STATEMENT OF WORK Amendment 3: 05/08/13 METRO C1013R 01010-1 ISSUED: 02/15/13 SECTION 01010 STATEMENT OF WORK PART 1 - GENERAL 1.1 DESCRIPTION A. The Los Angeles County Metropolitan Transportation Authority (referred hereinafter as Metro) is seeking a qualified Design/Build (D/B) Contractor to design and construct a new west entrance connecting the existing Metro Red Line (MRL) North Hollywood station to the Metro Orange Line (MOL) North Hollywood station at 5273 Lankershim Blvd., North Hollywood, CA 91601. This is a Lump Sum project and the Contractor shall include all services, final design, labor, materials, equipment, appurtenances, transportation, and related cost necessary to complete the work. Location and limits of the work for the MRL North Hollywood station west entrance project are shown on the attached Contract Document. All construction of the project shall conform to the latest edition of all applicable regulatory codes, Metro Design Criteria, Metro Standard and Directive Drawings, including sustainability requirements, and City of Los Angeles Design Manuals and Standard Plans in City of Los Angeles Right of Way (ROW). B. The MRL North Hollywood Station West Entrance is needed due to the increase in ridership for both the MOL Bus Rapid Transit (BRT) and MRL subway systems. This underground passage connecting the MRL subway station to the MOL station will improve the existing crosswalk crossing Lankershim Boulevard/Chandler North and improve safety. In addition, this will considerably reduce the amount of pedestrian traffic at Lankershim Blvd, and provide a more efficient and safe passageway for the public using both transit systems. C. The proposed underpass will tie into the existing subway station through the KOP (knock-out-panel), located on the west side of the existing mezzanine level at the southwest corner of Lankershim Blvd and Chandler Blvd North. SECTION 01010

STATEMENT OF WORK PART 1 - GENERAL 1.1 DESCRIPTION

A. The Los Angeles County Metropolitan Transportation Authority (referred hereinafter as Metro) is seeking a qualified Design/Build (D/B) Contractor to design and construct a new west entrance connecting the existing Metro Red Line (MRL) North Hollywood station to the Metro Orange Line (MOL) North Hollywood station at 5273 Lankershim Blvd., North Hollywood, CA 91601. This is a Lump Sum project and the Contractor shall include all services, final design, labor, materials, equipment, appurtenances, transportation, and related cost necessary to complete the work. Location and limits of the work for the MRL North Hollywood station west entrance project are shown on the attached Contract Document. All construction of the project shall conform to the latest edition of all applicable regulatory codes, Metro Design Criteria, Metro Standard and Directive Drawings, including sustainability requirements, and City of Los Angeles Design Manuals and Standard Plans in City of Los Angeles Right of Way (ROW).

B. The MRL North Hollywood Station West Entrance is needed due to the increase in ridership for both the MOL Bus Rapid Transit (BRT) and MRL subway systems. This underground passage connecting the MRL subway station to the MOL station will improve the existing crosswalk crossing Lankershim Boulevard/Chandler North and improve safety. In addition, this will considerably reduce the amount of pedestrian traffic at Lankershim Blvd, and provide a more efficient and safe passageway for the public using both transit systems.

C. The proposed underpass will tie into the existing subway station through the

KOP (knock-out-panel), located on the west side of the existing mezzanine level at the southwest corner of Lankershim Blvd and Chandler Blvd North.

D. Existing emergency exit stairs No.8 and hatch shall be demolished since it will

be in conflict with the proposed underpass construction. E. This is a Design/Build contract and the contractor is responsible to prepare the

temporary and final design plans, details, calculations, furnish to Metro, and install and construct the complete project. Drawings which indicate Work in public ROW shall be submitted to the City of Los Angeles (City) for review and approval. Cost of permit fees for the City and related governing agencies shall be a part of this contract.

1.2 SCOPE OF WORK

Contractor shall perform any additional existing site survey, if needed, including street profile of Lankershim Blvd and Chandler Blvd (North) within the project limits. In addition, the Contractor shall prepare construction documents, including final design and as-built drawings, design calculations, specifications, geotechnical and

site survey reports, and shall execute construction work per the following scope, including additional elements and activities, necessary to make the station’s west entrance a fully functional system. All final drawings and specifications within the City of Los Angeles ROW shall be reviewed and approved by the City, but shall not be submitted to the City prior to Metro reviewing plans first.

A. Demolition:

The Contractor shall perform field survey of existing finished grade of the project site and all impacted elements due to the construction of this project. The Contractor is responsible to obtain approval from Metro Operations and the City for all items that need to be removed, relocated, and reconstructed as shown on the preliminary engineering plans and to minimize the impact to the existing operating systems. The list of demolition work shall include and not be limited to the following.

a) Roadway pavement curbs and sidewalks of Lankershim and Chandler Blvd North, as indicated in the Contract Documents.

b) Handicap curb ramp as shown on plan.

c) Fence along western sidewalk of Lankershim Blvd and within the existing landscaping area.

d) Knock-out panel (KOP) on western wall of mezzanine level in existing subway station.

e) Existing emergency exit stair No.8 and hatch door, which interfere with construction of proposed underpass. Salvage hatch door and return to Metro.

f) Removal of existing traffic signal for N/B Lankershim traffic at Chandler Blvd North and Lankershim Blvd.

g) Removal of impacted traffic signal and controller at the SW corner of Lankershim Blvd and Chandler Blvd North intersection. Removal/relocation of street light, Metro Orange Line light standards, electrical pull boxes recut and reconnect associated wiring and conduit.

h) Removal of existing lighting fixtures and concrete bases including associated wiring and conduit in the mezzanine level and emergency exit stair impacted by demolition for the new west entrance.

i) Removal of signage and wayfinding elements as necessary during temporary and permanent construction stages and salvaging and storage of some signs.

j) Removal of existing picket fence, trees, irrigation system and equipments, and landscape at the western sidewalk as indicated.

k) Removal and salvage of light fixtures illuminating tile mural artwork at K.O.P. at existing mezzanine level as indicated. Coordinate with Metro Creative Services and Electrical.

l) Removal of existing tile mural artwork by Conservator contracted by Metro Creative Services. Contractor shall coordinate with the Conservator and Metro for the removal work.

m) Remove existing single sided map case and cap off AC stub up at existing Metro Orange Line (MOL) station plaza by Metro. Contractor shall notify

Metro when the mapcase shall be removed.

n) Relocate existing bike racks at MOL plaza. Coordinate with Metro Bike Program.

o) Remove existing exit door and frame, alarm, switch and exit signs at emergency stair no. 8 at mezzanine level. Protect the adjacent existing art mural tiles during the construction. Coordinate with Metro Creative Services for the removal Work.

p) Removal of necessary striping and signage per the City final approved worksite traffic control plan.

q) Relocate existing trash receptacle at MOL plaza. Coordinate with Metro Operations and Maintenance for new location.

r) Removal and selected salvage of portions of the existing fences, curbs and other installations along Chandler Blvd South and adjacent to the existing storage depot for the construction access entrance.

