Kejriwal stood exposed before thecountry today and should tender apublic apology for practising theopposite of what he preached, BJPhas said, after a former AAP MLAclaimed that the party chief used tospy on his own legislators.

BJP also sought a public explana-tion from Kejriwal, who has beensilent on the spate of sting exposes'on him purportedly showing that hehad tried to keep a tab on its ownMLAs while misusing the name ofBJP.

"Kejriwal used to talk of moralityand honesty. He is practising just theopposite of what he preached to oth-ers. He should come clean on what-ever is going on in his party and theallegations against him made throughstings done by his own party men,"BJP National Secretary ShrikantSharma said today.

He said it is unfortunate thatKejriwal was misusing the names ofBJP leaders and the stings by his ownmen have today uncovered the "veil"(naqaab) he was wearing so far.

"Today, Kejriwal stands exposedbefore the world. He was alwayskeeping others in the dock, but todayafter a series of stings by his ownmen, he is himself in the dock," hesaid.

Sharma also accused the AAPleader of having "lust for power" andbeing an "opportunist".

"Kejriwal speaks a lot about expos-ing wrongdoings of others, but hisown people have done an expose on

him. Their own people have unveiledhis 'naqab' (veil). Kejriwal shouldclarify on the charges levelled by hisown people in the sting. Why is hesilent?" he asked.

Sharma said the AAP leaderpreached a lot of idealism and trans-parency but as per the charges madeby their own people, the same standexposed and the party emerged nodifferent and was like any other polit-ical outfit like BSP, SP, RJD,AIADMK and DMK that was run byindividuals.

Former AAP MLA Rajesh Garg,whom the party had recently sus-pended, today alleged that calls withthe "consent" of Kejriwal were madeto him and several other leadersoffering them crores to support BJP.

Garg claimed that police had arrest-ed a person on his complaint ofreceiving fake calls from UnionFinance Minister Arun Jaitley's officeoffering him Rs 10 crore, who waslater released on AAP's intervention.

Garg further claimed that all callsduring that period were made withparty chief Kejriwal's "consent fromprivate and unknown numbers".

38-year-old Singh wasattacked by over six armedmen who had reached thespot in a SUV. At least 15-20 rounds of bullets werefired. He was later declareddead at Medanta hospital inGurgaon. Singh hadreceived six bullets, includ-ing two in his head fromclose range.

"Other than these two, weare also looking for all thosebig or small criminal ele-ments that could have bene-fited from the elimination ofSingh. Raids are being con-ducted in Haryana, UP andother in outskirts of Delhi inthis connection," said apolice official associatedwith the probe.

A drunken driver is like a suicidebomber who has set out to kill him-self and other road users, a city courtsaid on Tuesday and proposed stin-gent punishment to the offenders.

The court made these observationswhile setting aside the sentence ofan autorickshaw driver who founddriving in an inebriated state.

"It won't be inappropriate to saythat a drunken driver is like a suicidebomber, who has set out to kill him-self as well as the other road usersand thus deserves a very stern sen-tence which should have a deterrenteffect and discourage everyone fromdriving after alcohol intake,"Additional Sessions Judge VirenderBhatt said.

The judge, while dismissing the

convict's appeal against a trial courtorder awarding him a jail term of 20days, also observed that excessiveconsumption of alcohol impaired adriver's ability to judge things onroad.

"A stern sentence to these offend-ers would go a long way in makingroads safer, thereby saving precioushuman lives.

It said that a drunken driver risksnot only his own life but also that ofother motorists as well as pedestri-ans. "Excessive consumption ofalcohol blurs one's vision andintensely impairs the ability to judgethings on the road," it said, addingthat a drunken driver cannot takespontaneous and rational decisionsor quick response while driving afterconsuming alcohol.

The court's observations came onthe appeal of Pawan Kumar, an

autorickshaw driver, who had chal-lenged the sentence awarded to himby a magisterial court that had senthim to a 20-day jail term for drunk-en driving in a crowded area hereand imposed a fine of Rs 2,000.

In his appeal against the order,Kumar had said he was not assailinghis conviction but the sentence as hewas a first-time offender and that theimprisonment would leave an"indelible" scar on his life.

The court, while dismissing hisappeal, said the fact that he wasdriving the autorickshaw during thepeak rush hour after heavily con-suming alcohol, made the offencemore severe.

"There would have certainly beena horrible tragedy, if he was notstopped by traffic police officials," itsaid, adding that the sentence of 20days imposed on him was "in noway, harsh or unwarranted."

It also noted that Kumar was driv-ing without a licence, permit, fit-ness, insurance and pollution certifi-cates.

the road, whom they canoverpower, abduct andthen satiate their sexuallust," it said, adding theyimmediately swung intoaction by dragging herinside their car and tookher to the house of con-vict's sister where theyraped her and thendumped her early in themorning.

The court had earlierconvicted both Kumarand Sharma for theoffences under sections365 (kidnapping), 356(assault for theft), 506(criminal intimidation)and 376(D)(gangrape) ofIPC, while relying on thestatements of victim andrejecting the DNA reportwhich could not provetheir guilt.

