Record-breaking attendance for the 2016 Mid Year Meeting in Alaska Richardson, Texas – Over 230 valued DCA industry partners and family members gathered at the Alyeska Resort in Girdwood, Alaska, July 27-31 for the 2016 Mid Year Meeting. Members joined together to attend the business session, committee meetings and enjoy many varied social activities. To kick off the event, DCA members and families were treated to a Reception and Dinner at Crow Creek Mine. Established in 1896, Crow Creek Mine, was one of the largest producing hydraulic placer gold mines in South Central Alaska. Nestled among the Chugach Mountains, Crow Creek Mine offered a unique blend of historical buildings, antiques, rare mining equip- ment, beautiful gardens, amazing wilderness scenery and access to explore the mines’ original claims. Richardson, Texas – Over 230 valued DCA industry partners and family members gathered at

the Alyeska Resort in Girdwood, Alaska, July 27-31 for the 2016 Mid Year Meeting. Members

joined together to attend the business session, committee meetings and enjoy many varied

social activities.

To kick off the event, DCA members and families were treated to a Reception and Dinner

at Crow Creek Mine. Established in 1896, Crow Creek Mine, was one of the largest producing

hydraulic placer gold mines in South Central Alaska. Nestled among the Chugach Mountains,

claims.

The professional meeting agenda commenced Thursday morning as the Membership,

Education, Safety/Risk Management, HDD committee and Government Relations committees

met to discuss issues and challenges facing the industry. For a summary of the committee meet-

ings including the Board of Directors and Leadership Council meetings, please see page 8.

A Business Session with Alaska Congressman Don Young was entertaining and informative

and Thursday afternoon was open for attendees to enjoy activities on their own.

Thursday evening, DCA members boarded the Klondike Express, a 338-passenger high speed

catamaran, for an exclusive and spectacular glacier sightseeing dinner cruise. In addition to

viewing spectacular glaciers and unforgettable scenery, attendees were able to view sea

otters, fur seals and sea lions.

On Friday some attendees took advantage of the opportunity to play three rounds of golf

while others explored the wonders of Alaska on their own on and off property. After a day

filled with adventures, attendees took the Alyeska Tram

to the top of the mountain to watch the setting sun and

meet up with family and friends to share stories about

the day’s adventures.

The Red, White and Moose Dinner on Saturday night

rounded out the week with an evening of great food,

refreshing beverages, live entertainment, outdoor activ-

ities and general camaraderie.

Next year’s Convention will be held February 6-11,

2017 at the Grand Wailea in Maui, Hawaii and the 2017

Board of DirectorsThe 2016 DCA Board of Directors met Wednesday, July 27 at the Alyeska Resort in Girdwood, Alaska. Board members approved the 2015 audit report and scholarship scoring revisions. The Board also approved the Grand Hotel on Mackinac Island, Michigan as the sight of the 2018 Mid Year Meeting, pending contract negotiations. The Hotel Monteleone in New Orleans was announced as the sight of the March 27-29, 2017 Safety Congress. The 2017 DCA & AGA Workshop will be April 17-19 at the Four Seasons in Chicago. Board members discussed the Gold Shovel Program and received updates on the Workforce Development initiative and the Operator Qualification (OQ) Task Force.

Leadership CouncilThe Leadership Council also met Wednesday, July 27. The council reviewed actions of the DCA Board of Directors from their earlier meeting. DCA working committee chairmen each gave a brief outline of the topics their committee would be discussing in their individual meetings. The Leadership Council is made up of the elected chairs and vice chairs of each of the committees, the president and vice president of the board and the executive vice president. The purpose of the Leadership Council is to coordinate the strategic direction of the DCA, as directed by the Board of Directors.

Membership Committee The focus of the July 28 Membership Committee meeting was reviewing the list of inactive contractors and noted that list had decreased since the February meeting and several inactive members were in attendance at the February convention and the July meeting. The committee also reviewed the membership report presented to the DCA Board of Directors. It was noted that since the February committee meeting, eight new contractor members and six new associate members had joined the DCA. Four contractor members and six associate members had dropped their membership. Membership totals were listed as 73 contractor members and 133 associate members. Members of the committee reviewed the draft of the 2016 Equipment Survey and encouraged all contractors to complete the online survey by the December 19th deadline. The charge of the Membership Committee is to actively solicit and evaluate potential DCA members and make recommendations on member programs and awards to help recruit and retain members in the association. Rob DeRue of D.R.S. Enterprises and Woody Ferrell of Volvo Construction Equipment serve as co-chairmen of the committee.