B. Procurement Construction and Installation:

a) Reinforced concrete structure, built by open cut construction method with excavation support system, consisting of sheeting, soldier piles and lagging, secured in place with bracing members such as wales, struts, shores and tieback anchors.

b) Entrance, equipped with two elevators, stairs and escalators.

c) Portal wall with support for overhead glass canopy and enclosure.

d) Floor drains at the entrance and in the mezzanine passageway cavity walls in mechanical, electrical, and elevator machine rooms.

e) Elevators with canopy, glass roof and glass panel side and rear enclosures, elevator machines room, and a pit with drains. Elevator machine room air conditioning shall be provided in accordance with manufacturer’s recommendations. Elevator shafts shall be vented in accordance with building code requirements.

f) Electrical and mechanical equipment rooms. Electrical and mechanical rooms shall be mechanically ventilated with filtered outdoor air to address heat gain from equipment and prevent accumulation of any underground gas infiltration accumulation over time. Provide inline centrifugal exhaust and supply fan system for equipment rooms ventilation.

g) Roll-up grille with a trench drain at plaza level entrance.

h) Embedded items for architectural, mechanical, electrical and other utility and systems work, among others, grounding, corrosion control, plumbing, HVAC, fire protection, power, data, communication, low voltage system and lighting.

i) Concrete and granite paving on plaza level as indicated.

j) Repair of affected existing interior walls, floor and ceiling at and next to removed KOP on existing mezzanine level with finish, materials, colors, and pattern to match existing finishes.

k) Protection of existing features of MOL station east of ticketing area, as necessary; among others, the pylon, column, a light pole, picket fence, and an art panel.

l) New light poles, concrete mounting bases, and underground utilities on plaza level within Metro right-of-way.

m) Fire Alarm System (FAS)

n) Telephone/Network System (Public Pay Telephones, Passengers Assistance Telephone (PTEL), Emergency Telephone (E-TEL))

o) Public Address (PA) systems.

p) Variable Message Signs (VMS)/Transit Passenger Information System (TPIS).

q) Panel boards, Transformers, equipment concrete pads, and associated power distribution equipment.

r) Power and control connections to all equipment included in this section and other sections of the specifications. Feeders and branch circuits from source panel, MCC or switchboard to equipment.

s) Data Network and Communication system

t) Security and Intrusion Detection (IDS)

u) Closed Circuit Television System (CCTV) cameras

v) Supervisory Control and Data Acquisition (SCADA)

w) Ticket Vending Machines (TVM) for indicated locations (equipment is N.I.C.)

x) Metro grand pylon, signs and wayfinding, 2 free standing double-sided illuminated map cases at plaza level, 5 wall mounted illuminated map cases at mezzanine level, overhead sign bands, and regulatory and ADA signs as required.

y) Emergency lighting, Exit signs

z) Lighting fixtures and Receptacle Outlet devices as indicated for interior and exterior lighting including light poles, mapcase lighting, signage, decorative lighting, etc.

aa) All associated pull boxes, junction boxes, wiring and conduit

bb) Porcelain floor tile in mezzanine passageway level. Match with existing tiles in color & texture.

cc) Ceramic tile on wall at entrance portal, stair mid-landing, and mezzanine level to match existing as indicated.

dd) Concrete stairs with precast granite treads and stainless steel guardrail/handrail to match existing in MRL North Hollywood station

ee) Provide Metro Standard ash receptacles and trash receptacles as indicated.

ff) Provide and install a temporary metal stud partition with gypsum board painted and an access door as indicated.

gg) Provide a fresh air intake wall louver w/ bird screen shaft in the west side of portal wall and exhaust air shaft with floor drain and floor grating at plaza level as indicated. Coordinate with mechanical, civil, and structural.

hh) Provide perforated aluminum drop ceiling panel to match existing as indicated.

ii) Construction of an above grade entrance canopy. Provide glass canopy with glass enclosed wall on portal concrete wall and elevator canopy and glass enclosure at plaza level as indicated.

jj) All listed and other necessary communication and security equipment and facilities shall be integrated with existing Metro Red Line and Metro Orange Line systems

kk) Temporary Traffic Signal and Light Pole at the Southwest corner of Lankershim Boulevard and North Chandler Boulevard to be supported by the Excavation Support Framing, including any necessary reinforcing required for support system to support said signal and light pole. (Reference LADOT Drawing No.: S-57.2D). Change traffic operation from flashing red to full signal. Maintain all traffic signal interconnect and video fiber communication during construction. Recut and rewire detector loops due to striping changes or construction. Coordinate with worksite traffic control plan for restriping, and loops adjustment during construction. Relocate taxi curb zone temporarily for the duration of construction shown on plan. Coordinate with LADOT taxicab section prior to removal.

ll) Install new traffic signal and street light for S/B Lankershim traffic at Chandler Blvd. North and Lankershim Blvd after construction. See C-8 for final location of traffic signal pole cabinet and loops.

mm) Restoration/ reconstruction of street, ADA curb ramp, curbs and gutters, signage, striping, sidewalks, etc.

nn) Provide a right turn lane from Southbound Lankershim Boulevard to Chandler Boulevard (North) throughout the whole construction period.

oo) Construction of two new pedestrian crosswalks originating form the Northwest corner of Lankershim and Chandler (North) and proceeding East to the East side of Lankershim and South to the South side of Chandler (North). Provide the necessary pedestrian push buttons and Accessible Pedestrian Signals. See C-8 for final location of crosswalks, pedestrian heads and accessible pedestrian signals.

