The rates and sums must therefore include but not limited to all incidental and contingency expenses and risks of every kind necessary to construct, complete and maintain the whole of the Works in accordance with the Contract. 1.7 Full allowance is to be made in the rates and sums against the various items in the Bill of Quantities for all costs involved in all setting out, site requirements and survey works. PREAMBLE TO ALL TRADES

1. GENERAL

1.1 The Contractor’s attention is drawn to the Description of Works, Conditions of Contract, Specification and Drawings, which are to be read in conjunction with the Bill of Quantities.

1.2 This Preamble serves as a guideline to the measurement of quantities and had been prepared in order to assist the Contractor to price the Bill of Quantities.

1.3 The quantities shall be measured generally, in accordance with the Civil Engineering Standard Method of Measurement.

1.4 All sizes and quantities have been entered in the Bill of Quantities in metric units.

1.5 The Contract shall be priced in Ringgit Malaysia.

1.6 Notwithstanding any limits which may be implied by the wording of the individual items and/or the explanations in this Provisional Preamble, the rates and sums which the Contractor enters in the Bills of Quantities are to be for the work finish complete in every respect; he will be deemed to have taken full account of all requirements and obligations, whether expressed or implied, covered by all parts of this Contract and to have priced the items herein accordingly. The rates and sums must therefore include but not limited to all incidental and contingency expenses and risks of every kind necessary to construct, complete and maintain the whole of the Works in accordance with the Contract.

1.7 Full allowance is to be made in the rates and sums against the various items in the Bill of Quantities for all costs involved in all setting out, site requirements and survey works. 1.8 The rates and sums entered by the Contractor against all items in the Bill of Quantities must bear a proper relationship to the cost of carrying out the works described in the Contract and shall include for the Contractor’s head office, profit and risk and all other on cots and similar charges which are applicable to the Contract as a whole to be spread over all the rates in the Bill of Quantities, while those which apply to particular sections of the Contract are only to be spread over the items to which those sections refer.

2. ABBREVIATIONS

The following abbreviations have been used in the Bills of Quantities:-

(a) M.S. - The latest standard for a particular building material or Component issued at Standards and Industrial Research Institute of Malaysia (SIRIM).

(b) B.S - The latest standard for a particular or component issued at the British Standard Institution.

3. SECTION A - PRELIMINARIES AND GENERAL

3.1 Payment of Lump Sum

Interim payment of money under items of work priced as lump sums will be made as follow

(a) 70% on completion of the facilities as specified

(b) 20% for maintenance which shall be made in each interim payment in proportion to the period lapsed to the Contract period.

(c) 10% on removal.

3.2 Performance Bond; Insurances, SOCSO and LPIPM (Levy)

(a) Measurement for payment shall be apportioned as follows:

(i) first interim payment based on the actual premium paid or the contract sum, whichever is the lesser, to be paid upon submission of the original receipts in receipts in respect of the above mentioned (to be returned to Contractor after verification by the Engineer/S.O.).

(ii) the balance (if any) shall paid in proportion to the total period lapsed or the percentage of work done, whichever is lesser.

3.3 Payment of General Items other than listed on 3.1 and 3.2 above

(a) Interim payment of money under items of work other than listed on 3.1 and 3.2 above made on the basis of the estimated percentage completion of the work will be covered by such items at the time to which interim measurement relates.

4. SECTION B - EXCAVATION AND BACKFILLING

4.1 Site-Clearing

(a) Site clearing of the area of the Works is for the proposed pipe route as shown on the drawings.

(b) Clearing shall comprise the removal of vegetation and the feeling and removal of trees of any description and size unless otherwise directed by the Engineer/S.O., demolition of minor which are surplus to or unsuitable for use in the Works and disposal of all rubbish and filth, grubbing up of all stumps and roots and filling up the holes left by the stumps or roots with suitable material.

(c) Clearing of the areas required by the Contractor for temporary works and the like will not be measured and the cost will be deemed to be included in the appropriate items in the Bill of Quantities.

4.2 Excavation – General

(a) Excavation shall be classified as

(i) Excavation in material other than rock

(ii) Excavation in rock

(b) All excavations shall be measured net and no payment shall be made for the extra lengths, widths and depths to provide for working space, timbering, etc. or for any additional excavation which the Contractor may be permitted to carry out for his own convenience and no “outbreak” will be paid for. The Contractor shall be deemed to have allowed for such contingencies in his tendered sum and rates for excavation.

(c) The rates for excavation shall include for all temporary timbering, shoring, trimming and grading bottoms of trenches, maintaining the surfaces of the excavations and keeping the excavation clear of water by pumping or other recognized methods of dewatering.

(d) The rates shall also include for dealing with excavated material during pipe laying operations, for ramming and backfilling as hereafter specified for removal and disposal of surplus excavated material and for restoration of surfaces.

