Safety Data Sheets (SDSs) are inmany regions, a legal requirementfor all chemicals sold andtransferred from party to party. Before, or at the same time as achemical is passed from supplierto purchaser an SDS must also besupplied. The information on theSDS details the potential hazardsand handling requirements of agiven product, as well as otherinformation on the chemical’sproperties. Intended for industryuse, an SDS moves with theproduct from business-to-businesswithin a supply chain to ensure thechemical in question is handledappropriately, safely and withoutany danger to the employeesof a company. Each supplieris responsible for providing acompleted SDS whenever it is
needed for a given product. It isalso likely that this will need tobe done in the language of thecountry the product is being soldin. While an SDS explains hazardsit is not a full risk assessment, instead it provides some ofthe information a purchasingorganisation needs to performsuch an assessment.
ABOUT SAFETY DATA SHEETS
SDSs contain an extensive evaluationof a chemical product. They focus onpotential hazards and information onhow such hazards can be combattedshould the need arise, as well ascomposition and properties informationthat would inform a risk assessment. For example a REACH compliant SDSis dated and contains information underthe following headings:
1. Identification of the substance/mixtureand of the company/undertaking
2. Hazards identification
3. Composition/information on ingredients
4. First-aid measures
5. Fire-fighting measures
6. Accidental release measures
7. Handling and storage
8. Exposure controls/personal protection
9. Physical and chemical properties
10. Stability and reactivity
11. Toxicological information12. Ecological information
13. Disposal considerations
14. Transport information
15. Regulatory information
16. Other information
The information required for otherregulations may vary slightly but there isconsiderable cross-over in terms of thedetails required.
REGULATIONS REQUIRING SAFETY
DATA SHEETS
SDSs are needed to comply with theRegistration, Evaluation, Authorisation, and Restriction of Chemicals(REACH) regulations in Europe, aswell as ChinaREACH. Within theseregulations the classification, labellingand packaging (CLP) of substancesand mixtures are referred to with therequirements for each described. TheEU also has specific CLP regulations, the most recently published of whichcame into force on 20th January 2009with the objective of aligning the EUregulations to the Globally HarmonisedSystem of Classification and Labellingof Chemicals (GHS). Subsequently, thepart of the REACH regulations referringto CLP was updated with the EU CLPregulations content, bringing thoseregulations into alignment as well. Eachrequires accurate and detailed SDSs thatprovide all the information stipulatedin the regulations’ content. Further tothese regulations there is also a demandon suppliers of shipping oil parcels to
provide similar SDSs, the requirementsfor which are laid out in the MARPOL VIinternational shipping regulations.
REACH is now entering the enforcementphase, while the EU CLP is still inthe transistion phase from the oldregulations to the new with theimplementation of the full CLP havingstarted on 3rd January 2011.