pp) Installation of an excavation perimeter barrier shall include:

i) Installation of a temporary concrete railing with a Type K 6’-0” high fence above. The barrier shall be designed to obstruct observation of the construction site and keep pedestrians and vehicles out of the construction site. Provide redirective, non-gating crash system at the north-east corner. Maintain 14 feet minimum clear right turn lane to Chandler Blvd (North).

ii) Immediately behind the barrier a second barrier consisting of steel angles extending 4’-6” above grade and attached to the top of the excavation support framing shall be constructed. 3/8” diameter, High Strength Steel Cables shall be spaced at 12” on center vertically spanning between the steel framed angles.

qq) Contractor shall provide and install temporary and permanent customer signage and wayfinding for West Entrance and for North Hollywood Station and plaza areas. Signage shall conform to design intent of the Metro Signage Standards per Metro Creative Services. Contractor shall refer to the attached selected signage package from Metro Gold Line Eastside

Extension Mariachi Plaza Station as an example of some of the signage types, design, and layout that may need to be considered and included for this project.

rr) Provide drainage system and fire protection system.

ss) Reconstruct sanitary sewer, if removed due to construction.

tt) Construct temporary storm drain system and permanent storm drain system as required.

uu) Construct a fixed stainless steel wall panel to replace the removed exit door and frame at stair no. 8 after the opening closed with cavity wall and concrete wall to match the adjacent existing stainless steel wall panel. Paint steel panel with color to be selected by Metro. Contractor shall protect the existing art mural wall tile during the Project construction. Contractor shall provide final design details for Metro review and approval.

vv) Reconstruct Lankershim Blvd and Chandler Blvd North due to construction impact. The work shall include and not be limited to roadway pavement, sidewalk, pavement delineation, traffic signal and street lighting system.

ww) Construct an oil separator pit with wall attached ladder and galvanized grating cover in mechanical room as indicated.

xx) Provide elevator hoistway venting per code requirements.

yy) Provide temporary striping, signage, fencing, SWPPP, detector loops, LADOT signal and street lighting systems, lighting at plaza level and all other temporary work as required by this contract.

zz) Provide curb cuts, temporary driveway, security fencing, protection of remaining installations, erosion and dust control installations and all other temporary work for the construction access entrances as required by this Contract. All installations to be restored after the Contract Work is completed. This Work and use/security of the access entrance is to be coordinated with other contractors at adjacent Metro sites.

aaa) Provide temporary security fencing, access gates and security measures as required for the assigned construction staging area at the Metro Bakman Yard.

bbb) Contractor shall reinstall the mural artwork provided by Metro as indicated. Refer to Specification Section 12100 Metro-Furnished Contractor Installed Artwork. Coordinate with conservator and Metro Creative Services for the installation of the Work.

The Project Definition Documents – “Technical Documents”, provided by Metro are as follows:

The Project Definition Documents – “Technical Documents” contain some provisions that are mandatory requirements and other material that is reference information. “Mandatory” means binding on the design/build contractor.

Mandatory requirements are essential project requirements that reflect prior commitments and determinations by Metro. The Contractor must comply with mandatory requirements unless specifically waived in advance in writing by Metro. Information is provided for the Contractor’s convenience. Metro does not warrant or guarantee its completeness, accuracy, acceptability, or compliance with Contract requirements. Contractor shall conduct project-specific studies, analysis, and design as necessary to ascertain conditions and requirements affecting the Work.

Exhibit A (below) to these Specifications identifies which items in Project Definition Documents – Technical Documents are mandatory.

If the Project Definition Documents – Technical Documents do not indicate something that is required under Metro Design Criteria and Standards, or indicate something less stringent than required under Metro Design Criteria and Standards, comply with Metro Design Criteria and Standards, unless specifically indicated as non-mandatory in Exhibit A below or unless waive in writing by Metro under a Change Order.

1.5 PROJECT PERFORMANCE REQUIREMENTS

The following are the performance specifications and requirements for each discipline of engineering related to this project. The Contractor shall perform the final design to comply with the requirements as stated below, the Metro Rail Design Criteria, and the design standard as required by City. All final design shall be submitted to Metro and the City for review and acceptance prior to commencing of any construction work.

1.5.1 ARCHITECTURAL

Final design and specifications shall conform to the latest applicable codes, regulations, Metro Rail Standards and Directive Drawings, guidelines and Metro Rail Design Criteria.

Work, as described in the Statement of Work and Preliminary Engineering (PE) design drawings.

1.5.2 CIVIL

Perform final design and specifications work, as described in the Summary of Work and Preliminary Engineering (PE) design drawings.

A. Survey: The contractor shall perform site survey of existing Lankershim Blvd, Chandler Blvd North, and within limit of work where applicable to identify all existing surface and underground utilities, street profile grade that will be impacted by this project. It is the responsibility of the Contractor to pothole the existing utilities that need to be protected in place or be relocated. All survey work shall be performed by a professional surveyor registered in the state of California. In conjunction with the provisions for survey monument preservation found within California Business and Professional Code, Section 8771, Metro (and its Contractor(s)) shall protect and/or perpetuate any City/County survey facilities affected by the Project including, but not limited to benchmarks, monuments, corner ties, nail and tins, right-of-way corners, boundary monuments, brass disks, etc. At least two weeks before the start of construction, the Contractor(s) shall submit acceptable pre-construction survey tie notes to the City Engineer for all points that may be disturbed. Post construction survey monument ties shall be submitted to and approved by the City Engineer, prior to the Project’s release for full final inspection. Metro shall host a pre-construction meeting between the BOE – Engineer of Surveys and the Project surveyor to discuss monument preservation and monument reestablishment.

B. Demolition: All demolition items as shown on the PE drawings or otherwise required to progress Work shall be field verified by the Contractor and coordinated with Metro to determine salvage, relocation and disposal requirements prior to start of Work. The Contractor shall coordinate with Metro Red Line and Orange Lines Operations for all impacted items within the Metro right of way. It is the responsibility of the Contractor to coordinate with the City for all demolition work within the City right of way. Any City permit application requirement will be at the Contractor’s cost.

