    The company contractedRice Drilling B LLC, a sub-s id ia ry o f Wa s hin gt o nCounty-based Rice EnergyLLC, to drill the well. Rice

    applied fora drilling permitfrom the state Departmentof Environmental Protec-tion on June 24, accordingto the departments web-site.

    Thetas property, though,is zoned as a conservationdistrict. In order to begindrilling, Theta must applyfor a conditional usepermit

    f r o m t h e t o w n s h i p f o r e x t ra ct io n o f n a t u ra lresources.

    Kathleen OBoyle, thetownships zoning officer,s a id h e r o f f ice h a s n o treceived any applicationsfor permits from Theta.

    For a conditional use per-mit, Theta must go beforethetownship planning com-

    mission before getting finalapproval from the Board ofCommissioners.

    Planning commissionmeetings are held on an as-needed basis and the com-missioners meet the secondThursday of each month.The next commissionermeeting is July 15.

    Drinking water well testing offeredHarveys Lake Environ-

    mental Advisory Council, inpartnership with Wilkes Uni-versity, is of fering a packageof drinkingwaterwell tests toborough residents at a dis-countedprice.

    Wilkes Universitys WaterQuality Laboratorywill mea-sure residents water for pH,conductivity, turbidity, totaldissolved solids, total coli-form, fecal coliform, fecalstreptococcus, sodium, potas-sium, copper, iron, manga-nese, zinc, chloride, sulfate,nitrate-nitrite,and phosphate.Additional parameters will betestedthis year.

    However, residents shouldnote that the testing is forinformational and education-al purposes only anddoesnotmeet the legal requirementsfor baseline water testingrelated to naturalgas drilling.

    EAC Vice President Cathe-rine Link said the counciloffers thetesting about everytwoyears, as a public serviceto the community.

    Thetestsare as comprehen-

    siveas theonesthatcostmore:residents are charged $75 forthepackage, whichhas a retailvalue of at least $180, accord-ingto Link.

    Interestedresidents shouldregister with EAC Adminis-trative Assistant Denise Sultby calling 639-1042. Partici-pants can pick up water sam-pling kitsat theHarveys LakeBorough Building betweenJuly12 and24.

    Water samples must bedropped off between 10 a.m.andnoon onJuly 24in the bor-oughbuildings meetingroom,where scientists will performcertain testsimmediately.

    Confidential final testresults will be mailed to par-ticipants directly from theWilkes laboratory withintwoweeks of the testingdate.Pay-ment in full for the testing isdue onJuly24.

    A free follow-up question-and-answer session on waterwell systems and non-pointsource pollution issues willbeheld at 10 a.m. Saturday, Aug.14, by Brian Oram, a profes-sional geologist and directorof the Wilkes University Cen-terforEnvironmental QualityWater Lab.