Safety/Risk Management CommitteeThe Safety/Risk Management Committee also met on Thursday, July 28 at the Alyeska Resort in Girdwood, Alaska. Committee members reviewed the distribution

hour categories for the three Arthur T. Everham Safety Awards. The committee voted to increase the number of awards to four and that the distribution hour categories would be created each year by dividing the number completed questionnaires by four. Committee members also received the safety/risk management report presented to the DCA Board of Directors. It was noted that the 2016 Safety Congress had about 50 attendees and featured speaker Jim Hunter of J.D. Hunter Associates. Wes Countryman of Midwestern Contractors was named 2015 Safety Director of the Year and Phil D’Abbraccio of The Hallen Construction Co. was announced as the Safety Person of the Year. The 2017 Safety Congress will be held March 27-29 at the Hotel Monteleone in New Orleans. The committee also reviewed the results of the 2015 Benchmarking Survey. The charge of the Safety/Risk Management Committee is to review all information concerning safety in the industry and safe job-site practices. The committee also has oversight for the Arthur T. Everham Safety Award and the Annual Safety Congress. Tom Clapper of TekRock Trenching serves as chairman and Kevin Parker of Mears Group is the vice chairman of the committee.

HDD CommitteeAttendees of the HDD Committee meeting reviewed and received updates on several items at their July meeting. The committee discussed changing the name of the committee to encompass more than horizontal directional drilling. Committee members were encouraged to bring a list of possible names to the October meeting. The committee was updated on the 2017 HDD Academy to be held February 13-14 in Tempe, Arizona and the 2016 book release of the revised HDD

Best Practices Guidelines. Devoting a section of the committee meetings to innovative technology was also discussed. It would be fashioned like DCA’s “90 Seconds in the Spotlight” from past conventions, but would be held during the HDD meeting. This would focus on new technologies or processes and not a sales presentation. Members interested in presenting at future committee meetings were encouraged to contact the chairmen or the DCA office. Drilling mud disposal and a 2017 UCT panel were also discussed. Panel topics and ideas should be sent to the committee chairmen or the DCA office. The charge of the HDD committee is to support safety, training, technical developments and voluntary operational guides that sustain professional practices and contractors in the area of HDD. The chairman of the committee is Jon Heinen of Vermeer Corporation and the vice chairman is Dan Carson of Carson Corporation.

Government Relations CommitteeThe Government Relations Committee received an update on a number of items that included: Pipeline Safety Reauthorization; Cross Bore Initiative; OQ Issues; communication with NAPSR and a legislative/regulatory update at their July 28th meeting. Tony Radoszewski, president of the Plastics Pipe Institute (PPI), provided an overview of PPI and the role of high density polyethylene, used in more than 95 percent of new gas distribution systems. Committee members discussed the pipeline safety bill that passed Congress and was enacted into law in May. The new law addresses several incomplete mandates from the 2011 pipeline reauthorization as well as recommendations from the National Transportation Safety Board and General Accountability Office. Unfortu-nately, the final bill did not include language advocated

by DCA that would restrict federal damage prevention grant assistance to state programs that exempt munic-ipalities from one-call membership requirements. DCA continues to work with the National Association of Reg-ulatory Utility Commissioners (NARUC) on a resolution that would support DCA’s initiative to reduce cross bores through improvements in state law that would require full participation in the damage prevention process by municipalities. DCA is also encouraging DOT’s Pipeline and Hazardous Materials Safety Administration (PHMSA) to issue a federal advisory bulletin on the threats of cross bores, including the key role that needs to be played by municipalities. Several DCA members, as well as gas util-ity representatives and a few OQ providers, established an industry working group to advance efforts to allow for contractor OQ programs to be acceptable from utility to utility. The next meeting will be August 29-30 in Grapevine, Texas. The charge of the Government Relations Commit-tee is to target specific regulatory and legislative items and report their findings through the following publica-tions: DCA Insights, DCA News and the DCA web site. The chairmen of the committee are Greg Dahl of ARB, Inc., and Dave Wisniewski of Vermeer Corporation.

Education CommitteeThe Education Committee met on July 28 and reviewed the upcoming speakers for future conventions and other DCA Meetings. The committee had a discussion about future speakers including a lengthy discussion regarding “Gold Shovel Standards”. Many utility companies now require all of its excavation contractors to be “Gold Shovel

Standard” Certified. Questions arose on how “damages” are reported. The concern is how mishaps are currently counted which do not take into account total company man hours, project size or scope. Contractors can also be negatively impacted by sub-contractors’ actions. It is suggested a session be put together with a speaker on Gold Shovel Standards or a panel representative of all the stakeholders in the plan. The committee members are encouraged to submit speaker names and topics during the committee meetings but throughout the year as well. Suggestions can be sent to the committee chair and vice chair or staff liaison Becky Hopkins. A discussion was held regarding the DCA Job Board. Suggestions were offered to improve the board: encourage companies to let DCA know when their postings are filled; get more job postings by notices in the DCA News, web and other publications; create an awareness about the DCA Job board to job seekers through high schools, community colleges and other key market places. The charge of the Education Committee is to recommend educational programs for the association that would be of interest to the membership, many of which are technical in nature. Ray Swerdfeger of K.R. Swerdfeger Construction, Inc., is the chairman of the committee and Brad Burris of Rudd Equipment is the vice chairman.

