NEW DELHI, JAN 05Air India will now be able
to hire 800 additional cabincrew to meet the acute short-age that has been adverselyaffecting its operations andon-time performance, withthe government clearing aproposal of the airline.
"The civil aviation min-istry has given its go-aheadto an Air India proposal to800 hire more cabin crew asit has been facing an acuteshortage of such staff," offi-cial sources said.
The carrier has now begun
conducting walk-in inter-views across major cities tohire the additional crew,they said.
Air India has currentlyover 2,500 cabin crew,including the executive offi-cers, to man a fleet of 100planes.
The airline had cancelled763 flights between Juneand November last year, theministry had told Parliamentlast month. 6,513 flightswere also delayed.

Monday approved the largestever telecom spectrum auctionthat is targeted to fetch at leastRs 64,840 crore from the salenext month.
The government will sell380.75 megahertz of secondgeneration ( 2G) spectrum inthree bands — the premium900 MHz, 1800 MHz and 800
MHz. Spectrum in 2100 MHzmay also be put on auctionsimultaneously after defenceministry vacates it.

The Delhi High Courthas extended the scope ofthe IT-friendly e-filing sys-tem to all categories ofcases, in addition to thecompany and taxation mat-ters for which e-filing isbeing used as of now.
For availing the new sys-tem, the High Court’sRegistry has made it
mandatory for the lawyersand litigants to procuredigital signature certificate.
The digital signature cer-tificate (class two), appli-cable for e-filing in theHigh Court, is approved bythe Union Government’sController of CertifyingAuthorities. In a noticeissued recently, the HighCourt’s Registrar(Computerisation), GirishSharma, said any lawyer orparty-in-person willing touse e-filing system mustdigitally sign their elec-tronic documents.
Interestingly, the issuesconcerning the use of e-platforms by the govern-ment departments as wellas the validity of digitalsignatures are being con-sidered by a DivisionBench of the High Court inan ongoing public interestlitigation moved by formerBJP ideologue K.N.Govindacharya, who hassought directions againstforeign internet companies

NEW DELHI, JAN 05The National Highway 24, the
arterial road which connectsDelhi to Ghaziabad in UttarPradesh, witnessed massive traf-fic jams after part of the roadcaved in early this morning.
The 10-foot deep ditchappeared approximately 12 kmfrom the Delhi border. The policehave blocked the road and arediverting traffic. The authoritiesdo not expect the situation to beresolved before tonight.
The District Magistrate ofGhaziabad, Vimal KumarSharma, said there is an under-ground Ganga water pipelinerunning through the area. Theleakage from it has caused thecave-in, he said.
The reason for the leakage isnot clear yet and the authorities -
including the district magistrate,police and the Ghaziabad munic-
ipal corporation - are investigat-ing the matter.
This pipeline supplies water toDelhi and protesting Jat groupshave been known to target thisearlier. Though the authoritieshave ruled out sabotage this time,an officer said it was a matter ofconcern that the leakage was notdetected earlier.
The 438-km highway connectsDelhi to the satellite towns ofNoida and Ghaziabad andextends till Lucknow. It usuallysees heavy traffic.
"Work to repair the road is on.Personnel from the NationalHighway Authorities are on thejob and the road should be readyfor traffic by late tonight," saidMr Sharma.

the people instrumental in concep-tualising the idea of the market hasappealed to the Delhi Tourism andTransportation DevelopmentCorporation (DTTDC) as well asthe offices of other officials to
ensure that the market does notbecome another example of badmanagement since a lot of effortwas put into starting the concept.“I have appealed to the people atthe highest level possible to step in
to maintain the market. I have toldthem that unless we renovate themarket, it is better to close it downinstead of turning into somethingdifferent from what it was envi-sioned to be.”

shows of strength by theAam Aadmi Party (AAP)and the Delhi Congress,which comprised ‘hun-dreds of vehicles’, in thepoll-bound Capital result-ed in a gridlock at North-West and Outer Delhi onSunday. Commuters com-plained that jams wereimposed upon routesacross areas such asPitampura, Rohini, NetajiSubhash Place, Rithala,Sultanpuri and adjacentlocations due to two simul-taneous rallies organisedby the AAP and Congresscandidates at the Assemblyconstituencies of Badli,Bawana and Mongolpurialmost simultaneously in
the afternoon. “North-WestDelhi, entirely, had to suf-fer till late in the afternoonbecause of the rallies,”complained Kapil Gupta,36, a businessman whoresides in Rohini.
“I got stuck in a jam foran hour on my way toNetaji Subhash Place forbreakfast with my familyand then for another houron my way back,” Mr.Gupta said. The AAP hadorganised two rallies inNorth-West Delhi onSunday; one of these wasorganised at the BadliConsituency, while theother was held at the adja-cent Bawana constituency.Meanwhile, former DelhiCongress MLA and ex-Minister Raj Kumar
Chauhan organised one ofhis own rallies in theMongolpuri constituency.

