01 Overview of demolition works The Our Hospital Project is a once-in-a-generation project that will deliver a fully integrated, 21st century health care facility. The project will be an integral part of the local community and will give patients greater choice and access to, and provision of, quality and efficient services that will enhance the overall health and well-being of Islanders. 01 Overview of demolition works

The demolition work on the existing Overdale Hospital site is planned to start in the first quarter of 2022. We will first safely remove any asbestos from site, and then follow through with the phased demolition. A total of 20 buildings within the Overdale Hospital site are due to be demolished. The demolition phases are defined based on the current usage of the building and how readily the services being provided within them can be relocated to the former Les Quennevais School building in St Brelade.

Temporary perimeter fencingSolid perimeter fencing (approximately 2.5 metres high) around the entire site boundary (the thin purple in the above diagram) will be progressively installed, to replace the temporary site set-up perimeter fence, which is currently in situ.Due to the nature of the site, it is proposed to erect higher perimeter fencing closer to the Crematorium as shown by the thick purple line in the above diagram. This fence will be approximately 4 metres in height (see indicative image to the right).

04 Site access and traffic management

Traffic managementDue care shall be taken to ensure that the public highway is kept clean of site waste materials. Waste materials shall be stored securely and subsequently loaded for removal within the defined demolition phase boundary.

During demolition Phases 1-2, contractors will adhere to strict site rules to ensure that hospital traffic remains free-flowing and functional – allowing staff and patients

to continue to utilise Overdale Hospital services with minimal impact.

Qualified Banksman will marshal all vehicles on site. All vehicles leaving the site will be required to wash their wheels prior to exiting. For the safety of all on-site, vehicular and pedestrian segregation will be strictly enforced.

Access and egress routesThroughout the three phases of demolition, we do not anticipate any disruption in traffic flow for surrounding residents. The traffic management plan will be displayed on a notice board, on site, and will be kept up to date to reflect any changes required as a result of other activities and conditions in the vicinity (e.g. other roads works).

Construction traffic will access the site through the existing entry and egress through the existing exit points at the Overdale site (shown with the blue dotted line in the diagram below).

Movement of traffic, including deliveries and waste removal, will be carefully managed to avoid peak periods. Covered lorries will transport materials away from site, to the waste recycling centre at La Collette, via the route, shown on the map opposite.

05 Environmental management

Minimising construction impactsRoK FCC JV are committed to being good neighbours and will carefully manage the environment in and around the site, during the demolition with care.

All works will be contained and carried out behind solid fencing, and we will employ the most suitable techniques, equipment and processes to minimise impact and disruption:

• Dust will be minimised using water spray, as and when required. All reasonable measures will be taken during construction works to contain demolition materials within the site, e.g. regular road-sweeping on-site and of surrounding roads, effective traffic management, covered-lorries removing demolition materials away from site and vehicle wheel-washing before exiting the site. Should any odours arise from the demolition, they will be suppressed by a misting system.

• Noise will be minimised by using modern, silenced and muffled equipment, which will be located and oriented away from sensitive areas. Noise monitoring equipment will be utilised in sensitive areas as required. Operatives, contractors and visitors are to wear suitable protective equipment in the established, hearing protection zones – which will be clearly signposted.

• Vibration control will be achieved by using modern, low-vibration plant available for the task.

Any noise-generating works will be contained during 08:00 - 18:00 Monday to Friday and 08:00 - 13:00 Saturday, with regular breaks and intervals in between.

Ecological considerationsThe team are also taking a range of ecological considerations into account to ensure that any impacts from the proposed demolition works are mitigated.

All works will be sensitively timed to minimise the impact to surrounding flora and fauna, for example the presence of roosting bats in any of the proposed buildings or any possibility of nesting birds on site.

Inspections will be carried out to confirm the presence of roosting bats and nesting birds in any of the proposed buildings or in close proximity, and appropriate mitigation and compensation measures implemented in advance of any works.

Tree protectionA tree survey was conducted to identify, label and categorise all the trees across the existing Overdale site according to its life expectancy and quality.

The survey data informs which trees need protection throughout the entire construction project and helps formulate a Root Protection Plan.

In the demolition plan, all the trees and shrubs in the demolition zone will be retained.
