A Specific Conditions as per EC dated7.11.2006

Status as on 31.03.2019

i) The gaseous emissions from variousprocess units shall conform to theload/mass based standards notified bythis Ministry on 19th May, 1993 andstandards prescribed from time to time.The state Boards may specify morestringent standards for the relevantparameters keeping in view the nature ofthe industry and its size and location. Atno time, the emission level shall gobeyond the prescribed standards. On-linecontinuous monitoring system shall beinstalled in stacks to monitor SPM andinterlocking facilities shall be provided sothat process can be automatically stoppedin case emission level exceeds the limit.Nox burners shall be installed to controlNOx levels. VOCs from the coke ovenshall be monitored and controlled as perCPCB guidelines. The new standardsprescribed by the CPCB for coke ovenplants shall be strictly followed.

All the process units such as Coke Plant, SinterPlant, Blast Furnace, SMS, and Mill have beendesigned conforming to the load/mass standardsnotified by the Ministry to have the gaseousemissions under control and below the prescribedlimits.

Online continuous stack monitoring systems havebeen installed at stacks of Coke Plant Battery No.1and 2, Sinter Plant, BF, SMS, LCP and HSM tomonitor SPM.

The units are in operation and emission levels werefound within prescribed norms.

Low NOx burners are installed at CPP (8 Nos foreach boilers in all three boilers) and in HSMreheating furnace (84 Nos)

VOC from coke plant is controlled by On-maincharging by HPLA, Hydraulic doors, Door sealing,Door frame cleaner, etc. as per CPCB guidelinesand the systems for both the Battery No. 1 as wellas Battery -2 are in operations.

New standards prescribed by CPCB (31.03.2012)for coke ovens are being followed.

ii. In-plant control measures for checkingfugitive emissions from all thevulnerable sources like coke oven area,Sinter Plant, BF case house, BF stackhouse, and BOF shop etc. shall beprovided. Further, specific measures likewater sprinkling and dry fogging (DF)shall be carried out at the stock piles ofraw materials, stacker reclaimer,conveyor transfer points and vibratingscreens etc. Dust extraction system andbag filter shall be provided for room aircleaning such as sinter plant stock house,BF stock house and BF cast house, BOFshop and Ferro-alloys handling area insteel melting shop etc. Fume extractionsystem in steel refining units shall alsobe provided. Centralized de-dustingsystem i.e. collection of fugitiveemissions through suction hood andsubsequent treatment through bag filteror any other device and finally emittedthrough a stack of appropriatelydesigned and height conforming to thestandards for induction furnaces in theindustry shall be provided. Fugitiveemissions shall be controlled, regularlymonitored and records maintained.

In plant control measures (like Dust extractionsystems- DES, Dust Suppression System- DSS andDry Fog dust suppression systems- DFDSS) arecontrolling fugitive emissions from the vulnerablesources like coke oven area, Sinter Plant, BF casthouse, BF stock house, and BOF shop etc.

Further specific measures like water sprinklingarrangement at stock piles of raw material handlingunit. To control fugitive dusts from conveyor,transfer points and vibrating screens DE, DSS andDFDS are provided at these locations.

Dust extraction system followed by De-dustingESP has been provided at Sinter Plant. At Casthouse and Stock house of Blast Furnace, separatedust extraction systems followed by ESPs havebeen provided. In SMS, secondary de-dusting unit(Cyclone separator followed by ESP) has beenprovided. Fume extraction system in steel refiningunits has been provided. All the stacks have beendesigned and installed to meet the requirement ofstack heights as per guidelines, for properdispersion and dilution of pollutants

In addition to above, following control measuresare taken to control of fugitive emissions fromother sources are: -o Water sprinkling on roads is being done

through truck mounted water tankers tosuppress road dust due to vehicular movement.

o To suppress fine dusts, specially designedvehicle for mist type sprinkling of water

(through movable High Pressure MechanizedWater jet) has been deployed.

o Mechanized road sweeping Machines havebeen deployed for regular road sweeping.

