Chapter 01 Introduction

1.1 Purpose of the report

Godrej Garden City (GGC) Township project, Jagatpur Village, Daskroi Taluka, Ahmedabad was

initiated in 2010. The construction of buildings in the Township was proposed in phases. Phase I of the

township is complete and the buildings are occupied. Construction of buildings in Phase III and Phase V

are ongoing. GGC is now proposing to construct the balance area within the demarcated area of township

of 8,37,643 sqm1 (approx. 83.7 ha). The proposed development activity falls under ‘Category 8(b) –

Townships and Area Development Projects’ under GoI Notification S.O. 1533 (E) of 14th September 2006

EIA Notification, 2006 (amended 2009, 2011, 2013, 2014, 2015) for which prior Environmental

Clearance (EC) from the notified State Environment Impact Assessment Authority (SEIAA), Gujarat is

required. Environmental Clearance (EC) has already been obtained for the completed and ongoing phases

(Phase I, III & V) and the details are given below. Copy of Environmental Clearances are enclosed as

Annex I, Annex II and Annex III for Phase I, III and V respectively, and the details are given in Table

1.1.

1.2 Identification of Project & Project Proponent

The proposal pertains to additional construction within a self-contained and sustainable designed

township consisting of residences, housing and institution for the Economically Weaker Section (EWS),

commercial and retail spaces and other leisure facilities proposed by Godrej Properties Ltd. The total

construction in the township proposed is about 14,65,960.00 sq.m built up.

1.3 Brief Description of Nature, Size, Location of the Project and its Importance to the

Country, Region

The proposed development is an expansion of Township project and falls under category 8(b) under GoI

Notification S.O. 1533 (E) of 14th September 2006. The site is in Jagatpur village located on the North

Western side of the city of Ahmedabad, in close proximity to the Sardar Patel Ring Road and NH 8C.

Access to the Project site is from the Sarkhej Gandhinagar Highway and from the Sabarmati and

Chandlodia. The Sabarmati railway station is located at distances 5 km and Chandkheda railways station

at 3 km respectively towards south east from the Project Site. The Sardar Vallabhbhai Patel International

Airport is located at approx 9 km from the project site towards south west. Figure 1.2 and 1.3 shows the

location map of the proposed project site.

The earlier agricultural land was identified and developed into a residential township under Gujarat

Integrated Township Policy as part of the Development Plan of Ahmedabad Urban Development

Authority (AUDA). The ownership of the land is presently with Godrej Properties Ltd.

The proposed township development is in accordance with the guidelines issued by the Government of

Gujarat, Urban Development and Urban Housing Department for Gujarat Integrated Township Policy.

There is an acute shortage for urban housing in India2. The township is planned and built on the principles

of sustainable living. The project will give continued employment to the construction workers.

1.4 Scope of the Study - Details of Regulatory Scoping carried out (As per Terms of Reference)

The proposed activity is covered in the schedule of EIA Notification, 2006 (amended 2009, 2011, 2013,

2014, 2015) in ‘8(b) Townships and Area Development’ – Category B.

Application for Environmental Clearance for the construction of balance area was made to the Gujarat

State Impact Assessment Authority in the prescribed Form 1 and Form 1A on 23rd October 2015. The

project was appraised by the Expert Appraisal Committee, in their 275th meeting held on 27th January

2016 at Gandhinagar. ToR for EIA was recommended by SEAC - (MoM of 275th Meeting of the EAC,

Chapter 02 Project Description

2.1 Aspects of the Project likely to cause Environmental Effects

The section briefly describes aspects of the proposed project which have a likelihood of causing

environmental effects during operation phase. Technical details of the project are given in annexes as

mentioned in the respective sections. Environmental impacts caused during construction and

decommissioning phase are elaborated in Chapter 4 Anticipated Environmental Impacts and

Mitigation Measures. Pollution control systems proposed as part of the project are briefly described in

this chapter.

2.2 Type of Project

The proposed project is the expansion of existing Godrej Garden City Township in terms of additional

construction. It is proposed to construct approx. 14,65,960.00 sq.m, within the existing boundary of the

township. Including the present development (existing Phase I, III and V), total built up of the township

now will be approx. 21,55,307.00 sq.m.

The proposed development activity falls under ‘Category 8(b) – Area Development and Township Project

(>1,50,000 sq.m built up or land more than 50 ha) under GoI Notification S.O. 1533(E) of 14th

September 2006.

2.3 Need for the Project

Since Ahmedabad is the main business Centre of Gujarat, people from neighboring states, and towns visit

the place for business, education and trading. Affordable and elegant housing is required to cater the

housing needs of people visiting the City on regular basis and also living in the west of the city. Due to

the connectivity to Gandhinagar – Sarkhej Highway, this part of the City is fast developing. Development

of the township has and will enhance the commercial development, job creation, and facilitate organized

growth in the nearby areas.

2.4 Location of the Project

Godrej Garden City is located in Jagatpur Village, north west of Ahmedabad, in close proximity to Sardar

Patel Ring Road and NH 8C, Daskroi Taluka, Ahmedabad District. Access to the Project site is from the

Sarkhej Gandhinagar Highway and from Sabarmati and Chandlodia. Sabarmati and Chandkheda railway

stations are at a distance of 5 km at 3 km respectively towards south east. The Sardar Vallabhbhai Patel

2.5 Size or Magnitude of Operation

The ground coverage is only about 26%. Greenbelt and open space will cover 25% of the total area. The

project details is given in Table 2.1.

2.6 Project Schedule for Approval and Implementation

Proposed construction will be starting within four months of obtaining Environmental Clearance from

State Environment Impact Assessment Authority (SEIAA). Proposed construction, commissioning and

operation schedule of the project is given in Annex VI.

2.7 Project Description

The township is intended to be an exemplary residential township with all requisite modern amenities

planned on the philosophy of sustainability, resource conservation, self-sustenance and minimal

ecological footprint from the inception stage. Configurations of proposed buildings are enclosed as

Annex VII. The existing as well as the proposed buildings are designed as per IGBC green building

standards.

2.7.1 Site access

The Township has 10 entry and exit gates which are positioned at different sides of the township and

Main road which are connected to the Sarkhej-Gandhinagar Highway and Jagatpur Road. Access to the

site can also be from the Sabarmati and Chandlodia railway stations located at about 5 km and 3 km

respectively from the project site. The Nava Vadaj Bus Terminal of Ahmedabad Municipal Transport

Service (AMTS) is located at about 3.5 km from the project site. Feeder roads leading to the site will be

constructed as part of the development along with required layout of internal roads. Detailed study

regarding the internal circulation of traffic movements, bus stops and parking has already been done as a

part of master plan and enclosed as Annex VIII.

2.7.2 Infrastructure Planned

Infrastructure facilities such as road network, water supply, drainage, solid waste collection system, storm

water network, electricity and telecommunication facilities are already available in the Township.

Additional infrastructure for the proposed buildings such as STP, rainwater harvesting structures, signage,

fire safety, additional civic center’s, etc. will be a part of proposed development. Infrastructure Plan for

Proposed Township is enclosed as Annex IX.

Construction equipment and materials will be carried to the site using the Sarkhej-Gandhinagar Highway

and sufficiently wide internal roads. Major transportation to the site is expected from nearest area of city.

2.7.3 Power Requirement and Source

The existing power supply source at Phase I, III and V is from Uttar Gujarat Vij Company Limited

(UGVCL). DGs are provided as power back up for all emergency services in case of power failure. The

power requirement in existing phases I, III and V is around 58 MVA. It is estimated that the power

requirement for proposed development will be around 42 MVA. Details of DGs Existing and Proposed

2.7.4 Water Supply and Sewage Treatment

(I) Construction Phase

It is estimated that an average of 72 kl/d of water will be required at the Project site depending up on the

site activity. Approx. 200 kl/d of water will be required for the construction activity, such as concrete

mixing and curing purpose and the rest for labour colony. The source of water for construction would be

tankers and treated water from existing STP. Water and sewage quantities during construction phase are

given in Table 2.3.

a) Water Requirement

Water demand in the residential buildings is for domestic consumption, cleaning, washing, flushing and

gardening while in commercial complexes it is for drinking, flushing, firefighting and gardening usages.

