A FEW CONSIDERATIONS

The Romanian Official Statistics was founded in 1859, the same year when theRomanian National State was created..

On July 12th, 1859, Prince Alexandru Ioan Cuza signed the Royal Ordinanceestablishing the Central Office of Statistical Administration of Wallachiacoordinated by Dionisie Pop Marţian. For Moldavia, a similar institution had beencreated on July 1st, 1859, led by the scholar Ion Ionescu de la Brad.

On August 2nd, 1862, the statistical offices of Wallachia and Moldavia gottogether and became the Department of Statistics of the United Principalities,based in Bucharest.

Over the time, the development of statistics has naturally followed the path of ourhistory, with ups and downs.

With the accession of Romania to the European Union on January 1st, 2007 andwith the harmonization with the acquis communautaire, Romanian statisticsreoccupied its rightful place among the modern international statistics. Theuniversally recognized performances were achieved through the Romanianstatisticians’ efforts and with the support of the European Community.

The National Institute of Statistics of Romania is led by a President, assisted bythree Vice-Presidents and a Secretary General, appointed by the Prime Minister'sdecision.

There are 8 Regional Statistical Directorates and 34 County StatisticalDirectorates that are subordinated to the NIS. The share of higher educated staffis 88.50%.

Through the efforts of our specialists in the territory the information are gathered,validated, processed, analyzed, and centralized and then delivered to the users ofstatistical data.

We invite you to read the following pages to get to know our structure and mainactivities, as well as some new aspects in the field of statistics. The presentationorder of our directorates being a random one, we invite you to get acquainted firstto that through which Romanian statistics are interconnected with the EuropeanStatistical System.

= We develop and update the statistical indicators systems, the methodologies and the technical standards that underpin the statistical researches in the field of the national accounts and the governmental finance statistics in accordance with the standards and the norms of the statistical acquis communautaire;

During the last 15 years, the economic development per capita of Romaniaexperienced the highest increase compared to the European average. From a share of25.5% in 2000, it reached a level of 55.3% in 2014.

=Our mission is to produce reliable indicators in the field of price statistics, using well-foundedmethodologies strictly complying with the international standards and to deliver theseindicators to the decision makers and to the public;

=We calculate, process, validate and provide a system of indicators used for a wide range ofpurposes: consumer price indices (CPI), the production price indices (the price indices foragricultural products–PIAP, the industrial products price indices – IPPI, the production priceindices for services – PPIS), the price indices of the agricultural inputs, the price indices forresidential properties and the average prices for the agricultural products;

=We actively participate in the collection, validation and dissemination of the statisticalinformation used for determining the purchasing power parity and the price level indices,within the European Comparing Programme;

=We monitor and implement the methodological standards adopted at international level,through the European legislation or the thematic manuals issued by various internationalorganisations (IMF, OECD, ILO, etc.).

= The Directorate is referred to as the "spinal column" of business statistics;= Among the main tasks of the Directorate there are:

Ø Coordinate the statistical business surveys (sampling frame, survey plan) and ensure thesamples used in the statistical surveys specific for the economic field;

Ø Manage the Statistical Business Register (REGIS), according to the requirements of theEuropean regulations;

Ø Develop and update the nomenclatures and the classifications of general interest, themethodologies for their use and implementation, respectively: NACE Rev. 2, ISTAUR(Informatics System of the Territorial – Administrative Units Register) etc.

The Directorate of Agriculture and Environment Statistics develops statistics referring to:Ø lands in use and crop production;Ø livestock and animal production;Ø farm structure surveys;Ø economic accounts for agriculture;Ø forestry;Ø economic accounts for environment;Ø sustainable development.

= We develop and update the statistical indices system, the methodologies and technicalstandards on which the achievement of the statistical surveys in agriculture, forestry,logging and environment are based, in accordance with the EU norms and standards;

= We issue synthesis paper works and press releases on specific activities;= We develop the economic accounts in agriculture – the data source for the quarterly

and annually calculation of the GDP;= We develop and update the environmental economic accounts in accordance with the

requirements of the Regulation no. 691/2011 of the EC and of the EP and with the EuropeanStrategy for Environmental Accountingi;

= Every 10 years, we organize and perform the General Agricultural Census;= We organize the collection, processing, storage and validation of the information obtained

through statistical surveys specific to our activity, according to the national annual statisticalprogramme NASP (National Annual Statistical Programme);

= We coordinate, follow and fill in the standard tables, according to the Regulation no. 691/2011 of the EC and EP on European environmental economic accounts, the jointEurostat / OECD questionnaires for the chapter on inland waters at national and regionallevel, the joint Eurostat / OECD questionnaire for the chapter on expenditures forenvironmental protection at national and regional level, the UNECE joint questionnaire,FAO, Eurostat, ITTO – forestry statistics and the Eurostat questionnaire – economic-environmental integrated account on forestry field;

= We carry out projects with non-refundable external financing to strengthen the statisticalsystem and to improve the quality of statistical data in the field of agriculture, forestry andenvironment.

= We perform the Structural Survey (AS) in enterprises that are the main source of data forthe elaboration of the National Accounts;

= We develop statistics in the fields of transport, post and telecommunications, roadtransport of passengers and goods, data on infrastructure and means of transportation byrail, road, sea, inland waterways, pipelines and air lines and the activity in the field of postaland telecommunications administrations;

= We carry out short term surveys, qualitative surveys, whose purpose is to analyze theevolution of the economic indices on short and medium term.

= We develop monthly statistics on the Romanian international trade of goods, based on twostatistic systems, i.e. Intrastat (the trade operations with EC Member States) and Extrastat (thetrade operations with non-EC countries);

= By the Intrastat statistic system, based on monthly statistical quasi-exhaustive research, wecollect data from over 20,000 economic operators (over 500,000 transactions monthly);

We provide the operation and the management of physical and virtual servers existingwithin the NIS headquarters;We provide the operation hardware technical conditions for the web applications whichrecord massive traffic, such as http://www.intrastat.ro, the main website of the NIShttp://www.insse.ro, as well as the portal sites of http://esop.insse.ro/esop-web andhttp://edemos.insse.ro/portal.;We provide the support for the statistical data delivery on time to Eurostat through thesystem eDAMIS (eWA widget + eWP-portal); we provide the technical support for thestatistical data transmission to Eurostat through the portal using Web Forms (eWF);We provide the necessary technical conditions for a safe operation of the computernetworks Extranet, LAN and WAN and of all computing equipments in the NIS;We provide the e-mail system Microsoft Exchange and the Internet connections for thewhole statistical system of the NIS;We provide the technical support for the operation of the acceleration equipments for theapplications within the NIS and in the statistical territorial divisions and for the optimizationof the data traffic in the network WAN of the NIS;We perform the large-volume printouts for the statistical works and we multiplypublications in electronic format on CDs and DVDs.
