    DIVISION 13 SPECIAL CONSTRUCTION SECTION 13200 ELEVATED WATER STORAGE TANK

    PART 1 GENERAL 1.01 SCOPE

    A. Furnish all equipment, materials, expertise, labor, tools, paint, and related items and perform all operations required for fabrication and erection of a single-pedestal spheroid steel water storage tank and tower, complete, in place, with foundation, and accessories, in strict accordance with these Specifications and applicable Drawings and subject to the terms and conditions of the Contract.

    1.02 REFERENCES A. Reference Standards include, but are not limited to:

    1. AWWA D100: Standard Specifications for Steel Tanks, Standpipes, Reservoirs and Elevated Tanks for Water Storage.

    2. AWWA D102: Painting and Repainting Steel Tanks, Standpipes, Reservoirs and Elevated Tanks for Water Storage.

    1.03 SUBMITTALS

    A. Submit complete detailed drawings of all items specified in this section.

    B. Upon award of Contract, submit detailed drawings of the tank showing dimensions and plate thicknesses. Drawings shall be sealed by a professional engineer registered in the State of North Dakota.

    C. Submit, upon award of Contract, detailed foundation design drawings sealed by a Professional Engineer registered in the state of North Dakota. The Shop Drawings shall show dimensions, sizes, calculations, concrete mix design, and quantities of concrete, reinforcing steel, and pilings for Engineers information.

    D. Provide an Affidavit of Compliance that the completed product meets all requirements of AWWA D100.

    E. Submit to the Engineer, a minimum of fourteen (14) business days prior to the pre-construction conference for review and approval, the following items: 1. List of sub-contractors. 2. Construction schedule. 3. Shop drawings. 4. Welder certifications. 5. Welding procedures. 6. Certified statement on lead free coatings. 7. Provide product data on all finishing products.

    F. Shop Drawings shall be presented in clear and thorough manner, complete with dimensions, design criteria, materials of construction, and other information to enable Engineer to review the information. Details shall be identified by reference to sheet and detail, schedule or locations shown on the Drawings. 1. The minimum sheet size shall be 8-1/2" x 11". 2. Review shop drawings and samples prior to submission in accordance with

    Section 01300. a. Determine and verify:

    1. Field measurements. 2. Field construction criteria. 3. Catalog numbers and similar data. 4. Conformance to Specifications.

    b. Coordinate each submittal with requirements of work and of Contract Documents.

    c. Notify Engineer in writing, at time of submission, of any deviations in submittal from requirements of Contract Documents. Any such deviations permitted by Engineer will require modifications of Contract Documents.

    d. Begin no fabrication or work either which requires submittals until return of submittals by Engineer with Engineers stamp, as "No Exceptions Taken" or "Make Correction Noted".

    G. Submit a minimum of five (5) copies plus up to four (4) copies, to be returned to

    Contractor, of Shop Drawings to the Engineer. Each copy shall contain the following submissions. 1. Date of submission and dates of any previous submissions. 2. Project title and number. 3. Contract identification. 4. Names of: a. Contractor b. Supplier. c. Manufacturer. 5. Identification of product, with specification section number, equipment

    number and/or tag number. 6. Field dimensions, clearly identified as such. 7. Relationship to adjacent or critical features of work or materials. 8. Applicable standards, such as ASTM or other specification numbers. 9. Identification of deviations from Contract Documents. 10. Identification of revisions on resubmittals. 11. Unless the precise color and pattern is specifically described in the

    Contract Documents, and whenever a choice of color or pattern as available in a specified product, submit accurate color pattern charts to the Engineer for review and selection.

    12. A 4" x 4" blank space for Contractor and Engineer Stamps. 13. Indication of Contractors approval, dated and signed, with wording similar

    to the following: "Approved to be in conformance with the requirements of the Contract Documents".

    H. Shop Drawings stamped "Amend and Resubmit" shall be corrected and revised. Resubmittals shall be made as required for initial submittal. Resubmittals shall have all changes that have been made, including those other than requested by Engineer indicated.

    I. Submit complete detailed drawings of all items included in this section.

    1.04 WATER TANK

    A. The structure shall safely withstand the wind load in accordance with the provisions of AWWA D100.

    B. Tank shall be a 1,000,000 gallon single pedestal spheroidal shaped tank. The support pedestal shall have a truncated conical base and a gracefully flared top transition. Tank shall have a maximum head range of 40 feet and the diameter shall exceed 75 feet. Elevation of high water level shall be as shown on the drawings.

    C. The supporting structure shall be a butt-welded single pedestal. The pedestal shall be dry. Transition sections between the shaft and tank and between the shaft and base cone shall be smooth continuous curves. Discontinuous transitions and intersections through compression rings are not acceptable in these areas.

    D. The over-turning moment used in designing the pedestal and foundation shall include the moment due to eccentricity of the gravity loads caused by deflection of the structure under wind or seismic conditions. Determine the load conditions for the system and design the tower and foundation accordingly.