in the national capitaltoday with the WeatherDepartment Office fore-casting a clear day ahead.
The day's minimum tem-perature settled at a levelabove the season's averageat 7.8 degrees Celsius.
"There was moderate fogin the morning and the vis-ibility was around 1,000metres. However, the skywill be mainly clear duringthe day," said an official ofthe Indian WeatherDepartment.
According to theNorthern Railway, the fogin and around the citydelayed 29 trains, while 3trains were rescheduled.

Prof.Aslam was asked to go onleave after the inquiry was
instituted.An inquiry was ordered
against Prof. Aslam for put-ting on hold the CommunityCollege Scheme, which alsocatered to the armed forces,and the ConvergenceScheme. Currently IGNOU isin the process of clearing thedegrees of defence personnelaffected by the decision. Thesignatories of the letterdefended these decisionstaken by the Board ofManagement led by him.
It says, “IGNOU becameonly an instrument for issuinggrade cards and certificates...This was done on the basis ofmarks sent by the communitycollege institutions; the uni-versity had no involvement inadmissions; conduct of cours-es and no control on conductof the examinations.”

He hadlodged a complaint with the Lonavala citypolice against 13 people, including Mhaiskarand a sub-registrar, on October 15, 2009,accusing the company and its subsidiary,Aryan Infrastructure Investment Pvt. Ltd., ofacquiring nearly 1,100 acres of governmentand private land in Maval Taluk by forgingdocuments and manipulating land records.
“The raid has come of a surprise and wewelcome the agency’s efforts. We hope for adefinitive conclusion of the case this timeand not a rude closure like that in August,”said Sandeep Shetty, Satish’s brother.
In August last year, speculation was rifethat the CBI was under tremendous politicalpressure after the investigating agency sud-
denly submitted a closure report on the caseat a local court here, and sparking outrageand disbelief among activists and Satish’skin. The charge-sheet, which ran to alabyrinthine 10,000 pages, failed to nameany killers.