Total water requirement for the project is calculated to be about 9464 kld including fresh water and

recycled water during the operation phase. The water requirement for the entire Township (After

expansion) has been calculated based on National Building Code (NBC) PART-9.

b) Water source

The project will be dependent on AMC supply and Tankers.

Water Supply and Distribution System

At present, raw water is collected in a collection tank, and then softened by ion exchange and chlorinated

for disinfection. Treated fresh water is transferred into the storage tank from where it is pumped to the

overhead tank. The same will be extended for the proposed development too.

Dual plumbing system for the supply of grey water from Sewage Treatment Plant is a part of plumbing all

the buildings at present for the optimal utilization of water. Pressurized, high-integrity, isolated grey

water network eliminates the possibility of contamination with any other utility and the same will be

followed in the proposed buildings

In an event of power failure diesel driven pump will be provided and hence uninterrupted water supply

will be achievable. The schematic water supply network is shown in Annex IX.

c) Wastewater generation

Source of wastewater includes grey water from kitchens, bathrooms and black water from toilets.

Approx. 7403 kl/d of total waste water will be generated from this integrated project and 4119 kl/d of

treated water will be utilized for flushing, and gardening. Excess treated water will be used for

construction activities as long as the construction is on. Once the construction is complete, the additional

treated water will be used for irrigating AMC gardens and plantation on the medians along SG Highway

As there is no requirement of water for gardening during rainy days, the treated wastewater will be

disposed through UGD.

e) Sewerage System

Sewerage system has been designed based on National Building Code (NBC), CPHEEO Manual for

Sewerage & Sewage Treatment & Handbook on Water Supply & Drainage by B.I.S. Sewerage system

will comprise collection, treatment and disposal of sewage. Sewage from individual manhole will be

collected through a common sewage pipeline and pumped to STPs. STPs are proposed at different

locations selected based on the clusters. Treated sewage will be stored in collection sumps. It will be later

used for landscaping and toilet flushing. Refer Figure 2.5 for location of existing STPs.

2.7.5 Rainwater Management and Harvesting

A well-engineered storm water drainage system (Refer Annex IX) will be provided all along the road

network and the arterial roads of the proposed building complex to collect water during rains. Storm

water drainage will be designed for average rainfall intensity. Storm water will be discharged to recharge

pits to augment the sub-soil water. A report regarding storm water discharge and management has already

been submitted.

Water from all rooftops shall be diverted to the respective rainwater harvesting pits proposed at different

locations and excess to be channelized to the nearest storm water drain. Rainwater recharge practices

followed at the site are shown in Figure 2.6.

2.7.6 Solid Waste Management

(I) Construction Phase

A. Construction Waste

Construction waste generated would include debris, concrete, steel and other metals, bricks, pallets,

packaging and paper products, railings, door and window casings, fixtures, tiles, furnishings, etc.

Concrete wastage and wasted mortar will be crushed, aggregated and mixed with other road sub-base

construction material, consolidation of surfaces under podia, under margins/pitching of storm water

drains, periphery curbing of roads etc. Metal scraps will be sold to local scrap dealers for onward

recycling. The material will be cleaned at site to remove possibility of contamination of any kind before

handing over to the scrap vendor. Waste packaging material and wooden waste, used plastic bags of

cement will be sold back to the supplier for reuse or to suitably identify registered recyclers.Approx. 1-2

MT/day of construction waste. Concrete waste, etc. will be used for road construction and all the

recyclable such as steel scrap, etc. will be sold to vendors.

B. Excavated Earth

The present proposal is to construct 110 new Blocks with residential and commercial Building usage. It is

estimated that approximately 16,70,415.22 cum soil will be excavated for the proposed development. As

the terrain is uneven and the area is approx. 36.8 ha vast, it will be utilised at the site itself for levelling,

landscaping etc. Excavation earth details for proposed expansion is given in Table 2.5

b) Solid Waste Generated at Labour Site

Two labour colonies exists at the project site. The sewage generating from the temporary toilets is treated

in the existing STP of 1000 kld. The same practice will be continued in the future too.

Utmost care is taken to ensure that there is no water accumulation at the site. The solid waste from the

labour colony will be segregated. Biodegradable waste generated from the labour site will be composted.

Non bio degradable waste shall be send to the nearest sanitary landfill of AUDA.

II) Operation Phase

A. Municipal Solid Waste

Presently the solid waste is collected by AMC. GGC in association with AMC is planning to put up a

solid waste management system at the site itself and according to the plan the entire biodegradable waste

from the township will be composted at the site itself using a suitable technology. The composted waste

will be used at site for horticulture and in AMC gardens if additional quantity is available. Quantities of

solid waste in the present and proposed phases of Godrej Garden City are given in Table 2.6.

A) Movement Pattern

The development is a transit-oriented development. The plan incorporates key transport related features

given hereafter. The road configuration is according to the GITP norms.

Internal roads of adequate width are constructed for smooth vehicle entry and exit (refer Figure 2.2). All

roads provide for both pedestrian movement and non-motorized vehicle movement. Following is the road

inventory of the township:

30 m wide commercial avenue

30 m wide local neighborhood street

24 m wide proposed AUDA road

18 m, 14.5 m and 9.5 m wide local access streets

Garden paths

Based on network planned in the AUDA Plan, the east-west road of 30m width which cuts across the site

is envisaged as a sub-arterial road providing dual carriageway with cycle track and pedestrian walkway.

The principal access positions are located in the edges of the property in the south, west and north. A road

over bridge (ROB) over the railway track has been proposed considering land constraint and the city

master plan proposal. This proposed flyover will provide the central access to the project from Sarkhej

Gandhinagar Highway (NH-8C, right of way 60 m) and from the west of the Project site. There is a

potential access available to the west of the southern boundary of the Project site with 30-40 m link

planned to connect the Highway.

Bus Transport

It is envisaged that the city bus service after taking off from the Sarkhej Gandhinagar Highway will

follow a counter-clockwise direction from the ROB on the 30 m wide east-west road. Once the

development has reached full potential, the bus loop will serve almost the entire area with stops placed at

regular intervals. The bus movement involves left side pickup and drop off with little pedestrian

movement across the road.

Parking

Considering the gross floor area distribution principally among residential, commercial and uses, the

parking requirement has been worked out at 15048 ECS as per NBC guidelines for proposed

development. Total Car parking will be provided after expansion is 19836 ECS (Table 2.7). Parking

requirement is given in the Annex VII.

B) Street and Yard Illumination

Street and yard illumination is achieved by a combination of high efficiency lamps, CFLs and LED

clusters. LED cluster lamps fixtures have a lower illumination package in comparison with HPSV lamps

and CFLs, however with the new LED clusters bearing 60,000 hrs. lamp life and with desirable

characteristics such as energy savings, low maintenance and good colour characteristics, it is a

recommended option for street and yard illumination for the proposed development, with plan of

systematic retrofitting in the existing phases.

C) Fire Fighting System

Fire safety system within the project will consist of fire detection and fighting system. Automatic fire

detection system with different types of heat and smoke detectors are provided in existing buildings. The

system is connected to the fire alarm system. An emergency intercommunication system is provided for

the entire building. The control room /security room with communication system to all floors and facility

for receiving messages from different floors shall be provided before the completion of entire

development.

Adequate fire protection arrangements such as fire water storage tank, fire pump, wet riser system, hose

reel, hose box, fire alarm system, portable fire extinguisher, fire pump, emergency light, etc. are provided

in the buildings as per the requirement of Fire Department. Automatic sprinklers are installed in the entire

building. Portable fire extinguishers are provided at strategic locations. To prevent any fire hazard, good

housekeeping inside and outside the building is strictly maintained. The same shall be continued for the

proposed development too.

D) Control and Maintenance System

Control system is provided for all existing buildings phase wise for continuous power supply, HVAC for

common areas, lifts and BMS. The control system has automated DG control panel and emergency

lighting. The same facilities will be extended to the future development.

The regular operation and maintenance will be required for air conditioning plant, pumps, and DG sets,

sewage treatment plant, biogas plant, etc. as they will be equipped with electrical control and mechanical

fittings. The maintenance of landscape, area and rainwater harvesting system requires both on short term

and long term basis. Trained operators are already employed to maintain the facilities.