A Delhi court Tuesday recordedthe statements of two prosecutionwitnesses, including a hand writ-ing expert, in a case in which a52-year-old Danish woman wasallegedly gangraped by eight per-sons here last year.

Additional Sessions JudgeKaveri Baweja recorded the testi-monies of AK Gupta, Director(documents) of Truth Labs inDelhi, and Delhi Police subinspector and incharge of thecrime team, Pankaj.

During the proceedings, Gupta,who was earlier director inchargeof Delhi Government's ForensicScience Laboratory, said onJanuary 20 last year, certain doc-uments were received at the Delhioffice of Truth Labs sent by SHOof Paharganj Police Station andthe case was assigned to him.

He said the packet contained abook and an envelope of a bookstore. "After examining the writ-

ing on the book and the copy ofcomplaint given by the woman(to the police) with the help ofscientific aid and equipments, Igave my report.

"After examining them Iopined that writing .... Are of thesame person," the handwritingexpert said, adding that he hadalso given the reasons for hisopinion. The court also recordedthe deposition of sub inspectorPankaj who said on the interven-ing night of January 14-15, lastyear, he along with other policeofficials and a photographer hadgone to the site of incident andinspected the place.

The police, in its chargesheet,had said that eight persons, allvagabonds, had robbed and gan-graped the Danish tourist atknife-point on the night ofJanuary 14, 2014 after leadingher to a secluded spot close to theDivisional Railway Officers'Club near New Delhi Railway

Station.The eight accused, including

two juveniles, were arrested inthe case. The two juveniles arefacing an inquiry before theJuvenile Justice Board here. Thecourt fixed the case for April 20for recording of statements ofother prosecution witnesses.

The court had earlier issuedfresh summons to the woman toappear before it on July 1 forrecording of her testimony.

It had issued the summonsagain as the earlier one, issued onJanuary 13, could not be servedupon the woman to secure herpresence as a prosecution witnessand Delhi Police had sought sometime for calling her here.

The court had directed thatsummons be issued to thewoman, who resides in Denmark,as per the guidelines of theExternal Affairs Ministry whichrequired a processing time of atleast three months.

The court had earlier directedthe IO to furnish a report regard-ing the procedure to secure thevictim's presence before the courtfor recording her statement in theabsence of mutual legal assis-tance treaty between India andDenmark.

The court's direction had comeafter the IO had informed it thatthe summon issued to the womanhas returned unserved as Indiadoes not have a mutual legalassistance treaty (MLAT) withDenmark.

The six adult accused ??Mahendra alias Ganja (24), MohdRaja (22), Raju (23), Arjun (21),Raju Chakka (22) and Shyam Lal(55), are in judicial custody andfacing trial.

The total eight accused havebeen booked under sections376(2)(g) (gangrape), 397 (rob-bery or dacoity, with attempt tocause death or grievous hurt) and392 (robbery) of IPC.

New Delhi: Sanitation work-ers of the East Delhi MunicipalCorporation (EDMC) called offtheir five-day-old strike onTuesday after the authoritiesagreed to most of theirdemands. The 'safai karam-charis' will rejoin work tomor-row and have a major task ahead– to clean up the roads of EastDelhi on which they have beendumping garbage for the pastfew days over non-payment ofsalaries for months. Party (AAP), the Bharatiya JanataParty ( BJP) on Tuesday said that theideas the former uses are only toearn votes and that it does not actu-ally believe in the Lokpal.

" Lokpal is only something AAPpresented as an issue to reach out topeople, they don't believe in it. IdeasAAP gathers are only to earn votes,they are not committed to it. This istheir model and I hope Delhi peopledon't get this model as governance,"said party spokesperson NalinKohli.

The AAP had earlier on Sundayreleased a 45-minute video of ChiefMinister Arvind Kejriwal's impas-sioned speech, a day after theremoval of senior leaders PrashantBhushan, Yogendra Yadav, AnandKumar and Ajit Jha from the

National Executive.In the speech, Kejriwal says "he

was betrayed" and "knifed in theback", and ends with an appeal tothe council to choose between themand him.

While upholding the special court's order,the high court had allowed CBI to proceedwith other charges against Advani and othersin a Rae Bareily court, under whose jurisdic-tion the case falls.

The May 2010 order of the high court hadsaid there was no merit in CBI's revisionpetition against the May 4, 2001 order of thespecial court which had directed dropping ofcriminal conspiracy charge against them.

There are two sets of cases -- one againstAdvani and others who were on the dais atRam Katha Kunj in Ayodhya on December 6,1992 when the Babri mosque was demol-ished, while the other case was against lakhsof unknown 'karsevaks' who were in andaround the disputed structure.

The CBI had chargesheeted Advani and 20others under Sections 153A (promotingenmity between classes), 153B (imputations,assertions prejudicial to national integration)and 505 (false statements, rumours etc.Circulated with the intent to cause mutiny ordisturb public peace) of the IPC.

It had subsequently invoked charges undersection 120B (criminal conspiracy) of IPCwhich was quashed by the special courtwhose decision was upheld by the high court.