4.3 Trench Excavation

Rate to include:

a. Excavate in all materials in fields, tracks, footpaths, gardens, road verges, road and drain reserves, roads, plantations, swamps, waste lands, earth bunds, drains and water courses including refilling of trenches with approved selected excavated materials, compaction as specified, disposal of surplus material and restoration of surfaces to original condition. All works must be done according to the Specification or as stated in the Drawings.

b. All trench excavation shall be measured once only to the full depth of trench.

c. All necessary site clearing to clear all bushes and shrubs and fell, remove and dispose off the site to Contractor's dump site all trees, stumps, roots, buildings, structures, etc. over area of pipeline reserve or corridor for the contractor working space.

d. Trench excavation shall include for all piloting and prospecting for existing pipes and services as required by contractor or as specified.

e. The standard width of trench for excavation shall be as stated in the specification or drawings.

f. All the length for excavation, extra over works and restoration shall be measured as per pipeline length. The trench width, depth and restoration detail as stated in the drawing or as specified.

g. All necessary planking, strutting, pumping, part backfilling, ramming and disposal of earth over site as specified and reinstatement to its original condition.

5. SECTION C - SUPPLY AND DELIVERY OF PIPES, SPECIAL, FITTINGS, VALVE

5.1 The Contractor shall supply and deliver to store or pipe dumps on site, pipes, specials, joints, fittings and valves.

5.2 The Contractor shall be fully responsible for the proper handling, proper storage, safe keeping, use and maintenance of articles and materials accepted by him for use in the Contract and he shall make good at his own cost and to the satisfaction of the Engineer/S.O. any damage, defects or storage arising from his negligence in this respect.

5.3 All notes stated under supply and deliver section also applicable to the lay and install section or any other related section.

5.4 Contractor shall ensure all materials to be used must comply with the approved list, quality and standard as set out by Suruhanjaya Perkhidmatan Air Negara, Jabatan Bekalan Air Negeri, Pihak Berkuasa Air Negeri and the relevant authorities.

5.5 Contractor shall submit all catalogue for S.O. approval. Delivery Note must be endorsed by S.O. Representative and must be attached to the payment certificate.

5.6 Straight Pipes

(a) The unit of measurement for straight pipe shall be in metre length for the straight pipes installed.

(b) For the purpose of payment, the supply, delivery and laying of the length of standard or cut length pipes shall be the effective length as laid measured along the crown of the pipes.

5.7 Pipe Specials and Fitting

(a) The unit of measurement for pipe specials and fittings shall be in number for the pipe specials and fittings installed.

5.8 Jointing Materials

Rate to include supply of jointing materials such as rubber ring seals (EPDM), solvent cement, nuts, bolts, washers, gaskets, etc. bolts, nuts and washer shall be hot dipped galvanised.

Mechanical couplings, stepped couplings and flange adaptors supplied shall be in conformation with the Specification which includes:

i. End rings and centre sleeve shall be ductile iron and internally and externally coated with fusion bonded epoxy powder coating;

ii. Bolts, nuts and washers shall be hot dipped galvanised carbon steel Rilsan nylon coated;

iii. Rubber gasket shall be a EPDM material.

5.9 HDPE Pipes

All HDPE pipe and fitting materials so specified to be acquired from the central contract supplier shall be referred to the official Treasury Instruction or list published by the Ministry of Finance.

5.10 uPVC Pipes

Supply and deliver to Contractor's store, pipe dumps or sites Class D uPVC pipes, specials, joints and fittings to BS 3505.

Unless otherwise stated:

All uPVC pipes shall be suitable to a rating of 12 bars as specified.

The thickness of uPVC shall be as stated in the Specification.

All bell-end socket ended pipes and specials shall be suitable for rubber rings seals comply to BS2494 shall be suitable for joints. Rates for laying shall include pipe jointing process.

All plain ended pipes and specials shall be suitable for stepped coupling, mechanical coupling or flange adaptor joints.

5.11 Ductiles Iron Pipes

Supply and deliver to Contractor's store, pipe dumps or sites K9 Ductile Iron pipes, specials, joints and fittings in accordance to BS EN 545:2003

All ductile iron pipes shall be concrete lined internally and metallic zinc and bitumen coated externally.

All flanges shall be suitable to a rating of 16 bars as specified.

The thickness of ductile iron shells and concrete lining shall be as stated in the Specification.

All spigot and socket ended pipes and specials shall be suitable for push-in joints. Rates for laying shall include pipe jointing process.

All plain ended pipes and specials shall be suitable for stepped coupling, mechanical coupling or flange adaptor joints.

5.12 Mild Steel Pipes

Supply and deliver to Contractor's store, pipe dumps on Site steel pipes, specials, joints and fittings in accordance to BS 534.

All steel pipes and specials shall be concrete lined internally and bitumen coated externally.

All flanges shall be suitable to a rating of 16 bars as specified.

The thickness of steel shells and concrete lining shall be as stated in the Specification.

All spigot and socket ended pipes and specials with 700mm ND and below shall be suitable for externally welded slip joints.

All spigot and socket ended pipes and specials above 700mm ND shall be suitable for internally and externally welded slip joints.

The thickness of the collar shall be 1.5mm more than the thickness of the two adjoining pipes or specials.

All plain ended pipes and specials with 700mm ND and below shall be suitable for externally welded collar joints, mechanical coupling or flange adaptor joints.

All plain ended pipes and specials above 700mm ND shall be suitable for internally and externally welded collar joints, mechanical coupling and flange adaptor joints.