E) Security System (CCTV System)

Closed Circuit TV system is proposed as the mainstay real-time surveillance system for the project

premises including perimeter wall. It will include live multi-monitor display at the security control center

and will include facility for recorded programmable time-lapse images to be stored for 30 days on DVD

format to facilitate investigations of reported cases. The system will be based on IP TV with cameras

proposed to be placed at strategic locations, such as Main Entrance/Exits, entry/exits for each building

entrance, Public places, and Utilities/Plant rooms. Panable and tillable field cameras will be installed at

every rotary/junction

2.7.8 Energy Conservation

Completed phases of GGC are LEED INDIA certified by IGBC (Annex X) and the future development

also will be designed as per the IGBC standards. Details on energy requirement for proposed construction

and the measures proposed for energy conservation is given below.

To enhance the energy conservation while selection of building material following measures are adopted:

Use of recycled material (fly ash up to 20%)

Maximum use of local resources & skills

Reduction of transportation

Use of water based paints

As all the buildings are to be IGBC certified, the building material specification will be as per the Green

building standards.

Following energy conservation efforts shall be made in the Project:

Sound design of buildings for maximum natural ventilation and illumination.

Design of building shell to reflect most of the solar insulation helping in reduction in AC loads.

External lighting: All street lighting based on solar energy

It is proposed to install emergency power back-up using Diesel Generating (DG) sets for supply of power when grid power is not available. Power back is proposed for only common area lighting with 50% lifts of the residential buildings. DG sets to be installed in rooms provided with acoustic treatment to meet the CPCB regulations.

Use of low emissive glass will be made wherever possible to help reflect the solar radiation to the outside.

Glass to be used will have following characteristics:

Glass which can help in heat avoidance will be used. The glass will be low emissive with double glazed unit with a coating on the second face of the glass. It will be transparent yet heat resistant

Under-deck insulation will be used to prevent roofing from heating via direct exposure to sun.

Special coating – “Green Shield” will be utilized.

Double glazed system will be used to lower heat gain.

Conservation efforts to be adopted are as follows:

Use of solar water heating for upper floors

Part of street lighting through solar stand-alone poles.

Sunscreen films on windows to reduce heating inside the buildings

Purchase of energy efficient appliances

Use of compact fluorescent lamps and low voltage lighting

Energy efficient T5 tubes and PL lamps will be used for interior lighting.

Timers to be provided for corridors/ car park lighting

Minimum window to wall ratio has been adopted for walls on East and West facades. Stepped facades provided will additionally decrease heat transmission onto walls.

The design has considered maximizing the use of natural lighting through design features. Means for passive solar cooling utilizing building shading has been adopted.

Ozone friendly HFC-134a refrigerant shall be specified for refrigeration system.

AHUs with efficient airfoil construction fans.

Demand based ventilation. Fresh air volume shall be modulated based on signals from CO2

sensors in occupied areas. This will reduce sensible and latent loads due to fresh air during low occupancy periods.

High efficiency (EFF-1) motors shall be specified for all driven equipment.

2.7.9 Greenbelt Development

The landscape structure shown in Figure 2.7 comprises a range of open spaces arranged as a visually

interesting and varied network to facilitate comfortable and unhindered movement of people on foot. The

proposed landscape will be planned based on the community concept. It will be designed as a broad

landscaped walkway for movement and activity especially during the early morning and evening hours

and also be the focus of informal leisure activities of residents. The terrace and gardens planned between

and below the buildings along the walkway and a unique spatial and visual experience as a prelude to

approaching the residential buildings. The proposed plantation will enhance the probability of increased

habitat in the region.

Boundary planting is another important part of the landscape concept. The site periphery can afford the

opportunity for major tree planting with species native or hardy in the area. There were 243 trees on the

site before construction. Today there are 12,069 trees (Refer Table 2.8 and Figure 2.8) at site (31

species) which is covered 88,215.84 sqm Landscape area to the site. After expansion the landscape area

will be 2,09,411.00 sq.m including lawn and tree cover area. The peripheral planting is a buffer to noise,

a very effective dust filter and also provides wind shelter. Boundary planting is best done with a

combination of fast and slow growing species, to take care of immediate protection and also provide for

long term benefits. Proposed tree species for greenbelt development are given in Table 2.9 (Refer Annex

XI)

3.1 Study Area, Period, Components and Methodology

3.1.1 Study Area

An immediate impact boundary of 5 km radius from the project site is considered to analyze the degree of

the impact likely to be generated by the proposed project. Aerial image showing location of various

monitoring stations superimposed with location of habitats is shown in different sections of the study

environmental parameter wise in this chapter.

3.1.2 Period of Baseline Monitoring

Monitoring was carried out during March, April and May 2016 (summer of 2016).

3.1.3 Components and Methodology

Key attributes such as air environment, water, soil, etc. were assessed by conducting field studies and

desk studies. Other attributes such as land use studies, geology, physiological characteristics, flora – fauna

and socio-economic environment have been assessed by site survey and secondary sources.

3.2.1 Topography

The maximum contour level on the site is 51 m and minimum is 47 m which shows that the land is fairly

leveled. There are depressions at a few places and water naturally flows into these locations.

3.2.2 Regional Geology

The soil in this district can broadly be classified as black, medium black, goradu, kyari and rocky. The

goradu soil varies from fertile brown to sandy loam and is found in Ahmadabad City, Daskroi and parts of

Sanand, Dholka and Viramgam taluks. The soil is generally fertile and its response becomes very well

after irrigation and manuring. The Kyari soil is found in several parts of the city, Daskroi, Sanand, Dholka

and Viramgam taluks.

The major portion of the area is covered by recent and sub-recent formations. The area is almost covered

by brown sandy and clayey soil and has a gentle north easterly slope. It forms part of Cambay

sedimentary basin with about 400 m thick Quaternary sediments. The geology of study area is grey to

dark grey shale with salty sand stone, siltstone and coal beds with minor siderite clay stone. The area

formations allow for secondary porosity. The alluvium mainly consists of alternate layers of fine to coarse

grained sand, gravel and clay.

3.2.3 Land use, Land Cover

The proposed development is located in the Jagatpur village of Daskroi taluka in Ahmedabad district

(Figure 3.1 Site and Surrounding).

The Table 3.2 below shows the areas in sq.km and in percentage of the different land use classes in the

study area of 5 km around the proposed site.

From Table 3.2 it can be seen that within an area of 5 km radius around the project site, built up area

(30.08 %) and agriculture crop land (28.97 %) is the most dominant land use. This may be attributed to

the fact that the project site is located on the outskirts of the main city of Ahmedabad and Gandhinagar.

However, this part of Ahmedabad is undergoing rapid urbanization as many small and large

developments are coming up in this area. Few undeveloped patched can be observed on the Western side

of the study area towards village Ognaj. Village Tragad on the North and village Chharodi on the North

West are sparsely developed land patches. A graphical representation of the distribution of various land

use classes is given in Figure 3.2.

Land use refers to man’s activities and various uses, which are carried on land. Land cover refers to

natural vegetation, water bodies, rock/soil, artificial cover and others resulting due to land transformation.

Although land use is generally inferred based on the cover, yet both the terms land use and land cover are

closely related and interchangeable.

Using the standard land use classification system proposed by NRSC, 6 classes of Level I land use / land

cover classes were identified and mapped using satellite data in the present study. (Please refer figure 3.3:

Satellite imagery of the 5 km study area and figure 3.4: Land use / land cover Map of the 5 km study

area.) Date of satellite imagery used for the study is 10th May 2016.

3.2.4 Weather and Climate1

Ahmedabad has a tropical monsoon climate, which is hot and dry, except in the rainy season. Summer

days are very hot with mean maximum temperature of 41.3 °C while, nights are pleasant with mean

minimum temperature of 26.3 °C. The mean maximum and minimum temperatures in winter are 30 °C

and 15.4 °C respectively. The average annual rainfall of the area is 782 mm, although there is a

considerable variation from year to year. It occurs generally during the months of June to September. The

average relative humidity is 60% with a maximum of 80% to 90% during the rainy season. Climatic data

of Ahmedabad is given in Table 3.32. Windrose based on average data from 2011-2016 drawn from the

IMD data of Ahmedabad airport observatory are shown in Figure 3.53.