While upholding the special court's order,the high court had said CBI at no point oftime, either during the trial at Rae Bareily orin its revision petition, ever stated that therewas offence of criminal conspiracy againstthe leaders.

"So, this role of CBI, we have witnessed inthis case, that in the past also, when NDAcame, they dropped Section 120B. When themagistrate dropped the proceedings againstAdvani, then CBI did not file the revision,"he added.

Jilani further said that when the govern-ment changed in 2004, the same CBI sup-ported their revision.

"So, we have seen, in this particular case,the attitude of CBI is changing with thechange of government," Jilani added.

"So now, therefore, we apprehend that bythe change of government and BJP cominginto power, since all the accused persons inthese cases belong to the BJP and RSS, there-fore, it is most likely that the CBI will nottake an interest in the manner it should take.That is why, we have had to approach theSupreme Court," he added.

Jilani's comment came hours after theSupreme Court had issued notices to BJPleader L.K. Advani and 19 others on a pleaagainst the dropping off conspiracy chargesfiled against them in connection with theBabri Mosque demolition case of 1992.

The apex court has granted a month's timeto the CBI and others to respond to the pleain the case.

The bench heard a plea claiming that withthe BJP in power, the CBI may not make ade-quate efforts to get conspiracy chargesrestored against party leader L.K. Advani andothers in the case.

The plea was filed by Haji Mehboob, apetitioner in the title suit representing theMuslim community in the Babri Masjid-Ramjanmabhoomi case.

Union Cabinet...Rehabilitation and Resettlement

(Amendment) Bill, that was passed in LokSabha sought to replace the ordinance thatwas promulgated in December.

The ordinance should have been cleared byParliament before April 5 if it was to subsist.But the government faced a hurdle in RajyaSabha, where it could not get the bill toreplace it cleared because of lack of numbers.

The Opposition was not in a mood tooblige the government and in fact mounted astrong campaign against it. Led by SoniaGandhi, the Opposition parties demanded thepassage of the original land bill that waspassed during the UPA regime.

Brushing aside Opposition to the ordi-nance, the Cabinet Committee onParliamentary Affairs on Friday decided toprorogue the current session of Rajya Sabhapaving the way for re-issuing it. On Saturday,the President prorogued the House.

Under the Constitution at least one of theHouses has to be prorogued for Governmentto issue an ordinance. Parliament is current-ly on a month-long recess after the Budgetsession started on February 23.

The land ordinance was among the sixexecutive orders issued by the government inthe inter session period. While five of themwere cleared by Parliament, the land measureis stuck. Once it is re-promulgated, it will bethe eleventh ordinance to be issued by theModi government.

SC rejects...OBCs. The Supreme Court had earlier stat-

ed that caste cannot be the sole ground forreservation and quashed the Jat notification

of the reservation bill.The former UPA Government had

announced reservation for Jats in 2014 byincluding them in the OBC category on theeve of the Lok Sabha elections. However, agroup of petitioners claimed that Jats were'politically and socially' advanced and thatthe decision to extend reservation to themwas electorally motivated.

For the day, Refinery stocks were in thelimelight after a brokerage firm upgradedReliance Industries (RIL) stock to over-weight from underweight and also furtherfall in global crude oil prices.

HDFC Bank, ICICI Bank, Axis Bank, SBI,L&T, BHEL, ONGC, ITC, Infosys, TCS,M&M, and Hindalco suffered losses. RIL,Tata Motors Sun Pharma, Dr Reddy's, MarutiSuzuki, Bharti Airtel and Tata Power notchednoticeable gains.

Meanwhile, mixed Asian cues, weakEuropean trends and sustained capital out-flows also weighed on the local bourses.

Indian companies raised a staggering Rs58,801 crore through equity markets in thefinancial year that ended today -- the bestfunds mop-up since 2010-11 fiscal.

In overseas markets, Asian markets closedmixed, after Beijing announced new policymoves to revive property market.

Meanwhile, Foreign Portfolio Investors(FPIs) sold shares worth a net Rs 240.34crore while Domestic Institutional Investors(DIIs) bought shares worth a net Rs 651.67crore yesterday, as per provisional data.

Among 30-share Sensex pack, ONGCdropped by 2.51 percent, Tata Steel 1.72 per-cent, Hindalco 1.71 percent, BHEL 1.53 per-cent, HDFC Bank 1.32 percent and M&M1.06 percent.

However, Tata Power rose by 3.42 percent,followed by Gail 2.37 percent, Dr Reddy'sLab 1.91 percent, Tata Motors 1.85 percent,Reliance Industries 1.77 percent, HUL 1.25percent, Cipla 1.24 percent and Sun Pharma1.14 percent.

From sectoral BSE indices, BSE Bankexmoved down by 0.81 percent and CapitalGoods by 0.49 percent while Oil & Gas roseby 1.18 percent.

Reflecting the rally in second-line stocks,the market breadth remained positive as1,588 stocks ended in the green while 1,132closed in the red and 113 held stable.

Total equity turnover rose to Rs 2,980.16crore from Rs 2,552.45 crore yesterday.