DCA is making preparations for the 2017 Annual Auction to be held during the convention at the Grand Wailea in Maui, Hawaii.

Each year, DCA contractor and associate mem-bers gather for a lively and spirited auction raising critical funds for the association. The funds raised support DCA educational programs as well as schol-arships awarded to worthy candidates whose field of study will promote and/or enhance the industry.

Since 1991, the DCA auction has raised over $3 million.

The success of the auction depends on the gen-erous donations by DCA members.

The winning bid of an item also helps the donat-ing company achieve sponsorship levels of Silver, Gold and Platinum for next year’s convention.

This is a good time to start thinking about what you want to donate. Auction Donation information will be sent by email in early September.

Tempe, Arizona – Arizona State University’s Del E. Webb

School of Construction and Benjamin Media Inc. are once

again working together to plan the Horizontal Directional

Drilling Academy (HDD Academy), the must-attend con-

ference for HDD professionals.

The 2017 HDD Academy will take place February

13-14, at the Sheraton Phoenix Airport Hotel Tempe.

Arizona State University will award 1.8 Continuing

Education Units (CEUs) upon successful completion of the

course. Registration is limited in order to provide quality

networking with HDD industry leaders and maintain a low

student-instructor ratio. The 2016 program sold out, so

plan to book early.

HDD Academy program instructors are all industry

leaders who will cover numerous topics falling under two

tracks: Pre Construction, Design and Material Selection

and Construction and Operations. This includes HDD

contracts and specifications; estimating; designing

projects for specific pipe materials; drilling fluids; locating;

damage prevention; and case studies covering HDD

installations for several pipe materials, Direct Pipe

installations and installations for specific utilities.

HDD is rapidly emerging as the primary choice for

owners when confronted with river, road and railway

crossings or situations requiring minimal disruption to

surface activities. The technique provides a less-disruptive

method and, oftentimes, a lower-cost opportunity

for utility pipeline installations. The goal of the HDD

Academy is to establish an annual learning platform for

owners, regulators, contractors and engineers focusing

on the options and opportunities for future utility pipeline

projects.

step in the company’s ongoing efforts to align company business operations with its core growth strategies while at the same time maximizing value for their customers.

In an effort to continue its strategic growth of the company’s services and accounts, the following positions have been announced:

• Executive vice president of business development, Matthew Turk, has been named executive vice president of opera-tions and business development, assuming operational responsibilities. Turk, a 25-year veteran of INTREN, has been instrumental in the expansion of the company’s utility services within the Midwest and East Coast markets.

• Mike McArthy, senior vice president of support services and chief financial officer, has expanded his leadership responsibilities to oversee the company’s project controls group, in addition to finance and adminis-tration, human resources, contracts, fleet, supply chain, and information technology.

• Jeff Nauman, former director of account performance for INTREN, has become vice president of gas operations. Nauman has been with INTREN for 11 years.

• Brenda Gunnink was promoted to account manager of the Midwest region North/West and will now oversee all major INTREN utility and municipal accounts in Wisconsin, Minnesota and Iowa.

• James Althoff was promoted from business development manager to director of business development.

Additional organizational changes announced by the company include: Tim Ayers, currently the director of safety and quality, to assume responsibilities for the company’s environmental compliance and sustainability programs. His executive assistant, Kiwanda Evans, was promoted to environmental and program administrator to assist Ayers. s

Washington, D.C. – The Occupational Safety and Health Administration (OSHA) and the National Institute for Occupational Safety and Health (NIOSH) are monitoring the Zika virus outbreak spreading through Central and South America, Mexico, and parts of the Caribbean, including U.S. territories. For the most up-to-date information, check the Centers for Disease Control and Prevention (CDC) Zika website frequently. Some U.S. states have mosquitoes that can become infected with and spread Zika virus, and travel-associated Zika virus infections in U.S. states may result in local spread of the virus. Visit the CDC Areas with Zika section of the website to learn where there is current

transmission. Workers who are exposed on the job to mosquitoes or the blood or other body fluids of infected individuals may be at risk for occupationally acquired Zika virus infection. This interim guidance provides employers and workers with information and guidance on preventing occupational exposure to the Zika virus. The guidance may be updated as additional information becomes available.