3.2.5 Air Environment

3.2.5.1 Ambient Air Quality – Sources of Pollution

The buffer zone of the study area which constitutes of a part of the city of Ahmedabad shows some

amount of vehicular pollution. Two wheeler populations in the city contribute to pollution due to which

quality of air has been affected. Presence of high volume of dust suspension is due to un-surfaced margins

on majority of the roads in the city. The various sources of air pollution in the region are commercial,

small scale industries and vehicular traffic. The major air pollution source within the buffer zone is the

Sarkhej Gandhinagar Highway which lies 1 km to the west of the proposed site.

The reconnaissance survey of the core zone shows the presence of very small commercial establishments

and village activity within the site vicinity.

Based on this survey, it can be said that the major air polluting activities in the study area are small and

medium industries/vehicles (in Ahmedabad city) and surrounding sources such as fuel burning, dust

emissions from unpaved areas towards the South West and North of the plot.

Major industrial sources of air pollution – the Naroda, Odhav and other nearby industrial estates are on

the opposite end of the city over 15 km away.

3.2.5.2 Ambient Air Quality – Monitoring

The parameters of concern in the air environment are combustion-derived pollutants SO2, NOx, PM2.5 and

PM10. Hence the existing Ambient Air Quality status (AAQ) was monitored for PM2.5, PM10, SO2, NOX

and CO. Gaseous pollutants i.e. SO2 and NOX were collected on 24 hourly basis by drawing air at a flow

rate of 0.5 lit/min through the absorbing media, whereas, PM was collected as 24 hour average by

drawing air at a flow rate of 1.0 - 1.5 m3/min through micro glass fiber filter paper 10µ & 2.5µ mesh size.

The monitoring was carried out during the months of March, April and May, 2016. Methodologies

adopted for sampling and analysis were as per the approved methods of Central Pollution Control Board.

The monitoring stations were chosen based on the predominant wind directions. Habitations as most

sensitive receptors of the air pollution were given priority over other receptors for the AAQM. The

sampling stations have been shown in Table 3.4.

The concentration of all monitored pollutants was found much less compared to the permissible limit of

National Ambient Air Quality Standards (NAAQS). NOX concentrations within the study area ranged

between 13 - 18 μg/m3 with the highest concentration found was near Project Site and Chenpur village i.e.

17.68 μg/m3 and lowest near Project Site Area near Railway Crossing i.e. 13.26 μg/m3. So2concentration

of all locations ranged is between 12 to 17 μg/m3 with highest concentration near Mukt Pushpanjali

School (15.88 μg/m3) and lowest concentration at Project site near Railway crossing line (12.09).

3.2.6 Noise Environment

3.2.6.1 Noise Quality – Sources

The Ahmedabad-Gandhinagar railway line runs along the western boundary of the proposed site and the

Ahmedabad Mehsana line runes along the Eastern boundary of the site. Noise from the passing railways

is an intermittent source of noise for the surrounding areas. Other sources of noise that exist in the core

zone include small commercial establishments and occasional road traffic. The traffic along the Sarkhej

Gandhinagar Highway located at about 1km from the site is not a significant source due to distance and

natural noise attenuation achieved.

3.2.6.2 Noise Quality – Monitoring

The site has no noisy activities in the surrounding and has a typically rural character. Baseline noise

monitoring studies were carried out at villages around the proposed project site using a noise meter Day

and Night per hour 24 hourly in decibel as per CPCB Norms. The detailed of the Noise monitoring

location is given in the Table 3.7 below.

The maximum noise level was observed near Project Site i.e., 70.3 dB(A) during day time and 53.2 dB

(A) during night which is due to the Construction work at site. Minimum noise levels were observed near

Chenpur village and at near Mukt Pushpanjali School i.e., 36.2 dB (A) during day time and 26.4 dB (A)

during night time respectively. Equivalent Noise level was maximum at Project Site i.e., 66.0 dB(A)

during the day time and 46.7 dB(A) during the night time which is slightly more than the limits of Noise

level standards. The noise level observed highest at project site because of construction activities of Phase

III and V of Godrej Garden City.

3.2.7 Surface Water and Ground Water Quality

3.2.7.1 Water sources in the Project Area

AMC, STP treated water, tankers, surface water and ground water are the source of water within 5 km of

project area. Ground water sources within the 5 km radius were examined for physico-chemical and

biological parameters in order to assess the effect of surrounding activities.

3.2.7.2 Surface Water Quality Monitoring

The surface water samples were collected and analysed for various physico-chemical parameters as per

standard methods. The details of surface water monitoring stations are given in Table 3.9 below:

pH is an important parameter indicative of alkaline or acidic nature of soil. It greatly affects the microbial

population as well as solubility of metal ions and regulates nutrient availability. The presence of organic

matter in the soil determines the stability of soil aggregates and enhances the metabolic activities of

microorganisms present in soil responsible for the nitrogen and potash content in the soil responsible for

shows that the soil is poor in organic content.

Core zone

The site was previously used for agricultural purposes. Since considerable urban development has already

taken place since last 8 to 10yrs, very sparse vegetation exists on the surrounding area. Wild fauna is

totally disappeared due to the human habitation. The list of trees in the campus is given in Annex XI.

Buffer zone

The buffer zone is characterized by human induced ecosystems dominated by agriculture mainly towards

the north west of the site. Although the typical forest type of this region is arid scrub forest, there are no

natural forests within the study area. Some community forests established and maintained under

community forest programme exist along roads, railway lines and village pasture lands.

There is no natural wildlife habitat in the area. The riparian zone of the Sabarmati river is subjected to

much developmental pressure like sand for construction use, river bed agriculture, industrial effluent

drainage etc.

There are no sanctuaries or forests found in the study area and there is no archaeological monuments were

found in study area as per the information obtained from District Census Hand Book 19912011.

3.2.11 Socio Economic Environment4

The project site falls within the city corporation limits. Ahmedabad has a population of 5577940 per the

2011 Census of India. The number of males were 2938985, constituting approx. 53 per cent of the

population, while the number of females were 2638955 Male literate population were 536462, while

female literate population were 665085. Population of 0 – 6 yrs were 621034.

3.2.11.1 Socio Economic Conditions in the Impact Area

The project site is moderately populated and a part of Ahmedabad city life style is urban in nature with

high literacy rate. There are no much agricultural activities within the impact zone. Infrastructural

facilities such as bank, post office, police station, road and transportation, status of educational

institutions, availability of health facilities are very good. Apart from this other socio-economic variables

such as water supply system (drinking and irrigation facilities) sanitation and toilet, etc. are also found to

be very good around the project site.

Buffer Zone

The AMC area is spread over 190.84 sq km and AUDA area is 1330.08 sq km. Spatial distribution of this

population within the city over the decades shows that up to 1981 most of the new population added to

the city was mainly concentrated within old AMC limits itself, especially in the eastern part.

Expansion of the peripheral areas began in the 1980s and has continued. Earlier only the eastern parts and

particularly the eastern periphery registered faster growth rate, but since the 1980s even the western

periphery has grown rapidly. The areas adjoining AMC, falling within AUDA limits have shown rapid

growth.

Gandhinagar is also experiencing relatively high rate of growth. This is partly due to the saturation of

population within the city area and consequent large-scale housing development in the peripheral areas.

The contrasting spatial patterns observed in the eastern and western areas of AMC which have extended

into the peripheral areas in the same manner.

Physical Infrastructure

The site is located within the jurisdiction of Ahmedabad Municipal Corporation (AMC). Water supply,

drainage and sewage, roads etc. are provided by the AMC. Some roads within the site area fall under

AUDA.

Water Supply

The water supply needs of Ahmedabad Municipal Corporation are presently met from three sources:

Surface water from Raska

French well in Sabarmati River

By Intake well-constructed in River Sabarmati (Narmada canal water is released in river which is pumped through intake well).

Ground Water

Till recently borewells were significantly meeting water demand of the city. AMC draws water from

some 363 tubewells (altogether there are 406 tube wells installed, but 43 tube wells are non-functional

currently) installed in various parts of the city. Besides, there are reports of ground water tapping by

private bore wells/ tube wells.

Sewerage Network

Presently, around 75 percent of the municipal area is covered by 1384 km long sewerage network. There

are 43 Sewage Pumping Stations, of which 8 are main Sewage pumping stations. At present, Ahmedabad

generates about 500 MLD of sewage of which about 168 MLD is discharged into River Sabarmati

without treatment through storm water outlets. In the newly merged areas of extended east Ahmedabad,

sewerage facilities are provided in an area 44 sq.km.