o Speed limits are enforced for movement ofvehicles at the site as per the factory limits

o Roads (about 23 kms) within the plant site aremetaled/ concreted.

iii. ESP shall be provided to sinter plant andblast furnace. New standards prescribedby the CPCB for coke oven shall bestrictly followed. The Company shallinstall Waste Heat Recovery Boilers(WHRB) to recover the waste heat andgenerate power from the steam producesby the WHRB. The particulate emissionsfrom the WHRB shall be controlled byinstallation of ESP as per CPCBspecification and particulate emissionsshall not exceed 50mg/Nm3. Further, thecompany shall install bag filter, AfterBurner Chamber (ABC), suction hood,dust extraction device and fumeextraction system to control gaseousemissions from the WHRB.

Higher efficiency ESPs have been provided toSinter plant, Blast Furnace and SMS.

Coke oven plant is designed to comply with newstandards prescribed by CPCB for Coke Oven.

Waste Heat Recovery Boilers (WHRB) have beeninstalled to recover waste heat which in turn shallbe used for in-house power generation from thesteam produces by WHRB.

Pollution Control Systems have been designed asper CPCB guidelines to control PM emissionsbelow 50 mg/Nm3.

Coke Dry Quenching (CDQ) System is providedwith bag filters.

iv. Total requirement of the water fromBrahmani /Kharasua river shall notexceed 26.5 MGD. No ground water shallbe drawn and used for the plant. Theeffluent quantity into the industrial drainleading to the Gonda Nalla shall notexceed 92m3/hr and shall conform to theprescribed standards. Ammonia, phenoland cyanide in the effluent should betreated separately and discharged onlyafter meeting the norms prescribed by theOSPCB/CPCB/Ministry under E(P) Act.Cyanide shall meet the standard of 0.2ppm. TDS in the effluent discharged shallnot be more than 2,100 mg/I. Thedomestic wastewater after treatment inSTP shall be used for green beltdevelopment.

Make up water requirement for the plant is < 26.5MGD. Present water consumption is around 8MGD.

Total effluent discharge envisaged is < 92 m3/hrand it meets the standards prescribed by MoEF/CPCB/OSPCB before discharge into Ganda Nalla.

Ammonia, Phenol and Cyanide in the effluentfrom Coke Oven plant is treated separately in BODplant of Coke Plant. The BOD plant is in operation.

For treatment of domestic wastewater there is aSTP.

Treated water is utilized for plantation. No groundwater is used for plant operations.

v. Ground water monitoring around thesolid waste disposal site/secured landfill(SLF) shall be carried out regularly andreport submitted to the Ministry’sRegional Office at Bhubaneswar, CPCBand OPCB.

Ground water level is monitored and variations arenegligible.

Ground water quality is within the permissiblelimit.

vi. BF slag shall be sold to the cementmanufacturers after granulation. Non-granulated BF slag shall be used in roadmaking. BOF slag shall not be dumpedanywhere except used for making cementand road etc. proposed in EIA/EMP.Ammonia and tar shall be recovered andremaining solid waste shall be burnt. Gascleaning plant sludge and mill scales shallbe reused in the sinter plant. Chargenerated shall be used in FBC boiler.The kiln accretions shall be utilized forfilling low lying areas. The entirequantity of fly ash generated during theprocess shall be utilized for making brick.ESP fly ash shall be made available to thecement plants and brick making plantswhereas bottom ash shall be disposed offin a suitably designed landfill as perCPCB guidelines to prevent leaching tothe sub-soil and underground aquifer.

BF slag is sold to cement manufacturers afteronline slag granulation process (RASA). Majorityof BF slag is transported by rail.

Non-granulated BF & BOF slag is used for roadmaking.

In COBPP, Tar and Sulphur is recovered and sameis sold as by-product.

Gas cleaning plant sludge and mill scales areutilized in sinter plant.

Mill scale from mills are utilized in sinter plant. CPP boilers are by-product gas based boilers hence

there is no char generation. No fly ash & bottomash is generated in process.

vii. The company shall develop surface waterharvesting structures to harvest the rainwater for utilization in the lean seasonbesides recharging the ground watertable.