When the literacy drivewas in full force, Ihappened to visit a vil-
lage in Ajmer district with afriend who was a civil servant.There was bold graffiti on aprominent school wall, whichsaid: Saksharta ki kya pehchan?Upar chaddi, niche baniyan(How do you recognise literacy?The shorts above and the vestbelow). My puzzled officer-friend asked the villagers whatprompted the graffiti. Theyreplied, “You don’t run schoolsfor our children; teachers areabsent because they don’t wantto stay in the village. Your trans-port system does not function.Our eager children remain illit-erate. But later when we are tiredand worn out, you come to teachus literacy. Please run ourschools.”
Successive Rajasthan govern-ments did not listen to thesevoices, perhaps because the chil-dren of the ruling elite study inexpensive private schools. Butthe present government toppedthem all when it decided to shutdown 17,000 schools, almost allin remote villages. As peopleprotested and demanded thatthey be reopened, they were toldthat those who never got anopportunity to go to school willnow be debarred from standingfor elections.
Debarred from contesting
This fiat through ordinancethat requires passing class 8 and10 as eligibility criteria forstanding for elections came justdays before the elections forsarpanch and panchayat samitimembers. It has shocked andangered most of rural Rajasthan,including supporters of the rul-ing party. This decision will dis-qualify 95 per cent of ruralwomen and 80 per cent of theelectorate from standing forelection. This arbitrary step hasraised many questions. Perhaps
the answer to all of them is thatthis is a deliberate move toensure elite capture of grass-roots democracy. In one stroke,this decision lays the blame andburden of education on the peo-ple and ensures the continuanceof power in the hands of a few.Governments need to take allvoices into consideration. Thepunishment for failure of deliv-ery cannot be inflicted onceagain on the victim. Women,Dalits and tribals, who are at thebottom of the pile, will be the
most affected.
I have been trained for 40years of my life, particularly indemocracy, ethics, and gover-nance, by illiterate but highlyeducated people in rural India.We have traded skills. Naurti,now Sarpanch of Harmara(Ajmer district), is “illiterate,”but learnt to use the computer atthe age of 50 and teaches middleand high school dropouts how touse the computer. She has noclass 8 certificate, but uses thewebsite of the Ministry of RuralDevelopment. Who is moreskilled between us is debatable. Iwould not advocate that Naurtihead the Ministry of HumanResource Development or thatshe teach me Shakespeare, but inmatters of governance in thepanchayat she is heaps better.
My informal learning about theinvention of scientific thought,of Galileo and Kalidasa, haveprovided a worldview worth thelearning. But I am not equippedlike Naurti to understand thenitty-gritty of getting a panchay-at quorum to take a difficult andjust decision when faced with acontentious issue. I do not knowif I could face the ire and possi-bility of violence for standingagainst sati, without caste ormoney on my side, as she did.She will not be trapped into a sit-
uation by unethical, unjust peo-ple; nor will she be trapped bythe writing on a paper that shecannot understand.
Illiteracy is not merely fromlack of schooling. It can comefrom ignorance of highly spe-cialised modes of governancewhich even an M.A. degree can-not address. But governance inrural Rajasthan needs ethics andguts — values not determined byclass 8 certificates — which,incidentally, can often beobtained illegally, especially bythe ruling elite in the area.
An essential tool
Of course literacy is an essen-tial tool, which is why the statehas a responsibility to ensurethat people have the right to edu-
cation. But literacy cannot bemade more important than intel-ligence and ethics, which arenative to the human species. Protests against such acts havecome from ordinary people whoare brave enough to take cudg-els. Many of them are illiterate,but they are courageous and eth-ical.
It is frightening because this isnot a result of tradition or lack ofexposure alone, but of impunityfrom accountability. Literacy hasnot changed the balance of
power. It is unquestioned powerthat flouts ‘good governance.’
I remember Beelan, 65, scoff-ing at me 35 years ago saying Ihad nakal (copying by writing)whereas she had akal (mind). Icould not remember figures andmoney spent, but many of myilliterate friends remembereddetails to the last paisa. There are different kindsof literacy required at differenttimes. Passing class 8, in thiscase, is more for show than sub-stance. The bureaucratic systemneeds to be reformed to ensureaccountability so that there is aproper balance of powerbetween the technocratic execu-tive and the elected representa-tive.
We need schools for democrat-ic literacy, which will encourageaccountability in leaders andbolster courage to face oppres-sion and inequality. Citizensneed opportunities to spend timeunderstanding governance; ofbeing able to identify loopholesand how they can be plugged.The requirement of a class 8 cer-tificate will further deny accessto power for those who are like-ly to demand universal equalityof access. Or may be that is theintention.
The cherry on the cake is thatthe State government as well asthe Centre proudly tout formallearning as an unnecessary crite-rion for choosing Ministers. Inreality, 90 per cent of their workis through the written word,unlike that of the sarpanch whodeals with the human condition.This can only prompt us to saywith irony, “Democracy is deadbut long live literacy.”

The dramatic photograph of a fishing boat ablaze onwater and the assertions by the Indian Ministry ofDefence (MoD) that it was an “explosives-laden”
vessel from Pakistan that blew itself up on being intercept-ed, has provided some comfort that a force guarding thecountry’s coastline was able to avert a 26/11-type horror onNew Year’s-eve with a timely chase across the ArabianSea. Defence Minister Manohar Parrikar has commendedthe Coast Guard for a job well done. Pakistan has deniedthe boat had anything to do with it. Particularly as vitalquestions of foreign relations are involved, the MoD woulddo well to shed more light on what happened off theGujarat coast that night. So far, the version provided hasleft several questions unanswered. Given the CoastGuard’s suspicion that this was a boat carrying terroristsfrom Karachi, why was the Navy not involved in the inci-dent, at least in a supporting role? If there were interceptsof communication between the boat and handlers inPakistan, surely the Coast Guard needed to mobilise morehelp. It should have at least called out more of its own ves-sels. The blaze is said to have started when the crew wentbelow deck and set the boat on fire after the Coast Guardcaught up with it. There was also an explosion, accordingto a statement put out by the MoD. An expert examinationof the photograph provided would confirm whether therewas a blast. A statement that the four-member crewaroused suspicion because they were not dressed like fish-ermen is also worrying, indicating as it does the CoastGuard’s belief that clothes are a good indication of a per-son’s occupation and intentions. On top of it all is theopaqueness on locations, 365 km west-southwest offPorbandar providing only a general direction and an assur-ance that it was within the Coast Guard’s 200 nautical milejurisdiction. A full-fledged investigation into the incidentwould not be out of place. With India-Pakistan relationsnot yet out of the shadow of the 26/11 attack, an allegationthat a boat loaded with explosives that set off from nearKarachi tried to get close to the Indian coast is a seriousmatter. Those who make the allegation must be able to pro-vide better grounds for their suspicion than the single inputthat a boat was set to make an “illicit transaction”. Afterall, smugglers abound in those waters. In the last six years,New Delhi has built up much international support in thediplomatic battle against India-directed terrorism emanat-ing from Pakistan. A wrong call can erode that support, justas the right one can strengthen its hands. This is why it isvery important to provide adequate information to supportthe account of the incident.

