The Town of Swanton, Vermont (population 6,427), located in northwestern Franklin
County seeks a highly responsible and collaborative Town Administrator. The Town
Administrator is the principal liaison and support person for the three-member
selectboard and assists the board’s general administration of the Town. His or her day-
to-day responsibilities include supporting all departments and personnel as needed,
assisting with the development and administration of the town’s two million dollar
budget, attending and participating in all selectboard meetings, public relations and
coordination with the Town’s elected and appointed officials. The Town Administrator
is also responsible for interfacing with all local, state and federal government agencies.
The Town of Swanton’s fire and police protection and ambulance services are contracted.
The successful candidate will have five to ten years of administrative experience in a
municipality or comparably multifaceted organization, excellent oral and written skills,
planning and organizing expertise and will work independently. Knowledge of
highways, grant writing and administration and human resources management a plus.
Bachelor’s degree or equivalent work experience preferred. Salary range for this 32 hour
position is negotiable subject to experience and qualifications and features excellent
benefits.

Plaintiff is a limited liability company with place of business in Shelburne, County of Chittenden, State of Vermont, and is the record owner of a mo-bile home park known as Brierwood Mobile Home Park located on Nason Street in St. Albans, Vermont (“the Park”).2. The Estate of Kevin Cote (“Cote”) is the owner of a certain mo-bile home, described as a Skyline, blue, 14’ x 70’, Serial No. 6816-03740 (the “Mobile Home”), located on a lot at the Park.3. Kevin Cote commit-ted suicide on June 23, 2007 in the mobile home. A certified copy of the Death Certificate is attached hereto. No Estate was opened in Franklin Probate Court. “Cote’s” last known mailing address was 47 Nason St., Lot 10, St. Albans, VT.4. “Cote” leased a lot in the Park from CUBB Properties, LLC under the terms of a Lease Agreement dated July 11, 1994, and occu-pied the mobile home lot known as Lot 10, 47 Nason St., St. Albans, Vermont. (Lease at-tached hereto)5. The mobile home has been abandoned. The last known resident at the mobile home was Kevin Cote. The mobile home is unfit for human habitation because: all utilities were discon-nected in June 2007; the mobile home has been vandalized; the door is unlocked. See photographs attached hereto.6. The following securi-ty interests, mortgages, liens and encumbranc-es appear of record with respect to the mo-bile home: None.Upon information and belief, the taxes are abated, and there are no taxes due the City of St. Albans. The as-sessed valuation of the home is $4,200.7. Cote was a self-em-ployed carpet installer.8. Franklin County Sheriff is a person dis-interested in the mobile home or mobile home park who is able to sell the mobile home at a public auction.9. Mobile home storage fees continue to accrue at the rate of $335.00 per month. Rent, stor-age fees and other charges due the Plain-tiff as of December 2011, exceed $17,475. (ledger attached here-to) Past due water/sewer charges are due CUBB in the amount of $2,440.38. (ledger at-tached hereto)
10. Plaintiffs sent writ-ten notice to the Town Clerk and Delinquent Tax Collector of the City of St. Albans, of Plaintiffs’ intent to com-mence this action. See copy of certified letter to City Clerk of said Town dated December 7, 2011 (attached)WHEREFORE, Plain-tiffs respectfully request that the Honorable Court enter an order as follows:1. Declaring that the mobile home has been abandoned and unfit for human habitation be-cause: all utilities were disconnected in June 2007; the mobile home has been vandalized; the door is unlocked. Brent McDonald (“McDonald”) is the owner of a certain mo-bile home, described as a white Skyline, 14x66, 1979, serial no. 0116-015914 (the “Mobile Home”), located on lot 8 at the Park.3. “McDonald’s” last known mailing address was a Correctional Center in Vermont4. “McDonald” leased a lot in the Park from CUBB Properties, LLC under the terms of a Lease Agreement com-mencing September 1999, and occupied the mobile home lot known as Lot 8, 47 Nason St., St. Albans, VT.5. The mobile home has not been occupied since November 2005 and is abandoned. The last known resident at
the mobile home was McDonald. The mo-bile home is uninhabit-able as all utilities are disconnected, the door is unlocked, the home has been vandalized. (see photographs at-tached hereto)6.