The Bill was introduced in the House byMinister of State for Home Rajnikant Patel,after which a long debate took place on it, inwhich Opposition Congress demandedremoval of controversial sections like tele-phonic interceptions, confessions madebefore some police officer as evidence andtime limit of 180 days for filing ofchargesheet.

At the end of the discussion, Congressleader Shankarsinh Vaghela and ShaktisinhGohil insisted that the controversial provi-sions should be dropped as per the sugges-tions of past Presidents when they rejectedthe Bill.

However, Patel said that the provisions of

this Bill are in favour of the nation, the peo-ple of this country and it allows us to takeaction against traitors and refused to dropthose sections.

Subsequently, Congress walked out of theHouse.

Later, the Bill was passed by majority votein the State Assembly.

Section 14 of the Bill says,"Notwithstanding anything contained in thecode or in any other law which is in force, theevidence collected through the interceptionof wire, electronic or oral communicationunder the provisions of any other law shall beadmissible as evidence against the accused inthe court during the trial of the case."

According to Section 16 of the Bill,accused's statement before a police officer,not below the rank of Superintendent ofpolice, will be treated as an evidence.

While, Section 20 (2) (b) says stipulatedtime to complete probe and file thechargesheet can be exceeded to 180 days (sixmonths) from the current stipulated time of90 days.

Another controversial provision under thebill is section 20 (4), which reads "noaccused person in this act shall be released onbail or on his own bond unless the publicprosecutor has been given an opportunity tooppose the application, the special court issatisfied that there are reasonable grounds forbelieving that accused is not guilty of suchoffence and that he is not likely to commitany offence while on bail."

The cases under the act can be tried only ina special courts set up for this purpose.

Congress leader Shaktisinh Gohil objectedto the provisions of the Bill and said thatsome of them are even unconstitutional.

He told the House that the provision ofconfession before a police officer is contra-dictory with Indian Evidence Act as accord-ing to Section 164 of CrPC and IndianEvidence Act, a statement before the magis-trate can only be considered as an evidence.

On the provision of not releasing anaccused on bail, Gohil said the provision isunconstitutional which deprives the right ofan accused to get released on bail on his ownbond.

Yogendra Yadav...Interestingly, Yadav was the only leader

who had been designated as chief spokesper-son when AAP constituted the panel of itsspokespersons.

Removal of Bhushan and Yadav from keypanels is being seen as a precursor to theirexpulsion from the party.

AAP's internal Lokpal Admiral (retd) LRamdas was also shown the door for airingcritical views about the party leadership.

Meanwhile, mulling their future course ofaction, Yadav and Bhushan have convened ameeting of their supporters on April 14, amidspeculation that they may a float a separatepolitical party.

Yadav had refused to answer any questionon their next move during an interview toPTI yesterday except to state that their sup-porters, volunteers and well-wishers would

meet on BR Ambedkar's birthday on April14. "My opinion is that the spirit of the AAPmovement has to be kept alive. We mustmarch forward. We must not allow these inci-dents and negativity to affect us. We shouldmove forward. The way to move forwardwould be to generate energy in the country,"Yadav had said without elaborating further.

Yadav and Bhushan were expelled from theNational Executive at a meeting of theNational Council on March 28, weeks afterthey were removed from party's PoliticalAffairs Committee.

IAEA favours...through a gazette notification, is tasked

However, he observed that giving theBoard an autonomous status will changenothing on the ground level as it will onlygive a legal status to AERB.

The IRRS mission suggested that AERBshould review the implementation of its pol-icy and existing arrangements to ensure itmaintains independence in the performanceof its regulatory functions.

Delhi govt...launched in ten cities including Delhi to

enhance public awareness and involvementin air quality improvement.

On the pollution in the national capital, theMinister said he had held three meetings withthe state government to discuss the issue.

"We held three meetings with Delhi gov-ernment and held detailed discussions onissues like sewerage management, solidwaste, pollution control, monitoring of dustparticles. They assured us to submit an actionplan till 31 March," he said, adding that theministry has not received any plans so far andwould wait for it.

"It is the responsibility of Delhi govern-ment to come up with the action plan as soonas possible. It will have to work as peoplecan see garbage all around the city and sew-erage is also not being treated properly," hesaid at a press conference here.

Elaborating about the Air Quality index,Javadekar said, "The index will inform pub-lic about air quality in simple understandableform. On real-time basis, it would be avail-able for ten cities," he said, adding that 20state capitals and 46 cities with million-pluspopulation will be covered in the next coupleof years.

Stressing on the need to change mindset,Javadekar said pollution has to be foughtwith on daily basis.

Stressing that dust, coming from neigh-bouring states like Rajasthan and stubbleburning, apart from increasing vehicular pop-ulation and use of diesel, was a major prob-lem in Delhi, he said roads need to becleaned with machines and not by brooms.

"Dust is a serious problem in Delhi as itcomes from neighbourng states likeRajasthan with soil being loose-soil here innorth India. So, we should clean roads withmachine and not with broom so that dustdoesn't blow up," he said.

The Union Cabinet had in December 2014cleared a proposal to amend existing guide-lines for regularisation of unauthorisedcolonies. It had also extended the cut-off datefor unauthorised colonies eligible for regu-larisation from March 31, 2002 to June 1,2014.