5.13 Payment

Payment for the supply and laying of pipe subjected to the Testing. Pressure and leakage test must be carried out as soon as possible after laid. Please refer to the note stated in the Testing section.

6. SECTION D - LAY AND INSTALL OF PIPES, SPECIAL, FITTINGS, VALVE

6.1 Notwithstanding the above directions for pipe laying and the following directions for jointing, backfilling etc. The Contractor shall pay due regard to the manufacturer’s recommendations and not perform any work contrary to those recommendations unless with the specified approval of the S.O.

6.2 The Contractor shall provide all water required for filling, testing and retesting the mains (pipelines) and any testing equipment including pumps, pipework fittings and pressure gauges required for the purpose.

6.3 Connection to existing mains shall be provided for by branches in the new main shall be fixed by the Contractor at the proper level and positions, as indicated on the drawings. The work at jointing up with the existing mains shall, unless stated otherwise in the specification, be carried at by the Employer’s workmen at times to suit the Employees convenience.

6.4 The Contractor shall ensure all jointing and laying works to be supervised by full time site foremen having a competency certificate in "Tukang Paip Kelas I and II" or any others stated requirement.

6.5 Any part of completed work shall be covered up, buried or backfilled only after the work being approved by the S.O. and as-built data are recorded accordingly.

6.6 Pipe Laying

6.6.1 The Contractor shall collect from store or pipe dumps, loading and unloading transporting, handling, cutting, repairing lining and sheathing where required and laying and fixing in position ready for jointing materials for making joint and painting as specified, pressure testing, flushing and return surplus or extra materials to store.

6.6.2 Straight Pipes

(a) The unit of measurement for straight pipes shall be in linear meter length for the straight pipe installed.

(b) Rates for laying shall include pipe jointing process for push-in process (for uPVC, Ductile Iron or pipe with bellmouth joint, spigot and socket joint system) unless stated otherwise.

(c) Rates for installation pipes shall include pipe cutting.

6.6.3 Pipe Specials and Fitting

(a) The unit of measurement for pipe specials and fittings shall be in number for the pipe installed.

6.7 Pipe Cutting

The contract rates shall include for preparing pipe ends of cut, pipe cutting or specials suitable for making flange adaptor and mechanical coupling joints or welded collar joints and making good external coating and internal lining.

6.8 Pipe Jointing

6.8.1 The Contractor shall collect from store or pipe dumps, loading and unloading, transporting, handling, laying and fixing in position ready for

jointing materials and all necessary works and making joint and completion of internal and external protection of joints and return surplus or extra materials to store.

(a) The unit of measurement for pipe jointing shall be in number for pipe jointing installed.

(b) Making a welded slip joint shall include for one external and one internal circumferential welds and air testing the annular space so formed.

(c) Making a welded collar joint shall include two external circumferential welds and one external and internal longitudinal welds and air testing the annular spaces so formed.

(d) All joints shall be externally wrapped and internally protected unless otherwise stated.

The contract rate to include:

(a) For unwrapped joints shall include for painting after installation as specified.

(b) All jointing materials.

(c) All rubber gasket shall be EPDM material and approved by SO.

(d) Bolts, nuts and washers shall be hot dipped galvanised.

(e) Rates for installation pipes shall include pipe cutting.

6.9 Overcrossing Pipeworks

6.6.1 S-Bend

The Contractor shall only install or fix only overcrossing pipe (S-Bend) including all necessary equipment, material, jointing to existing, concrete works including welding etc. which comprising of four (4) nos. 45 deg. Bend all flanged and short pieces and including painting as specified.

The unit of measurement for overcrossing pipe work shall be in number for the overcrossing pipe work installed.

6.10 Connection to existing pipe mains

6.10.1 Cutting existing pipeline and preparing pipe ends of cut pipe suitable for making joints. Rate to include all necessary works and arrangement for closing and opening of isolation valves, excavation, dewatering and etc.

6.10.2 The unit of measurement for connection to existing pipe mains shall be in number for the connection made.

6.10.3 Rate to include cost for arrangement with relevant authorities, all necessary piloting works, preparation, excavation and reinstate to its original condition, cutting existing pipe, preparing the pipe end of the cut pipe ready for jointing, dewatering, transport, laying and fixing the connection.

6.11 Pressure and Leakage Test

Payment for the supply and lay of pipe subjected to the Testing. Pressure and leakage test must be carried out as soon as possible after laid.

Pressure and leakage test must be carried out at every maximum of 1000m. All payment for the trench excavation, supply and lay of pipe to be made only to the length of tested pipe and passed. All payment is subject to the satisfactory of work done by the S.O.

For the purpose of payment, the supply and delivery of the length of standard or cut length pipes shall be the effective length as laid measured along the crown of the pipes.

Rate to include supply, install and operate tools, pumps, measurement instruments, chemicals, carry-out the tests.

7. PIPEWORK ANCILLARIES

7.1 Concrete Works

7.1.1 All costs incurred in determining the mixes to satisfy the Specification including application any admixtures as required.

