
Interface Manager Robert Zapata ensures that our ACCESS Florida Replacement System architecture works accurately, efficiently, and effectively with all required Department systems. He designs and tests these interfaces using system development processes and tools mastered during his 10 years performing this role for Xerox eligibility systems.
System Architect Achim Suit essentially designed the Xerox IES solution and has managed its architecture for 10 years. He developed its original architecture, designed customized implementations of IES and its precursors for Tennessee VIP and Massachusetts BEACON, and will lead our effort to design and develop the software and hardware architecture for the ACCESS Replacement Project. Mr. Suit supports system design and updates through all three performance periods.
Application Development Lead Leonardo DeArtiaga is a 14-year veteran of intensive system and software DDI efforts for both commercial and government clients, including our Tennessee VIP eligibility project. An expert in system development tools and processes, Mr. DeArtiaga ensures that ACCESS Florida Replacement System applications support all required functionality and interfaces.
Technical/Conversion Lead Sunil Kumar will oversee the planning, validation, and execution processes required for the ACCESS Replacement Project’s crucially important data conversion effort. He has supported this role for our Tennessee VIP eligibility project, along with varied system development roles for eligibility systems in Wyoming and Massachusetts. Overall, Mr. Kumar brings 15 years of DDI experience for complex health and human services eligibility systems.
Database Administrator Suresh Jagannathan has supported database design, maintenance, and interfaces for more than 15 years, including six years supporting the Tennessee VIP project as data manager. To design an ACCESS Florida Replacement System database that supports all system and application functions, Mr. Jagannathan uses a comprehensive range of system and database development tools, programming languages, and applications.

Expertise from our Subcontractors
While all of our subcontractors are contributing valuable resources and capabilities to the ACCESS Florida Replacement System, only CAI and KPMG have key personnel in our project organization. We selected these team members because their skill and experience is ideally suited to supplement Xerox’s approach for areas including project management office (PMO), organizational change management, knowledge transfer, and training. The key personnel joining us from our subcontracting team include the following:
PMO Manager Clay Nickels has supported CAI’s IT projects in project management, process reengineering, disaster recovery, and various other system development and IT roles for nearly 25 years, including projects for eligibility and other state health and human services systems. Mr. Nickels will provide oversight and support for project management functions including scheduling, resource allocation, project communications, and progress tracking.
Organizational Change Management Lead Linda Fuchs is a certified PMP specializing in KPMG’s Advisory Services engagements in Florida. Based on her 25 years of management experience as a manager in the public sector, she brings in-depth acumen for analyzing and improving government agency business functions. Ms. Fuches will help the Department adapt its business processes to the ACCESS Florida Replacement System.
Training/Knowledge Transfer Lead Arthur Higbee of KPMG specializes in developing and delivering training materials for government and commercial enterprises facing organizational change. As an independent consultant for 15 years in this field, he has guided large organizations through significant changes due to new systems. For the ACCESS Replacement Project, he will help Xerox and the Department ensure that users receive thorough and effective training for the new system.
Our key personnel’s roles and responsibilities are detailed later in this section, and their resumes appear at the end of Tab 8. For profiles of all of our subcontractors, refer to Reply Section 7.2, Company Profile.
A Focused Organization for Each Performance Period
We have assembled our team of key personnel under Mr. Majorossy’s guidance as an experienced project manager for eligibility systems—and based on our experience designing and developing Xerox IES-based eligibility systems for other states. Our organization includes all of the key personnel designated in the Department’s ITN, with additional key positions to round out the team with additional support and expertise.
The following organizational charts feature the names and positions of our project team members for the DDI, Warranty, and O&M Performance Periods. These charts clearly define the lines of authority and communications and identify our key personnel and executive oversight team. Subcontractors providing key team members are distinguished by color. The experience of key team members on the organization charts is detailed in the sub-section Project Team Qualifications Tables and Resumes. Subcontracting partners without named staff provide the role without naming dedicated staff members.
DDI Performance Period Organization. Exhibit 8-2 shows our team organization for the DDI Performance Period, during which we draw on the skills of our team members and specialized contributions of our subcontractors.

Warranty Performance Period Organization. Once the detailed planning, development, testing, and system implementation of the DDI Performance Period is complete, Xerox fields a more streamlined organization for the Warranty Performance Period. As Exhibit 8-3 shows, several members of the DDI organization continue in their roles for this period. This ensures continuity of ACCESS Florida Replacement System expertise as we refine the system as needed, test any changes, and track and correct any defects.

Operations and Maintenance Performance Period Organization. With the ACCESS Florida Replacement System implemented during DDI and stabilized during the Warranty Performance Period, a core team (as shown in Exhibit 8-4) will remain in place to lead O&M activities for the Department. The same individuals will again remain in their positions to preserve continuity of knowledge.

