IMPORTANT INSTRUCTIONS TO BIDDERS TO PARTICIPATE IN e-TENDERING

1. Information and Instructions for bidders hosted on website shall form as part and parcel of the bid

document.

2. The bid document consisting of technical specifications, quantities and the terms and conditions to be complied with

and other necessary documents can be seen and downloaded from website: www.tenderwizard.com/CPRI free

of cost.

3. The Bidders who are not registered for e-tendering on the website mentioned below are required to get prior

registration with KEONICS, No.24, 3rd Stage, 4th Block, Basaveshwarnagar, Bangalore -560 079, after fulfilling

the procedural formalities, including making payment of the requisite registration/processing fee ONLINE in favour

of KSEDCL payable at Bangalore. If needed, bidders can be imparted training on online bidding process as per

details available on the website. Details of ‘vendor registration’ and ‘Vendor brief help’ are also available on the

above e-tender portal.

4. One of the pre-requisites for participation in e-tendering is obtaining a valid Class III Digital Signature Certificate

from one of the Digital Signature Certifying authorities such as NIC, MTNL, e-Mudhra, TCS, Safescypt, GNFC etc.,

preferably through KEONICS.

5. On tender opening date, the Bidders can login and can witness the bids opening process. Sequel to the opening

of bids at the prescribed date & time, the bidders would automatically receive cost comparison sheet.

6. Bidders can upload documents in the form of JPG format and/ PDF format.

7. Bidders must ensure to quote in the prescribed format included in the tender document. The column meant for

quoting rate in figures appears in pink colour and the moment rate is entered, it turns sky blue. In addition to this,

while selecting any of the cells, a warning appears that if any cell is left blank the same shall be treated as “0”.

Therefore, if any cell is left blank and no rate is quoted by the bidder, rate of such item shall be treated as “0”

(ZERO).

CPRI is exempted from payment of Customs Duty under Notification NO.51/96 dated 23-7-

1. दरसूची सी आई एफ आधार पर र्ो (र्िाई माल उतारने का पत्तन अगधमान्द्यतया : मुंबई The Quotation should be on CIF basis (the port of landing preferably Mumbai for Air Freight and Sea freight).

4. जर्ााँ कर्ीं भी भारतीय अगभकतााओं द्वारा प्रस्ताि पेश ककए जाते र्ो, विदेशी प्रधानों के साथ अगभकरण के अनुबधं की प्रगत तथा उनके बीच का यथाथा संबंध तथा कारोबार में उनकी परस्पर रुगच, विदेशी प्रधान द्वारा जारी ककए िए प्रागधकार पत्र के साथ भारतीय अगभकताा द्वारा वबक्री के बाद प्रदान की जानेिाली सेिा के प्रकार को प्रस्ततु ककया जाए ।

Wherever the offers are submitted by the Indian Agents, the copy of the Agency Agreement with the Foreign

principals and the precise relationship between them and their mutual interest in the business, the nature of

The scope of the supply is given in Section II

4.0 बयाना जमा रागश

गनविदा दस्तािेज में यथा उगलस्खत राशी ई भुितान िेटिे द्वारा प्रस्तुत करें। पररगशष्ट–II के अनुसार बयाना जमा रागश पेश करने के गलए बैंक िारंटी का प्रपत्र

संलग्न रै् । मूल बैंक िारंटी गनविदा खोलने के गनयत कदनांक से पर्ले पर्ाँचना चाकर्ए अन्द्यथा प्रस्ताि खाररज कर कदया जाएिा।

प्रगतभूगत सुरक्षा जमा / गनष्पादन बैंक िारंटी

मााँि आदेश के उगचत पालन के गलए सफल गनविदाकार आदेश का दस (10%) प्रगतशत मूल्य पेश करें । इसे िारंटी काल की समागप्त के बाद लौटाया जाएिा ।

4.0 EARNEST MONEY DEPOSIT

Amount as indicated in the tender document to be submitted

through e-payment gateway. The formate of Bank

Guarantee for submission of EMD is also enclosed as per

Appendix-II. The original BG should reach before the due

date of tender opening otherwise offer will be rejected.