7.1.2 Concrete required for major structural construction shall be ready‐mix concrete and subject to Engineers approval. The unit rates for provision and placing of concrete shall include but not limited to following items.

7.1.3 The measurement of concrete shall be either by cubic metre, square metre or linear metre of completed structure as stipulated in the BOQ. In the event of volumetric measure is used, no deductions shall be made for channels recesses or rebates less than 600mm girth, for splays or chamfers less than 300mm measured on the splay, for holes or ducts formed in the concrete less than 300mm girth. Fillets more than 300 mm on the splay shall be measured.

The cost of concrete works shall be computed inclusive and not limited by the following:-

(a) Excavation as required below previously cut levels and backfilling except where separate items are provided

(b) Roughening the surface of previously executed or existing work as required in order to providing the necessary surface for bonding with new concrete

(c) Realizing the required quality of finishes within the specified tolerance forming slops, falls and the like as specified in the contract

(d) Incorporating holes or box out for pipes, bolts, frames for covers and other steel work as required

(e) Building in cable conduits, pipes, junction boxes etc.

(f) Forming 25mm chamfers on all external arises to exposed concrete

(g) Allowing for all construction joints, keys, stop ends, temporary stops and shuttering of other than permanently exposed faces

(h) Curing of the concrete and all other measures to protect freshly poured concrete beating from direct sunlight and wave action

(i) Trawling, rubbing down etc. and making good the concrete surfaces to provide the specified finishes

(j) Cost of control testing throughout the period of concreting and for the testing of concrete and remedial work ordered by the Engineer/S.O., consequent upon the results of control tests falling below the minima specified.

(k) Overtime working to maintain continuity of casting, and

(l) A daily return to the Engineer/S.O. showing the quantities of cement and the number of mixings of each grade of concrete used in each section of the Works and Temporary Works.

7.1.4 Formwork includes the provision and removal on completion of all material for erection true to line and level, supporting, coating with mould oil, stripping, cleaning and preparing for reuse and for forming batters, curves, chamfers, filets, splays, nosing, skewbacks and the like Formwork includes also for all necessary cutting to allow pipes, channels and the like to be built into the concrete as required and for the formation of construction joints.

7.2 Brickwork Chamber

(a) The unit of measurement for concrete chamber shall be in number for the complete installation of the brickwork chamber.

(b) Rate to include bricks, cement mortar, blinding concrete, Grade 20

7.3 Concrete Chamber

7.3.1 Concrete

(a) The unit of measurement for concrete volume shall be in cubic metre for the volume of concrete consumed.

(b) Rate to include all necessary formwork and reinforcement.

7.3.2 Heavy Duty CI cover and Frame

(a) The unit of measurement for Heavy Duty CI cover and frame shall be in square metre of Heavy Duty CI cover and frame installed.

7.3.3 Heavy Duty PC cover and Frame

(a) The unit of measurement for Heavy Duty PC cover and frame shall be in number of Heavy Duty PC cover and frame installed.

7.3.4 Concrete Blinding Layer

(a) The unit of measurement for concrete blinding layer shall be in square metre of concrete blinding layer consumed.

7.4 PC Marker Post

(a) The unit of measurement for the PC marker post shall be in number for the complete installation of the PC marker post.

(b) The rate is to include for excavation, casting of floating, backfilling, casting and installation of PC marker post.

7.5 MS Strap

The unit of measurement for the MS strap shall be in number for the complete installation of MS strap.

Rate to include supply of all necessary nuts, anchor bolts, washer or paint with approved primer and two coats of finishing epoxy paint as specified.

7.6 Belian/Concrete Piles

(a) The quantities in the Bills are based upon the length of piles to be driven for a specified length as indicated on the drawings. The

Contractor shall make allowance in the rates for any additional length of piling required if he wishes to pitch and drive the piles from levels higher than the head levels of piles indicated or ordered.

(b) The unit of measurement for supply, delivery and pitch shall be in number of piles of 3 or 6 metre lengths. Drive of piles shall be the linear metre of pile driven calculated from the tow to the cut-off level of the piles. The rate shall include for all costs incurred in transporting to the site of the Works, storage and handling of the piles.

The rate shall include:

i. the mobilization and subsequent demobilization of piling and all ancillary plant and the moving on an offsite and to and between the locations in which piles are required to be driven.

ii. driving the piles to the lengths indicated on the drawings or to such other lengths as the S.O. may direct

iii. breaking through hard layers and removing obstructions to allow driving to continue

iv. the excavation, repair or replacement and re-driving of any pies ordered by the S.O. to be extracted and re-driven

v. taking all pile driving records and providing copies for the S.O.

vi. cutting off surplus lengths and the disposal of all surplus material to the satisfaction of the S.O. and

vii. trimming and cutting of pile heads.

(c) The measurement of mild steel sleeve collar joint/welded joints shall be in numbers and the rate shall include for supply, fixing, welding and surface protection of the finished joints as specified and for all costs incurred in cessation of piling and disruptions to programme during the above operation.

8 OTHER PILING WORKS

8.1 General

Prices and rates for piling shall be deemed to include for works in whatever nature of site, water levels and soil strata through which the pile are to be driven or noted and any excavation required for piling works.