Executive Oversight Team
We have designated an executive oversight team to ensure project quality, availability of company resources, and guidance from Xerox’s senior eligibility and human services experts during all performance periods. The members of this team hold regular status reviews of the project’s progress with key and support personnel. In response to weekly reviews, the team ensures that the project stays on schedule, on budget, and ahead of Department expectations. Table 8-1 describes the qualifications and background our executive oversight team members.

Background Investigations
Thorough screening of potential employees ensures only qualified candidates of the caliber required to safeguard sensitive information will be employed on the ACCESS Replacement Project contract.
Government services provided by the Department, whether delivered by public sector personnel or by private sector employees, must be performed to the highest standards of ethical conduct. All employees should strive to attain the highest levels of integrity and accountability. In order to bolster the Xerox Team’s built-in security features and other technical and procedural controls, we apply rigorous organizational, management, and personnel security provisions to protect Department program data from accidental or fraudulent misuse by Xerox and subcontractor personnel. These personnel practices, along with regular security awareness training, are key components of our management methodology that ensures and reinforces our ACCESS Replacement Project employees’ strict adherence to State, federal, and company procedures and policies.
Ethics and Security Training. All Xerox employees are required to take and pass an annual ethics test. Using Web technologies and simple instructional techniques, this training is delivered over the Internet to more than 140,000 employees worldwide. Through the use of interactive scenarios, the test covers a full range of ethical dilemmas that can confront employees, including: the giving or receiving of inappropriate gifts, what constitutes theft or fraud, sexual harassment, diversity issues, and other types of potentially unethical workplace behavior. The ethics training is modified each year to remain current and ensure coverage over time of the full range of ethical problems. Strict annual monitoring ensures that every employee of Xerox takes and passes this test every year. Our IT Security Procedures also require that each employee complete Security Awareness Training, and a refresher course annually as a condition of continued employment.

Thorough Background Checks. Xerox performs a full criminal background check for all potential employees. This background check includes Social Security verification, a seven-year felony including misdemeanor search, National Criminal Record File search, plus a Global Watch search. In addition to the thorough background checks, our application for employment requires the disclosure of any prior conviction for any reason. All employees must also pass the requirements of E-Verify.
Drug Screening. Considering the high-profile nature of a Department operation and the complexity of duties required by each position, Xerox insists that every employee be drug-free. We continue to be committed to a universal drug screening process. Xerox has not changed its long-standing requirement that every employee of the company completes and passes a drug screen. No individual who fails this screening test can be employed by Xerox.
In addition to Xerox employees, we extend our policies on security and confidentiality to all of our subcontractors as well. They are required to have all of their employees undergo criminal background checks and drug screening tests. Our subcontractors are also required to demonstrate to us that their own background check procedures are equivalent to or better than those required by the Department and Xerox. Again, this is to ensure uniformity in the depth and quality of these investigations.
The Xerox Team’s security screening activities are designed to comply with the requirements under the statutes set forth in the Level Two (2) screening standard specified in Section 435.04, F.S., and Department Operating Procedure Number 60-25, as specified in ITN – Attachment I, Section 8.7.1.
As a condition of initial and continued employment, staff must meet the following employment history checks:

Providing an Operations and Maintenance (O&M) project organization with dedicated, experienced personnel ensures the highest quality support for every task, activity, and service during the O&M Performance Period for the ACCESS Replacement Project.
Our objective for O&M of the legacy ACCESS Florida System is to preserve its reliability, quality, and stability at optimal levels while our ACCESS Replacement Project team completes the DDI Performance Period. Xerox has extensive capabilities and resources for O&M work, including mainframe and midrange experience, applications development expertise, and proven project management methodologies. Our subcontracting partner, Computer Aid, Inc. (CAI), brings a range of similar strengths to supplement our efforts. Xerox and CAI have both designated skilled key personnel and technical staff to apply our companies’ capabilities for the legacy O&M project.
Project Manager Bill Majorossy and Operations Manager Daniel Fuller from our ACCESS Replacement Project team have the same roles in our O&M organization to ensure joint planning and effective communication across both projects—and consistent accountability and transparency to the Department. Mr. Schrubb is a PMP-certified 12-year veteran of public sector system integration projects for government. Like all the professionals in our ACCESS Replacement Project organization, Mr. Schrubb combines the knowledge and skill required to maintain complex integrated systems with the awareness of the goals, missions, and needs of the government agencies that use these systems to serve the public.
An Organization Specialized for O&M
Xerox has designed an organizational structure based on the unique requirements and challenges of maintaining the 20-year-old ACCESS Florida System mainframe and associated applications. For leadership consistency, our O&M Project organization shares the same project manager, operations manager, and executive oversight team as our ACCESS Replacement Project organization. Operations Manager Daniel Fuller will provide direct oversight for Xerox ITO Services staff joining the project to maintain the Department’s legacy mainframe and midrange platforms and to transition these systems to Xerox’s management.