C. Temporary Facilities:

1.) There is no existing storm drain system at Lankershim Blvd

and Chandler Blvd (North) within the project limits. Removal of existing street curbs due to open cut construction will impact to the runoff along the existing street curbs. The Contractor shall provide an acceptable temporary drainage system to capture all surface runoff draining to the Project site. In addition, the Contractor shall furnish Metro and the City with the drainage hydrology and hydraulic calculation to ensure that the temporary drainage system will work and meet the City requirements.

2.) The Contractor shall provide temporary traffic signal for S/B Lankershim traffic due to removal of the existing traffic signal during construction. Contractor shall submit the permit application and final design of the temporary traffic signal and related work site traffic control plans to City for review and approval. All plans prepared for the City shall in compliance with the City CADD standards and LADOT Requirements for Traffic Control. (See Attached.)

3.) The Contractor shall provide and maintain temporary lightings, work site traffic control and protective devices, construction fencing, barricades, directive and warning signs, and temporary access walkway as required by the project to ensure the safety of the personnel and the public during construction. The Contractor shall be responsible for timely erection and removal of such safeguard devices without specific instructions from Metro. Signage and security should be provided to prevent the public from jaywalking and using the bus turnaround pad to access the temporary ingress on the north side of the station to cross Lankershim.

4.) The Contractor shall assign a third party coordinator to the project, determine the need for temporary utility services and shall make arrangements with utility companies and governmental agencies to secure such services. All cost incurred shall be at the sole expense of the Contractor. The Contractor shall furnish, install, connect and maintain the necessary services in a neat and orderly manner. Prior to final acceptance, the Contractor shall remove the services and restore the site to a satisfactory condition in a timely manner at his own expense.

5.) The Contractor shall provide temporary sanitary facilities and services for his employees. These facilities and services shall be maintained throughout the construction period. Upon completion of the Work, the Contractor shall remove them from the premises and leave the job-sit clean.

6.) The Contractor shall perform final design of the construction site traffic control plans as required due to open cut construction at Lankershim Blvd between Chandler Blvd North and South intersections. Two lanes of thru traffic for

northbound and southbound Lankershim Blvd, and left turn pockets to Chandler Blvd South shall be maintained during construction. In addition, southbound traffic from Lankershim shall be allowed to make a right turn to Chandler Blvd North. It is the responsibility of the Contractor to determine all traffic control requirements including and not be limited to removal of existing pavement and curbs, striping and detector loops, modification of existing signals, installation of new traffic striping, detector loops and temporary traffic signals as required per the final design plans. The final design plans shall be approved by Metro and LADOT prior to commencing any construction within the City ROW.

D. Utilities Relocation and Removal:

1.) The Contractor shall coordinate with the City and all affected utility companies for all utilities that need to be temporarily or permanently relocated during the construction. It is the responsible of the Contractor to prepare and submit the utilities relocation plans and associated permit applications to Metro, affected utility company, and the City for review and approval prior to commencing any relocation work.

2.) The Contractor shall obtain LADOT approval for modification of any traffic signal system and loops/cameras that is impacted by this project. The traffic signal at the intersection’s SW corner to be removed for construction shall be replaced with a new traffic signal pole after the construction. Install new traffic and pedestrian signals including LED modules in traffic signal heads for N/B Lankershim traffic at Chandler Blvd North and Lankershim Blvd. Disable left turn signal during construction. Install new traffic signal cabinet & controller on east side of Lankershim Blvd. Contractor shall provide temporary signal during construction for traffic control at the intersection. This shall include temporary traffic signal poles, cabinet and controller per LADOT Standards. Traffic signal, interconnect and video fiber communication shall be maintained during construction. In addition, all loops shall be recut and rewired if damaged or are not centered in lanes.

3.) The Contractor shall obtain approval from LABSL for any street light that needs to be removed during construction, and be reinstalled after the construction.

4.) In addition, LABOE and LABSS shall be notified for any utilities that will be impacted due to removal of street pavement for open cut construction of this project. Contractor shall submit temporary shoring plans to Metro and City for review and approval.

E. Metro Orange Line (MOL) Station Modification:

1.) The Contractor is responsible for the final design of the bus turn around area due to existing curb modification as shown

in the PE drawing. Final location of the drainage inlet due to curb modification will be determined by the Contractor. All storm drain pipes that connecting to the existing MOL drainage system during construction shall be RCP with a minimum diameter of 18” or as required by hydrology calculations.

2.) New extended pavement section for the busway shall match the existing pavement section. The proposed drainage catch basin and related drainage grate shall be HS-20 loading rated.

3.) The proposed pavement finish around the underpass entrance and plaza area shall be reviewed and approve by Metro.

4.) To minimize impact to the MOL revenue service, the Contractor shall coordinate his work closely with MOL Bus Operations during the construction. The proposed construction staging and schedule shall be reviewed and approve by Metro.

F. Lankershim Blvd Restoration, Street Lighting and Final Signal Modification:

1.) The Contractor is responsible to prepare and provide the final street restoration, street lighting, and signal modification plans to Metro and City for review and approval.

2.) All reconstructed Lankershim Blvd roadway pavement, sidewalk, curb and gutter within the project limits shall match existing pavement section, curb flow line grade, and sidewalk finish before the construction of this project.

3.) Removal of one palm tree due to open cut construction will need to be replanted at the new tree well location.

4.) The Contractor shall perform the final traffic signal, street lighting, street striping and pavement delineation design due to reconfiguration of pedestrian cross walk at the intersection as shown in the PE drawing. The final design plans shall be submitted to LADOT and LABSL for review and approval.

G. Construction Best Management Plan (BMP):

1.) The Contractor shall submit the construction BMP to Metro and the City for review and acceptance prior to start of demolition or change of drainage patterns for this Project.

2.) Stormwater pollution prevention plan (SWPPP) is required for this project. It is the responsible of the Contractor to verify with Regional Water Quality Control Board (RWQCB) to ensure that it is in compliance with the current stormwater General Permit requirement. However Metro requires that a Water Pollution Control Program (WPCP) addressing control measures be prepared and implemented by the Contractor.