SECURITY DEPOSIT / PERFORMANCE

BANK GUARANTEE

Ten (10%) percent of the value of the order shall be

furnished by the successful tenderer for proper Fulfillment of the order. This will be returned after the expiry of the

Guarantee period.

6.0 TECHNICAL PARTICULARS

Tenderer is requested to furnish the details of

Guaranteed Technical Particulars in Section-II

enclosed and to be submitted online. This is MOST

ESSENTIAL.

7.0 िैद्युत सभी िैद्युत उपस्कर 400/440 िोल्ट, 3 कला, 50 आितान ए सी आपूगता अथिा 220 िो, 50 आितान, एकल कला ए सी आपूगता पर प्रचालन के गलए उपयुक्त

तथा भारतीय पररस्स्थगतयों के गलए उष्णककटबंगधत र्ो ।

7.0 ELECTRICALS

All electrical equipment should be suitable for operation on 400/440 Volts, 3 Phase, 50 Cycles AC Supply or 220 V,

50 Cycles, Single phase, AC Supply and must be Tropicalized for Indian conditions.

0.1 अ) िारंटी /िारंटी शतें :-

सी पी आर आई, Hkksiky / अन्द्य एककों में अच्छी स्स्थगत में उपस्कर की प्रागप्त की तारीख से 18 (अठारर्) मर्ीनों की अिगध के गलए अथिा 12 मर्ीने के संतोषजनक

काया प्रितान के बाद, इनमं से जो भी पर्ले र्ो, उपस्कर के साथ साथ उपसाधानों को, गनमााण में ककसी प्रकार के दोष, दोषपूणा अगभकल्प, सामगग्रयााँ अथिा कारीिरी के

गलए िारंटीकृत ककया जाना चाकर्ए तथा यकद उक्त अिगध के भीतर यर् दोषयुक्त पाया िया तो सी पी आर आई, Hkksiky के अंगतम िंतव्य स्थान अथिा उसके विगनकदाष्ट

एकक में गन:शुल्क प्रगतस्थवपत ककया जाएिा । श्रम, यात्रा और अगतररक्त पुजे ( यकद

कोई र्ो तो )आकद प्रभार सकर्त 2 से 4 िषा के गलए व्यापक एएमसी की उत्तर िारंटी की आिश्यकता विकल्प के तौर पर दी जाएिी। प्रस्ताि में उपस्कर के गलए वबक्री के बाद

उपलब्ध सुविधाओ ंके ब्यौरों का स्पष्ट उल्लेख करें। इस ब्यौरे में सेिा केन्द्र में तैनात

सेिा कागमाकों की सखं्या एिं अर्ाता, आपागतक पररस्स्थगत में अनुकक्रया समय , अगतररक्त पुजों की उपलब्धता आकद शागमल र्ो। इस प्रस्ताि में िारंटी/िारंटी काल की समागप्त के बाद उपस्कर के िावषाक सेिा अनुबंध के प्रभार तथा अन्द्य गनबंधन एि ंशतों का भी उल्लेख र्ोिा ।

8.0 GUARANTEE / WARRANTY CLAUSE :-

The Equipment as well as the accessories should be

guaranteed for a period of 18 (Eighteen) months from the

date of receipt of the Equipment in good conditions in

CPRI, Bhopal/ other units or 12 months after satisfactory

commissioning whichever is earlier, against any

manufacturing defects, faulty design, materials or

workmanship and shall be replaced free of cost at the

ultimate destination of CPRI, Bhopal or its specified unit if

found defective within the said period. The requirement of

post Warranty of Comprehensive AMC for 2 to 4 years

including the cost of labour, travel and spares (if any) etc.,

shall be offered as an option. The offer should clearly state

full details of the after sales facility available for the

equipment. The details shall include the No. & qualification

of service personnel stationed at the service centre,

response time in case of emergency, availability of spares

etc. The offer shall also give the amount and other terms

and conditions for Annual Service contract of the

equipment after the expiry of the guarantee/ warranty

period.

