FOREWORD
The year 2006-2007 has been a period of noteworthy achievements for CentralPower Research Institute with several advancements in the areas of appliedresearch, testing & certification and consultancy. The financial revenueperformance surpassed all previous records by reaching Rs. 42.73 crores duringthe year 2006-2007 vis-a-vis Rs.41.47 crores during 2005-2006. The Non-Planexpenditure during 2006-2007 was contained within Rs.39.26 crores to generateRs.3.47 crores revenue income over expenditure. For the ninteenth year insuccession, the Institute has not drawn any non-plan grant-in-aid from theGovernment of India.
In the year 2006-2007, testing and certification activities registered a high growth in terms of the number ofsamples tested and the number of customers serviced. A total of 46364 tests on 13931 samples were conductedduring the year. On the research front, 8 projects were successfully completed during the year. Some of thecompleted projects viz., Investigation on application of FACTS devices in Indian Power systems, Investigationof Grid Wind Turbine Interaction & Diesel Generator Interaction, Nano composites for flame retardantapplications – Exploratory Study,Studies on thermoplastic elastomers for halogen free, fire retardant lowsmoke cable compounds, Insulation diagnosis by high voltage spectroscopy, Establishment of researchfacility for communication protocol applicable to sub station automation, Estimation and analysis of radiatedelectromagnetic emission of switchgears, power equipment with augmented test facility for EMI measurement,have resulted in development of products and processes and the end results are directly available forcommercialization, thus benefitting the power industry.
CPRI continued to participate in Distribution Reforms as Advisor-cum-Consultant (AcC) for the purpose ofcapacity building in the state electricity boards/power utilities of Karnataka, Kerala and Andhra Pradeshunder the Accelerated Power Development & Reforms Programme (APDRP) of the Ministry of Power,Government of India.
Remaining Life Assessment(RLA), Renovation & Modernisation(R&M), Life Extension Studies (LES)and Consultancy have been the important activities during the financial year. The work involved conductingof remaining life assessment analysis of both mechanical and electrical components and also associatedstudies such as energy audit, forced outage analysis, capacity adequacy study and economic analysis of therun/repair/replace measures recommended.
Most of the CPRI laboratories have been acredited as per NABL 17025 standards and during the year and tohelp clientile in export of their equipment overseas. CPRI added its credentials with ASTA, IECEEB andISO 9001-2000 accreditations. Some officers of the Institute have also become ASTA observers. CPRI hasbeen awarded the full time member ship of the Short Circuit Liason (STL) at the 32nd STL ManagementCommittee Meeting, during the year.
During the year three capital schemes were completed as scheduled. The important amongst them are the
Centre for Collaborative Advanced Research and Centre for Industrial Solid Waste Utilisation and Upgradation
of Research and Testing of Power Capacitors. The former aimed at establishing infrastructure for visiting
scientists to take up colloborative research work at Institutes laboratories of significance to Indian PowerSector and the later is showcasing technologies of relevance for utilising industrial solid wastes like fly ash,marble slurry etc. Both these centres were inaugurated and dedicated to nation by Shri Sushil Kumar
Shinde, Hon’ble Union Minister of Power, during May 2006. Power Capacitors are very important equipment
in power system & a new test facility "Upgradation of Research and Testing of Power Capacitors" was
established in October 2006. The other notable achievement during the year is establishment of RTLKolkatta to test transformer Dielectrics with support of WBSEB. Institute is also establishingone moreunit at North Eastern range in Guwahati with co-operation of Assam State Electricity Board.
CPRI is backed up by over four decades of experience in applied research in products & processes,development, consultancy, etc. With a strong intellectual capital, CPRI has made a mark in testing andcertification and is already on the transnational frontiers looking forward to a strong global presence inresearch, development and testing in the International scene. CHAPTER - I
ORGANISATION
INTRODUCTION
The Central Power Research Institute (CPRI) was established by the Government of India in 1960 with HeadQuarters in Bangalore . The Institute was re-organised into an autonomous Society in the year 1978 under theaegis of the Ministry of Power, Government of India. The main objective of setting up the Institute was toserve as a National Laboratory for undertaking applied research in electrical power engineering besidesfunctioning as an independent National Testing and Certification Authority for electrical equipment andcomponents to ensure reliability and to innovate and develop new products.
OBJECTIVES OF CPRI
Function as a National Power Research Organisation for undertaking and/or sponsoring research anddevelopment projects in the fields of generation, transmission, distribution and operation of electricitysupply systems.
Provide necessary centralised research and testing facilities for evaluation of materials and performance ofpower equipment.
Serve as a National Testing and Certification Authority for the purpose of certification of rating andperformance to ensure availability of quality equipment for use under conditions prevalent in Indian PowerSystems.
Co-ordinate R&D activities in the various State Electricity Boards, Utilities and maintain liason with otherInstitutions engaged in research connected with power systems and/or power equipment. Act as an apex bodyfor initiating and co-ordinating the Research & Development in the field of electric power, the ResearchScheme on Power.
Evolve criteria for standards of various equipment for operation under Indian conditions and effectivelyparticipate in formulation of national standards.
Identify problems in the areas of basic and applied research and arrange such studies in-house and inacademic Institutions.
Collect information and maintain documentation in the field of power engineering and publish paper,periodical or report in furtherance of the objectives of the Institute.
Involve in Diagnostic, Renovation & Modernisation, Life evaluation and life extension studies of Thermaland Hydroelectric Power Plants.
Become an international recognised/accredidated laboratory to cater to electrical equipment manufacturers of Asia,Europe, Middle East etc.
MANAGEMENT
The management of the Institute vests in its Governing Council comprising members representingdifferent Ministries of the Government of India, Central Electricity Authority, State Electricity Boards, PowerSupply utilities, Indian Electrical & Electronics Manufacturer's Association, Academic and R&D Organizationsof national importance in Electrical Power Engineering. The Secretary, Ministry of Power and Chairperson,