Year endings, like year begin-nings, are predictable interms of rituals. People want
to celebrate the ending of the yearand the media want to ensure thatsuch endings are memorable specta-cles. Each year needs a memorial toitself. The year should be full of tur-moil and must appear to be like a raceending in a staggering triumph. Thevictor is the hero, the man of the year.It’s a combination of a mythical fig-ure, part Greek legend, part Olympicwinner. In 2014, the man of the yearis inevitable. Demographically andsymbolically, the elite and the crowdhave converged on one choice. In factthere is no other; 2014 offers us theinevitability of Narendra Modi.
To me, as a spectator, as a critic, asa citizen, it’s not the choice that mat-ters. Mr. Modi dominates all, but thelogic of the argument goes deeper.While one reads leading magazinesand major columnists, one senses therhetoric around Mr. Modi that puz-zles, intrigues, and finally disturbs.
Identifying with power
Mr. Modi’s rise has been laudatory.He is a self-made man obsessed withpower. The contrast, by now latent, isan almost forgotten Rahul Gandhi.Rahul is adolescent, casual, a manwho inherited power only to squan-der it. He was a second-rate manshowered with the first-rate opportu-nities. Mr. Modi represents thereverse, through success stories. Sofar, so good — it is the later parts ofthe arguments that make you wonderwhether the Modi projected is realand believable. One realises thatpropaganda must seal the gapbetween the real and the victor. Andone senses that these journalists havea literary style which is impressive.