1. Projects Having Less Than One Acre of Disturbed Soil

Projects with construction activity that will result in less than one acre of disturbed soil, the Contractor shall comply with the following minimum water quality protection requirements:

a. Retain eroded sediments and other pollutants on-site and do not allow transportation from the site by sheet flow, swales, area drains, natural drainage, or wind. Control slope and channel erosion by implementing an effective combination of best management practices (BMPs). Such BMPs include scheduling grading during non-rainy seasons, installation of silt fences, sandbags and filler fabric, straw wattles, and planting and maintaining vegetation on slopes and covering erosion-susceptible slopes.

b. Protect stockpiles of earth and other construction-related materials from being transported from the site by wind or water.

c. Properly store and handle fuels, oils, solvents, and other toxic materials to not contaminate the soil or surface waters, enter the groundwater, or be placed where they may enter a live stream, channel, drain, or other water conveyance facility. Protect all approved toxic storage containers from weather, and provide berms around storage areas. Clean spills immediately and properly dispose of cleanup materials. Spills shall not be washed into live streams, channels, drains or other water conveyance facilities.

d. Do not wash excess or waste concrete into the public way or any drainage system. Retain concrete wastes on-site until they can be appropriately disposed of or recycled.

e. Deposit trash and construction-related solid wastes in covered receptacles to prevent contamination of rainwater and dispersal by wind.

f. Do not allow sediments and other materials to be tracked from the site by vehicle traffic. Provide approved BMP installations to stabilize construction entrance roadways to inhibit sediments from being deposited onto public ways. Accidental deposition must be swept up immediately and may not be washed down by rain or any other means. All loose soil and debris shall be removed from street areas upon starting operations and periodically thereafter as directed by the inspector.

g. Contain non-stormwater runoff from equipment or vehicle washing and any other activity at the work site.

h. The contractor shall protect all new and existing storm

drain system structures from sedimentation and concrete rinse, or other construction-related debris and discharges with gravel bags and filter fabric or by any other equal product approved by the engineer. Accumulated debris shall be cleaned up and properly disposed of by the contractor to prevent the materials from entering or being carried into stormwater conveyances.

i. At completion of the Work, clear the worksite of debris and restore to a condition at least equal to or better than prior to construction.

1.5.3 STRUCTURAL

Final design and specifications shall conform to the latest applicable codes, regulations, Metro Rail Standards and Directive Drawings, guidelines and Metro Rail Design Criteria.

1.5.4 MECHANICAL

Final design and specifications work, as described in the Summary of Work and Preliminary Engineering (PE) design drawings.

The contractor shall provide complete functional and operational mechanical systems; provide complete design calculations, construction drawings, and specifications to Metro for review and acceptance and provide complete specifications using Metro Baseline Specifications.

All Materials shall be new and standard products of manufacturer’s regularly engaged in the manufacture of such products. Products shall be commercially available and shall be energy efficient type, and replacement parts to be of industry accepted new standard type and be available for a period of five (5) years after installation/certification.

A. Program Requirements:

1. The complete heating, ventilating, air conditioning, electrical, plumbing and fire protection systems shall conform to Metro Design Criteria. Other local codes and ordinances shall also be incorporated in the final design. All codes shall be the latest adopted versions with amendments.

2. The new heating, ventilation, cooling system, plumbing, electrical, safety, and fire protection systems will be designed to serve ancillary rooms required by the new underground pedestrian passage addition to an existing Metro Red Line underground station. HVAC systems will be provided to maintain an optimum environment for the operation and maintenance personnel and to prolong the life of the equipment by proper control of temperature, and pressure.

3. Code Criteria: Heating, Ventilation, Air Conditioning, Plumbing, Electrical and Fire Protection General Requirements.

B. Mechanical (HVAC) General Requirements.

1. Elevator equipment room.

A HVAC system shall be provided consisting of split system DX cooling only, consisting of a fan coil section and a remote condensing unit. AC unit shall be high energy efficiency of EER-10.3 or better.

a) Cooling Load- based on summation of the following heat gains:

1) Occupancy

2) Lighting and equipment loads

3) Ventilations make up air

4) Wall transmission gains

b) Controls shall be provided by 7 day programmable digital room thermostat with cooling set points. Remote alarms shall include cooling compressor failure alarm, high temperature and no airflow alarm.

2. Electrical and Mechanical Equipment room

Mechanical room and Electrical room shall be provided with a power exhaust system discharged to the exterior. Make up air shall be filtered outside air. Provide ventilation to offset heat load produced by equipment and room temperature, maximum is 10 degrees above outdoor or a minimum of 10 air changes per hour, whichever is larger. Equipment rooms shall be exhausted to the outside at a minimum of 10 air changes per hour. Provide medium efficiency type class 1, disposable air filters, 4 inch thick, complete with dirty filters indicator. Air filter box shall be v-bank side access filter housing and shall be factory made by filter manufacturer and shall be complete with inside flange, gasket and access door. Remote alarms shall include no airflow alarm for both exhaust fan and supply fan. Both fans shall be continuous running.

3. All distribution systems shall be of galvanized steel ductwork with air distribution devices for return and supply in each area to be served.

1.5.5 ELECTRICAL

A. Final design and specifications shall conform to the latest applicable codes, regulations, standards, directive, guidelines, and Metro Design Criteria. Other local codes and ordinances, if applicable shall also be incorporated in the final design. All codes shall be the latest adopted versions with amendments. Contractor shall pay for all fees including city permit, inspection and miscellaneous fees if required.

B. Electrical works under this contract include, but are not be limited to the following:

1. Designing, furnishing, installing complete power distribution system, lighting, associated wiring, and conduit. Perform comprehensive testing of all systems and subsystems within the scope of this contract. Perform circuit analysis, short circuit calculations and coordination study. Submit a complete report to Metro for record. Complete report shall be sealed/stamped, dated and signed by Contractor’s Engineer of Record (EOR).

2. Furnishing and installing scheduled and unscheduled raceways embedded, concealed, or exposed.

3. Furnishing, installing and pulling of cables/wiring through raceways and terminating as required for the satisfactory operation of all systems and subsystems.

4. Tagging scheduled and unscheduled raceways and cables for lighting, receptacles, and power shall be tagged at each end with power source and circuit number.

5. Coordinating all electrical work with the structure and equipment so as to avoid interferences.

6. Conducting a thorough investigation of the existing electrical systems to verity the information shown in the reference or record drawings.

7. Coordination with Architects and other engineering disciplines.

8. Measure and confirm spare capacity of existing power equipment including existing Uninterruptible Power Supply (UPS) to support additional loads. Provide new power equipment and/or add new equipment as required to accommodate project loads without extra cost to Metro.

a. Minimum 40kVA UPS equipment units. See UPS Section 16610 for UPS specification.