8.2 Performed (Precast) Concrete Piles

8.2.1 Method of Measurement

i. The quantity for supply of piles shall be measured and paid for based on the number and lengths of piles supplied and delivered to the site for purpose of the works, including wastage.

ii. Initial and extension piles are separately described.

8.2.2 Contrary to SMM

i. The level of the ground surface in relation to high and low water mark of nearby rivers or underground waters, and records of highest flood water level are not given in the Bills of Quantities. The Contractor is responsible to ascertaining such information prior to submitting a tender.

ii. Driving of piles singly or in cluster is not stated.

iii. Heads are not separately measured and are deemed included.

iv. Steel reinforcement in precast concrete piles is not separately measured.

8.2.3 Payable Lengths for Driving

i. Driving of per cast concrete piles shall be measured and paid for by linear meters measured from show point when pitched to the shoe point when driven.

8.2.4 Handling, Transporting, Pitching and Driving

i. The prices for handling, transporting, pitching and driving shall be deemed to include for:-

a. Moving of pile frame about the site

b. Extra excavation, earth filing and ramming entailed in the movement/positioning of the pile frames.

c. Handling, transporting, pitching and driving of initial extension piles irrespective of lengths.

8.2.5 Piling Rates

i. The rates for piling are to include for:-

(i) All labor materials for complete pile installation inclusive of wastage.

(ii) All necessary excavation incidental to piling.(iii) Driving piles singly or in cluster.

(iv) Red riving of up heaved piles if any.(v) Replacement of damaged piles and any pile which fail

under test.(vi) Filing up with approved fill materials any gap appearing

pile and ground due to displacement of ground on completion of piling.

(vii) Normal wet weather delays.(viii) Standing time for equipment and labor due to all the

8.2.6 Supply of Steel Sheet Piling

Only steel sheet piling which form a permanent part of the works is allowed in this Bill of Quantities. The cost of providing steel sheet piling which do not form a permanent part of the Works is deemed to be included in the prices and rates of the permanent part of the Works for which the use of sheet piling is necessary.

i. Prices and rates for supplying of steel sheet piling shall be deemed to include for extra material, welding along interlocks and coating with approved anti-rust paint.

8.2.7 Driving of Sheet Piling

i. The payable length given under paragraph 8.2.1 shall apply accordingly.

ii. The items given under paragraphs 8.2.3, i.e. Handling, Transporting, Pitching and Driving Per Cast Concrete Piles shall apply accordingly.

9 SECTION E – CONCRETOR

9.1 Method of Measurement

9.1.1 Upstaged beams, isolated beams and lintels are grouped together and commonly classified as beams.

9.1.2 Arbitrary decisions have made beam as to whether small items are to be pre cast or cast insitu. The Contractor may adopt either method of casting but payment will be in accordance with the method of measurement express in the Bills.

9.1.3 Where sliding formwork id specifically required to be used by the Contractor Documents, it is measured the actual vertical surfaces concrete over which the slip forms pass, measured over all openings, holes, recesses, rebates and the like. No deduction in sliding formwork areas are made for openings. A separate item is given for formwork areas are made for openings. A separate item is given for bringing to site, maintaining and removing all plant and equipment required. Deductions for voids and openings in concrete walls shall be made in accordance with the SMM.

9.1.4 Boxing for permanent openings is enumerated separately. Alternatively, the formwork to the levels shall be given in linear meter under 300mm in width and grouped in stages of 100mm, and given in square meter when cover 300mm in width.

9.1.5 Where sliding formwork or other formwork systems are adopt by the Contractor, measurement and payment will be based upon traditional methods of construction.

9.2 Contrary to SMM

9.2.1 Concrete in foundation and bases less than 0.15 cubic meter each is given separately without stating the number.

9.2.2 Curved formwork is given separately irrespective of the radius which is not stated.

9.2.3 Per cast copings, lintels and the like are given in meters without stating the number

9.2.4 Stressing steel is enumerated describing the diameter and ultimate tensile strength of the wire.

9.2.5 The rates are include from:-

(i) Providing preliminary trial mixes. Tests on cement, aggregate, water and mixed concrete as stipulated in the specification.

(ii) Hoisting or pumping and placing in position.(iii) Tamping and/or vibrating to give through compaction(iv) Working between and around reinforcement(v) Laying on any type sub-base and for preparing and leveling

surfaces to receive structural toppings, screeds, paving, rendering and the like

(vi) Laying in bays including all labor associated with projecting reinforcement and all necessary formwork.

(vii) All construction joints whether Contractor or Consultant designed including temporary formwork to form joggled joints and cleaning and preparing for subsequent pours (water bars have been

measured separately where required to be incorporated in construction joints).

(viii) Curing of concrete.(ix) Continuous daily pours of very large quantities.(x) Forming and cutting and subsequent making good of:-

0.05 cubic meter or under of concrete.(c) Opening in walls, floors, roof slabs and the like of 0,02

square meter superficial or under.

9.3 Reinforcement

9.3.1 All mild steel and high tensile steel bar reinforcement shall be in lengths not exceeding 12 meter unless otherwise stated.

9.3.2 No allowance has been in the weights of steel reinforcement for tying wire, spacer, chairs, rolling margin or the weight of weight of weld metal.

