Gang activity

Six gang-related incidents were reported during this reporting period involving seven arrests of members from five different gangs. There were three criminal arrests and four fugitive arrests. The incidents involved: DWI, Unlawful Carry of a Weapon, and Traffic Offenses.

A recent restructuring of the BANDIDOS Outlaw Motorcycle Gang (OMG)in El Paso appears to have resulted in a significant change in the command structure from the top down. As these changes have occurred, there has also been a significant change in the behavior and activities of the BANDIDOS. This change is best described as an increased public presence of individuals and groups wearing the BANDIDOS colors in the form of riding vests, t-shirts, etc. Additionally, the BANDIDOS are becoming more brazen in their conduct with the general public and law enforcement with tactics intended to intimidate and/or harass.

Two notable incidents have occurred within a 30 day period. In June 2011, members of the EMBUDOS MC, a BANDIDOS support group, were holding a meeting with the President of the El Paso BANDIDOS Chapter at an establishment in Dona Ana County near Las Cruces, NM. Two off duty officers unwittingly entered the establishment and observed the meeting taking place. The officers were confronted by several EMBUDOS, and questioned as to who they were and if they worked for a law enforcement agency. The officers denied being affiliated with law enforcement, but the EMBUDOS members confronting the officers photographed the officers’ faces and the license plates affixed to their motorcycles. The officers were then allowed to leave without further incident. While this occurred, the security guard working the front door of the establishment was replaced by two EMBUDOS who were acting as sentries.

In the month of July 2011, a Texas Department of Public Safety Highway Patrol Trooper conducted a traffic stop on the Vice President of the BANDIDOS El Paso Chapter. The female passenger of the motorcycle driven by the BANDIDOS VP immediately dismounted the motorcycle and began to make phone calls and send text messages on her cell phone. A short time later, several BANDIDOS wearing BANDIDOS riding vests arrived at the scene of the traffic stop in a pickup and set up surveillance a short distance away in a parking lot. The Trooper confronted the BANDIDOS when they Arrived and conducted a consent search of the vehicle they arrived in. A High-Point9mm handgun was located in the vehiclealong with several locks tied to handker-chiefs. No arrests were made.

Officers are encouraged to remain vigilant and to practice appropriate officer safety tactics if encountering BANDIDOS or BANDIDOS support group members, especially on traffic stops where individuals are in possession of cell phones that can be used to disclose the location of a traffic stop.

On 30 JUN 2011, CBP-OFO Officers at the Bridge of the Americas POE seized 76.85 lbs of marijuana that was concealed within the fuel tank of a 1999 Chevrolet Blazer.

On 29 JUN 2011, CBP-OFO Officers at the Ysleta POE seized 52.56 lbs of marijuana that was concealed inside the dashboard of a 1996 Honda Civic.

Additional information (cont) On 30 JUN 2011, CBP-OFO Officers at the Santa Teresa, NM POE seized 109.35 lbs of marijuana that was concealed within the floor board and rear bumper of a 2003 Jeep Grand Cherokee Laredo.

On 01 JUL 2011, CBP-OFO Officers at the Ysleta POE seized 43.30 lbs of marijuana that was concealed inside the dashboard of a 2003 Honda Accord.

Bone believed to be human State investigators searching for human remains

CD. JUAREZ – On 30 JUN 2011, an employee of a ranch located at kilometer 29 of the Juarez - CasasGrandes Highway found human remains a few miles from the highway near the entrance road to Rancho El Olmo. Authorities responded and arrived a short time later. Investigators from the Ministerial Police Investigative Unit for Crimes against Life were directed to the shallow grave containing body of a person that appears to have been executed. The discovery was made in a desert area located south west of Ciudad Juarez. Officials at the scene assume that the location could be a clandestine cemetery after finding several areas of loose dirt nearby. The search for more bodies was curtailed due to darkness and was expected to resume on the following day.

CD. JUAREZ – Unknown persons made threats against the Governor of Chihuahua, Cesar Duarte, by hanging at least five banners in different locations on 30 JUNE 2011, which demanded the arrest of the “people” of “El Chapo”. The first report was taken after 8 PM at Ejército Nacional and Adolfo López Mateos avenues. The message stated “Mr. Governor, why do you say there is no violence in the Valley of Juárez if they burn churches, houses and kill entire families? Why do you complain that Marisol Valles stains the image of Chihuahua? Who are you protecting in the valley, Toño Marrufo and Gabino Salas? Why aren’t Chapo’s people detained? Is it because they have an agreement with the military and the blue? If we do not see an equal arrangement we will come for you.” The message was not signed by any group. More banners were reported with similar content in different parts of the city. Other banners were found at Elisa and Jose Manuel Castro Griensen streets in colonia División del Norte, Santiago Ramírez and Calixto Contreras streets, Sonora and Centeno de El Granjero streets, as well as Durazno and Calabaza streets in the Felipe Ángeles sub-division. Municipal Police Officers removed the banners shortly after their discovery.