Central Electricity Authority are the President and Vice-President of the Governing Council respectively.Director General of the Institute is the Member-Secretary of the Governing Council. Composition of theGoverning Council is given in Appendix - I .
A Standing Committee under the Chairmanship of Member (Power Systems), Central Electricity Authority,with the Joint Secretary (T & R) and Joint Secretary (Financial Advisor), from the Ministry of Power asmembers and the Director General as Member Convener takes decisions on behalf of the Governing Councilfrom time to time on administrative and financial matters. The composition of this Committee is at Appendix- II.
Committee on Research and Committee on Testing & Certification are the two Committees constituted bythe Governing council to oversee & guide the respective activities of the Institute. The Member (Planning)& the Member (Power Systems) of the CEA are the Chairmen of these two Committees respectively. Thecomposition of these Committees is at Appendix - III & IV.
The Governing Council meets twice a year to deliberate on policy matters. The meetings of other committeesare held as and when required.
ORGANISATION
As a premier research organization in the field of power engineering, the Institute has several researchlaboratories and testing installations engaged in different specialised fields. The Head Office and its largestunit - Central Research & Testing Laboratory (CRTL) are at Bangalore. The other units are SwitchgearTesting & Development Station at Bhopal, Regional Testing Laboratory at Muradnagar, UHV ResearchLaboratory at Hyderabad, Thermal Research Centre at Nagpur and Energy Research Centre atThiruvananthapuram and RTL at Kolkatta. Details of organizational set-up of the Institute are indicated inthe Organization Chart.

CENTRAL RESEARCH & TESTING LABORATORY (CRTL), BANGALORECENTRE FOR COLLABORATIVE AND ADVANCED RESEARCH (CCAR)
Centre for Collaborative and advanced research has been established in 2006 with a view to promoting advanced
research which will benefit power sector with advanced technologies.