9.3.3 The rates for bar reinforcement are to include for:-

(i) Allowance for rolling margin and the weight of welds(ii) Cutting the length(iii) Hooked ends and bends including to large radii(iv) Brushing, cleaning and fixing in position(v) Providing and fixing annealed iron trying wire at all intersections(vi) Distance blocks and ordinary chairs and spacer

9.3.4 The rates for reinforcement in ground beams, columns and walls are also to include placing of steel nears among or around exiting starter bars

9.3.5 Fabric, reinforcement has been measured net and no allowance for laps is made. The rates for fabric reinforcement are to include for:-

(i) Allowance for rolling margin(ii) Allowance for laps(iii) Bindings(iv) Straight, circular and raking cutting and notching(v) Brushing, cleaning and fix in position(vi) Providing and fixing annealed iron trying wire at intersection(vii) Distance blocks and ordinary chairs and spacer

9.4 Formwork

9.4.1 The rates are to include for:-

(i) Erecting(ii) Raking and cutting(iii) Splayed edges(iv) Notching(v) Allowance for overlaps, waste and passing at angles(vi) Battens(vii) Filleting to form chamfered edges or splayed angles not

exceeding 50mm wide(viii) Strutting, bolting, wedging, easing, striking and removing(ix) Oiling or lime washing surfaces in contact with concrete(x) In addition, to the above, the rates formwork to produce a fair

faced concrete finish are to include for stopping all holes, cracks and the like in cement, mortar and rubbing down with a carborundum stone immediately upon removal of the formwork to remove fins, board marks and other irregularities.

9.4.2 Rates for formwork to vertical surfaces i.e. columns, walls etc. are to include for strutting to any height required.

9.4.3 “Wrot formwork” shall mean formwork to produce a fair faced concrete finish if patterns are required to be formed on the concrete surfaces, it shall be fully described

9.4.4 “Sawn formwork” shall mean formwork to produce concrete surface on which plastering or tiling will be applied.

9.6 Horizontal Faces above 3.50 meter

9.6.1 The prices formwork to horizontal surfaces i.e. beam slab etc. are to include for strutting any weight when required.

9.7 Left-in Formwork

9.7.1 ‘Left in’ formwork as specified in these Bill of Quantities shall mean formwork which will form a permanent part of the works.

9.8 Water Stops

9.8.1 The rates are to include for:-

(i) Forming all joints and junctions in accordance with the manufacturer’s instruction

(ii) Forming joints in the concrete walls and slabs

9.9 Expansion Joints

The rates are to include for all work.

9.10 Pre Cast Concrete

9.10.1 The rates are to include for:-

(i) All reinforcement, moulds and casting

(ii) Finishing fair on all exposed faces

(iii) All holes, rebates, notching, sinking, matrices and the like

(iv) Hoisting, placing in position, setting , bedding, jointing and pointing in cement mortar (1:3) unless otherwise described.

9.11 Expansion Joints

9.11.1 Where pre cast concrete is described as “finished fair” the rates shall include for lining the moulds with a suitable material to produce a fair faced and for all necessary pointing of the bedding joins to match.

9.11.2 Rates for per cast concrete kerbs, channels, etc. shall include for all angles, stopped ends, etc

10 SECTION F – BRICKLAYER

10.1 Contrary to SMM

(i) Curved work is given separately irrespective if the radius which is not stated.

(ii) Scaffolding for building brickwork in raising is not measured expect where the work is raised off an old structure.

10.2 Brickwork

10.2.1 The rates are to include for:-

(i) All rough and fair cutting(ii) Overselling and receding courses(iii) Rough relieving and discharging arches(iv) Wedging and pining(v) Raking out joints for flashing, roof covering etc. and pointing with

mortar(vi) Buildings plates(vii) Bedding and pointing frames(viii) Parging and coring flues(ix) Labor eaves filing(x) Plumbing(xi) Angles(xii) Forming square and rebated reveals, cut squints or bird mouths

and notches(xiii) Forming, leaving or cutting chases, holes and mortices(xiv) Cutting and pining and/or building in(xv) All making good(xvi) Sundry items of a like nature

10.2.2 Rates for brickwork shall also include for building up to the requisite thickness with plaster where bricks of the specified thicknesses are not available and bricks of lesser thickness are allowed by the Engineer/S.O. to be used.

10.2.3 Reinforcement to walls

10.2.3 In addition, rates for half brick walls and block walls shall include for building in brick reinforcement at every fourth course otherwise specified in the Bills.

11 SECTION G – DRAINLAYER

11.1 Drains

11.1.1 The items given under the various Trades of Excavations and Earth Works, Concrete Works, Brickwork, etc. which are deemed to be included in the prices and the rates of drains, shall apply accordingly.

11.1.2 Excavation for drain trenches shall not be less than 300mm wider than the external diameter of the pipes and prices shall include for grading under pipes, carefully filing in earth to avoid damaging pipes and ramming, clearing away surplus material, keeping the excavations free from water and for all necessary planking and strutting.