Surface run-off during the monsoon is collectedand stored in the reservoirs constructed under rainwater harvesting schemes.

Storm water pond with necessary pumpingarrangement to recover storm water in raw watersystem has been made.

viii. Green belt shall be developed in at least33% area within and around the plantpremises as per the CPCB guidelines inconsultation with DFO.

Green Belt cover is being continuously developedwithin and around the project site, as well asoutside the plant premises (rehabilitationcolonies).

Avenue plantation was done at Jajpur town,Kalinganagar and Bhubaneswar.

ix. Occupational Health Surveillance of theworkers shall be done on a regular basisand records maintained as per thefactories Act.

Initial & Periodic medical check-up for workersare carried out and records for the same aremaintained as per the Factories Act.

To strengthen the Occupational HealthSurveillance, a system has been made, in which,employee’s Gate Pass is issued only after ensuringthe initial medical check-up.

x. Recommendations made in the CREPguidelines issued for the steel plants shallbe implemented.

CREP recommendations are being implementedand summarized below:1. Coke Ovens: Fugitive emissions control system

is in place. All the batteries are new one andhaving coal stamping, charging cum pushing(SCP) machines.

2. SMS: Secondary fume extraction system hasbeen installed.

3. BF: Pulverized Coal injection facilities havebeen installed. in Blast Furnace, TRT, Tar FreeRunners, DE system at Cast House, etc. are alsoprovided.

4. Specific water consumption is less than 8 m3/tof flat product.

5. Online monitoring facilities have beenprovided.

6. Waste management systems are implemented.xi. Rehabilitation and Resettlement plan

shall be implemented as per the revisedR&R policy and in collaboration with theState Government in a time boundmanner and report submitted to theMinistry, it’s Regional Office atBhubaneshwar and OPCB.

Families have been rehabilitated within theframework of “Tata Steel Parivaar” concept as perR & R policy of Odisha Govt. in consultation withthe local administration. A dedicated teamfacilitates the resettlement & rehabilitationeffectively.

xii. The environmental clearance for themining project and forest clearance forthe forest land involved in the miningproject shall be obtained from theMinistry prior to operation of theintegrated Steel Plant. In case,environmental clearance for the miningproposal from State Govt/Govt. of Indiais not available, Ministry shall beregularly informed about the source ofore and coal.

The matter is being pursued with State and CentralGovernment.

Coal is being imported. Source of iron ore is mainly from the mines of Tata

Steel in Odisha.

B. General Conditions as per EC dated 7.11.2006 Status as on 31.03.2019i. The project authorities must strictly adhere to the

stipulations made by the Orissa Pollution ControlBoard (OPCB) and the State Government

During project execution and subsequentoperation phases TSL has strictly adhereto stipulation made by OSPCB and thestate Government

ii. No further expansion or modification in the plantshould be carried out without prior approval of theMinistry of Environment and Forests.

Amendments in the EnvironmentalClearance were granted by MoEF on10.10.2012 and on 13.05.2015 vide lettersno. J-11011/7/2006-IA. II. (I).

Our application regarding expansion from6 MTPA to 8 MTPA has been submitted on20.09.2016. ToR for expansion wasreviewed by EAC Industry-I on 28.10.2016and granted in March 2017. Draft EIA &EMP Report has prepared.

iii. At least four ambient air quality-monitoringstations should be established in the downwarddirection as well as where maximum ground levelconcentration of SPM, SO2 and NOx areanticipated in consultation with the OPCB. Data onambient air quality and stack emission should beregularly submitted to this Ministry including itsRegional Office at Bhopal and the OPCB/CPCBonce in six months.

Ambient Air quality monitoring Stationsare established.

Data on Ambient Air Quality and Stackemissions are submitted regularly onmonthly basis to OSPCB and Half yearlybasis to MoEF&CC.

Data of Online Continuous Ambient Airquality monitoring stations as well asContinuous Emission Monitoring Systemsof Stacks are also being transmitted to theserver of OSPCB through Real Time DataAcquisition System (RTDAS).