9. Performing a thorough station power assessment and analysis through site visits and by conducting and participating in meeting with the Metro Red Line construction manager, transportation manager and Metro Fire

Life Safety representative. Review of station as-built drawings to develop functional and design requirements for the project and submit to Metro for review and acceptance.

10. Analyzing the effect of modifications on existing electrical infrastructure and systems. Identify points of connections, design new interfaces, etc., that are required to tie new to existing electrical infrastructure and systems. Locations and positioning of lights, signs, panels, and other equipment/devices shall be based on the final Architectural plan, Furnish Electrical drawings. Extend existing systems into new areas from existing power distribution equipment. UPS as required, to accommodate and support the intended operation at the new Metro Red Line North Hollywood West Entrance without additional cost to Metro. Provide additional designs to satisfy Metro functional requirements as required. All designs shall be reviewed and accepted by Metro. All new modifications shall Work together with the existing as an integral system.

Systems shall include the following:

a) Lighting – Indoor, Outdoor, Emergency and Exit

b) Power Distribution System

c) Heating Ventilation Air Conditioning (HVAC) System

d) Supervisory Control and Data Acquisition (SCADA) Interface

e) Closed Circuit Television (CCTV) System

f) Telephone and network connection outlets

11. Housekeeping concreting mounting pad shall be provided to all floor mounted equipment.

13. Work continued from Contract C0984 – Provide and install lighting in Lankershim Depot Plaza/Park per lighting design (C0984 Design/Bid/Build Drawing Package showing work for Contract C1013). Intercept stub out underground conduits and extend to light fixtures. Provide wiring and additional underground conduits as required. Furnish circuits from Depot building.

C. Equipment

1. Equipment requirements shall be based upon electrical load studies and low voltage system requirements. Sizing of equipment shall include: a) Circuit breaker size requirements. b) Transformer capacities. c) Conduit and conductors.

2. Low Voltage Distribution Switchgear/Motor Control Center/Panel Board/Transformer

The low voltage distribution switchgear/MCC/panel board shall have a main circuit breaker and distribution circuit breakers for each feeder. All new panels shall include 30% spare breakers and minimum 50% spare capacity

3. Overload Coordination Phase over current and ground fault devices shall be coordinated such that ground faults, short circuits, or overloads will trip only the immediate upstream protective device from the point where the fault or overload occurs.

D. Wiring Raceways, ducts, boxes, cabinets, and equipment enclosures shall be capable of withstanding temperatures to 932oF and shall not support combustion: 1. All insulation shall conform to Article 310 of NFPA 70. 2. All conductors shall be enclosed in raceways. 3. All conductors and lugs shall be matched with the proper temperature

ratings. Wiring shall be in compliance to NFPA 130

E. Lighting

1. The Contractor shall conform to the lighting criteria contained herein that provide the functional and aesthetic guidelines necessary to design lighting for the North Hollywood Station West Entrance. Conformance with the criteria is necessary to ensure adequate lighting levels for the system facilities and provide intended quality, security, convenience, efficiency, and ease maintenance.

2. One or more switches located near the entrance door(s) to the room shall control lighting. Connect new lighting fixtures to new lighting control system.

3. Exterior lighting shall be automatically controlled by photo cell sensors with manual switch override for maintenance purposes.

4. Emergency lighting shall be provided in path of egress.

5. Lighting fixtures shall be provided with all necessary structural supports, canopies, aligners, outlet boxes and suspension or mounting accessories.

F. Standard Equipment

All luminaries and lamp types shall match existing luminaries to provide design and perceptual unity and simplify maintenance requirements. Emergency lighting shall be provided in the all path of egress. A minimum of one-foot candle is required for emergency lighting. New light poles at plaza level shall match existing light poles and luminaires.

G. Illumination Levels

Illumination levels shall define and differentiate between task areas, decision and transition points, and areas of potential hazard. In addition to quantity of lighting, it is essential that illumination be designed to minimize glare and/or interference with task accuracy. The minimum foot-candle level shall be based on Metro Design Criteria manual.

H. Grounding

1. General Requirements

Project elements will be grounded as described in this Section. IEEE Standard 142 Grounding of Industrial and Commercial Power Systems, IEEE standard 80 and NEC 250.

Provide complete grounding systems throughout the mezzanine passageway level and station West entrance as shown on drawings as required per applicable codes.

2. Ground Tests

Fall of potential ground resistance tests per IEEE 142, IEEE Guide for Measuring Earth Resistively, shall be made in all buildings and structures.

Test reports shall be furnished to Metro or its representative.

All equipment, cabinet, panels and etc., shall be grounded per NEC, Article 250 & IEEE 80.

The rack ground bus is to be grounded to a central common ground in the equipment room. Contractor to verify location.

3. Install #4/0 AWG and 500MCM bare copper equipment grounding conductor where required throughout the Mezzanine level passageway to be properly grounded. See As-built drawings, Metro Design Criteria and Directive drawings.

I. Conduit and Ductbanks

1. Scope

This section applies to all raceways and underground duct banks for power and communication. Power must be in separate conduit and duct banks from signal and communication per NEC.

2. General Requirements

All wires and cables shall be protected by raceway from physical damage.

Raceways shall be galvanized rigid steel conduit unless indicated otherwise in the following paragraphs. Raceways below grade shall be galvanized rigid steel conduit provided with suitable corrosion protection. Acceptable corrosion protective coating may be either coal-tar epoxy or factory-applied PVC (PVC-GRS), continuous for the entire embedded or buried portion plus a minimum of 12 inches on each end.

PVC Schedule 80 conduit may be used only in underground concrete encased duct banks or where otherwise indicated. Installation of PVC conduit is subject to bending radius limitations as follows:

a. All conduits bend 30 degrees or more shall be PVC/GRS except bends in duct banks with radius greater than 6 feet may be PVC, Schedule 80. PVC Schedule zero bends shall be factory-made or field-made using an approved hot-bending appliance.

b. Bends in concrete encased duct banks greater than 100-foot radius may be made by sweeping schedule 80 PVC.

c. Where large cables are to be installed in raceway, the bending radius of the raceway shall be no less than 12 times the cable diameter. Minimum bend radius for raceways is a nominal 2 inches and larger installed below grade shall be as follows:

1.5.6 SYSTEMS Contractor shall perform complete design in full compliance with all applicable codes, Metro Fire Life Safety and Design Criteria. Contractor shall be responsible in determining the actual system point of connections and interfaces prior to bid. Contractor shall obtain all communication and low voltage as-built drawings and verify existing conditions.

