After the MSC sends the IAM or IAI to the peer office according to the routinginformation in an outgoing call, the peer office or the terminating office returns an
unexpected backward message (excluding callee busy, invalid address) to indicate that
the call cannot be connected. This entity is the count of call connection failures in such
situation.

It is measured in one of the following cases:
After sending the IAM, the MSC releases the call due to no response from the peer
office in a valid period.
The callee line is faulty.

The MSC obtains the outgoing routing from the HLR, however, the terminating
office returns the ADI (invalid address), UNN (unallocated number, TUP), or REL
(unallocated number, incomplete number, ISUP) message.

It is measured in one of the following cases.