9.0 पैककंि :-

अ) आपूरक के खचें पर सी पी आर आई को सीधे पे्रवषत करने के गलए उपकरण को उपयुक्त ढंि से पैक करें और पारिमन के दौरान ककसी भी के गलए गनविदाकार

स्जम्मेदार र्ोिा ।

आ) बाह्य क्षगत या कगमयााँ जो पारिमन में असािधानी बरतने या खराबपैककंि के

9.0 PACKING :-

a) The equipment shall be packed suitably for dispatch

direct to CPRI at Suppliers expense and tenderer shall be

responsible for any damages during transit.

b. External damages or shortages that are prima facie the

result of rough handling in transit or due to defective

package will be intimated within a fortnight of the receipt

of materials / equipment’s.

ई ) पारिमन में असािधानी बरतने या दोष पूणा पैककंि की िजर् से सरसरी तौर पर जााँचने से साधारणतया पता न लिने िाली आंतररक क्षगतयों, दोषों या अगभन्द्न भािो के न र्ोने की सचूना सामगग्रयों की प्रागप्त की तारीख से 2 मर्ीने के अंदर दी जाएिी ।

c. Internal damages, defects or shortages of integral parts which cannot ordinarily be detected on a superficial visual

examination through due to bad handling in transit or

defective packing would be intimated within two months

from the date of receipt of the articles.

01.1 क्षगत या र्ागन :-

यकद आपूगता अिगध के दौरान यर् पाया जाए कक पर्ले से आपूररत माल की सामग्री या कारीिरी में दोष रै् या विगनदेशों के अनुरूप नर्ीं रै् या स्जस प्रयोजनाथा खरीदी िई र्ो उसके गलए अनुप्रयुक्त रै् तब के्रता को माल अस्िीकार करने एिं उस कारण के्रता द्वारा उठाए िए कष्टों का गनराकरण करने का विकल्प र्ोिा अथिा विके्रता को माल

गन:शुल्क प्रगतस्थावपत करने की आिश्यकता पडेिी ।

10.0 LOSS OR DAMAGE :- If during the period of supply it is found that the goods

already supplied are defective in materials or workmanship

or do not conform to the specifications or unsuitable for the

purpose for which they are purchased, then it will be open

to the purchaser either to reject the goods and repudiate the

purchaser may suffer on that account or require the seller

for replacement of the goods free of cost.

00.1 भुितान की शतें :

अ) देशी प्रस्तािों के गलए : सी पी आर आई, भंडार में अच्छी काया स्स्थगत में सामगग्रयों/उपस्करों की पूरी प्रागप्त के 30 कदनों के अंदर अपेस्क्षत कीमत का 100% भुितान ककया जाएिा । आ ) आयात प्रस्ताि के गलए : 90% का भुितान नौपररिर्न दस्तािेजों तथा अन्द्य

सभी संबंगधत दस्तािेजों को पेश करने पर अटल साख पत्र द्वारा ककया जाएिा। शेष 10% का भुितान , िारंटी काल की समागप्त तक मान्द्य प्रगतभूगत जमा की ओर बैंक

िारंटी पेश करने पर ककया जाएिा ।

7710 TERMS OF PAYMENT :

a) For Indigenous Offers : 100% of the due price will be

paid within 30 days after receipt of complete quantity of

material/equipment’s in good working condition at CPRI,

Stores.

b) For Import Offer : 90% payment by way of irrevocable

Letter of Credit against presentation of Shipment Documents and all other related documents, Balance 10%

upon submission of Bank Guarantee towards Security

Deposit valid up to the expiry of the guarantee period. 02.1 परीक्षण प्रमाण पत्र

7.10 TEST CERTIFICATES

Tests shall be carried out as per relevant standards before

despatch by the supplier at his expense and the test

certificates shall be submitted for approval by CPRI.

the materials/equipment offered shall have to be submitted

separately in a sealed cover super scribing tender enquiry

No. and due date. This is ESSENTIAL otherwise the offer

will be rejected.

other reference shall also be sent along with the above.

7110 FAX / E-MAIL OFFERS : In general , the offers

of value Rs.1 Lakh and above, offers through Fax/E-mail

are not accepted.

7.10 RIGHT OF REJECTION : -

The Director General, CPRI or his authorized representative reserves the right to reject any tender in part

or in full of all tenders without assigning any reasons

thereof.

.010 JURISDICATION / DISPUTES :-

In all disputes, the decision of the Director General, CPRI,

Bangalore, shall be final, conclusive and binding on the

supplier/tenderer. All disputes shall be subject to the

jurisdiction on the Courts in the City of Bangalore, India.