Storm water drains

Storm water drains in the city cover only 23% of the roads in the city. These storm water drains discharge

storm water into River Sabarmati at 42 locations, of which currently only 27 locations are functional.

Storm water drains in the city are poorly developed and many parts of the western and eastern zone

experience water-logging problems during the rainy season.

Social Infrastructure

Health

The city of Ahmedabad provides good medical services in the form of hospitals, dispensaries and

maternity homes. The Corporation manages three general hospitals, one ophthalmic hospital, one TB

hospital, one infectious decease hospital, 5 referral hospitals and 22 dispensaries. It also provides 10

maternity homes, three dental clinics and 43 dispensaries.

Education

Primary schools like Navrang and Khyati Primary School are located in close proximity to the site in the

new developments at Chandkheda. The Hiramani School and the Nirma Institute which are premier

institutes of Ahmedabad city are located near the Highway.

Ahmedabad city is well developed in terms of educational facilities with a range of primary, secondary

and higher secondary schools colleges. Apart from these, several premier autonomous institutions of the

country like Indian Institute of Management, National Institute of Design, Center of Environmental

Planning and Technology are located here.

Measures 4.1 Details of Investigated Environmental Impacts

The proposed expansion may have some short and long term environmental impacts during construction

and operation phase if proper mitigation plans are not made part of project planning and implementation.

Identification of environmental impacts and design of mitigation measures as part of the project execution

and operation phase is described in the following sections.

4.1.1 Environmental Impacts due to Project Location

The proposed expansion of Balance area in Godrej Garden City Township entailing construction of new

buildings are in new land acquisition. Building Configuration is enclosed as Annex VII.

Identification, prediction and assessment of the potential impacts of the proposed Project on the various

environmental components due to construction and operation activities have been carried out. Nature,

duration and extent of impact have been assessed based on the magnitude and duration of the Project

activities and the environmental attributes of the receiving environment presented in earlier chapter on

environmental setting.

4.1.2 Environmental Impacts due to Possible Accidents

The Godrej Garden City site operations are in mixed use activity category. No handling of hazardous

material or hazardous operations is being carried out or is proposed to be carried out at the site. No

accidents with escalation potential and off-site damage is possible form the site operations.

Safety measures to be followed in Excavation of soil of the proposed site are given in Annex XIII Risk

Assessment and DMP. Possibility of disruption of activity and loss of property and life due to natural

and manmade causes are also covered as Annex XIII to Chapter 7 Additional Studies.

4.1.3 Environmental Impacts due to Project Design and Operation

The existing Phases in the Godrej Garden City have been designed in conformity with NBC, 2005 and

have environmental sustainability features as part of project design. All buildings in the GGC will be

certified by LEED INDIA IGBC. Thus, minimization of negative environmental impacts due to design of

the Project has been considered as part of project design.

4.1.4 Environmental Impacts due to Project Construction

The expansion project will entail civil work comprising construction of all three buildings including

basements. The disposal of the construction debris will be carried out as instructed by the AMC at sites

identified by them. Significant impacts during project construction have also been identified in the

weighted Impact Identification Matrix given in Table 4.1.

4.2 Measures for Minimising and /or Offsetting Adverse Impacts Identified

An activity and impact significant-wise environmental management plan has been prepared with the

purpose of minimizing/offsetting negative impacts arising from Excavation, construction and operation of

the Balance area Phase, as given in Section 4.5 Mitigation Measures.

4.3 Irreversible and Irretrievable Commitments of Environmental Components

Some of the environmental impacts likely to arise from Excavation, construction and operation of the

proposed Phase expansion will be irreversible. However all the irreversible negative impacts will be

compensated by far greater weighing irreversible positive impacts. The project will have a net positive

impact on the urban environment of Ahmedabad. Benefits from the expansion projects are specifically

described in Chapter 8 Project Benefits.

4.4 Assessment of Significance of Impacts

Weighted matrix method has been used to identify, quantify and compare various impacts of the phases of

the projects (Excavation, construction and operation) on environmental attributes, with and without

employment of EMP measures. A composite Attribute Significance Value (ASV) and Project Impact

Value (PIV) and Project and has been derived from the multiplication of the weightage of the particular

environmental attribute with the impact number caused by the activity over the attribute. The

environmental attributes have been ranked on a scale of 0 to 5 in order of increasing importance. On the

basis of the ASV score evaluation of impacts has been carried out to assess whether an impact is

acceptable as-it-is, requires mitigation, or is summarily unacceptable.

Project activities which register beneficial impacts on most number of environmental attributes are

Energy Conservation, Construction of storm water drain, Construction of STP, Solid Waste Management

Systems and Plantation/Maintenance/intensification of greenbelt and landscape.

Project activities which register adverse impacts on most number of environmental attributes are dust and

noise generation and increased traffic during construction phase and additional traffic volume during the

operation phase.

Soil and management of construction activity (during foundation excavation) is a major activity both by

volume of work and duration of activity wise, which may have major adverse environmental impacts.

Design and implementation a Debris Management Plan is essential to effectively practice the mitigation

measure proposed for this activity.

Attribute Significance Value for each environmental attribute (ASV) is calculated from the formula:

Where n is the number of environmental attributes rated on the scale of 1 to 5 due to the various activities

during the construction of the Project. Each value is converted to a probability score that in turn is

recalculated on a base level of 100. The recalculated value is called ASV. The recalculation is done to

enable the Project to be rated on the Attribute Significance Index Scale.

The Attribute Significance Index Scale given in Table 4.2 is used for evaluating the severity of the

impacts of various Project activities on the environment.

The impacts have been rated on an Impact Scale from 0 to 5 (+ve/ve). Each Project activity is then

evaluated on a graded matrix and an ASV arrived at for each environmental attribute with and without

mitigation measures.

The various activities of the Project during the construction as well as the operation phase have been set

up as columns, and the environmental attributes for different environmental elements have been set up as

rows. The ASV for each environmental attribute has been given in the first column. Based on the Index

Scale and the nature of the Project activity, each environmental attribute has been assigned a value

according to positive or negative nature of the impact being evaluated.

The Project will employ approx. 1600 workers (including existing workers of Phase III & V) for a very long period during the construction phase,

which will have positive impact on employment generation. Construction activity will lead to dust generation during site cleaning, excavation,

transport of building materials and machineries.

Dust, noise and traffic are the major identified pollution source in the construction phase. Negative impact

on the construction workers due to exposure to particulate matter during the excavation will get mitigated

by using personal protective equipment such as dust masks and earmuffs. The labour colony at the site

will generate municipal waste. An effective environmental management plan has been being prepared for

the construction site management which will be implemented by the construction contractor. Effective

sanitation and health amenities will also be provided at the project site.

4.4.5 Impact Summary

The PIV of the Project in all the phases with mitigation measures have been evaluated against a Project

Impact Value Assessment Index as follows in Table 4.9. The PIV of -272.5 during construction phase

indicates that the considerable mitigation measures would be required. The PIV of 60 during operation

phase specifies that the Project will have a permanent positive impact and environmentally feasible.

It is observed that most of the Project impacts are related to construction phase activities and are transient

in nature. All of these impacts can be mitigated by following good construction practices.

From the evaluation of the proposed Project activities, with and without mitigation measures, it is found

that even though there are negative impacts concerned mainly with the construction phase with proper

mitigation measures, there is a significant positive impact on environment during operation phase. The

Project activity will have large employment generation potential during construction as well as operation

phase.

The Project would have a significant positive impact due to infrastructure development, new job

opportunities and overall progress of the area. Ecology and soil will improve due to extensive landscape

and plantation of large number of trees on the site.

4.5 Mitigation Measures

All adverse impacts have been provided specific and commensurate mitigation measures to ameliorate

their impacts on the environmental attributes.

4.5.1 Environment Management Plan during Construction Phase

A. Air Quality and Dust Control

Construction activities such as excavation, operation of construction machineries and movement of construction vehicles are likely to generate dust and engine exhaust gases that might cause some short term, reversible impact.

All vehicles, equipment and machinery used for construction shall be regularly maintained to ensure that the pollution emission levels confirm to the EPA norms.