CHIHUAHUA , CHIH. – On 01 JUL 2011, at least three narco-graffiti messages appeared overnight in different parts of the city of Chihuahua, Chihuahua directed at the undercover agents of the DEA (Drug Enforcement Administration). The first message was discovered by residents of the community of Los Arroyos where criminals had painted writings on a cinder block wall next to the Mexican Teachers College located at the intersection of Arroyo El Rincón and Arroyo Margaritas streets . The messages, although not exactly the same, stated “Pinche gringos (DEA) we know who you are, we have you located, we know what you drive, and we are going to cut off your head.” No signature was present following the messages as is customary in narco-graffiti directed from one DTO to another group or police. The Municipal Police rushed to the locations and immediately painted over the messages.

CD. JUAREZ – On 29 JUN 2011, five men were shot and killed outside a auto repair shop on Cieneguilas Street in colony Toribio Ortega. Two men attacked with AR-15 rifles then fled the scene.

CD. JUAREZ – On 29 JUN 2011, a man was shot and killed at the intersection of San Luis Potosi and Benito Juárez streets in coloniaSalvárcar after running several blocks to escape from his attackers. Eight 9mm shell casings were recovered at the scene.

CD. JUAREZ – On 29 JUN 2011, one man was killed and another man and two women were wounded when their vehicle was attacked by gunmen armed with AK-47’s. The attack occurred on Rubén Jaramillo Street in colonia Tierra y Libertad. At least twenty shell casings in 7.62x39mm, 9mm, .45 and .223 calibers were found at the scene.

CD. JUAREZ – On 30 JUN 2011, Two men were shot and killed following a pursuit on Vicente Guerrero Avenue near Parque Juárez Street. The driver lost control and crashed into a pole. The passenger attempted to flee and was shot a short distance from the vehicle.

CD. JUAREZ – On 29 JUN 2011, a ministerial officer was wounded and his girlfriend was killed by gunmen inside a residence located near América and Leyes de Reforma streets in the Infonavit Casas Grandes sub-division.

PUEBLO BARREALES, VALLE de JUAREZ – On 30 JUNE 2011, gunmen entered a residence located near the intersection of Durango and Zacatecas streets in the pueblo de Barreales, in the Valle de Juárez. Three persons were shot to death while asleep in their home.

CD. JUAREZ – On 30 JUN 2011, a man was shot and killed at a tire repair shop near the intersection of Zaragoza Blvd. and Leona Vicario Street. The gunmen entered the business and went directly to a man identified as a security guard who was visiting the establishment and killed him.

CD. JUAREZ – On 30 JUN 2011, gunmen entered a home and shot and killed two men. As the gunmen left the house, they killed the driver of a pickup truck which then crashed into a public bus. The homicides occurred near the intersection of Puerto Santo Tomas and Bahía Ballenasstreets in Complejo Cielo.

CD. JUAREZ – On 30 JUN 2011, a family was attacked by gunmen as they drove in their green car near Ejército Nacional and Jacinto Benavente Blvds. The driver entered the Plaza JuárezMall parking lot and escaped injury while the gunmen fled the area.

CD. JUAREZ – On 01 JUL 2011, a man was shot and killed and his nine year old daughter was injured at their home nearIgnacio Alatorre and Cadereyta streets in colonia Mariano Escobedo. The man died upon arrival at a hospital due to multiple gunshot wounds.

CD. JUAREZ – On 01 JUL 2011, two men were shot and killed in a convenience store located near Presa de la Amistad and Presa de la Angostura streets in coloniaIndependencia II. The owner and the butcher were killed because the did not pay their “quota”.

CD. JUAREZ – On 02 JUL 2011, a father and his son were shot and killed at their DVD and used clothing stand near the intersection of Puerto Alicante and Desierto de Cabir streets in the Parajes de Oriente sub-division.