A. Fire Alarm System (FAS) Design necessary modification/expansion/upgrade of the existing station fire alarm system to include coverage for the new entrance area. The modified/expanded/upgraded system shall be fully recommissioned to the satisfaction of the Authority Having Jurisdiction (AHJ). Comply with applicable requirements specified in Design Criteria Section 9.14 Fire Alarm System and Appendix-A Fire Alarm Plan Check Requirements.

At a minimum, FAS devices shall include smoke detectors in all ancillary rooms and elevator lobby; heat detector in the elevator room, duct detectors installed per code; all ancillary rooms; ETEL(s) to serve as manual pull stations in the underground public areas. Contractor shall provide direct fire panel interface to the elevator machine room and 480V breakers for fire shutdown of elevators using Fire Alarm Control Panel (FACP) addressable control modules in full compliance with NFPA 70 and NFPA 72. FAS designer shall closely coordinate with elevator contractor to ensure that all requirements are met.

B. Telephone/Network, PA, VMS/TPIS, CCTV Contractor shall design and install the raceways/conduits and cabling necessary to expand the existing station systems to the new equipment/devices in the new entrance area. The exact locations/positions of the new equipment & device shall be designed to replicate existing system configuration as much as possible in close coordination with Metro. All work shall permit ease of installation of all Telephone/Network, PA, VMS and CCTV equipment which will be procured, installed, tested and commissioned by Metro. Contractor shall support Metro during the integration testing, as required.

C. Intrusion Detection System (IDS)

IDS shall provide monitoring of emergency exits, elevator, mechanical and electrical room doors, station entrance roll-up grille, and roll-up grille access panels to detect authorized and/or unauthorized entry. Detection of entry shall be reported to the IDS/Access Control System at ROC. Card key access shall also be provided for each roll-up grille access panel and electrical room.

Contractor shall provide provisions for the TVM array in the new entrance as defined in the Systems plan drawing. TVM installation, communications cabling, and SCADA Interface Cable (SIC) interconnection from TVM array to TC&C Room by Metro Universal Fare System (UFS) Dept. & Cubic Transportation System (CTS).

E. SCADA

Contractor shall install raceways and pull the required SCADA interface cables from the elevator machine room, escalator controller pit/room and roll-up grille control panel to existing CIC-6 in Communications Cable Pull Room D107 (C351: E-215). Metro to expand CIC-6, as required, to accommodate the new SCADA points (indication &control) and provide terminals for the contractor’s cables/wires. Corresponding modifications to the existing Rail Operations Center (ROC) SCADA system by Metro. Provide SCADA Remote Terminal Unit (RTU) indication & control points typically associated with underground station entrances as identified in the typical SCADA RTU points list below. All indications shall be wetted with 24VDC from SCADA on one common per every 8 points. A single common for each equipment will be provided by Metro. All controls shall be via Metro provided dry contact rated 2 amps and 48V. All controls shall have two wires per control and be current limited by the Contractor to 2 amps.

F. Radio Expansion of radio coverage to include the new entrance is by Metro.

1.5.7 INTERFACE REQUIREMENTS

The Contractor shall be responsible for managing and accommodating all interfaces among all physical components of the Project and design disciplines, construction subcontractors and crafts/skills for items included in the Scope of Work covered by this section and the contract as a whole, including interfaces with Metro and Metro installed equipment. The Contractor shall develop an Interface Management Plan that shall identify all interfaces associated with the Project and document how each of the interfaces will be accommodated during the Contract. The Contractor shall establish a Plan to organize, track, and document the interfaces of the new Work with existing facilities and systems, to establish the requirements for documentation of changes in existing facilities and systems, and to establish which elements are to be documented as new Work provided directly by the Contractor under this Contract, and which is to be provided by other agencies pursuant to arrangements made by the Contractor. The Plan is to include, but not be limited to: Electrical, Mechanical, plumbing, and communications interfaces with existing Metro Red Line North Hollywood Station systems, including power, telephone, CCTV, PA/VMS, Fire Alarm, Intrusion Detection, Corrosion control, SCADA, Radio, TVM, grounding, Telephone/Network connection and other status/alarm monitoring systems.

1.5.8 WIRING METHODS A. Identify wiring at both ends by using Quick Labels, E-Z Wire Markers, or

approved equivalent. Label wiring operating at voltages above 28V with voltage level or color-coded and a large color code label provided inside cabinet.

B. Prewire electrical components to numbered terminal block furnished by

Contractor. Wire and mount terminal blocks so that internal and external wiring does not cross over terminal points. Bind conductors together to give a neat appearance and to facilitate future rework. Splicing of control wires inside MCC wire ways is prohibited.

C. Arrange wiring which will be subjected to twisting and bending through

maintenance and operation such that twisting and bending is along the longitudinal axis rather then laterally.

D. Accomplish cable connections to each modular connecting block cable

connector panel by wire wraps; other connections – Solderless terminals at terminal strips. Support cables every 24 inches except where longer unsupported lengths are required for accessibility and operations.

E. All installations are to leave walls without holes or sections missing as a

result of either new installations or removal of lines, ductwork, cabling or wiring.

F. All wiring and conduit installations shall be concealed. Junction boxes

shall be accessible. All conduits shall be galvanized rigid steel conduit.

1.5.9 TESTING

A. Provide the test procedures, qualified technical personnel, tools, test equipment and other items required to perform the testing. Test procedures and test data reports shall be reviewed and approved by the respective discipline Engineer of Record (EOR) prior to submittal for Metro’s acceptance. Metro, at its discretion, may have its representative(s) present at each test to observe the test and certify the recorded results.

B. Furnish written notice as to when installed electrical equipment will be

tested so that Metro or its designee may be present to witness the test. Provide a minimum of 48 hours prior notice of a proposed test.

C. Contractor may have a representative of equipment manufacturer

present to witness tests and verify results with expenses borne by Contractor.