Remote calibration has been done byCPCB. CPCB has checked remote zero andspan check facility installation our CEMS.

iv. Industrial waste water shall be properly collected,treated so as to conform to the standards prescribedunder GSR 422 dated 19th May, 1993 and 31st

December, 1993 or as amended from time to time.The treated wastewater shall be utilized forplantation purpose.

For Treatment of Industrial waste waterand its recovery & reuse, individual unitslike Coke Plant, HSM, SMS and BF etc.have individual Waste Water Treatmentunits in operation.

Excess treated water from individualtreatment plant is sent to Central EffluentTreatment Plant (CETP). CETP is inoperation with tertiary treatment. TheTreated water from CETP is used inprocess.

Treated wastewater will be also used forplantation, dust suppression & other uses.

v. The overall noise levels in and around the plantarea shall be kept well within the standards (85dBA) by providing noise control measuresincluding acoustic hoods, silencers, enclosures etc.on all sources of noise generation. The ambientnoise levels should conform to the standardsprescribed under EPA Rules, 1989 viz. 75 dBA(daytime) and 70 dBA (nighttime).

Low noise prone rotary equipment andvibration dampening has been one of thedesign aspects as a control measure fornoise pollution.

Provision of acoustic hoods, silencers insteam ejectors as well as sound proofenclosures have also been made at variousinternal sites.

B. General Conditions as per EC dated 7.11.2006 Status as on 31.03.2019vi. The project proponent shall also comply with all

the environmental protection measures andsafeguards recommended in the EIA/EMP report.Further, the company must undertake socio-economic development activities in thesurrounding villages like community developmentprogrammes, educational programmes, drinkingwater supply and health care etc.

Environmental protection measures asproposed in the EIA and EMP report isbeing implemented.

Various socio-economic developmentalactivities in the area of Health, WomenEmpowerment, Education, Sports &culture, Infrastructure development etc. areon-going in 28 villages surrounding theproject site. Recently, 5 medical mobileunits have been added for immediatetreatment to the local people.

Multi-specialty, 100 bedded hospitals(Medica TS) is now functioning very closeto the plant site for facilitating healthservice to the community.

vii. The project authorities shall utilize Rs. 1,525.00Crores earmarked for the environmental pollutioncontrol measures judiciously to implement theconditions stipulated by the Ministry ofEnvironment and Forests as well as the StateGovernment along with the implementationschedule for all the conditions stipulated herein.The funds so provided shall not be diverted for anyother purpose.

Funds earmarked for the environmentalpollution control measures are not divertedand is being utilized only for the saidpurpose.

viii. The Regional Office of this Ministry atBhopal/CPCB/OPCB will monitor the stipulatedconditions. A six monthly compliance report andthe monitored data along with statisticalinterpretation shall be submitted to them regularly.

Six monthly compliance reports are beingsubmitted regularly.

Last Report Sent on 30.11.2018.

ix. The Project Proponent shall inform the public thatthe project has been accorded environmentalclearance by the Ministry and copies of theclearance letter are available with theOPCB/Committee and may also be seen at Websiteof the Ministry of Environmental and Forests athttp:/envfor.nic.in. This shall be advertises withinseven days from the date of issue of the clearanceletter, at least in two local newspapers that arewidely circulated in the region of which one shallbe in the vernacular language of the localityconcerned and a copy of the same shall beforwarded to the Regional office.

Additional Conditions vide letter dated10.10.2012


i) The company shall install low NOx burners tomitigate NOx emissions from captive power plant.

There are three nos. of boilers of captivepower plant. At each boiler, 8 Nos. of LowNOx burners have been installed to controlNOx emissions.

ii) Data on ambient air, stack and fugitive emissionshall be regularly submitted online to Ministry’sRegional Office at Bhubaneswar and CentralPollution Control Board as well as hard copy oncein six months and display data on PM10, SO2 andNOx outside the premises at the appropriate placefor the general public.

Six Monthly compliance reports are sent inhard as well as soft copies to MoEF/OSPCB. The same is also available atcompany web site.