The Aam Aadmi Party (AAP)sprang from the Anna HazareMovement in much the same

way that the Janata Party emergedfrom the JP movement of the mid-1970s. Both movements were aboutissues, issues that were agitating thepublic mind — corruption, malad-ministration, political betrayal. Andthey demanded that the voice of thepeople be heard above those of politi-cians, especially those in power. Themovements resonated with the peo-ple because they — we — felt thatthose intoxicated by power andwealth were now listening to “ourside of the story”.

‘I’ and being heard

As Anna Hazare fasted on his stageat Jantar Mantar for a Lokpal to stemcorruption, the high and mighty min-gled — competed — with ordinaryfolk to extend support to the newleader. The appeal of homespuntruth-telling by a man whose Englishwas absent — what a refreshingchange! — and who spoke in arefreshingly homespun Hindi —another huge relief — was now call-ing the shots. As the fast progressed,the common man and woman cranednecks to glimpse the leader, and thepowerful sent quivering messages:“We need you, the country needsyou, please do not endanger yourlife”. He obliged, broke the fast andannounced that if within a date stipu-lated by him, “the needful” was notdone to give India a Lokpal plus meetother “new” demands, he would takethe masses to the Lal Qila. Now thatwas something. Delhi’s Red Fort isnot just a former palace but an all-time palladium of India’s sovereignpower, known to be the citadel thatNetaji Subhas Chandra Bose was toreach, and Jawaharlal Nehru actuallydid. Now that was where AnnaHazare seemed to be going as themovement’s flag and flagmast.

Audi alteram partem, the Latinmaxim meaning “Hear the otherparty” (and now the name of a maga-zine of the National Law University,Delhi) was seen, suddenly, as actual-ly happening in the country. The peo-ple — the other party — were being

heard. But there was also somethingthat was not alteram, something very“I”, about the Anna Hazare move-ment. The movement personified thepeople’s dissent, and did so power-fully, but did it admit of variation,dissent within itself? Were Anna’ssupporters his colleagues, or werethey his disciples? Were they the

movement’s soldiers or the leader’sfootsoldiers? Did it share its platformwith other dissenters in the country?It did not. It had a team, of whichArvind Kejriwal, Prashant Bhushan,Kiran Bedi were the more visible ofthem, but they were more like satel-lites than associates. Other dis-senters, from outside Team Anna,were permitted on the stage only asguests offering solidarity. It wasbecoming a one-man movement.

Team player?

Until, that is, Arvind Kejriwalbegan coming into his own, and itbegan to be said Anna is not JP butVinoba and what JP was to Vinoba,Arvind Kejriwal is to Anna Hazare— the young petrel impatient of theways of the guru. Just watch him, heis not one to remain in the olderman’s shadow. No one was surprised

when Anna Hazare did not quiteanoint Mr. Kejriwal his second-in-command.

Many of those who had knownArvind Kejriwal from earlier daysknew that he was no pushover, thathe was quick to learn, quick to imple-ment. But was he a team man? Would

he share his new platform with menand women who think like him, andyet think autonomously, boldly?When Prashant Bhushan, a freethink-ing and respected dissenter, foundpride of place in the new party andYogendra Yadav joined it, it lookedlike Arvind Kejriwal was indeed ateam man. Admiral (retd.) L. Ramdasbecoming the party’s conscience-keeping ombudsman was anotherreassuring sign.

Elections were coming, to theDelhi Vidhan Sabha, and who did notwant the AAP, to make a good show-ing? It did and how!

The history, saddening and elating,in turn, that has followed needs norecounting.

Becoming another voice

Audi alteram partem is not the phi-losophy of the new ruling formationat the Centre, nor is it to be found inthe chemistry of the Congress today.The BJP is Narendra Modi, NarendraModi is the BJP. He is a democraticsupremo. And as for the CongressPresident, despite her own instincts,the nearly 40 years old, post-

Both theBharatiya Janata Party (BJP) and theCongress are on the same page whenit comes to dissent within their ranks.They would see dissent as dissidence,dissent in the country as disturbance.The Left is frozen in a paradox of itsown in being, in itself, not “audialteram”, but “audi Politburo”. TheRTI Act is not likely to be selected bythe CPI or CPI-M as one of itsfavourite laws.

The AAP, especially after itsresounding victory in the secondVidhan Sabha elections in Delhi, haseverything in it to be “the other”voice. It is now in the process ofbecoming just another voice — itsleader’s voice. I would like to believethat Arvind Kejriwal is strong-willedbut is not a dictator. Is it not because

he disliked authoritarian ways that hemoved away from Anna Hazare? Canone who so effectively says “boo” tothe strong and the mighty, to mini-tyrants and major ones, want to beone himself? Is he not intelligentenough to know that the India whichadmires “strong” leaders hatestyrants?

The second chance

At a time when the two nationalparties are not internally democratic,the Left is unable to be one, and sev-eral regional parties are led by localsupremos, Arvind Kejriwal is invalu-able, in fact, irreplaceable, as ademocrat. A democratic promiseshould not become a democraticlament. He must remind himself thatsome of the greatest liberators inAsia, Latin America and Africa haveended up as one of the most hatedand bigoted dictators.