    E. Unless otherwise noted, at junctions in plates where meridional forces are discontinuous such as cone to cylinder junctions or cone to base plate junctions, a tension or compression ring may be required to resist the radial forces generated by the discontinuous membrane forces. In these regions, the allowable stresses shall not exceed the following stresses: 1. Tension ring stresses shall not exceed the lesser of 15,000 psi or one half

    of the minimum specified yield of the plate material. 2. Compression ring stresses shall not exceed 12,000 psi. 3. To determine the stresses in the ring due to discontinuity forces, the shell

    plates immediately adjacent to the discontinuity may be assumed to participate for a distance of 0.78 (Rt)1/2.

    F. All portions of the tank, including the roof, shall be of water-tight construction and all material in contact with water shall have a minimum thickness of 1/4-inch. Parts not in contact with water shall have a minimum thickness of 3/16-inch.

    G. All welded joints on the tank interior including stiffeners, roof plates, hatch penetrations, rigging penetrations, and the underside of roof and lap joints shall be seal welded as a minimum.

    H. Design calculations, proving compliance with the above requirements, shall be furnished to the Engineer.

    1.05 FOUNDATION A. Design and construct a foundation system capable of providing permanent support for the

    design loads as indicated in AWWA D100 and in accordance with the requirements of these Specifications.

    B. The design loads shall be as indicated in AWWA D100 with earthquake loads for Zone No. 0. C. Geotechnical Exploration and Review dated May 1, 2014, prepared by American

    Engineering Testing, Inc., Williston, ND, entitled: Proposed Water Tank Highway 1804 and 132nd Road Northwest near Williston, North Dakota.

    PART 2 PRODUCTS 2.01 EXPERIENCE

    A. Contract will be awarded to experienced tank Contractors who have furnished and erected at least ten single-pedestal elevated tanks of equal or greater capacity. A letter shall accompany the bid listing ten such tanks including the name of the Owner, the capacity, location and year completed.

    B. Approved Manufactures:

    1. Caldwell Tanks, Inc. 2. Chicago Bridge and Iron Company 3. Maguire Iron, Inc. 4. Phoenix Fabricators & Erectors, Inc. 5. Or Approved Equivalent.

    2.02 ELEVATED STEEL WATER STORAGE TANK

    A. The materials, design, fabrication and erection of the elevated tank shall conform to current AWWA D100 of the American Water Works Association Standard and/or governing Insurance Specifications.

    B. The tank and supporting structure shall be of all-welded construction and all parts shall be of water-tight construction including those portions above the high water level. The supporting structure shall be a butt-welded single pedestal having a diameter as required for design loads. The tank shall have a head range between low water level and overflow level of no more than 40 feet. Transition sections between the pedestal and tank and between the pedestal and base bell shall be smooth curves. The pedestal shall be dry.

    C. Wrought Steel Pipe shall carry water from the stainless steel expansion joint to the bottom of the tank. The riser pipe between the expansion joint and the 90 degree bend shall be flanged DI pipe. The entire length of the riser pipe shall be painted per Division 09920. The riser pipe shall be insulated and covered with an aluminum jacket over the entire length of insulation.

    D. Silt-Stop The riser pipe shall extend above the bottom of the tank a minimum of 12-inches.

    E. Overflow shall be designed to accommodate a maximum of 6,000 gpm. A 12-inch diameter overflow shall be fitted with an adequate anti-vortex entrance. Overflow shall extend down the inside of the access tube and pedestal and discharge at a point approximately two feet above grade onto a concrete splash pad. Overflow shall open downward and be screened with a stainless steel No. 4 wire mesh screen installed within the pipe at a location least susceptible to vandalism. The wire mesh screen shall be held in place with a bolted retainer ring to allow for screen access. The Overflow shall be designed to prevent freezing.

    F. A freeze proof vent of adequate size to handle pressure differential caused when filling or draining water at a maximum rate of 6000 gpm shall be provided. The open area of the overflow shall not be considered as venting area. The vent shall prevent the entrance of rainwater, exclude birds, animals, insects, and dust as much as can be made compatible with effective venting. The vent shall be easily dismantled to remove the screens for cleaning. The vent shall be designed to prevent freezing. The vent shall be designed to relieve any pressure or vacuum in the event the screen frosts over or is otherwise clogged.

    G. Provide a 36-inch by 80-inch commercial steel door with flush threshold located in the base cone complete with a handle, and drip cover. The door shall be 1 3/4 inches thick with 4 3/4-inch 16-gauge jambs, door holder and automatic boor bottom. Door shall be minimum 16-gauge and insulated with pre-formed polystyrene insulation. Doors shall be thoroughly cleaned, phosphated and finished with one coat of baked-on rust inhibiting prime paint in accordance with ASTM B117 and ASTM D1735. Provide three (3) full mortise, 5 knuckle hinges, 4 1/2 inches by 4 1/2 inches minimum. Hinges shall be steel, phosphated and primed coated for finish painting. Provide a complete and functional door lockset and tumbler-type lock, keyed to the owners existing system. Door painting shall conform to the tank exterior paint system. A step over threshold is not acceptable.

