Pakistan Revenue Automation (Pvt.) Ltd [PRAL] plans to implement a Metropolitan Area Network to facilitate connectivity of several sites in Karachi for PAKISTAN CUSTOMS Network.

PRAL now invites sealed bids from eligible bidders for Supply and installation Services for Network hardware & Associate services on BOT basis for the period of (04) Four years. After four years, a maintenance contract maybe signed with the vendor awarded the said contract for MAN installation.

The proposed interim solution has been devised keeping in the following guidelines

Highly available & redundant solution. No upfront investment. Complete Solution is on BOT basis.

Technical Specifications + Solutions Description

Project Background : The Pakistan Revenue Automation (Pvt.) Ltd plans to establish a WAN on multiple locations in Karachi as part of the overall infrastructure development program to provide Pakistan Customs Application connectivity.

Project location: The project scope spans 11 locations in Karachi in Point-to-Point Mode (LOT 1) and 8 locations in Point-to-Multipoint Mode (LOT 2) with Core site as Karachi Customs House.

The selected Firm will supply goods and services to establish MAN. The selected firm will be responsible to supply, install, configure, test & maintain network hardware, associated components. The firm will also be responsible for implementing the technical architecture of the project as described in this document. The firm is expected to use the international ‘best practices’ in delivering the services with in time, cost and quality. Maintenance, warranty and complete services will have to be provided by vendor during contract period. The successful firm will be responsible for:

a) Supply of hardwareb) Complete Installation/Commissioning of hardware and related components.c) Work Pland) Execution of Test Plane) Establish Wireless Connectivityf) Smooth and timely User Acceptance Testg) Project management for supply of goods and services to operationalize the

The entire Metropolitan Area Network will be built around the Karachi Customs House site, which will be the central site of the network.

Proposed solution has a mix and match of technological solution keeping in mind the bandwidth requirement and the geographical location of each site. The solution is viable, cost effective and adaptive.

Wireless Network Connectivity:

In order for our premises to connect through this MAN, Wireless is the preferred solution using Ethernet based wireless bridges using 5.8 GHz band in Point-to-Point and Point-to-Multipoint mode. The Wireless Bridges should be Wi-Max upgradeable.

All PTA or any other Licenses will be responsibility of vendor.

Specifications of Equipment:

Point-to-Point Wireless Bridge:

Wireless bridge should be capable of following specification.

Antenna: Wireless bridge should provide flexibility of using external high gain antennas (23/29/32 dBi Parabolic Dish or Flat Panel Antennas).

Multi-Port: The unit should provide Multi-Port Radio features. This will provide us redundancy and ease of future expansion.

Operating Temperatures: Rated for -60 to 80 degree Celsius. The system should be capable of deploying outdoors in extreme hot or cold climates.

Channel Bandwidth/Size: User/Software Selectable channel sizes should be available (5, 10, 20 MHz) for ease of use.

Security: Over the air transmission should be authenticated using WEP 64/128, WPA1/WPA2 with AES.

Bandwidth Management: The unit should support multiple bandwidth management tools (CIR, PIR, CBS and EBS) through software selectable options.

Administration Management Tools: Unit should supports flexible and secure remote management via Telnet, SNMP, NTP, HTTP and SSH and Web interfaces with password protection.

Antenna Alignment Tool: Should be capable of audible tones, visual aids. Advanced Wireless/Network Features:

o The unit should support best channel selection method with DFS/TPC (Dynamic Frequency Selection / Transmit Power Control).

o The unit should be standard compliance with IEEE 802.11a/b/g and 802.11h standards.

o The unit should support Transparent bridging, Static routing, DHCP, Dynamic routing, Layer 2 & 3 Forwarding and VLAN support.

Point-to-Multipoint Wireless Bridge (Base Station – CPE):

Wireless bridge should be capable of following specification. Sector: Unit should support 4 sectors per cell. Each sector should be capable of covering

at least 10 Km range to cover longest and far most destinations so that in future expansion in Multipoint links can be easily made.

Antenna: Base Station unit should support variety of antenna types for sector deployment. (2 Sector Antennas of 90 Degree to be deployed initially to cover the entire KPT Area). Subscriber unit should be with integrated flat panel antennas with a flexibility of using external high gain antennas.

NLOS Technology: The unit should be capable of maintaining RF Links in No-Line-of-Sight mode. Since this connectivity is required at Sea Port Area, multiple cranes are operating and creating hindrance in the line-of-sight. Additionally, stacks of containers are also dumped in the port area causing No-Line-of-Sight between remote locations and Customs House.

GENERAL TERMS & CONDITIONS

1. Compliance sheet of all Technical & Financial terms should be provided in the bid (Attached with this RFP as Annexure A).

2. If you have any doubt as to the meaning of any portion of the technical specifications, you may seek clarification of the same from Mr. Kamran Mushtaq, Manager Networks (Customs-Karachi) on Phone # 021-9214868 and Cell # 0321-2594507.

3. PRAL does not take any responsibility for collecting the bids from any Agency. The requests for extension of closing date and time shall not be entertained.