PUEBLO BARREALES, VALLE de JUAREZ – On 02 JUL 2011, two men were killed in separate incidents. One occurred at a house located near Zacatecas and Durango streets and the other near Tamaulipas and Chihuahua streets. The attacks happened within minutes of each other and are believed to be the work of the same gunmen.

CD. JUAREZ – On 02 JUL 2011, the mutilated body of a young woman was discovered inside a cardboard box left on the road near Francisco I Madero and Del Arco streets in the Central District.

CD. JUAREZ – On 03 JUL 2011, a man believed to be a U.S. Citizen was shot and killed outside a residence located near the intersection of Los Aztecas Avenue and Díaz Bustamante Street in colonia Independencia II. The man was identified as Jesús Valles and he was said to be visiting his parents.

CD. JUAREZ – On 03 JUL 2011, two men were shot and killed outside a home located near the intersection of Tlalpan and Copala streets in colonia Galeana.

GUADALUPE D.B. – On 04 JUL 2011, the head of a man was found at the entrance to the city hall. The torso and severed arms and legs of the man were located in the kiosk at the town plaza.

CD. JUAREZ – On 04 JUL 2011, gunmen wearing uniforms similar to federal police, shot and killed a man on a dirt bank near the intersection of Soto and Isla Jasú streets in coloniaChihuahua. Family members have made a formal complaint describing the unit numbers of two federal police vehicles that had made contact with the deceased.

CD. JUAREZ – On 05 JUL 2011, the bodies of two young men were discovered in the desert near the Urbi Villas del Cedro sub-division. It is believed the men had been kidnapped on Monday in the Senderos de San Isidro sub-division. Seven shell casings were located near the bodies.

CD. JUAREZ – On 05 JUL 2011, three men were shot and killed and another was wounded in the parking lot of a convenience store located at Óscar Flores Avenue and Montes Urales Street in colonia Francisco Villa.

CD. JUAREZ – On 05 JUL 2011, a man identifed as an ex-municipal police officer was shot and killed following a pursuit by gunmen ending near the intersection of Independencia and Unesco streets in colonia Independencia.

CD. JUAREZ – On 05 JUL 2011, a man was shot and killed as he exited a pickup truck driven by a female, who was wounded in the face. The homicide occurred near the intersection of Novena and Gaviotas streets in colonia Francisco Villa.

CD. JUAREZ – On 29 JUN 2011, the CuidadJuarez Municipal Police Chief Julian Leyzaolaand Mayor Hector Murguia announced a new concept of operation of the cities’ police force. The former Delicias Station Sector has been renamed the Central District. The operation is similar to one instituted by Chief Leyzaola while working in Tijuana, and resembles a community policing program. The assigned officers will work closely with the public and interact daily to build public confidence. The district will be manned by 282 uniformed officers who received 80 new police vehicles, new tactical uniforms and protective vests, and a number of encrypted police radios. The chief said the primary goal of government is to bring peace and security to the citizens and that this administration has the will to do so. The police patrols will concentrate mainly on sports fields, shopping malls and parks, churches and school zones. The Central District encompasses the old downtown area and nearby vicinity. The operation is expected to expand to other districts in the future.

Ciudad Juarez, Mexico Area Assessment (cont)WM Consulting operates a website devoted to tracking the number of narco related killings in Mexico on a Google map. Data was used from “El Universal”, one of Mexico's national newspapers as well as “El Diario” for the killings in Juarez. At first the reportage from El Universal was comprehensive, however, El Universal's reporting was becoming less and less exact with only vague references such that mapping events from El Universal is now inconsistent. Thus, although there are still occasional updates from El Universal that are added, other sources such as “El Blog del Narco” or “Mundo Narco” are also used. The link to the site is:

On 29 JUN 2011, El Paso PD ATTF Officers responded to 81 Camille to assist Crimes against Children on a recovered stolen vehicle. While conducting a separate investigation, EPPD Crimes against Children Detectives observed a black 2011 Toyota Rav4 that appeared to have fictitious Mexican license plates. A check of the vehicle revealed that the vehicle had been reported stolen on 05 November 2011, from the Mesa Hills, Academy Sports parking lot while the owner was inside shopping. The subject of the investigation advised that he purchased the vehicle from an unknown subject in Juarez, Mexico for $6000.00.