The people of Delhi voted forArvind Kejriwal, let us acknowledgethat. They have given him, not hisparty, another chance. A leader, espe-cially a hugely popular one, needs aHouse of the People in terms of pop-ular backing. But he also needs a

Second Chamber, a Council ofElders, in terms of un-“popular”advice-sharing. He has gatekeepers,he needs conscience-keepers.

Arvind Kejriwal should know thatapplause can be music, but advice ismedicine. The removal of PrashantBhushan, Yogendra Yadav and now,of Admiral Ramdas, from their posi-tions in the AAP does not strengthenhis “hold” on the party’s functioningas much as it weakens his grip on thenation’s political imagination. Allcults are wrong. Cultism in the AAPis wrong.

But the fight for inner party democ-racy must not weaken the fight fordemocracy in the country. Internaldemocracy is vital but there is some-thing called the wrong time for rightthings. At the present moment, whenthe country is looking for an alterna-tive to the majoritarian ego ofHindutva now riding high on theBJP’s electoral victory, the AAP’sdissenters will be playing into thehands of totalitarianism if they makeArvind Kejriwal’s “dictatorial style”,their driving passion.

So, what are Yogendra Yadav,Prashant Bhushan, Admiral Ramdasto do? Just keep quiet? Must they suf-fer great and painful provocations insilence? No, they cannot and shouldnot. They should make their pointabout intolerance within the party butwithout ingratiating the larger intol-erance beyond the party. There is agreater intolerance around in Indianow than the one they are contendingwith within the AAP, the intoleranceof political hubris, of communal big-otry, of a new form of fascism that iscombining with techno-economicmonopolies to create an ersatz“nationalist” dictatorship. The gri-mace of the AAP dissenters shouldnot turn into that bigger dictator-ship’s guffaw.

How often do we ask our-selves if the food we areeating is safe? Do we

know if it is free of bacteria,viruses, parasites, chemicals,other contaminates, additivesand adulterants which can causeover 200 diseases ranging fromdiarrhoea to cancer? Every year,diarrhoea caused by contaminat-ed food and water kills 2.2 mil-lion people, including 1.9 mil-lion children, globally. Unsafefood and water kills an estimated7,00,000 children in the WorldHealth Organization’s South-East Asia Region every year.Access to safe food remains achallenge in the region.Whether as individuals, fami-lies, farmers, contributors toand handlers of the foodchain or policymakers, weneed to make food safetyour priority.

Food safety is critical forpublic health as food-bornediseases affect people’s healthand well-being. Unsafe foodcreates a vicious cycle of diseaseand malnutrition, particularlyaffecting infants, young chil-dren, the elderly and the sick.Food-borne diseases impedesocio-economic development bystraining health care systems andadversely impacting nationaleconomies, tourism and trade.

Multisectoral collaboration

Since food passes throughmultiple hands from the farm toreach our plates, ensuring foodsafety requires multisectoral col-laboration. The approach needsto be preventive — to improvefood safety and quality throughapplication of good farmingpractices by using agro chemi-cals or veterinary drugs only inthe prescribed amount. Goodstorage, transportation, retailand restaurant practices areequally important to make foodsafe.

Street foods are emerging asan important source of food for alarge proportion of the popula-tion in urban and peri-urban set-tings. Street food as a source offood-borne diseases thereforeassumes public health signifi-cance.

Also, new threats to food safe-ty are constantly emerg-ing — the impactof climatec h a n g eo n

foodproduc-tion, distri-bution and con-sumption; emergingbiological and environ-mental contamination of thefood chain, new technologies,new and emerging pathogens;antimicrobial resistance.

Countries need to have a com-prehensive food safety policy,legislation and national foodsafety programmes encompass-ing all the sectors and aspects forfood safety.

Though most countries in theregion have food safety policies,enforcement remains a chal-lenge. Food quality and safetystandards are usually strictly fol-

lowed for exportable food com-modities, but not alwaysenforced for food destined forthe domestic market. Food safe-ty and quality should be ensuredthrough stringent control andinspection mechanisms forexport as well as the domesticmarket.

Adulteration of food is anotherproblem as informal food pro-duction and distribution systemsare deeply entrenched at thecommunity level in the region.Contamination of mustard oilwith argemone oil in 1998 andcontamination of imported milkand infant formula withmelamine in 2008 are among thefew events that raised food safe-ty concerns among consumersand policymakers in the regionand globally.

Five keys to good safety

The most pertinent of all themeasures is creating awarenessamong individuals to ensure thattheir food is safe. In this context,‘five keys’ to food safety need tobe promoted — maintain clean-liness, separate raw and cooked

food, cook thoroughly, keepfood at correct tem-

perature anduse safe

w a t e rand raw mate-

rials.

As food supply becomesincreasingly globalised, there isan urgent requirement tostrengthen food safety systemsin and between all countries.Establishment of a network forfood safety authorities in part-nership with countries can helppromote the exchange of foodsafety information and improvecollaboration among food safetyauthorities at national and inter-national levels.