The main objectives of the centre are:

Diagnostic, Cables, Capacitors Division
This division has facilities for carrying out R&D work and also for testing and evaluation of all types of
capacitors, cables, cable accessories, motor and transformer insulation, partial discharge measurement of HV
equipment as per the relevant National and International standards. Expertise is also available for diagnostic,
RLA and LE (life extension) studies on electrical equipment and for detailed investigations of specific
research and developmental problems in these areas. The division has the following laboratories:

Dielectric Materials Division
This division has comprehensive testing and evaluation facilities on insulating materials and systems.
Insulating materials are evaluated and tested for electrical mechanical, physical and electro chemical thermal
properties. This division undertakes consultancy work and sponsored projects for different power utilities
& industries. This division is also involved in R&D of polymeric insulators for electric equipment. Wide range
of thermoplastics and thermosets are extensively used as insulators, bushings, etc. Polymer laboratory has
well experienced technical personnel to advise polymer industries in setting up plants, process improvement,
etc. This division has transfered technology of transformer oil reclamation to Electricity Boards and Manufacturers,
enterprenuers. The Liquid Dielectric lab has developed new technologies for D.G. Analysis. This division has

Information Technology & Implementation Division
This division is the backbone of all IT activities at CPRI which caters to both Software and Hardware needs of the
organisation. The division is built with the state of the art dedicated servers which runs on various platforms like
Sun Solaris, SCO Unix, Linux and Windows and also maintain NAS storage devices. The division also takes care
of the LAN built with fiber optic backbone and internet service. The web portal of CPRI, Digital Library and
knowledge management portals are maintained by this division.
Electrical Appliances Technology Division
The important activities of this division include performance testing and certification on low voltage
equipment. The laboratories operating under this division are:

Earthquake Vibration Research Centre
The Earthquake Vibration Research Centre is equipped with necessary
facilities for providing testing, research and consultancy services in the area
of seismic and vibration qualification of instruments /equipment for nuclear
power plants and other generating stations as per National & International
Standards. In addition, this centre offers consultancy in checking the design
adequacy of structures/bridges models for seismic qualification.
Energy Conservation & Development Division
Energy Conservation & Development Division takes up studies & investigate problems pertaining to Energy
Audit, Energy Conservation & Field Engineering Services of Power plants. This is a virtual division created
with experts drawn from various disciplines within CPRI. This division is also providing interdisciplinary field
study packages to thermal power stations and process industries on remaining life estimation, renovation,
modernisation, upgradation and life extension of components, sub-systems and plants.

High Voltage Division
This division has facilities for testing and certification of High Voltage electrical equipment & for performance,
evaluation and investigation of R&D problems in the area of HV & EHV transmission of electric power. The
following laboratories operate under this division:

High Power Laboratory
This laboratory provides facilities for development, testing and certification of EHV circuit breakers, power
transformers, current transformers, isolators, line (wave) traps, reactors, insulator strings etc., for performance
evaluation under short circuit and other switching conditions. Facilities available under this laboratory are
as follows:
Direct testing facility upto 2500 MVA, 72.5 kV, 3 phase and 1400 MVA, 245 kV, Single Phase
Synthetic Testing Facility for Extra High Voltage Circuit Breakers rated upto 400 kV, 63 kA
Instrumentation Division
This division has facilities for research and development of electronic instrumentation for power systems.This
division has the following laboratories:

Mechanical Engineering Division
This division is engaged in the study of Mechanical Engineering problems in the transmission systems so
as to achieve economy & reliability and also to offer solutions to the problems experienced by the Electrical
Utilities. Design and Consultancy services for evolving optimised tower design are also undertaken by the
Design Cell. In addition, this division has got the following laboratories to conduct R&D work and also to
provide testing facilities to the manufacturers of transmission towers, line components & accessories,
vibration dampers, spacer/spacer dampers, energy meters, etc. The laboratories operating under this division
are:

Power Systems Division
This Division is involved in the study of various problems encountered by manufacturers and utilities in the
design, installation and operation of electric power systems, using both the mathematical and physical
models. The division has the following facilities:
Power System Simulation centre with High Voltage Direct Current (HVDC) simulator and Transient
Network Analyser (TNA)
Real Time Digital Simulator (RTDS)
Short Circuit Laboratory
This laboratory has facilities to undertake testing, certification and development of LT switchgear, fuse gear
and power system apparatus. Applied research is also undertaken to lend a helping hand in development of
indigenous products.
SWITCHGEAR TESTING & DEVELOPMENTSTATION, BHOPAL
The Switchgear Testing & Development Station, Bhopal was set
up along with the Bangalore complex in 1960. The laboratory
provides 1500 MVA SC alternator based test facilities for testing
and certification of EHV circuit breakers, power transformers,

isolators, line (wave) traps, reactors, insulator strings etc., for performance evaluation under short circuit and
other abnormal conditions. In addition 100 MVA On-line Testing Station is a special facility in the station
which enables testing & certification of LT and HV switchgear, Energy Meter Testing Laboratory, 25 kA heat
run test laboratory, HV test test laboratory, Instrument transformer test laboratory and Calibration laboratory
supplements the tessts performed in H.P lab at STDS Bhopal.
REGIONAL TESTING LABORATORY, MURADNAGAR
The Regional Testing Laboratory is located in the NTPC’s Central Satellite Earth Station Campus,
Muradnagar. The laboratory undertakes testing & certification of solid insulating materials, insulating oils,
LT & HT power cables & accessories, LT capacitors and insulators, small and medium transformers used in
power equipment.
THERMAL RESEARCH CENTRE, NAGPUR
This centre situated near Koradi Thermal Power Station, Koradi is mainly intended for taking up R&D work
pertaining to Thermal Power Stations. The centre is also equipped to take up consultancy work in the area
of environmental impact assessment, investigations on fuel treatment, ignition studies, coal characteristics,
pilot scale studies for coal gassification, slurry fuels, life estimation of thermal power plant components, R&M
of Thermal Power Plants etc. Thermal Research Centre mainly undertakes RLA &RM of Thermal Power Stations
and has given consultancy to morethan twenty thermal power stations.
UHV RESEARCH LABORATORY, HYDERABAD
The UHV Research Laboratory has the necessary infrastructure to simulate actual operating voltage conditions
on an experimental line in the range of 220 kV to 1200 kV to evaluate the suitability and adaptability of UHV
systems to Indian power systems taking into account the climatic, environmental, ecological and biological
conditions prevailing in our country. The facility can evaluate corona loss, audible noise, radio & television
interference, electric field etc., under various voltage and climatic conditions. Besides, the laboratory has the
capacity to cater to electrical manufacturers for their investigatory and commercial tests of equipment rated upto
1200 kV class. This is a unique facility in this part of the world.

REGIONAL TESTING LABORATORY, KOLKATA
The Regional Testing Laboratory, Kolkata is setup with a view to cater to the testing, certification and evaluation
needs of electrical power equipment manufacturing industries, utilities and consumers in the eastern region.
The laboratory is equipped with facilities to carry out testing of insulating oils in power transformers as per IS
1866-2000. The Dissolved GAs Analysis on power transformers, an important diagnostic tool is available at RTL
Kolkata for assessing the internal condition of the transformers. The laboratory has the test facilities line High
Performance Liquid Chromatography (HPLC) to evaluate Furfural content which is an important diagnistic
tool for assessing the condition of solid insulation in power transformers. The facility is also being used for
assessing the inhibitor level in the transformer oil.

objectives with which the research projects are taken up in CPRI are:
1. Offering technical advise and trouble shooting
2. Product development and improvement to meet global standards
3. Bridging gap in testing and develop special testing technologies
4. Large collaborative research projects with utilities and industries.
5. Electrical products and process Improvement
While some are undertaken in collaboration with industries & utilities, while others are taken up in-house to
develop the expertise and infrastructure to serve the power sector. The project proposals are planned well in
advance keeping in mind the needs of the industry / utilities and are cleared by the Committee on Research.
The project monitoring committee was constituted for the purpose of periodical review of the progress and to
suggest measures for timely completion of the projects as per the project implementation plan.
During the year under report 23 projects with total outlay of Rs. 624.81 lakhs were investigated. Among the
projects investigated 8 projects have been completed during the year. Six new projects at a total outlay of Rs. 204
lakhs have been taken up during the year.
Some of the completed projects have resulted in development of products and processes and the end results are
directly available for commercialization, thus benefiting the power industry. List of developments are given
below:
Investigation on application of FACTS devices in Indian Power systemsObjective of the project:
(a) To investigate the control interactions of various Flexible Alternating Current Transmission System
(FACTS) devices.
(b) To explore the optimal location of selected FACTS devices in Indian system
Power system Engineers are currently facing challenges to increase the power transfer capability of the
transmission line. The proven technologies are High Voltage Direct Current (HVDC) transmission & FACTS
devices and the latter one offers an economical solution for maintaining steady state & transient stability margins.
With the recent addition of FACTS devices to Indian power system it is necessary to investigate the control
interactions of FACTS devices in the same electrical area. The frequency ranges of the different control
interactions have been classified as steady state interactions (0Hz), Electromechanical Oscillations (0-3/5Hz),
Control or small signal Oscillations (2-15Hz), Sub-Synchronous Resonance (SSR) Interactions (10-50Hz) &
High frequency interactions (>15 Hz).