All these writers have a tremen-dous need to be close to power. Theyare enamoured with the possibility ofpower. The ruler and the regime issomeone they need to identify with.By now the narrative has moved asecond step. It is no longer about theabsenteeism of Rahul-Manmohan butabout the assertive presence of theirnew leader. The semiotic alters andthe photographs mark a differenttime; the man is no longer an aspirantand is presented as a leader amongother leaders. He is not carping abouthistory but making it. He is presentedas a statesman changing the world; afocussed reformer who doesn’t wantto be distracted or diverted by trivia,those little sour grape stories abouteducational snafus and conversionnarratives is at the Olympus of poli-
cy. He evokes leadership. His bodylanguage is muted. Appearing athome in the corridors of power hewalks with Mr. Putin, Mr. Obama, asone among equals. He is ritually cor-rect and precise. Mr. Modi hasrealised that politics is a costume ball
and is immaculately dressed for it.He knows he cannot wear either dullkhadi or a predictable western suitbut has to convey unity in diversity,blending the ethnic, the national, theswadeshi and the global to stir expec-tations. India seems to have found theleader it is looking for. In playingstatesman, he has skilfully discardedhis older self, his noisier incarna-tions. He has not abandoned them butoutsourced them to Mohan Bhagwat,Amit Shah and to the Vishwa HinduParishad. He can keep eyes on them.
The Indian dream
As a presence, he conveys a blend,at one level he appears unique but healso suggests shades of Nehru, Patel,Vajpayee, Malaviya, and by invoking
all, has combined the nostalgia for allof them. He is projected as a man ofall seasons and sensitivities.
The media and the middle classwere tired of a diffident India, andwith an India that was a perpetual
also-ran in international politics. Itwanted a winner; a stalwart whowould understand and transformIndia from civilisation to a modernempire. He is emperor Modi of anIndia that always wanted to beacknowledged by the rest of theworld. Gradually, one realises that allthese writings are catering to a psy-chological deficit.
He is not the individual Modi butthe collective Rorschach of a people.He is the projection of the Indiandream and the media is merelyspelling out the dream’s perform-ance, not as his achievement in poli-cies but as rhetorical acts of the imag-ined that he seems so desperate for.Mr. Modi is the man of the yearbecause every man as Mr. Modi isman of the year.
Style dominates content and in factstyle in its density is presented as theequivalent of content. This is no one-act play but it is an India that has pro-jected its epic self on the globalstage. Our elite realises that the oldcatechism of Non-alignment andthird world-ism is the voice of theweak. What one is looking for is anew machismo. Not the brutal bullyboy machismo of the streets but amuscular disciplined machismowhich speaks a managerial, ethno-cratic and nationalist idiom whichboth small town aspirant and diaspo-ra understand. The diaspora is amajor part of India and the global ageand represents the Indian successstory abroad. It is easier to be patriot-ic in New Jersey and New York as theIndian flag flutters proudly andmakes them feel glad to be Indians inAmerica. The Madison SquareGarden meeting was a performanceand fulfils the diasporic need of theAmerican senators paying court totheir leader.
As one studies the photo of Mr.Modi, one realises that his icon idealand image are a collective fantasy ofIndia as a decisive, modern crowd,and respected nation. Mr. Modi isthe mirror in which the middle class,tired of the Congress’s indifference,salutes itself. India feels global andcontemporary as Mr. Modi jokeswith Mr. Obama or shows Mr. XiJinping around.
A need to demystify
One also realises that grandeur isthe perfect moment for sanitisation.Mr. Modi is cleaned of his past. Infact his past is now enacted by char-acters around him. Let us be clear;even if Mr. Modi wishes to do some-thing and the wish list is genuine, heis hampered by two sets of forces.
First, his past is alive in the presentin the shape of the RashtriyaSwayamsevak Sangh and theBharatiya Janata Party. They wouldlike to leave their own stamp on his-tory. Second, governance involvesmore than one man’s leadership. Acleanliness drive itself is merewhitewash when it comes to reform-ing governance.
We have a crowned king and havedecided that the king can do nowrong. In many ways, he is the newSardar who has already been grantedhis place in history; unlike the oldSardar, he will need no compensa-tory statue. He represents the newidea of agency in Indian history asIndia exorcised itself of its currentpast. The media, as high hybrids ofchange, have performed the ritualrole brilliantly. Mr. Modi is the newimmaculate conception.
To reduce this celebration of Mr.Modi to corporate heights or mediamanipulation will not do. The mediais only playing its current fantasiesand anxieties and brewing a feasiblestory. One needs a critique of a dif-ferent kind and ethnography ofeveryday governance to demystifyMr. Modi. In fact this critique willconstitute the major act of dissent inthe coming year. Without it, India iswell on its way to becoming a newfantasy of power with no sense oflimits. Celebrating the man of theyear promises to be the beginning ofa coming tragedy. A touch of criti-cism can make the future morehopeful.

KOCHI, JAN 05The health hazard caused by the
dumping of septage in water bodiesand open spaces in Ernakulam andadjoining areas may come to an endas a septage treatment plant is all setto become operational atBrahmapuram.
The trial run of the plant, estab-lished by the Kerala SustainableUrban Development Project(KSUDP), at Brahmapuram is pro-gressing. The plant may be formallylaunched next month. Unlike theearlier models of setting up septagetreatment units along with thesewage treatment plants, the one thathas come up at Kochi is a standaloneunit. The unit has an installed capac-ity to process one lakh litres of sep-tage a day, said U.V. Jose, ProjectDirector, KSUDP.
A large number of private tankerlorries in Kochi are engaged in thebusiness of collecting septage fromresidential as well as commercialunits in the city. As there are no sep-tage treatment facilities in the city,the septage collected is secretlydrained into water bodies, drains oropen spaces under the cover of dark-ness leading to health hazards. At
times, the practice has led to violentincidents in the city with irate resi-dents setting the tanker lorries onfire.
At the Brahmapuram plant, the toi-let waste is converted into sledgeand water. Sledge would be recycledand circulated in the treatment sys-tem for long. If required, it could belater send to the municipal solidwaste treatment plant for further pro-cessing, said Mr. Jose.
The sledge would be odourlessand the water released from the plantwould confirm to the quality param-eters prescribed by the Kerala StatePollution Control Board, he said.
The plant would require at least 20tanker loads of septage a day forfunctioning. The plant comes withan agreement for its operation andmaintenance for five years. The Rs.4.25crore-investment required forthe plant would cover its operationand maintenance expenses for theperiod, he said. The unit attains sig-nificance in a city like Kochi wherethe existing sewerage treatmentfacility is sufficient only to coverless than 5 per cent of its area.Currently, the city has only one sep-tage treatment plant.