4. PRAL reserves the right to increase or decrease the scope of work or may cancel any or all tender work shown in Annexure “A”, without assigning any reason therefore.

5. Prices must be quoted in Pakistani currency inclusive of all taxes (Income Tax and Sales Tax) and duties indicating unit price and total bid price.

6. Price must be quoted including all charges like handling, loading, transportation and unloading, installation workmanship etc. of material at the final destinations.

7. Quoted price shall be valid for four years from the opening date of the Proposal. However, any subsequent change in taxes and duties as notified by Federal Board of Revenue will be given due consideration.

8. The Bidder shall furnish along with Proposal, a Call Deposit/Pay Order equivalent to 2% of the quarterly quoted value as Earnest Money crossed in favor of “Pakistan Revenue Automation (Pvt.) Ltd. Any bid not accompanied by Earnest Money shall be rejected without any right of appeal.

9. Part earnest money or crossed cheque/bank guarantee as earnest money is not acceptable.

10. In case of cancellation of contract as default of the Contractor the earnest money shall be forfeited in favor of PRAL.

11. If desire by PRAL the “LOWEST TECHNICAL COMPLIANT/SUCCESSFUL BIDDER (S)” will have to submit a Performance Bond in the shape of Bank Guarantee equal to 10% of total value of Contract as a guarantee for the due and faithful performance of the Contract, issued by renowned Scheduled Bank acceptable to PRAL The performance bond shall be binding up to the date of formal completion of acceptance of the project by PRAL. In case of cancellation of Contract as default of the Contractor the Performance Bond shall be forfeited in favor of PRAL. Performance Bond shall be released after successful completion of the Project.

12. After completion and acceptance of the Project by PRAL, the bidder will have to provide the Bank Guarantee, being 10% of the total value of the bill/Contract, issued by renowned Schedule Bank, for the warranty/maintenance period offered. The Bank Guarantee shall be released after successful completion of warranty period. In case the supplier fail to provide bank guarantee then 10% of the bill shall be retained in lieu of bank guarantee till completion of warranty period.

13. The Proposals shall be submitted in sealed envelope marked as under:

15. If the envelope is not marked, as instructed above, the PRAL will assume no responsibility for the misplacement or premature opening of the bid.

16. All bids/Proposals must be delivered in the Office of Mr. Kamran Mushtaq, Manager (Networks), 9th floor Custom House, Karachi on or before the prescribed deadline of 1100 hours on 21/06/2008.

17 Any bid received by the PRAL after the prescribed deadline will be returned unopened to the Bidder.

18. The Purchaser will open the bids in the presence of bidder representatives who choose to attend at 1130 hours on 21/06/2008 at 9th floor, Custom House, Karachi.

19. After opening of the Proposals, PRAL will examine the same for technical evaluation and completeness of the same as per tender requirements.

20.Bidder(s) who do not qualify cannot challenge the findings of the evaluation or ask for reasons of disqualification.

21. If desire by the Purchaser the successful bidder shall supply samples of all type of materials used for the links for approval of the PRAL.

22. The Contractor shall warrant that all goods / service supplied / provide under the Contract (s) shall have no defect arising from design, materials or workmanship or from any act or omission of the Contractor, that may develop under normal use of the supplied goods under the conditions prevailing at final destination.

23. PRAL shall promptly notify the Contractor in writing of any claims arising under this Warranty. Upon receipt of such notice, the contractor shall repair or replace the defective goods or parts thereof without cost to PRAL immediately.

24. Period of warranties and maintenance with labor and material cost shall be four years starting from the handing over of the Project to PRAL. During the warranty period due to any reason, if the Contractor failed to rectify the problem, PRAL shall repair the item or replace the defective goods or parts thereof and forfeit the Bank Guarantee.

25. Successful Contractor (s) represents and warrants that they can provide clear and efficient services to PRAL and in this respect has the necessary labor, skill, expertise and technical know how.

26. Contractor represents and warrants that the links and equipment provided by them are fully guaranteed. Contractor takes full responsibility to commission and run the links as per PRAL’s satisfaction for four years from the date of commissioning of the System. Failing to meet this requirement their bank guarantee shall be forfeited by PRAL.

27. The contractors should have satisfactory arrangements for the after sale service including maintenance of equipment/work during warranty period. After the warranty period PRAL reserves the right to enter into a separate after sale service & maintenance agreement with the Contractor or any other firm.

28. The cost of complete solution should be quoted on monthly/quarterly basis. 29. Vendor should be providing these services to other clients and should provide clients

list to whom these services are being provided.30. Vendor should hold a valid DNOP License issued by the PTA. 31. Vendor should be Sales Tax/Income Tax registered.32. It should be noted that there is a penalty associated with non compliance with above

schedule, 5 % of monthly charges will be incurred if the project is late by 1 week, 10 % if the project is late by two weeks, any further delay would mean discontinuation of contract.