    H. Ladders shall be provided in bell, pedestal, and access tube. All ladders shall be equipped with 3/8 cable safety climb devices in accordance with OSHA standards. The owner shall be supplied with two (2) harnesses and two (2) sleeves.

    I. Steel condensate ceilings located at the junction of the pedestal cylinder and truncated cone and 8-feet below the tank wall shall be furnished complete with drain. A 30-inch diameter hinged hatch shall be provided at each ladder access point through each platform level. Provide a hatch lid rest for each hatch as depicted in the Drawings. Each condensate ceiling shall have two (2) - 6x12 rectangular openings with 4 curbing to allow for the passage of electrical/communication conduit/cables.

    J. A 24 manway giving access to two painters rings located at the top of the pedestal shall be provided. There shall be a platform inside the pedestal at this point.

    K. One access tube 48-inches in diameter shall be provided from the top of the pedestal to the tank roof. A pressure style manway shall be provided at the base of this tube for access to the tank interior and painters ventilation. The opening shall be 18-inches by 24-inches. A chain shall attach the crossbar to the drywell tube.

    L. Furnish and install 24-inch diameter, pressure style manway in the tower bowl. The manway should be located 180 degrees from the inlet pipe and include a ladder from the top platform to the bowl. A chain shall attach the crossbar to the tower bowl.

    M. Two 30-inch diameter hinged rain proof hatches shall be provided on top of the tank. One shall be at the top of the access tube with an inside handle and a hatch lid rest as depicted on the Drawings. The other shall be adjacent to the access tube for entry into the tank and shall have a handle and vertical hasp with a opening. The hatch openings shall have a curb 4-inches high and the cover shall overlap the frame opening and extend 2-inches down the frame.

    N. One 24-inch diameter flanged roof hatch located adjacent to the access tube shall be constructed to bolt an exhaust fan over the opening to allow for adequate ventilation during painting.

    O. Provide a 4 freeze-proof drain valve mounted at the lowest point practical on the bottom of the bowl. Valve shall be screw-mounted to the tank and shall discharge to the overflow pipe. Provide flexible pipe from valve to overflow pipe.

    P. Components welded to the interior of the supporting pedestal shall be seal welded as a minimum. The underside of the condensate ceiling shall be seal welded as a minimum.

    Q. Provide a circular roof/antenna handrail to encompass all centrally located roof appurtenances shall be welded around the top of the tank. The roof handrail shall be 42 inches high and shall include a top rail, intermediate rail and toeboard. Handrail shall have a 20 foot diameter. Railing shall be installed according to OSHA Standards. The handrail shall also provide an attachment point for the antenna(s).

    R. Provide conduit/cable brackets from the base of the tower to the roof as indicated on the drawings.

    S. An Anti-Freeze System shall be installed. Refer to Section 13210.

    T. Install tank mixing system per Section 11268. PART 3 EXECUTION 3.01 WELDER REQUIREMENTS

    A. All welders shall be qualified by ASME Section IX requirements for all positions.

    B. Employ the services of a welding supervisor independent of the tank erection foremans jurisdiction.

    3.02 INSPECTION AND TESTING

    A. Refer to Section 1400.

    B. Manufacturers Mill Certificate: Certify that Products meet or exceed specified requirements.

    C. Mill Test Reports: Submit indicating structural strength, destructive, and non-

    destructive test analysis results. D. Inspection and testing will be in accordance with Section 11 of AWWA D100. The

    radiographic method shall be used to test all welds, and the film shall become the property of the Owner.

    E. An AWS CWI shall be on site periodically to verify welding procedures and

    specifications are being followed.

    F. Leak Testing: Coordinate the connection of the water main to be installed under this project with Owner. Upon erection and painting of tank, the Owner shall furnish sufficient water for testing and sterilization. Contractor is responsible for any required pumping and disposal of water. Any leaks, which are disclosed by this test, shall be repaired by gouging out defective areas and rewelding. No repair work shall be done on any joint unless the water in the tank is at least two feet below the point being repaired. Any paint damaged by repairs shall be properly restored.

    3.03 DISINFECTION OF TANK A. Refer to Section 02675 Cleaning and Disinfection of Water System.

    3.04 PAINTING

    A. Refer to Section 09920 Water Tower Coatings. 3.05 WARRANTY

    A. Guarantee Work for a period of two years from the date of final completion. Repair any defects of which it is notified during that period which may appear because of faulty design, workmanship or material furnished.

    B. All guarantees from suppliers, manufacturers, and installers of paint, equipment,

    and accessories shall be obtained by the Contractor for the benefit or the Owner.