AAQ data is displayed at the entrance ofthe Plant (Plant’s Main Gate) forinformation to general public throughElectronic display board

Four nos. of CAAQMS (Two Nos. insideand Two Nos. outside plant premises) arein operation.

For monitoring of stack emissions, OnlineContinuous emission monitoring systemshave been installed at all the operatingunits’ viz. Coke Oven battery#2, Battery#1, CPP1, SP, BF, SMS, LCP and HSMand all are in operation.

iii) The National Ambient Air Quality Standard issuedby the Ministry vide GSR No. 826(E) dated 16thNovember, 2009 shall be followed.

Air Quality standards conforming toNAAQS vide GSR 826 (E) has been referredfor air quality monitoring and review.

iv) The project proponent shall also submit sixmonthly reports on the status of the compliances ofthe stipulated environmental conditions includingresults of monitored data (both in hard copies aswell as by e-mail) to the respective Regional Officeof MoEF, the respective Zonal Office of CPCB andSPCB. The Regional Office of the Ministry atBhubaneswar/CPCB/SPCB shall monitor thestipulated conditions.

We are submitting the six-monthlycompliance report in stipulated time.

Last Six-monthly compliance reports forthe period Apr’18 to Sep’18 was submittedto MoEF/ OSPCB Regional Office both inhard as well as soft copy on 30.11.18.

Soft copy of the half yearly progress reportwas also been sent to [email protected].

v) The environmental statement for each financialyear ending 31 march in Form-V as is mandated tobe submitted by the project proponent to theconcerned State Pollution Control Board asprescribed under the Environment (protectionRules, 1986, as amended subsequently, shall alsobe put on the website of the company along withthe status of compliances of environmentalconditions and shall also be sent to the respectiveRegional Offices of the MoEF by e-mail.

Environment Statement for FY 2017 -18was submitted to OSPCB on 27.09.2018and the same for 2018-19 will be submittedbefore 30.09.2019.

Both, Environment Statement and Status ofCompliance of EC conditions have beenuploaded on company’s website.(www.tatasteel.com)

vi) The company shall submit within three monthstheir policy towards Corporate EnvironmentResponsibility which should inter-alia address (i)Standard operating process/ procedure to beinginto focus any infringement/ deviation/ violation ofthe environmental or forests norms/ conditions, (ii)Hierarchical system or Administrative order of theCompany to deal with environmental issues and

Corporate Environmental Policy wassubmitted to MoEF; New Delhi vide ourletter no. TSL/DEL/805/2013 dated8.1.2013.

ensuring compliances to the environmentalclearances conditions and (iii) system of reportingof noncompliance/ violation of environmentalnorms to the Board of Directors of the Companyand/or shareholders.

2i Project proponent should install 24x7 air and watermonitoring devices to monitor the air emission andeffluent discharge, as provided by CentralPollution Control Board (CPCB) and submit thereport to Ministry and its Regional office

To monitor the ambient air quality, 4 nos.of continuous ambient air qualitymonitoring station (CAAQMS) have beeninstalled and are in operation.

Continuous emission monitoring system(CEMS) have been installed at all the majorstacks like Coke Battery No. 1 & 2, Captivepower plant, Sinter Plant, Blast Furnace,Steel Melting Shop, Lime Calcination Plantand Hot Strip Mill.

Online Water quality monitoring stationsinstalled at the outlet of BOD plant of CokeOven Unit.

2ii For Wet quenching: permission to start the cokeovens with wet quenching till CDQ is stabilized byJune 2016, thereafter maintain wet quenching as astandby and use for 20 days (3 weeks) in a year orper annum for maintenance or operation exigencies

CDQ unit for Battery No. 1 & 2 is inoperation.

2iii For LDO: Use of LDO for generation of power inpower plants and DG set till Blast Furnace gas isavailable for power generation in power plants andthere after maintain LDO as “Standby” and use for15 days(two weeks) per annum for maintenance oroperational exigencies.

BF Gas generated is used for powergeneration in Captive Power Plant.LDO is being maintained as standby fuel.DG sets are operated only in case ofexigencies.