11.1.3 Prices and rates for mild steel cement lined, cast iron, vitrified clay and salt glazed earth ware pipes shall be deemed to include short lengths, sockets, jointing, fixing and the like.

11.2 Secondary Soil Drainage

11.2.1 Other Preambles Clauses to apply

The provision of the preambles for “Excavation”, Concreter”, Bricklayer”, and such other trades as may be applicable shall apply to the respective work contained in this section.

11.2.2 Method of Measurement

All diameters of pipes are measured and described by their nominal internal diameters. Where diameters described are not available, the nearest equivalent from manufacturers and suppliers shall be used.

11.2.3 All pipes are measured their straight run on plan. The Contractor shall be deemed to have allowed in the pipe work rates for additional lengths for grading to falls and deflecting as necessary.

11.2.4 Vertical pipes in trench are measured separately.

11.2.5 Pipes shall be measured along their centerlines over all pipe fittings, specials and branches. Lengths of pipes built into manholes and other chambers be measured from the inside surfaces of manholes or chambers.

11.2.6 Pipe fitting and special are measured as “extra over” the pipe on which it occurs. “Extra over” shall mean the cost of the pipe displaced by the pipe fittings or special, and shall include everything necessary for the complete installation and extra joints to pipes.

11.2.7 Pipe Work and Fitting Generally

11.2.7.1 Pipe work rates are to include for:-

(i) Setting out the primary soil drainage works

(ii) All necessary supports, saddles, slings, fixing bolts, foundation bolts for supporting pipe work and equipment during installation

(iii) All short length

(iv) Running joints

(v) Deflecting joints

(vi) Site tests on pipe work including providing test certificates and carrying out test on samples

(vii) Temporary stoppers or plugs for closing ends of uncompleted pipelines during progress of work

(viii) Forming permanent vertical joints along concrete pipe bedding as required

(ix) Purpose-made brackets and hangers within chambers, etc.

(x) Providing and building in all necessary cast iron sleeves for drain pipes passing through concrete beams, walls slabs and the like

(xii) Cleaning out interior of pipes and preparing ends of pipe joints and jointing

(xiii) Cutting pipes for chamfers, bends, junctions and jointing, etc

(xiv) All mechanical and flexible couplings and such like joints shall include all nuts, bolts, plain and spring washer, gaskets, etc. for making the complete connections

(xv) External protection on all flanges joints and flexible couplings

(xvi) In addition, all exposed cast iron or steel pipes in chambers or above ground, manhole covers etc, shall be deemed to include painting with three coats of bituminous paint.

11.2.7.2 Testing and Commissioning of Pipelines and Manholes

11.2.7.2.1 The testing and commissioning of pipelines and manholes shall be deemed to include the provision of all plant and equipment comprising portable hydraulic pumps, blank flanges, caps and plugs, pressure gauges, pipe connection, crocks, hoses, struts, thrust blocks and all labor and everything else necessary as described in the Specifications.

11.2.7.2.2 The provision of the preambles for “Excavator”, “Concreter”, “Bricklayer” and such other trades as may be applicable shall apply to the respective works contained in this section.

11.3 Rates for Storm Water Drains and Culverts

The rates are to include for:

(i) Setting out the storm water drainage works

(ii) All short lengths

(iii) Jointing and bedding and making smooth running joints

(iv) Building in ends of drains or culvert pipes into sumps

(v) Cutting culvert pipes for chamfers, ends junction and for jointing

(vi) Additional beds and surrounds at junctions, beds, cascades, end, etc.

12 SECTION H – ROOFER

12.1 Method of Measurement

Tiling, slating and profiled sheet covering are measured the net covered area. Felt, membranes and laminated sheet coverings are measured as the area in Contract with the base.

12.2 Concrete Tiling, Clay Tiling and Metal Roof Coverings

The rates are to include for:-

(i) Laps

(ii) All straight, skew and circular cutting at eaves verges, top edges, abutments, valley, hips and the like

(iii) Holes for pipes and the like.

12.3 Flexible Waterproof Membrane

11.3.1 The rates are to include for:-

(i) Sealing tapes and adhesive

(ii) Narrow widths

(iii) Forming arises, fair edges but joints, etc

11.3.2 Rates for skirting, covering to kerbs etc., shall include for all angles, fair ends and any other sundry items of a like nature.

11.3.3 Rates for linings to gutters shall include for all angles, ends, outlets and any other sundry items of a like nature.

12.4 Rendering and Screeds

12.4.1 The rates are to include for:-

(i) Cleaning, hacking or slurring of sub-base to form key, wetting surfaces

(ii) Temporary rules

(iii) Small quantities and narrow width

(iv) Rounded angles and arises

(v) Working or fitting up to and around pipes, gratings etc.

(vi) Other sundry items of a like nature

(vii) Making good

(viii) Covering up and protecting rendering and screed after laying and cleaning on completion

12.5 Flashing and Cappings

13. SECTION I – CARPENTER

13.1 All work deemed to be Sawn

All carpenter’s work shall be deemed to be left with a sawn surface unless described as wrot.

13.2 Pressure Impregnation Treatment

Timber described as “pressure treated” shall mean timber subjected to pressure impregnation treatment with good preservative in accordance with the specification.