On 30 JUN 2011, El Paso PD Auto Theft Task Force (ATTF) Officers conducted 68-A vehicle inspections (inspections to verify out of state vehiclesprior to registration in Texas) at the North East Regional Command Center (NERCC). During the inspection of a 2006 Transco flatbed trailer currently registered in California, it was determined that the trailer was reported stolen on 13 Nov 2008 through the El Paso County Sheriff’s Office. The trailer was relocated to a storage area pending further investigation, and the case was forwarded to the El Paso County Sheriff’s Office.

Additional information (cont) On 30 JUN 2011, El Paso PD Auto Theft Task Force (ATTF) Team Officers responded to the Bridge of the Americas POE in reference to two recovered stolen vehicles; a red 2008 Dodge Ram 3500, and a grey 2006 Ford F150. Officers met with an independent recovery agent hired by an insurance company to recover the vehicles in Juarez, MX and return them back to the US. ATTF Officers checked the vehicles and removed them from NCIC hot list. The vehicles were released pending auction.

On 24 JUN 2011, El Paso Police Department Officers and Detectives executed a search warrant on a residence at 9030 Betel in El Paso, TX. As a result of the warrant, 0.7806 pounds of marijuana, 0.0113 kilos of cocaine, one .38 caliber pistol, a scale, grinder, and drug paraphernalia were seized. Carlos Acosta was arrested.

On 27 JUN 2011, an El Paso County SO K9 unit working Operation BorderStar conducted a traffic stop in the 3200 block of Mobile for a window tintviolation. The suspect refused consent to search, and a subsequent canine search was conducted resulting in a positive alert by the canine. A search was conducted resulting in the location of approximately 124.3 grams of cocaine hidden in the center console.

El Paso DPS CID Agents assigned to the Federal Bureau ofInvestigation (FBI) Joint Terrorism Task Force (JTTF) assisted Texas Highway Patrol-El Paso with the search and interview of two Iraqi Special Interest Aliens (SIA’s) traveling under suspicious circumstances. El Paso Border Patrol assisted with identification and verification of status which was determined to be legitimate at this time. Information was collected and disseminated to JTTF El Paso for further analysis/investigation. DPS CID and JTTF agents are also actively working with JTTF in Arizona in reference to the SIA’s. Initial checks revealed no obvious threat or nexus to terrorism.

On 28 JUN 2011, El Paso DPS CID Agents recovered 8 stolen vehicles from Mexico. The property value of the recovered vehicles was set at $165,200.00.

For the week ending on 02 JUL 2011, the Border Auto Theft Information Center (BATIC) received 3,412 inquiries/callers requesting information on suspicious vehicles. The BATIC Specialists responded affirmatively to 45 of these calls with stolen vehicle information being forwarded to the requesting officers. For the week, 19 vehicles were returned back to the US with a property value calculated at $226,550.00.

The El Paso Sector experienced a increase in the seizure of marijuana,with an decrease in cocaine, heroin, methamphetamine, assorted pills, and currency seizures during this reporting period. There was an increase in the number of stolen vehicles (5), and an increase of recovered stolen vehicles (1) from El Paso PD and/or El Paso County SO.

Of the total 2,006 lbs of marijuana seized at the POE’s, 143 lbs was seized at the Bridge of the Americas (BOTA) POE, 289 lbs at the Ysleta POE, 65 lbs at the Paso Del Norte POE, 0 lbs at Fabens POE, 109 lbs at Santa Teresa POE, and 1065 lbs in the Lordsburg area. There were 14 reported marijuana seizures across the POE’s, and 3 cocaine seizures totaling 25.194 kilos (55.54 lbs).

The predominate concealment methods during this reporting period were the use vehicle fuel tanks (2), dashboards (2), backseats (2), rear bumpers (2) and one incident each involving a vehicle door, center console, floor, quarter panel, truck bed, undercarriage, and body carry.

The El Paso PD reported 8 marijuana seizures totaling 332 lbs, and 1 cocaine seizure totaling 0.001 kilos. The El Paso Co SO reported no marijuana seizures and 1 cocaine seizure totaling 0.003 kilos. DPS THP reported 2 marijuana seizures totaling 2 lbs.

El Paso JOIC’s Sector Assessment (cont)City-wide index crime continues to show a decrease by 8% compared to the same time frame last year. There is a noted 1300% increase (13) in murders, a 36% increase (31) in sexual assaults, a 3% decrease (6) in robberies, a 3% decrease (191) in assaults, a 8% decrease (72) in burglary, a 12% decrease (855) in larceny, a 17% decrease (142) in vehicle theft, and a 2% (27) decrease in vehicle burglary. It is noteworthy that overall crime continues to remain low with the continued population increase.