NREB system in India was chosen to investigate the control interactions of various FACTS devices as it comprises
of Static VAr Compensator (SVC) at Kanpur, Thyristor controlled series compensation (TCSC) on Kanpur –
Ballabgarh line and Rihand- Dadri HVDC line. Load flow analysis was carried out in SIMPOW software for the
reduced North region electricity board system and base case was finalized so that they are no steady state
interactions. Eigen value analysis was carried out and different modes of oscillations were found for this multi
machine system. Among the different electro mechanical modes it is found that one mode of 0.8Hz was most
critical. As the standard controller for TCSC is not available, controller was designed in SIMPOW using Dynamic
Simulation Language through small signal analysis. Various signals were considered for design of damping
controller as the choice of input signal was very critical to effectiveness of TCSC and Voltage across transmission
path was found to be most suitable control signal for damping the power oscillations.
Control or small signal Oscillations are investigated by plotting the impedance plots in frequency scanning
method and it is found that there is no parallel resonance. High frequency interactions were studied by considering
the 3 phase to ground faults at different buses & found that the critical inter-area mode was excited and oscillations
were damped out by TCSC damping controller. It was also found through simulation that, SVC located at
KANPUR was not effective in damping power oscillations compared to TCSC damping controller. It was also
observed that HVDC is very good in damping inter-area oscillations but excites local modes.
As critical modes identified and damped with the design of TCSC controller are not excited with the presence
of TCSC & HVDC controls in Northern Region Electricity Board (NREB) system it is concluded that there are
no control interactions in NREB system.
Achieved results:

Investigation of Grid Wind Turbine Interaction & Diesel Generator Interaction
Objective of the project :
The objectives of the project were to study the important technical issues relevant to the interconnected operation
of different types of wind turbines with utility grid such as:

systems and their interaction with the rest of the power system under various system contingencies.
2. The study results indicate that integrating of wind farms to the grid necessitates planning/feasibility
studies to be performed.

Nano composites for flame retardant applications – Exploratory StudyObjective of the project
To prepare Nanofillers in the laboratory by chemical method.
To develop composites using nanofillers for Fire Retardant Low Smoke Cable application (FRLS).
Achievements:
Combustion method was used for development of nano filler, based on alumina. The characterization of laboratory
prepared nano filler was done using Thermo-Gravemetric Analysis (TGA), Differential Scanning calorimeter
(DSC), Scanning Electron Microscope (SEM), Particle Analysis, X-ray Fluorescence Spectrometer (XRF) and
X-ray Diffracto meter (XRD) . Using Sherr’s equation the particle size of the filler was calculated and was found
to be in the range of 42 nm.
Alumina filler developed was used in Polyvinyl Chloride (PVC) formulations and comparative evaluations were
carried out in respect of mechanical, electrical and Flame retardant and low smoke properties. The new formulation
was comparable in electrical properties with composites made using commercial nanoclay.