High vehicle speed around the construction area may increase the amount of fugitive dust created from unpaved areas. Speed bumps will be provided on the west side road to ensure reduction of vehicular speed in the construction area.

Stockpiles of aggregate or spoil shall be covered with empty gunny sacs and sprinkled with water. The construction materials with possibility of dust generation will be stored in the eastern side of the site so that it causes least nuisance in the existing part of the Township.

All dust generating materials shall be sprayed with water prior to any loading, unloading or transfer operations. Vehicles delivering loose and fine materials like sand and fine aggregates

shall be covered to reduce spills on roads and dust generation. Random ambient air quality monitoring for PM10 and PM2.5 shall be carried out through the construction contractor to ensure that the air quality is within NAAQS, 2009.

Construction equipment are commonly left idling when the workers are on break or waiting for completion of another task. Emissions from idling equipment tend to be high, since catalytic converters fitted on to the engines cool down, thus reducing the efficiency of hydrocarbon and carbon monoxide oxidation. Existing idling control techniques which automatically shut the engine off after a preset time can reduce emissions, without interventions from the operators. Large machines with such facility will be insisted from the construction contractor and opted wherever possible.

Significant emission reductions can be achieved through regular equipment maintenance. Construction contractor will be asked to provide maintenance records for their fleet as a part of the contract bid - at regular intervals throughout the validity of the contract.

B. Water Use Optimization and Pollution Control

Water demand during the construction phase will mainly comprise curing of cast concrete. Following

measures will be adapted to reduce the water demand during construction phase.

Curing water will be sprayed on concrete structure; free flow of water will not be allowed for curing.

The concrete structures will be painted with curing chemicals after liberal curing on the first day.

Concrete structures will be covered with thick gunny bags and water will be sprayed on them to avoid water rebound to ensure complete and sustained curing.

Cement mixtures will be used for complete preparation to ensure minimum loss of water.

To prevent degradation and maintain the quality of surface and ground water, control measure will be implemented to check the surface runoff, as well as uncontrolled flow of runoff in any water body. Any water flow from the construction site meeting the storm water drain will be checked immediately.

Sewage generated from labour site will be transferred by hard, underground lines to existing STPs of the GGC which have sufficient capacity to accommodate this additional sewage load.

C. Noise Pollution Control

During construction, noise is expected from the movement of construction machineries, equipment,

fabrication, etc. To avoid noise pollution, all construction equipment will have noise control measures.

Warning signage will be placed near high noise areas. Noisy activities shall be isolated and kept under fabric curtains for noise barrierization.

Workers working in high noise areas shall be rotated. Workers working near noisy machinery will be issued ear muffs/ear plugs and their usage will be ensured.

Servicing of all construction vehicles and machinery shall be done regularly and during routine servicing operations, the effectiveness of exhaust silencers will be checked and if found defective will be replaced.

Vehicles hired for bringing construction materials at site will conform to the noise emission standards and shall be operated during non peak traffic hours as far as possible.

Noise monitoring shall be conducted at the road east of the construction site at periodic intervals through construction contractor to check compliance to the noise standards for commercial area. Data shall be reviewed and analyzed by the project manager and immediate measures will be taken if the results are beyond limits.

D. Topsoil Management

Excavation for foundations of the proposed development will result in the loss of top soil. This will stored

separately and will be used for landscaping.

E. Solid Waste Management System

The recommended waste management plan is aimed to reduce the amount of waste for disposal through

the development of specific plans for waste avoidance, material reuse and recycling. Mitigation measures

are proposed to alleviate the negative impacts caused by excavated materials and their residual wastes

during their handling, temporary storage on site transportation and final disposal.

Following practices will be followed to minimize construction waste.

Segregation of waste materials according to the types to facilitate reuse and recycling

Co-ordination material deliveries to minimize the storage times on site to avoid damage and producing waste material

The responsibility of transporting and disposing construction waste will be of the contractor and will be transported to an authorized site if required.

Following measures will be implemented to mitigate the likely impacts of excavation.

Excavated material and the site will be covered to prevent washout and erosion during heavy rainfall.

Silt traps will be provided in the surface drainage system in the stockpile area.

The excavated material will be used for filling and will be compacted.

A temporary refuse collection facility will be setup by the contractor and wastes will be stored in

appropriate containers prior to collection and disposal.

F. Safety and Health Safeguards for the Workers

Considering the nature of work, proper safety equipment and gears will be provided to the workers.

Occupational health and safety standards will be followed up as per guidelines of Factories Act, 1948.

Regular check-ups to ascertain that there is no negative health impact due to construction activities will be undertaken.

Workplace occupational health and safety officers and worksite health workers would take special initiative for awareness and wellbeing of the workers.

Impart training on subjects related to occupational health.

Inspection of all injury cases and taking further actions as required.

G. Parking and Traffic Management

The proposed development will introduce new residents and visitors to the area. Construction activities may result in short-term disruption to both traffic and pedestrian movements at the development site. Construction on the site would include

Trips of construction workers,

Movement of material and equipment, water tankers; and

Vehicles for the removal of construction debris. It is estimated that influx of people will be minimal. Due to the wide Sarkhej Gandhi nagar highway and

wide margin, no traffic congestion due to the increased traffic during construction phase is expected.

4.5.2 Environment Management Plan during Operation Phase

A. Air Quality and Dust Control

No major source of air emissions during operation phase is envisaged. To avoid dust, driveways as well

as pedestrian routes shall be maintained properly. Any vehicular brought dust will be swept off using road

sweeping and vacuuming machines. Open areas in entire GGC is already covered with lawns and green

cover. The green area will be extended in the setbacks and on the podium of proposed blocks.

B. Noise Pollution Control

During Operational phase the noise generation is expected from vehicular movement and utilities.

Ambient noise levels shall be periodically monitored to compliance with the EPA norms. DG sets,

compressor and pump rooms may become potential source of noise generation in case of failure of their

C. Energy Conservation Measures

Adaptation of various passive techniques like landscaping, optimum building orientation, glazing type,

shading of windows and proper selection of building materials has helped in conserving significant

energy in the existing phases. Same energy conservation measures will be extended for proposed

buildings in phase balance area to help in achieving the desired objective of conserving energy.

 

Measures to be adopted for energy conservation in the proposed buildings are as follows:

Use of energy efficient lighting equipment like lamps, luminaries and control devices.

Proper utilization of day lighting and control glare from windows.

Maintenance of lighter finishes of ceilings, walls and furnishings.

Scheduling of switching – for lights of outdoor periphery and gardening to turn on or off at prescribed times.

Use of LED lights in all common areas like lift lobbies, corridors, staircase, etc.

Switching controls of basement lighting depending on hours of usage.

The energy consumption analysis and data sheets are as per the Energy Conservation Building Codes

2006/Bureau of Energy Efficiency. Most of the common area lighting are proposed to work on high

energy efficient lamps (LED/CFL/T5/T8) as specified in BEE.

D. Solid Waste Management

It is proposed to develop a comprehensive and self-sustaining integrated solid waste management system

for the proposed land that would address waste collection, segregation, transportation, recycling,

processing and disposal. The plan will also encourage 4 “R”s of waste i.e. waste Reduction, waste

Recycling, waste Recovery and waste Reuse. Waste management options for the proposed project have

been suggested based on the following criteria.

• The philosophy of Solid Waste Management will be to minimize dependency on disposal. • The proposed Solid Waste Management system will be flexible and adaptable with respect to

changes in Solid Waste Management consumption, generation rates and markets for recovered materials.

Collection and Treatment:

Segregation at source will be introduced for biodegradable and non-biodegradable waste. To minimize

littering and odours, adequate provisions will be made for storage of solid waste. The storage bins will be

located at pre identified strategic locations to minimize disturbance to traffic flow. The collection vehicles

will be well maintained to minimize noise and emissions and while transporting wastes these will be

covered to avoid littering. Public awareness workshops will also be conducted to involve residents in all

process of waste management like segregation, storage and recycling.

Waste Treatment and Disposal Systems:

Prior to disposal suitable treatment shall be done where applicable.

Construction waste shall be segregated into salvageable and waste material. The recyclable waste such as metal scrap will be sold to recyclers. Concrete waste, bricks, etc. will be used as sub base for road construction. Non reusable (plastic waste, etc.) shall be sent to nearest Municipal Waste Management facility.

