    Project BackgroundAndhra Pradesh is building a new

    city is located between Vijayawada

    and Guntur and it is envisaged to be a

    world class Capital City for the people

    of Andhra Pradesh.

    Project Scope and Commission-

    ing

    governments of Singapore and Andhra

    Pradesh signed a Memorandum ofUnderstanding to collaborate on the

    master planning and development of

    the new Andhra Pradesh Capital City.

    The Memorandum of Understanding

    was signed between the Infrastructure

    Capital City.

    Pte Ltd and Jurong Consultants Pte

    Ltd were appointed by the Singapore

    government to undertake the master

    planning for the Andhra Pradesh

    Capital City Project. Surbana was the

    lead consultant in planning, urban

    design and infrastructure planning; and

    Jurong, the sub-consultant conducted

    ,

    industrial estate planning.

    This project comprises of the following

    milestones:

    - To prepare a detailed Master plan

    EXECUTIVE SUMMARYThis report presents the “SEED Development Master Plan”. Before presenng the Detailed Master

     plan proposal, the report elaborates the Site selecon process and the detailed site analysis

    undertaken by the planning teams. This analysis forms the basis for the preparaon of the Master

     plan. A Smart City Framework guides the vision and goals for the SEED development, these goals

    are translated into a set of development strategies which guide the development’s various urban

    design layers. These include, Jobs and Homes for all, World Class Infrastructure, Clean and Green,

    Quality Living, and Identy and Heritage.

    The various urban design strategies are translated into the landuse plan for the SEED development

    area. Further, the report presents the implementaon strategies including Phasing plans and Follow

    up Acons for the SEED development area.

    Site Selection Options

    Before proceeding with the Master plan proposal, a site selecon process was undertaken by the Consultants.

    In order to select the best suited locaon for the SEED development 3 alternave Site Scenarios were presented

    to the Honourable Chief Minister and the CRDA based on a Site selecon criteria.

    Preferred Site Option

    Considering the pros and cons, both from a design point of view and respecng the aspiraons of the

     Andhra Pradesh Government, a revised nal opon was prepared that captured the desirable characteriscs

     from the opons. Primarily, this opon is a modied version of Opon 1. The SEED development focus is

    retained along the southern bank of Krishna river. The cardinal north-south axis will house the government

    core buildings. The deviaon from Opon 1 is that in order to achieve the ceremonial and grand quality

    of the axis, the government core funcons will be distributed along this north-south axis with maximum

    concentraon on the northern end. Neerukonda hill forms the southern terminaon of this axis. To the

    north, the visual axis extends all the way to the Kondapalli Hill Forest.

    The resultant chosen outcome for the SEED development locaon also considers the crical distance

    necessary between the Government Administrave core and the exisng Vijayawada city. This crical

    distance allows to capture the synergies of the adjacency of the 1+ million populaon in Vijayawada, but

    at the same me retains enough distance to create a new identy for the new Capital City. The natural

    direcon of growth of the SEED development will help expand and bridge the gap between Vijayawada and

    the new Government Core.

    4.6 PROPOSED MASSINGAND SKYLINE

    The skyline for the SEED development

    can be well appreciated from the NH9

    and the two iconic bridges entering

    the City. A few strategies have been

    adopted to ensure that this will be the

    most iconic developments to serve as

    the Central Business District of the new

    capital of Andhra Pradesh.

    Varying Skyline

    The Gateway node and Downtown

    Node are the high points. This is so

    because these areas are designed

    to have maximum development

    roads, having frontage and visibility

    and also having excellent mass transit