There is also need to help

countries prevent, detect andrespond to food-borne diseaseoutbreaks using the CodexAlimentarius, a collection ofinternational food standards,guidelines and codes of practicecovering all the main foods andprocesses.

In addition, food safety shouldbe adequately incorporated innational disaster-managementprogrammes and emergencies.Access to safe water and qualityfood is a major problem duringflooding, earthquakes and othernatural disasters. There is a like-

lihood of food in the affectedareas getting contaminated

and causing outbreaks offood-borne disease.

As part of itsRegional FoodSafety Strategy,countries in theregion need to ini-tiate, develop andsustain multisec-toral approaches

and measures forpromotion of food

safety among all popu-lation groups. Some

countries have takennovel and notable initiatives

such as the mobile food courtsin Bangladesh, the establishmentof a Food Standard and SafetyAuthority in India, and certifica-tion of street food vendors with a“Clean Food, Good Taste” logoin Thailand. This year’s WorldHealth Day theme focuses onfood safety. Food safety must bean essential component ofnational health, food, agricul-ture, animal husbandry, fish-eries, water, sanitation and envi-ronment-related programmes.Food safety is a shared responsi-bility. Let us work together tomake our food safe and to con-tribute to better health of people.

For the Aam Aadmi Party which claims the rationalefor its very being is ushering in more democratic andtransparent governance, the current troubles at the

top levels of the leadership present an existential threat.While Delhi Chief Minister and national convener of theparty Arvind Kejriwal was able to easily win supportwhere it immediately mattered — among the MLAs inDelhi and among the members of the national executive —the issues raised by the dissident duo of Prashant Bhushanand Yogendra Yadav would not go away quickly. What theAAP sees as problems in the Indian political system —corruption, absence of transparency and lack of accounta-bility — now seem very much a part of its own self. Aseries of exposés have shown up the AAP as suffering fromthe very ills it attacks in other parties. From horse-tradingand giving the party ticket to persons of dubious back-ground to autocratic decision-making and suppressing dis-sent, the AAP appears susceptible to all the diseases plagu-ing India’s political system. Instead of the AAP changingthe political system, the political system seems to beassimilating the AAP. While all of these might haveincreased its chances of winning the polls, the party isslowly morphing into another typical Indian party. Withevery compromise made on its founding principles, theAAP betrays its original backers, the youth and civil soci-ety movements who were disillusioned with the hithertoexisting political parties. The AAP owed its success to thepromise of change that it carried; to give up on this prom-ise is to admit political defeat for the sake of electoral vic-tory. If the AAP is to truly succeed, it would have to suc-ceed on its own terms, without surrendering its originalideals and crusading spirit. Mr. Bhushan and Mr. Yadavmight have had different reasons for taking on Mr.Kejriwal, but they were united in their opposition to theway the party was being run. True, Mr. Kejriwal is the faceof the party, its leader as well as its most hard-workingmember. But a leader who does not listen to his followerswill soon be walking alone. As an organisation grows, con-sensus-building and democratic procedures might appearto be cumbersome and as a hindrance to quick decision-making and work efficiency. But there can be no shortcutsfor a political party pushing for systemic changes. Mr.Kejriwal seems to be opting for a highly personalised styleof leadership and campaign, and looks more interested inquick-fix solutions that do not always allow for the com-plexities of the problem. Internal democracy is integral toinformed decision-making in any organisation. Dissentand dissidence might slow down the AAP and Mr.Kejriwal, but these remain essential to keeping them goingin the right direction.

BJP's world record membership drive,citing the recently concluded localZilla Panchayat election, where theBJP netted far less votes than its fourlakh registered members.

Congress secretary Durgadas Kamatin a statement issued here said therewas a big gulf between the four lakhvoters registered by the BJP inJanuary this year and the total numberof votes polled by the party in theMarch Zilla Panchayat (ZP) polls.

"The ZP elections in Goa haveexposed the BJP fraud numbers gamenationally. The BJP in Goa managedto bag just 1,50,674, while in Januarythis year, the party claimed to haveregistered four lakh members. Doesthis mean that more than two lakh BJPmembers did not vote for their ownparty they have just signed up for?"Kamat said in his statement, on a daywhen the BJP's national leadershipclaimed that the party with 8.8 crore

members was the world's largest polit-ical outfit.

"The membership fraud in Goa, isjust a small sample of the countrywidemembership fraud committed by theBJP's national leadership by inflatingtheir membership numbers," Kamatsaid.

Reacting to this, Goa Chief MinisterLaxmikant Parsekar admitted that theparty had won lesser votes, but alsodefended the four lakh state member-ship count.

"The Zilla Panchayat elections didnot cover municipal areas. That meansthose members did not vote," Parsekarsaid.

The BJP, which is in power in Goa,put in a lacklustre performance in theZP polls.

He said the opposition partyorganised simultaneousprotests at all 49 revenue divi-sional headquarters in thestate.

Reddy alleged the TDP pur-

posefully removed the mani-festo from its website recentlyto avoid the "wrath" of people.