D. Keep test data sheets showing results of tests described in EOR-

approved and Metro-accepted test procedures. Provide data sheets listing acceptable or specified test limits and values actually measured. Maintain one copy of test data sheets on Worksite. Furnish one set to Metro or its designee. Retain one set. Provide data sheets showing test set-up, equipment used, names of persons performing test, names of witnesses, data, location, and serial number of equipment under test.

Test data sheets – Reviewed and approved by EOR and accepted by Metro (or designee) as submitted, or additional tests may be required. If additional tests are required because initial test results do not comply with the test procedure and specification, document retesting and submit as before, at no additional cost to Metro.

E. Panels will be inspected by Metro, and its designee.

1. Inspection will first cover a physical check of panels in reference to the following items: a) Proper model numbers. b) Arrangement of instruments per Shop Drawings on panel front. c) Arrangement of back-mounted accessories for proper clearance,

operation and maintenance.

Drawings and Specifications. e) Finish of panel. f) Tagging of wiring. g) General Workmanship.

2. After completion of physical inspection, perform circuit checkouts

using Contractor’s testing personnel. 3. Check electrical instruments and electrical circuit for continuity by

checking entire “loops” if within panel or by simulating field conditions or operations. Include instruments, alarms, relays and switches that are part of the design. When full simulation is not possible or practicable, give wires a point-to-point continuity check.

PART 2 - PRODUCTS 2.1 PRODUCTS

Design review and submittals requirements shall comply with sections 01460DB, and 01300.

PART 3 - EXECUTION 3.1 CONTRACTOR'S DUTIES - Construct Work in accordance with Contract

Documents including actions specified below:

A. Except as otherwise specified, furnish and pay cost for the following:

1. Labor, superintendence and products. 2. Construction supplies, equipment, tools, machinery, storage and materials. 3. Utilities including temporary power and water required for construction. 4. Other facilities and services necessary to properly execute and complete the

Work.

B. Perform Work in accordance with applicable codes, ordinances, rules, regulations, orders and other legal requirements of governmental bodies and public agencies, including Metro. Upgrade existing utilities under permit of city or county agency, which has jurisdiction over service or the area, where service is located.

C. Coordinate prosecution of Work with those public utilities, governmental bodies,

private utilities and other contractors performing Work on, and adjacent to, the Worksite; eliminate or minimize delays in Work and conflicts with those utilities,

bodies and contractors. Schedule governmental Work, private utility and public utility Work, which rely upon survey points, lines and grades established by Contractor, to occur immediately after those points, lines and grades have been established.

D. Perform Work as specified, and in a timely manner. Submit schedule of Work

which will be performed at times other than during the normal eight-hour Working day, daylight hours, and five-day Working week to Metro or its designee for review and acceptance not less than 48 hours in advance of those times. Construction operations will normally be confined to those hours between dawn and dusk. Approval to Work at night may be obtained after Contractor presents a written program outlining special precautions to be taken to control the extraordinary hazards presented by night Work. Include supplementary lighting of Work areas, availability of medical facilities, security precautions and noise limitations.

E. Maintain access to, and visibility of, fire hydrants, police call boxes, fire alarm

boxes, standpipe connections and traffic control devices

F. ORDER OF WORK

1. Contractor shall use Metro Rail Design Criteria, Standard and Directive Drawings included in the drawing set, CADD Standards, and Metro Signage Standards in preparation of final design. Metro Technical Specifications are provided as reference and may be used by Contractor in preparation of Technical Specifications for final design and construction. Unless otherwise noted in Contract Documents. The Contractor shall comply with APTA standards in preparing the final design and technical specifications for escalators and elevators.

2. Contractor is responsible for determining the extent of the need for and obtaining the services of surveyors for verification of existing underground utilities, geotechnical investigations if required, verification of as-built plans as provided by Metro and other necessary tasks in support of the final design and construction of this Project.

3. Contractor shall identify and utilize nearby available power and communication infrastructures spare capacity, breakers and cables.

4. Existing pedestrian traffic between two transit stations across the Lankershim Blvd. shall not be disrupted during construction. It is Contractor’s responsibility to provide safe and effective pedestrian access to boarding and from the un-boarding platforms of MOL station, including, temporary decking or/and de tours, protective railing, fencing, signage, etc.

3.2 CONTRACT DURATION

The contract duration for completing this design/build contract is 730 calendar days (2 years) from the date of notice to proceed (NTP). By the end of this period, the Contractor shall complete the design/build of the MRL/MOL North Hollywood Station West Entrance and all related Work as specified in this contract.

3.3 PROJECT SCHEDULE AND SCHEDULE ADHERENCE REQUIREMENT

Within thirty (30) calendar days from Notice to Proceed, Contractor shall provide for approval of Metro, a detailed design schedule showing design milestones, and submittals for each design package. The design schedule shall contain 60%, 80% and 100% submittal requirements. Construction work for any design package shall not start without a Metro approved “Issued for Construction (IFC)” package. Contractor shall deliver all required deliverables in accordance with the Metro approved “Design Schedule”. If Contractor fails to provide all required deliverables within 30 calendar days from a specified milestone date, Contractor shall submit to Metro for approval, a “Recovery Schedule” within ten (10) calendar days after said 30-day period.

3.5 SCHEDULE OF VALUES FOR DESIGN

Contractor shall provide Metro with the project schedule of values for design using the format in Attachment 1, within two (2) weeks after the NTP. The schedule of values for Design shall include the breakdown of the project design in several design packages to allow for a logical sequential construction of the project. Metro will review and discuss the schedule of values for design with the selected contractor and make adjustments as needed, and upon approval by Metro, this schedule of values for design will be used by the Contractor for monthly invoices of the design work.

Contractor shall also submit within two (2) weeks after NTP a detailed FINAL DESIGN PAYMENT SCHEDULE to Metro for the final design portion of the work. The schedule of payment shall mirror the schedules of values for design, assigning a dollars value for each design package milestone. Milestone Payments shall be based upon the approved FINAL DESIGN PAYMENT SCHEDULE and shall include a proportionate share of overhead, profit, and all other expenses involved in the completion of each design package milestone. Billing of a design package shall only be allowed after each design package milestone is met and the associated design package submittal has been approved and accepted by Metro.