Mitigation measures to comply the norms should be planned. Options for minimization of solid waste and environmentally compactable disposal/ recycling of waste must be considered.

E. Water Resource Conservation and Treatment

The water requirement would be approx. 5345 kld of freshwater after expansion which will be from

Ahmedabad Municipal Corporation. Freshwater shall be used for domestic uses in Residential,

Commercial, Clubhouse, etc. The wastewater will be treated by STP shall be used for horticulture,

miscellaneous washing and usages & flushing.

Appropriate measures will be adopted to maximize savings, optimal and economical use of water

resources. The measures have been detailed out below:

Water Saving Fixtures

• Low flow flushing systems: Low flow dual flushing systems will be installed to allow different volumes for flushing liquids and solids. The flushing requirements using these fixtures will be 3 litres/flush and 6 litres/flush as compared to the conventional requirement of 9 litres/flush.

• Sensor based fixtures: such as magic eye sensor, solenoid self-operating valves will be provided in common areas.

• Water taps: Use of low faucets along with other waste saving devices and pressure inhibitors for constant flow will be done to achieve 20-25% savings

• Shower heads: Significant reduction in water consumption will be achieved through use of low flow showers. The conventional shower is delivered at a rate of 20 lpm at a pressure of 60 psi and will be reduce to 7.5 lpm at design pressure of 80psi. Flow restrictor and temporary cut off valves will be provided to save water.

Reduction in Landscaping and Water Demand

The conventional system of irrigation involves sprinkling of water and seepage. The efficiency of such

systems is low. Other methods of irrigation as drip irrigation, multi sprinkling irrigation will be proved to

have better efficiency.

The water requirement for landscaping also depends on the composition of plant species. For instance the

water requirement of a lawn is more than the water requirement for a combination of lawns, shrubs, or for

total native species plantation. Water for landscaping will be recycled as explained earlier.

These minor impacts would be mitigated by following measures suggested in the Environmental

Management Plan.

F. Storm Water Management/Rain Water Harvesting

Storm water will be channelized to the existing RW harvesting pits and trenches for ground recharge.

Detailed storm water management plan will be prepared just before commissioning of proposed phase

Buildings. The Plan will incorporate best practices such as:

Regular inspection and cleaning of storm drains

Covering waste storage areas

No application of pesticides and herbicides six weeks before monsoon season

Provision of slit traps in storm water drains.

G. Soft and Hard Landscaping

Soft and hard landscaping, creation of small recreational reservoirs, green on roof and terrace, dense

greenbelt and other landscape based architectural elements will help in creation of a distinct persona of

the Project site and increase aesthetic engagement of the Project site. Species for planting would be

selected from those present in the native forest type of the region and also those which are naturalized and

acclimatized to the arid climatic conditions.

Green Belt Development Plan

Increasing vegetation in the form of green belt is one of the preferred methods to mitigate air pollution as

plants generate oxygen, serve as a sink for pollution and also check flow of dust and reduce noise

pollution.

6.2 Emergency Procedure, Detailed Budget and Procurement Schedule

Procurement of environmental monitoring services will be done on an annual basis from laboratory (ies)

recognized under Environmental (Protection) Act, 1986, or a NABL accredited laboratory (ies). The

Procurement cycle of environmental services will start from the first week of May each year, and will end

with monitoring of AAQ and other parameters synchronized with the sampling event. It is necessary that

laboratory selection procedure is completed and purchase formality is completed by end of April every

year. The budgetary allocations made for the Project are given in Table 6.3.

7.1 Public Consultation

As per EIA Notification, 2006 (amended), the proposed Godrej Garden City – Balance Area is a Category

8(b) - Township and Area Development project. Public Hearing is not applicable to the Project in

accordance with section 7(i), III. Stage (3), (i), (d) of the EIA Notification, 2006.

7.2 Risk Assessment

A development of the character and magnitude of this project may pose hazards which in turn will affect

both natural and manmade origins. Being at the vicinity of the sea shore, it may experience occasional

high cyclonic wind, heavy torrential rains, lightning, etc. Traffic accidents (including railway incidences),

threats due to mob activity, and acts of vandalism and deterioration of law and order situation are

elements of regional nature which may specifically affect the Project. Evacuation of a large number of

people at short notice without causing panic is an estate management challenge.

The hazards may manifest at the development as well as operational phase; accordingly the damage

potential and management strategy of the hazards will differ in the Project life cycle. E.g. probability as

well as consequences of damages to unfinished building structures may be severe in case of a cyclonic

high wind condition, whereas probability and consequence of bomb threat will be more at the operational

stage.

Risk Assessment and DMP is given in Annex XIII.

7.3 Social Impact Assessment, R&R Action Plan

Proposed Godrej Garden City – Balance Area does not entail any additional land acquisition therefore

general negative impacts associated with any expansion project such as loss of land (agricultural or

residential) of existing occupants is not associated with the Project. This expansion will lead to added

secondary and tertiary benefits due to opportunity for economic activity and employment creation during

construction and operation phase of the Project. These benefits have been mentioned in Chapter 8

Projects Benefits.

8.1 Improvements in the Physical Infrastructure

The Godrej Garden City (GGC) Township is already in operation with requisite physical infrastructure

such as boundary fencing, storm water drains, rain water harvesting roads, walkways, road and area

illumination, soft and hard landscape, greenbelt, yard and building fire-fighting system, STP, etc. The

proposed buildings of Balance Area will create additional commensurate infrastructure in connectivity

and theme of infrastructure available in the present campus.

The Project will not entail creation of any additional physical infrastructure outside the boundary of the

GGC.

8.2 Improvements in the Social Infrastructure

No additional social infrastructure is being proposed as part of the Balance Area expansion. The

surrounding area of the site is not well developed commercially. Provision of ATM counter, medical

store, polyclinic, convenient store, etc. will add to the list of public facilities for the residents of GGC.

Shops and convenience store in the area will offer a larger variety of products at competitive rates to the

localities and will open up potential for alternate employment (secondary and tertiary).

8.3 Employment Potential

The expansion phase will create additional employment in different categories such as security personnel,

contract workers, construction laborers, tradesmen, machine operators, supervisors, design engineers,

MEP engineers, architects, maintenance of the township, conveyance, office staff, etc. About 1000

people estimated to get direct employment during operation phase.

8.4 Other Tangible Benefits

Civil construction in the GGC will create market for civil engineering raw material and transportation to

the tune of Rs. 4200 crores. Increase in economic activity in the GGC due to the proposed expansion will

add to tax benefits to the Government exchequer, however the same may not be assessed at this stage of

Project.

10.1 Administrative aspects of ensuring EMP Implementation and Monitoring of Effectiveness

after grant of EC Impact mitigation measures and EMP are described in Chapter 4 Anticipated Environmental Impacts

and Mitigation Measures. EMP for the Project will be systematically implemented by two distinct EM

teams during construction phase and operation phase. EM teams for construction phase and operation

phase are given in Figure 10.1 and Figure 10.2. Responsibilities of the various persons in the EMP Team

are listed in Table 10.1and Table 10.2. Budget for various components of EMP has been given in

Chapter 6 Environmental Monitoring Plan, Section 6.2 Emergency Procedure, Detailed Budget and

Procurement Schedule.

11. 1 Overall Justification for Implementation of the Project

Godrej Garden City (GGC) Township project, Jagatpur Village, Daskroi Taluka, Ahmedabad was

initiated in 2010. The construction of buildings in the Township was proposed in phases. Phase I of the

township is complete and the buildings are occupied. Construction of buildings in Phase III and Phase V

are ongoing. GGC is now proposing to construct the balance area within the demarcated area of township

of 8,37,643 sqm1 (approx. 83.7 ha). Environmental Clearance (EC) has already been obtained for the

completed and ongoing phases. The total construction in the township proposed is about 14,65,960.00

sq.m built up.

The Phase I is already in operation with requisite physical infrastructure such as boundary fencing, storm

water drains, rain water harvesting roads, walkways, road and area illumination, soft and hard landscape,

greenbelt, yard and building fire-fighting system, STP, etc. The proposed buildings will create additional

commensurate infrastructure in connectivity and theme of in infrastructure available in the present

campus. Existing buildings in GGC have LEED Certification by IGBC. Building proposed will also

implemented in accordance with LEED standard.