13.3 Fixing

Where work is described as ”plugged” it shall include for casting in or mortising for and inserting fibrous inserts, or other approved fixing materials and fixing with suitable nails or screw to any wall or concrete surfaces. Where the walls are hollow block partitions, prices are to include for concrete fixing blocks and the like, built in where required.

13.4 Where work is described as “Cartridge fixed” or “power fixed” it shall mean fixing with cartridge fired fasteners or other equal and approved devices to any brick wall or concrete surfaces.

13.5 Contrary to SMM

Curved work is given separately irrespective of the radius which is not stated.

13.6 Carpenter’s Work

13.6.1 The rates are to include for:-

(i) Short lengths

(ii) Cutting, notching, boring, sinking, polluting, fitting, trimming, mitering, halving, morticing, tanning, dove-tailing, scaring and wedging

(iii) All ends

(iv) Splayed edges

(v) Temporary supports

(vi) Fixing with nails and glue

13.6.2 The rates for insulating board, wood wool board, etc. shall include for:-

14 SECTION J – STEEL, IRON AND METAL WORKER

14.1 Method of Measurement

14.1.1 All structural steelwork, whether in structural which are mainly steel farmed or not is measured in accordance with the Alternative Method of Measurement expressed at Clauses 38, 39 and 40 of the SMM except that all cutting, holes and openings required for other Trades, whether made at the Shop or Site, have been measured separately and shall be deemed to be included with the items of structural steelwork.

14.1.2 No allowance has been in measurement for the weight of weld metal or for rolling margin.

14.2 Rates to include

14.2.1 The rates are to include for:

(i) Weigh of weld metal and rolling margin

(ii) All straight, raking, bevel and splay cutting and notching

(iii) All shop and the site drilling, holes and openings (no deduction pin weight being made for same) and in the case of structural steelwork including those for other trades.

(iv) Marking, joisting and erecting including temporary braces and supports

(v) Setting out, leveling and plumbing

14.3 Rates for gratings. Ladders, stair balustrade, railings and gates are to include for all labor, materials and appliances in welding

14.4 Rates for all welded work exposed to view shall include for filling the welds smooth.

15 SECTION K – PLASTER AND OTHER FINISHING TRADES

15.1 Method of Measurement

15.1.1 Finishing work is measured the area in Contract with the base contrary to the SMM, work to beams is classified separately from work to sophist.

15.2 Thicknesses

The thicknesses stated for in situ finishing’s, beds and backings are nominal. The Contractor is to allow for the additional thicknesses required due to structural tolerances, keying etc.

15.3 Rates to Include

15.3.1 The rates are to include for:-

(i) Narrow widths and small quantities

(ii) Temporary rules, temporary screeds, temporary supports and template

(iii) Cleaning, raking our joints, hacking, slurring and wetting the base to form a key

(iv) All notching and the holes

(v) Straight, raking and curved cutting

(vi) Working or fitting up and making good around frames, light fittings, grilles, air bricks, sanitary fittings, switches, sockets, pipes, brackets and the like

(vii) Joints between different types of finishes

(viii) Joints between and old finishes

(ix) Dubbing out to achieve the nominal thickness stated

(x) Groin point and other intersections of curved surfaces

(xi) In respect in-situ finishing’s: Internal angles, arises, rounded edges, quirks, throats, rounded coves and external angles not exceeding 25mm radius.

(xii) In respect of carpeting : sewn and taped seams in carpets and under lays; matching patterns in patterned carpets.

(xiii) Masking of adjacent work

(xiv) All other items of a like nature

15.3.2 Rates for laying of polished granite and marble slabs to walls are to include for metal anchorages and all necessary fixing accessories.

15.4 Specialist Suspended Ceilings

15.4.1 Ceilings areas are measured net, after deducting all voids and openings exceeding 0.50 square meter in area.

15.4.2 Cutting or leaving openings for light fittings, air-conditioning grilles, etc are payable separately only where special members and extra hangers are required to support the fittings, grilles, etc. in all other cases, they are deemed to be included in the rates for general ceilings.

15.4.3 Rates for specialist’s suspended ceilings are to include for:-

(i) Cutting of tiles or panels

(ii) Forming small perforation in tiles or panels

(iii) Suspension system including edge quantities

(iv) Narrow widths and small quantities

(v) Trimming around isolated columns, unless special members are required.

15.4.4 Supply of Tiles

15.4.4.1 The rates for supply of tiles and finished and the actual cost of the selected tiles and finished shall include for delivery to the site.

15.4.4.2 Different types of tiles are measured net form the drawings in accordance with the SMM any payment shall be based on net quantities as laid.

15.4.4.3 Laying of Tiles

15.4.4.3.1 The rates are to include for:-

(i) Taking delivery at site

(ii) Sorting, storing and protecting as necessary

(iii) Breakages, wastage, etc.

(iv) Laying to patterns

(v) Working with mosaic and the tiles of all sizes

(vi) Cutting and trimming of tiles and finishes, including circular and splay cutting

(vii) Bedding and jointing in cement and sand (1:3) and pointing in tinted cement to match

(viii) Adhesive compatible to the tiles and finishes to be affixed
