1 MESSAGE FROM THE HEAD It is becoming clear that 2004 was a record year for School research. Research quality doubled (as roughly indicated by summing SSCI impact factors) and research income, at almost $1.3 million, more than doubled. Our improved research performance has been further confirmed on the University of Connecticut's RePEc Website. In the first regional ranking of institutions, the UQ School of Economics was the highest ranked 'teaching' School/Department in Australia. The RePEc rankings are based on journal and working paper data. A comprehensive measure is calculated that includes, journal impacts, citations and download statistics. Unlike many past ranking exercises promulgated in Australia, this one can be regarded as entirely independent. However, there remains a possibility that the findings are biased because there is a lower proportion of Australian economists registered on RePEc than is the case in the UK or the US. But the registered author data suggests that a high proportion of the quality publications is already covered by the data and, therefore, higher numbers of registrations may not have much effect on the existing rankings. These favourable findings concerning the School's research performance are very timely because DEST is currently in the process of devising a method for assessing research performance that is likely to be tied to significant funding (probably around 25% of DEST funding). It is expected that this method will be applied in 2007 or 2008 and will be based upon four or five years of data. There is little doubt that publication quality will figure highly in whatever method is chosen. So we shall have to maintain the high standard achieved in 2004 over the next few years! I would like to congratulate James Laurenceson, Jason Potts and KK Tang on their teaching awards. Generally, teaching quality was high in the School in 2004 with many staff who missed out on awards also deserving great praise for their enthusiasm and dedication. Finally, I would like to acknowledge the very great contribution that Guy West, who took early retirement in June, made to the School over his long and distinguished career at UQ. Guy is an outstanding researcher with an excellent publication record (and one of the very few economists in Australia to publish in Econometrica), a remarkably patient and original economic modeller who has contributed greatly to advances in regional policy- making and an outstanding teacher at all levels. Thankfully, although he plans to spend most of his time living in the countryside just outside Warwick, he will continue to be connected (mostly electronically!) to research in the School as an Honorary Research Consultant. Prof Neil Kay, visited the school from 15 April to 13 May on an SW Brooks Visiting Professorship and co-taught ECON7011 Business Economics for MBA students, as well as presenting a School Seminar. Prof Kay is Emeritus Professor of Business Economics at the University of Strathclyde in Scotland and Special Professor at the University of Nottingham.

Dr Tim Wakeley, visiting fellow from 29 April to 29 June. Dr Wakeley is on study leave from the University of Bath, UK, where he is a lecturer in business Economics in the Bath School of Management.

Clem Tisdell In May Prof Tisdell headed an international

committee of four appointed to undertake a ‘Center Commissioned External Review (CCER); East and South-East Asian Region’ of the WorldFish Center headquartered in Penang, Malaysia. As part of this review, field trips and interviews were conducted in the Philippines and Malaysia. WorldFish is a research organisation in the CGIAR group of research bodies of the UN.