Benefits
Laboratory prepared alumina-nano filler showed superior characteristics as compared to the commercially
available nano clay.
Results indicate the superior PVC composites using the lab prepared nano filler.
Tensile strength and % Elongation were improved to a considerable extent.
Studies on thermoplastic elastomers for halogen free, fire retardant low smoke cablecompounds
Objectives of the project
To develop halofen based Low smoke Flame Retardant Wire & Cable Compounds by using Ethylene
Propylene Di-monomer (EPDM), Ethylene Vinyl Acetate (EVA), Nitrile Rubber and other thermoplastic
elastomers.
Achievements
EPDM based formulations were evaluated for oxygen index, smoke
density, halogen acid and Ultra violet (UV) stability studies. The
formulations showed excellent properties for fire retardant applications.
Trial extrusions were carried out at CIPET Mysore. During extrusion
temperature rise was observed in middle zones of extruder and
indicated the need for additional cooling in these zones for EPDM
based systems.
Benefits:
The developed compositions were satisfactory.
The base formulation developed using EPDM has been filed in the form of a patent.

The condition assessment of power station equipment is fast emerging as a diagnostic tool for the maintenance
of the equipment. Most of the utilities are aware of the importance of the condition based monitoring of the
equipment. Transformers and Power cable systems play a vital role in the Power system network.
During the project, detailed investigations were carried out by measuring dielectric parameters in frequency
domain on transformers of various ratings and also on MV Power Cable systems, to evaluate the extent of
deterioration and also to categorize the type of degradation using state of art equipment, HV Dielectric
Spectroscopy. By adapting this technique, an effective diagnostic tool for assessing the condition of insulation in
Power transformers and MV Power cable systems in-service, could be established.
Experiments were carried out in the laboratory on model transformers and on representative power cable samples
of Paper Insulated Lead-Covered (PILC), Cross Linked Poly Ethylene (XLPE) & mixed power cable systems, by
subjecting them to accelerated electrical stress. At various interval of ageing, dielectric parameters like Dielectric
loss, Power Factor, Capacitance & Permittivity in frequency domain were monitored.
Transformers of various ratings and on MV Power Cable systems to assess their healthiness.
Achievements:
After analyzing the data obtained on transformer insulation, both at site and in the laboratory, it was possible to
distinguish the degradation due to each dielectric medium (oil or paper) from a single spectrum. Moisture
content in cellulosic insulation and conductivity of the oil could be estimated. It was also observed that
measurements of dielectric parameters in frequency domain yielded more information on the insulation
system,compared to those monitored at power frequency.
A pilot project was undertaken with one of the utilities to assess the condition of the Power cables in their
distribution network. During this project, a large number of MV Power cable systems with different types of
joints & terminations were monitored for their healthiness. From the analysis of the voluminous data obtained
from the laboratory studies as well as from field measurements, it was possible to estimate the moisture content
in PILC cables and identify the influence of accessories on the cable system. The study also helped to identify
the deterioration of XLPE Power cables due to presence of water trees. The power cables could be ranked based
on the extent of deterioration of the cable insulation system.
Benefits:
The analysis of the large data bank created during the investigation, by conducting measurements in the
laboratory and also on in-service Transformers & Power cable systems, has helped in suggesting guidelines on
remedial measures to be taken for maintenance & replacement strategy based on the extent of degradation of
the dielectric medium.
From this it could be established that the technique using Dielectric Spectroscopy is a sensitive diagnostic tool
to assess the healthiness of in-service Power Transformers & MV Power Cable Systems.

Establishment of research facility for communication protocol applicable to sub stationautomation
Objective of the project
Electric power transmission utilities were among the first industrial
entities to embrace data telemetry and telecontrol on a wide scale.
Remote monitoring and control systems were first implemented
in the early 60’s and have progressively grown and evolved since
then. Early SCADA systems provided very rudimentary monitoring,
logging of digital chances and periodic sampling of analog data.
System integrators were confronted with a difficult challenge
whenever equipment from different vendors was integrated into a
single system. The different control protocols, parameters and operational philosophies often meant that it was
difficult and some times impossible to make the disparate components operate sensibly in a similar combinations
of equipment, their differing operational regimes and priorities sometimes prevented useful cost cutting through
sharing of design or integration information.
In the light of these difficulties, system integrators perceived the need for standardization of interfaces between
control equipment so as to reduce the cost and complexity of control system integration and testing.
Achievements:
CPRI has set up a comprehensive utility Competency Centre to address Product certification to various
protocols like IEC 61850, 60870 etc, Training utility personnel and offering consultancy services.
CPRI represents Indian Utilities’ interest at International forums regarding substation automation protocol.