1120 पररितान :- खण्ड I I में कदए िए विगनदेशों में से कोई पररितान र्ो, जो उपस्कर के प्रचालन में सुधार लाएिा, उसे स्िीकृत ककया जाएिा। गनविदा में ऐसे पररितान और उनके

.710 DEVIATIONS :-

Deviations if any from the specifications given in Section-

II, which provides for improvement in the functioning of the

equipment, will be accepted. Such deviations and their

advantages shall be clearly brought out in the tender.

22.1 सामान्द्य अनदेुश :- क) सभी असफल गनविदाकारों को बयाना जमा रागश गनविदा के अंगतम गनणाय के

पिात ्र्ी, लौटायी जाएिी ।

..10 GENERAL INSTRUCTIONS :-

a) EMD amount will be refunded to all the unsuccessful

tenderers only after the finalization of the tender without

any interest.

ख) प्रगतभूगत जमा को िारंटी काल की समागप्त के बाद र्ी लौटाया जाएिा। b) Security Deposit will be refunded only after the expiry of

the guarantee period.

c) Tender documents fees and processing fee once paid

f) Tenders Received without EMD will be rejected. However, this clause is subject to the normal rules of relaxation of EMD as prescribed by the Government of India from time to time. Certificate of Exemption granted by NSIC shall be limited only for the goods specified in the said certificates manufactured by the concerned SSI units. Such certificates shall be submitted online along with price & technical bids.

छ) ऐसे गनविदाकारों के सामने गनविदाएाँ ऑनलाइन खोली जाएाँिी जो गनविदा दस्तािेज में गनयत समय और स्थान पर खोलने के समय उपस्स्थत र्ो ।

Tenders will be opened online before such of the tenderers who are present at the time opening at the scheduled date and time as given in THE TENDER DOCUMENT.

ज) एक बार गनविदा खुलने के बाद मूल्य से संबंगधत कोई भी उत्तरिती पत्राचार पर

विचार नर्ीं ककया जाएिा। h) No subsequent correspondence regarding price will be entertained, once the tender is opened.

झ) ककसी भी तरर् के तकनीकी ब्यौरे के वबना प्राप्त तथा “ पूणातया विगनदेशों के

अनुसार” अथिा “उपकरण आपके विगनकदाशों के अनुरूप रै्” जैसी सामान्द्य

अभ्युवक्तयों यकु्त गनविदाएाँ अस्िीकृत की जा सकती रै्।

i) Tenders received without any technical details and with general remarks like “ENTIRELY AS PER SPECIFIC-ATION”, “Equipment confirm to your specification are liable for rejection.”

ट) गनविदा दस्तािेज अर्स्तांतरीय रै् । j) Tender documents are not transferable.

ठ) गनयत समय से पर्ले सुपुदा की िई गनविदाओं को िरीयता दी जाएिी । बशतें सभी अन्द्य शते समान र्ो ।

k) Tender with early delivery schedule will be given preference provided all other conditions are equal.

23. यर् गनविदा ,भारत सरकार, वित्त मतं्रालय के सामान्द्य वित्तीय गनयम .00. के गनयम 760 ( II )प्रािधान के अधीन रै् स्जससे बोली लिाने िाला बोली की स्स्थगत ,बोली

प्रकक्रया और / या बोली की अस्िीकृगत के बारे में सिाल करने के गलए एक सक्षम र्ो । तदनसुार इस संबधं में बोली लिाने िाले द्वारा पछूताछ का जिाब तब कदया जाएिा यकद अनरुोध समय पर गलस्खत रूप में इस संिठन के क्रय विभाि में प्राप्त र्ोिा ।

23. The tender is subject to the provision of Rule 160(ii) of General Financial Rules 2005 of Government of India, Ministry of Finance, which enables a bidder to question the bidding conditions, bidding process and / or rejection of its bid. Accordingly, enquiries in this regard by a bidder will be responded if the request is received in writing timely in the Purchase Division of this organization.

No forbearance, want of vigilance, grant of time on the Purchaser`s part or alteration of the terms and conditions

of the Tender shall discharge the surety of any liability under this Guarantee.

The “Surety” cannot revoke this guarantee during its currency except with the previous consent of the purchaser