The project will generate direct employment/hire opportunity for about 1600 labours for the execution

period of about eight years (September, 2020 - estimated completion of Phase V). This employment will

be spread over security personnel, contract workers, construction laborers, tradesmen, machine operators,

supervisors, design engineers, MEP engineers, architects, etc. Civil construction in GGC will create

market for civil engineering, raw material and transportation to the tune of Rs. 4200 crores. Increase in

economic activity in GGC due to the proposed expansion will add to tax benefits to the Government

exchequer, however the same may not be assessed at this stage of project.

With the above several, long-term, tangible benefits weighed against minimal, short term environmental

impact envisaged due to implementation of the expansion Project, the expansion of GGC is proposed as a

justifiable development worthy of granting Environmental Clearance.

11. 2 Explanation of how, Adverse Effects have been mitigated

Environmental impacts from the proposed activities, namely deconstruction, construction and operation

stages of the Project have been systematically identified using a weighted matrix, as described in detail in

Chapter 4 Anticipated Environmental Impacts and Mitigation Measures. Mitigation measures for all

the significant negative impacts for the above mentioned three phases of the Project have been discussed.

stated for the three stages of the Project.

Environmental Management Teams for deconstruction, construction and operation stages have been

proposed for execution of environmental mitigation and monitoring plans, with their responsibilities,

reporting structure and compliance documentation clearly spelt out in Chapter 10 Environmental

Management Plan.

Budget for EMP including environment monitoring is mentioned in Chapter 6 Environmental

Monitoring Plan. A provisional annual budget of Rs. 168 Lacs has been assumed for Environment

Management of GGC which will also cover proposed expansion.

12.1 EIA Consultant

Aditya Environmental Services Pvt. Ltd. is a Mumbai based consultancy organization rendering a wide

range of environment related services since more than twenty five years. Our client list includes some of

the foremost industrial and business houses in India, international financial institutions, Governmental

and semi Governmental bodies, etc. We have a team of qualified and experienced persons from various

disciplines to handle complex assignments. In addition, we have a pool of highly qualified experts from

related and specialized fields to draw upon should an assignment dictate so.

12.2 Range of Services

12.2.1 Environmental Planning Studies

Environmental Planning requires special attention as the issues involved need thorough understanding of

the environmental situation and forces affecting it. In addition to environmental sectors, many other

aspects also need to be taken into consideration while carrying out environmental planning. Collection,

generation and assimilation of voluminous data is a pre-requisite for any kind of planning exercise. We

have necessary experience of preparing inventories of various environmental attributes to aid diligent,

credible and scientific environmental planning.

Some of the notable assignments successfully completed include project URBAIR for MEIP-Mumbai

under World Bank funding, and Inventory of Hazardous Waste Generation in the state of Maharashtra.

12.2.2 Policy Planning Studies

We have undertaken research studies necessary for developing environmental policies, plans and

formulating rules for prestigious clients such as Central Pollution Control Board, Ministry of

Environment and Forests, Government of India, and other agencies such as World Bank. Aspects covered

under policy planning include undertaking national level surveys of the industrial sector (to gauge

magnitude of the problem), identifying key environmental parameters, monitoring to assess/evaluate

existing control techniques, assessment of control options and reviewing international legislations on the

industry. We then formulate various alternatives for consideration of implementing agencies to apply in

12.2.3 EIA and EMP

We undertake Environmental Impact Assessment studies for new industrial/developmental projects and

expansion of existing activities. The study results are used to formulate Environment Management Plan

for mitigation of adverse impacts due to the project and for achieving improvement of environmental

conditions. The studies are conducted as per guidelines of MoEFCC, World Bank (OP 4.01)/Asian

Development Bank and as required by the client. Both rapid (covering baseline environmental monitoring

for one season) and comprehensive (covering baseline environmental monitoring for one season) studies

can be undertaken by us as per demands of the project. Based on these studies, we also assist the client to

obtain Environmental Clearance from Ministry of Environment, Forests and Climate Change, State EIA

Authorities, State Department of Environments, Coastal Zone Management Authorities, Pollution Control

Boards and other regulatory/financial agencies as per scaling requirements.

We have successfully completed several assignments for Chemical/Petrochemical industries, Power

Generation Projects, Coastal Regulation Zone (CRZ), Mining, CDM Projects (Wind Farms), Construction

and Highway projects in Maharashtra, Haryana, Goa, Karnataka, Rajasthan and Gujarat. Such

assignments can be taken by us on a turnkey basis covering clearance of the project from State Pollution

Control Board, Dept. of Environment and/or Ministry of Environment, Forests and Climate Change,

Govt. of India.

12.2.4 Risk Assessment Studies

We carry out HAZOP (Hazard and Operability) studies and Risk Assessment studies for projects

involving handling of chemicals. The HAZOP studies help identify hazards in operations whereas the

Risk Assessment studies help to ascertain extent of damage likely in case of an accident involving

chemicals. The output from the study helps to give pointers for effective on site/off site emergency

management. MoEF&CC requires all units handling hazardous chemicals to present Risk Assessment

report along with EIA studies, before granting Environmental Clearance to the project. We have

completed several HAZOP and Risk Assessment assignments for various chemical, petrochemical,

drug/synthetic organic chemical manufacturing industries and pipeline projects.

12.2.5 On Site/Off Site Emergency Management Plan

We have prepared Onsite/Off Site emergency management plan and have provided assistance in setting

up of procedures and creating an organization for effective disaster preparedness as part of EC and RA of

several projects. Some of the notable assignments in DMP include Preparation of Framework for

Emergency Response Centre at Patalganga on behalf of PRIA.

establishment of present status of manufacturing units, identification of shortcomings/problem areas and

setting up targets for improvement as well as to fulfill statutory requirements.

12.2.7 Dispersion Modeling Studies

We have carried out modeling studies to ascertain impact on air and water environment due to existing as

well as proposed pollution sources. Dispersion modeling to gauge impact on air quality is routinely

carried out as part of EIA studies. We have carried out such studies for industrial & highway projects. In

addition, impact on noise levels is also gauged for high way projects. The project URBAR involved

multiple source mathematical modeling using KILDER, a model developed by NILU wherein emissions

over a 40 km x 20 km grid were modeled. Notable assignments for water modeling includes dispersion

modeling for pesticide industry discharge into Cumbarzua canal connecting Zuari & Mondovi rivers in

Goa, thus having bi-directional flows during high/low tides.

12.2.8 Environmental Due Diligence Audits

Environmental Due Diligence Audits are being increasingly resorted to by multinational corporations

before acquiring manufacturing facility and/or businesses in India to ascertain environmental status in the

areas of soil, land and ground water, and to ascertain current and future environmental liabilities of a

company. With an in-house strength in geology and environmental engineering we are ideally suited to

take up such assignments. Some of the notable jobs include assessment of automobile manufacturing unit

near Bangalore for FIAT Eng., Italy and assessment of chemical manufacturing units in MIDC, Tarapur.

12.2.9 Environmental Training and Awareness

We have conducted programs to train employees in environment, health and safety in handling of

chemicals, importance of environmental protection, disaster management and legal issues. We have tied

up with professionals in the fields of mass communication and advertising in order to spread the message

of environment protection on a mass scale. We have also conducted opinion polls for projects to

understand people’s perception on environmental issues. Some of the notable jobs include planning and

12.2.10 Project Management Consultancy for installing Effluent Treatment Plant

We provide comprehensive consultancy services in the area of design, execution supervision and O&M in

CETPs. Span of services include study of effluent sources, their characterization and assessment of

options for effluent treatment, preparation of Techno-Economic Feasibility, detailed designing,

identification of vendors, on-site execution supervision, commissioning support and operation assistance.

We also have unique experience in treatment-troubleshooting, debottlenecking and performance

optimization in industrial ETPs operating on strong/complex effluent.

12.2.12 Compliance Services

AESPL maintains a separate compliance cell which assists companies to comply with all environmental

legislations such as obtaining consents from pollution control boards, filing regular returns under various

environmental laws and replying to queries/letters/questionnaires sent by Boards.

We also take up filing of regular compliance reports to MoEF&CC after obtaining Environmental

Clearance.