units of Civil Supply-CID (CS-CID) claim that they have man-aged to bring down smuggling ofrice to Kerala from and throughCoimbatore.
By virtue of its proximity toKerala, Coimbatore, with innu-merable entry points, is always thefirst choice for smugglers.
As a result, CS-CID always hasits eyes and ears open as far asInter-State routes are concerned.
From 2012 to 2014, the CS-CIDregistered 1,621 cases of ricesmuggling, arrested 1,557 personsfor their alleged involvement inthe incidents and seized 742.35tonnes of PDS rice. Sixty-one ofthem were detained underGoondas Act for their repeatedrole in smuggling.
CS-CID personnel attributed the
drop in rice seized by them in 2014to stringent action against smug-glers. Those found smugglingmore than a tonne of rice weredetained under Goondas Act andthe vehicles were seized.
They said that a heavy penaltywas imposed on the seized vehi-cles (based on its current marketvalue) and that it brought down theuse of heavy vehicles for smug-gling.
It is learnt that there are 39 roadsand paths through which Keralacan be accessed from Coimbatore.It includes 16 roads with checkposts manned by the police or for-est personnel. There are 15 otherunmanned routes through whichfour-wheelers could ply and eightother paths for two-wheelers.
Some of the recent methodsadopted by the smugglers includecovering of the rice bags with
bunches of bananas or sacks ofpaddy, packing it in branded ricebags and transporting with dupli-cate bills and hiding it in chambersbelow the truck’s floors.Unemployed and destitute womenare hired to take rice on head loadsin trains.
Sources said that the women dis-own the bags if the police come tothe compartments. However, thesewomen ensure that these bags arenot taken away by anyone else.
There are incidents when rice istaken across the border throughremote villages using milk cansmounted on two-wheelers.
The most recent trend is grind-ing rice and taking the flour acrossthe border. Last year, about 25tonnes of ration rice flour wereseized by CS-CID sleuths of thedistrict.

the same amounts to con-tempt of court”.
“Parties with vested inter-ests in the council havepassed a resolution with anulterior motive for takingover the property and granti-ng the same to JD (S). Theland belongs to the legalheirs of the late scion,” saidthe notice served toBangalore DevelopmentAuthority (BDA)Commissioner with copiesmarked to the ChiefSecretary and theCommissioner of BruhatBangalore MahanagaraPalike.
Sources said that the 1.1acre land is among the prop-erties in the Lower PalaceOrchard that was listed as“private property” by the
erstwhile Mysuru royal fam-ily and accepted as part of anagreement signed betweenthe Governor General ofIndia and Maharaja ofMysuru on January 23,1950,that guaranteed full owner-ship, use and enjoyment ofall private properties belong-ing to him.
BDA claimed ownership ofthe land when the IncomeTax Department wanted toauction 52x80 metres (1.1acre) plot in the Gayatri DeviPark Extension since the latescion permitted the depart-ment to auction the land tosettle his dues.
“BDA failed to producedocuments during the hear-ing in the Income TaxDepartment and also in theHigh Court. The High Court
in 2011 asked BDA to pro-duce documents to prove theownership before the compe-tent authorities. Till date,they have not submitted thedocuments while BBMPwants to give away the landto JD (S),” said Ms. PramodaDevi’s counsel C.K.Venkatesh.
Meanwhile, BDACommissioner T. ShyamBhat expressed shock overthe BBMP council’s decisionto allot land whose owner-ship BDA had claimed. “Ifwe have claimed ownershipof the land in the High Court,how can BBMP allot thatland to someone withoutconsulting us?” he asked.