"During the Assembly elec-tions last year, the ruling TDPhad listed out about 600 prom-ises, including the waiver offarmers' loans, Dwacra(Development of Women andChildren in Rural Areas)groups, and weavers. It alsopromised filling of vacantposts in various governmentdepartments, and not hikingelectricity charges. However,not a single promise is ful-filled," he said.

a special Act to reign in the operationsof private schools, which are allegedlycharging exorbitant fees and not givingsalaries to teachers as per norms.

Replying to a query by AGP MLAKeshab Mahanta during the QuestionHour, Education Minister SaratBorkotoky said private English medi-um schools are not following thenorms regulated to building, land, safe-ty, fees structure and salaries of teach-ers among others. "I will talk to theChief Minister and see how to handlethis. We will try to control them byenacting a special Act," Borkotokysaid. He alleged the schools do noteven respond to any communication bythe Ministers. "They charge very highfees from students but still do not give

salaries to teachers as per norms. Mostof the schools are also not followingset rules in appointment of teacherslike B Ed qualified faculty members,"Borkotoky said.

He said currently 1,167 privateschools, excluding play schools, and420 private junior colleges are in thestate. The Assam government permitsa private education institute to startoperations if it has own land or landwith at least 20-years of lease and doesnot allow to operate from a rentedaccommodation.

"To get permission, a private insti-tute has to fulfill the norms under TheAssam Non-Government EducationalInstitution (Regulation andManagement) Act 2006 and Rule2007. For elementary education, per-mission has to be obtained under RTE

Act 2009," the Minister said.He, however, said there is no direc-

tion in these Acts and Rule about feesstructure and salaries of teachers.

"There are some directions from theSupreme Court regarding controllingof the private institutes and the DeputyCommissioners of the districts takesteps in their implementation,"Borkotoky said.

Mahanta also suggested the govern-ment to consider the operations of pri-vate educational institute as an indus-try and strictly apply the norms of anindustry like minimum wages.

On Congress MLA Bhupen KumarBorah's query if the government willconsider taking steps in reservation ofseats for poor meritorious students inprivate schools, the Minister replied inpositive.

a private engineering college werekilled in an accident between theirinstitute's bus and a truck inHaryana, police said on Tuesday.

Nineteen people, mostly students,were injured in the accident whichtook place on the Saha-Shahzadpurroad in Ambala district, 55 km fromhere.

All the victims were from theSRM Institute of Engineering andTechnology in Ambala district.

Police said there were nearly 30people in the bus when the accidentoccurred.

Haryana Health Minister Anil Vijand senior officials visited the hos-pitals in Ambala where 14 of theinjured were admitted.

Five of those critically injuredwere rushed to the Post-GraduateInstitute of Medical Education andResearch (PGIMER) inChandigarh.

The truck driver fled from thespot, leaving his vehicle behind.

To get this feature on your Android smartphone, all you need to do is download thelatest version of WhatsApp from its website. The feature has appeared on WhatsAppversion 2.12.5 in some smartphones, but most people will need the latest 2.12.19 ver-sion to get WhatsApp calling. The update has already started being pushed to GooglePlay as well, so just sit tight until it rolls out in your region or download the apk fromthe company site.

When the feature is activated on your smartphone, you will notice a new three-tablayout featuring Calls, Chats and Contacts. You can head to the Calls tab, tap the phoneicon, and pick a contact to make your first WhatsApp call.

While the feature is available to Android users now, those on other platforms contin-ue to wait. WhatsApp confirmed that the feature would be rolled out to iPhone userssoon. There's no word yet about the feature when the feature will be available on otherplatforms. Until then, Android users with WhatsApp calls enabled won't be able to callWhatsApp users on other platforms. These people won't appear in the list of contactsthat Android users can call. The long-awaited feature is finally available on one plat-form, and there's no more waiting for invite windows to open again.

for its indigenous BeiDouglobal navigation and posi-tioning network onMonday.

Launched from theXichang Satellite LaunchCentre in the south-west-ern Chinese province ofSichuan, the satellite wasboosted by a Long March-3C carrier rocket devel-oped by the ChinaAerospace Science andTechnology Corporation,reported the state-runXinhua news agency.

This is the 17th satellitefor the BeiDou NavigationSatellite System (BDS).The launch marked thebeginning of an expansionof the BDS from regionalto global coverage.

The latest satellite willbe tasked with testing anew type of navigation sig-nalling and inter-satellitelinks, providing a basis tostart building the globalnetwork, according to thereport.

An independent aircraft

was installed on the carrierrocket, marking the firsttime China has used such atechnology in launching aspacecraft into medium tohigh orbit.

The aircraft, dubbed a"shuttle bus in space", cansend one or more space-craft into different orbits inspace.

China launched the firstBDS satellite in 2000. TheBDS began providingpositioning, navigation,timing and short messageservices to civilian users inChina and surroundingareas in the Asia-Pacific inDecember 2012.

The system has beengradually put into use insectors like transportation,weather forecasting,marine fishing, forestryand telecommunication.

The new satellite wasdeveloped by the ShanghaiEngineering Centre forMicrosatellites, a non-profit organisation estab-lished by the ChineseAcademy of Sciences andthe Shanghai municipalgovernment.