33. Vendors in their bid should submit comprehensive SLA & penalties in case of downtime.

34. Contract period on BOT is 04 years, after 04 years the equipment including all accessories will be the property of PRAL. A separate maintenance contract may be signed with the vendor awarded the said contract for MAN installation and a contract will be renewable on yearly basis.

35. Vendor should be responsible for providing warranties and replacement of parts and spares during the overall initial contract period which is of 04 years.

36. Unit cost of each item should be given.37. A single per month cost should be given with no “on actual costs” and no fixed

upfront cost.38. Payment will be due after commissioning of each link, no advance payments are

payable during implementation, after implementation payments will be on quarterly basis in advance. However if any site is delayed due to PRAL remaining payment will be made to vendor (provided Unit costs are given).

39. The solution should be on BOT basis including hardware equipment, media acquisition, installation/integration/configuration/commissioning and services.

40. Government duties and taxes should be separately mentioned in the Financial Part (if applicable).

41. Local Support should be available all the time and response time should be less then 2 hour.

42. In case of any hardware failure, Hot backup equipment should be available through out the contract period.

43. Vendor will be required to provide 24x7 support with helpline numbers to register complaints in case of any problem in the entire MAN.

44. Vendors will also be required to place Engineers at Karachi Customs House and AFU Exports for a period of 04 years.

45. Vendor will also be required to perform quarterly preventative maintenance of all links.

46. All equipments will be delivered and installed at above mentioned locations by vendor.

47. The vendor shall be responsible for all civil work related to the installation of the Wireless equipment, cabling of data, and ground as well as channeling and all other works pertaining to the installation. The vendor will be responsible for the quality of the works and will assume full responsibility in case of damage to FBR buildings and/or property while carrying out the same.

48. The vendor shall provide necessary information of the spares they maintain for replacements in faulty circuits. The details of Backup Equipment, Inventory of the Service Provider with replacement grace period is required to be mentioned clearly in the quotation. In case of failure of any components the replacement must be 'within the response and escalation and repair time’. The backup replacement inventory must be maintained by the vendor either at their own respective/nearer offices to the FBR offices. The vendor is responsible for the availability of each link hence whatever critical components it considers to be critical/essentials to ensure the required service level must be maintained by the vendor.

49. The core site is specified as Karachi Headquarters of the Pakistan Customs (Customs House).

50. The backup equipment maintained must be sufficient in inventory scope to handle failures of cable, ODU, IDU, antenna, power supply failures etc.

51. PRAL also requires that the vendor conduct preemptive maintenance inspections of all sites on a quarterly basis to ensure that the equipment is not deteriorating or about to undergo failure through cable damage, corrosion, breakage etc.

52. The PRAL requires connectivity across the MAN to be reliable and error free. Therefore the circuits will continuously be monitored for errors. In the case of errors reported by PRAL, a test will have to be performed within 24 hours of the problem reported. This testing and troubleshooting will be the responsibility of the Vendor.

53. The Vendor will ensure that PRAL at all times has the guaranteed circuit bandwidth available as requested and signed off in the Confirmation of commissioning of the leased circuits.

54. The Vendor will ensure that the time delay over these links does not exceed standard (not more than 30msec round trip) ICMP ping reply time over a non-congested link. A non-congested link would be a link utilized not more than 85%. Round trip delay will be measured by computing the average round trip delay for one thousand (1000) Cisco-style pings of sixty-four (64) bytes each (Cisco-style pings are only sent subsequent to an acknowledgment being received for the previous ping)

55. In case of the packet loss of more than 0.5% or of CRC errors more than One in 10 raised to the power of five (5) bits, the link will be treated as faulty and will need troubleshooting and incidence will be reported as described in the escalation procedure. For CRC errors more than two in 10 raised to the power five, the link will be treated as down and will be handled according to the fault escalation procedure and/or for service outage credit.

56. PRAL requires 99.97% network availability on the MAN. Network unavailability below the specified percentage will not be tolerated due to the sensitive nature of the financial applications in use over the wireless links. Any network outage in this period would discontinue the centralized operations of the respective office and consequently the office connecting to the central servers via it.

57. The vendor will ensure there is sufficient and capable staff available at their offices to provide support and services to this MAN. The vendor should provide a comprehensive call escalation procedure with 24x7 helpline numbers.

58. The vendor will provide the details of the Engineers/Technicians associated with the establishment of the MAN. The official and Cellular contact numbers of all engineers who will be assigned to the project will be provided to PRAL. The response time of the Engineers will be counted from the fault reporting time to the helpdesk to the arrival/response of the respective engineer. Also, PRAL requires help line numbers to be provided where problems may be immediately reported and a quick process initiated (issuance of trouble ticket no) to identify and rectify the problem. The office, mobile number and email addresses of 24x7 operational staff must be provided for immediate escalation of the problem. Incase of absence or leave of the primary responsible resource, the backup resource contact numbers will also be provided by the vendor and his presence during that period will be ensured to PRAL.

59. Turn around time should not exceed two hour. 60. The bidder should accept the sites as it is and where it is.61. Company’s profile, list of such projects handled, list of clients (present and past) with