Urban Development M.Venkaiah Naidu soughtthe State government’scooperation for develop-ing the 1,078 km-longNational Waterway-4comprising the Godavariand Krishna rivers andKakinada-Puducherry(Buckingham) canal, as acost effective means oftransportation. The physi-cal work is likely to com-mence in March 2015.
The Inland WaterwaysAuthority of India (IWAI)completed the survey fordeveloping NW-4 into aClass-II waterway whichcould accommodate ves-sels with a maximumgoods carrying capacity of500 tons. IWAI has subse-quently requested theWater and PowerConsultancy ServicesLimited (WAPCOS),
which prepared DetailedProject Report for theproject, to remodel it as aClass-III system. Vesselswith 1,000- ton capacitycan move through Class-III waterways.
“The project cost maytouch Rs 5,000 crore but itis not an issue as invest-ments can be mobilised.What has to be ensured arethe availability of waterand economic feasibility,”
Mr. Naidu said in a con-sultative meeting withMembers of Parliamentand Ministers onDevelopment of NW-4organised by IWAI onSunday. Mr. Naidu saidmaking land available forwidening the historicwaterway and creatinginfrastructure like termi-nals and navigation lockswas the responsibility ofthe State. Besides, the

It is official! The Government has decided torope in teachers as enumerators for the castecensus that will be conduced from April 11 toApril 30.
Chief Minister Siddaramaiah, who chaired ameeting of Deputy Commissioners, ChiefExecutive Officers (CEOs) of Zilla Panchayatsand released guidelines for the census, toldpresspersons on Monday that all legal hurdleshad been cleared as the census would be con-ducted during the summer vacation. A govern-ment order pertaining to the deployment ofteachers for the census had been issued onJanuary 3. It had also been decided to pay aremuneration of Rs. 6,000 to the teachers andfifty per cent would be paid in advance, he said.
Mr. Siddaramaiah directed the officials toensure that the enumeration was conducted in ascientific manner. “Every enumerator will haveto collect details pertaining to 55 listed ques-tions from 120 to 150 households and malprac-tices will not be tolerated,” he said. SocialWelfare Minister. H. Anjaneya said it was amajor exercise as it was being done for the firsttime after 1931. It would give the government anew yardstick while deciding on the facilities tobe provided to people of different castes andcommunities, he said. He said BharatElectronics Ltd. (BEL) had designed specialsoftware for compiling the enumeration details.Data entry operators will be deployed in everydistrict to compile the data on a day-to-daybasis, he said.
MANGALURU, JAN 05The Health and Family Welfare Department has co-sponsored a national Ayush
expo in Bengaluru from January 21 to 25. Minister for Health and Family WelfareU.T. Khader told presspersons here on Sunday that the expo, jointly organised byFICCI and his department, would feature seminars on different topics. Over 200stalls would be set upand national and international experts on Ayush would enlight-en doctors and students on various matters. Chief Minister Siddaramaiah and UnionMinister of State (independent charge), Ayush, Shripad Y. Naik, are expected toattend the inauguration. Around 5,000 delegates from across the country wereexpected to participate, the Minister added. Mr. Khader said Ayush should be the firstpreference for patients followed by allopathic system of medicine. While there werereservations expressed in some quarters about combining these two systems of med-icine, several senior doctors practising allopathy had backed the combination. Afterall, it was the interests of the patients that should prevail, he said. The Minister saidAyush systems of medicine had tremendous opportunity worldwide as these coursewere hardly available overseas. Hence, India should exploit the opportunity, he said.

Acer has launched its newChromebook series lap-top, the Chromebook 15
at CES 2015. Additionally, thecompany announced that it willexpand its Chromebook 13range of laptops with newtouchscreen models.
The company says the new AcerChromebook 15 is the "industry'sfirst Chromebook with a 15.6-inchdisplay."
The Acer Chromebook 15 range(CB5-571) will be available invariants offering either a 16GB or32GB SSD drive and either 2GBor 4GB or RAM. The companynotes that the "exact specifica-tions, prices and availability willvary by region". The Chromebook15 will be available at a startingprice of $249.99 (Rs. 15,810approximately) in the US.
The company adds that the newChromebook 15 featuring a 15.6-inch display offers "27 percentlarger than 13.3-inchChromebooks available in themarket."

“The ministry has sincereceived the nomination ofSaina Nehwal for PadmaBhushan Jan 3 fromBadminton Association ofIndia,” the ministry said in astatement.
“In view of the achieve-ments of Saina, theDepartment of Sports hasdecided to recommend hercase for Padma Bhushan tothe ministry of home affairs