Obtaining data on electromagnetic radiation generated by switchgears & power equipment and analysis &
estimation of electromagnetic radiation in the vicinity of these equipments
Achievements:
Test facility for radiated electromagnetic emission in Open Area Test Site as per standard CISPR – 22 has been
developed. Experiments were carried out to obtain electromagnetic radiated emission data of various equipments
– like Motor, Industrial Drilling Machine, Moulded case circuit breaker (MCCB) , Welding Machine, Air circuit
breaker (ACB) etc.
The experiments were carried out in open area test site using the test facilities developed. The experiments
were also carried out using other methods to find out the emission from power line of the equipment. With this
it was found that the noise in most of the case of power equipment was not from the equipment itself but it was
more carried in the power line cable of the equipment. The experiments were carried out in the range of 30 MHz
to 1.0 GHz.
Benefits:
The test facility for testing of Energy Meters as per IEC 62052-11 has been developed. The old standard for
Energy meters IEC 60687 and IEC 61036 have been changed to IEC 62052-11, IEC 62053-21 and IEC 62053-22,
wherein the testing method has been changed. Therefore by developing the open area test site for radiated
emission testing we are able to comply with the new standards and also we could retain the above test in the
NABL scope of accreditation.
Data on radiated emission of various power equipments and switchgear has been obtained which gives the level
of radiation of radiated electromagnetic emission of these equipments. The data can be provided to BIS and
IEC, which could be used for deciding appropriate tests methods for these equipments.
MoP provides funds under RSOP for Applied Research / Technology development to Academic Institutions /
R&D organizations / Institutes / Utilities etc. This Research fund is managed by CPRI since the year 2001.
CPRI has advertised the scheme in several fora and also through the website so that Industry / Institutes /
Utilities can collaborate in various research activities in the area of power. Till date 62 projects are under
investigation by 20 organizations including, IISc, TNEB, ERDA, IIT-Bombay, IIT-Kanpur, IIT-Roorkee, RRL-
Bhopal, NTPC etc.
During the year 2006-07, 23 projects with an outlay of Rs. 431.16 lakhs were under investigation at sixteen
organizations like ERDA, IISc, IIT, Madras, IIT, Kharagpur, IIT, Roorkee, TNEB, KPTCL, MVIT, RVCE, CET,
BHU, IIT, Mumbai , IIIT, Hyderabad, SJVNL, PSEB etc.
Eleven projects, studied by TNEB, IIT-Kanpur, IIT-Roorkee, NTPC, ERDA, KPTCL, IIT-Mumbai, CPRI and
ERC Thiruvananthapuram, were completed during the year.

NATIONAL PERSPECTIVE PLAN
The Indian Power Sector is facing major challenges today with the introduction of reforms, globalization and
liberalization policy of the government. Despite our country’s the power system planners have given utmost
importance to energy sector since beginning and there being manifold increase in installed generation capacity
and transmission networks. With increase in system expansion stability and security problems have become
challenging. It is of vital importance to focus our attention now on ways and means to build expertise within the
country, to find solutions for the problems existing in the system and also for the problems that may arise in the
future. Research is urgently needed to bridge the knowledge and technology gaps, more so due to changes in
technology today at a more profound and faster pace in the new millennium.
Realizing the importance of Research & Development, The Ministry of Power constituted a Standing Committee
on R&D to frame 15 years national Perspective Plan for R&D in Indian Power Sector under the chairmanship of
Chairman, Central Electricty Authority and CPRI as member convenor. While formulating the National Perspective
Plan, it is important to critically review the growth of power sector, assess the existing R&D infrastructure in the
country and identify the crucial R&D needs for the power sector. All the key players like CEA, CPRI, NTPC,
POWERGRID, NHPC, NEEPCO, BBMB, DVC, NPTI, THDC, SJVNL, BHEL and IIT’s have participated in this
task and brought out R&D plan report.
The crucial R&D needs required to bridge the technology gaps in various subsections of power sector (Generation,
Transmission & Distribution), are identified and prioritized. The R&D needs aim at either improving design of
an individual plant component and/or evolving cost efficient overall process. R&D needs also include taking
advantage of the advances in IT, electronics and communication to improve the control & instrumentation
system, data acquisition system and monitoring of system performance parameters. The major thrust areas for
R&D are:

1. A DEVICE FOR CARRYING AND MANIPULATING ULTRASONIC PROBE FORINSPECTION INSIDE A SHAFT/ROTOR BORE
Inspection inside bore of a rotor is often required to assess integrity of shaft or rotor. Since approach is notgenerally available for manipulating the transducer or probe with hand, a mechanism/device is used forcarrying out required movement and other manipulations. Several devices are in use but are disadvantageous.In view of this, a new design was attempted to alleviate some disadvantages of the systems. The result is acompact device, which can perform the task. The basic kinematic arrangement is as described below.
The actuator which carried the inspection head assembly, is supported on two sets of rollers in two differenttransverse planes at ends in such a way that the actuator can slide over the rollers in axial direction. Theactuator support roller assemblies are mounted in radial directions on the flanges of a rotary carrier. Therotary carrier is supported by two roller assemblies. The carrier can rotate in circumferential direction. Thisarrangement allows the actuator to move along the axial and circumferential directions simultaneously andindependently. The carrier support roller assemblies are supported on a frame. While rotating, the entirecarrier unit is prevented to shift in axial direction by means of axial guide rollers resting on a collar extendingfrom carrier.
2. NITROGEN HETEROCYCLE AS AN ACCELERATOR FOR CURING OF EPOXY RESINSYSTEM
With an objective of developing suitable accelerator/curing agent based on nitrogen heterocycles for curingof epoxy resins used for electrical applications, the investigation on nitrogen heterocycles on cure propertiesof epoxy resins has been carried out. Epoxy resins are currently among the most intensively investigatedcompounds as electrical insulators owing to their remarkable chemical resistance, good adhesion,extraordinary toughness high mechanical strength and good heat resistance. The applications of epoxyresin depend on the nature of curing. Generally curing takes place in the presence of a hardener or a curingagent. Chemical reactions that take place during the period of curing determine the properties of the curedthermoset material. A large number of nitrogen heterocycles based on several metals and ligands have beenstudied with regards to their cure behaviour with epoxy resins used for electrical applications.

The data suggests that the presence of 2-3 bis (benzimidazolyl) pyridine is effective in curing process of theepoxy resin system with appreciable reduction in the cure time of the resin system. At 1400C, it is observedthat at a concentration of 0.0625 phr of the ligand the cure time decreases from 293 minutes to 40 minutes.The reduction of cure time of epoxy resin systems in an industry at the time of manufacturing variousinsulating components is of commercial importance. It is suggested that the manufacturing industries canmake use of the newly developed accelerators, which can efficiently work in place of conventional type ofaccelerators. The effect of this ligand on the electrical properties has been studied and found that at lowerconcentrations no deterioration of the loss factor values was observed even at elevated temperatures.
3. A SYSTEM FOR MEASURING THERMAL ENERGY GAINED BY A WATER STORAGETANK
The main objective of the invention is to measure the thermal energy gained by each isothermal layer ofstorage water heating system and integrating to compute the total energy absorbed in the tank. Anotherobjective is to precisely track the energy inputs and energy outputs to the solar water heaters therebyauditing the energy flows through the system and detecting performance deterioration in thermal systems.The thermal efficiency of the system is computed using the data on solar radiation input and the energyoutput. The metering of thermal energy enables the estimation of the output energy developed by theprocess. Based on measurement of incident solar radiation and its integration and the energy output of thecollector, the thermal efficiency of the collector can be computed for a heating period.
The advantages of this meter over other meters are:

TESTING AND CERTIFICATION
The performance of the Institute in the field of testing and certification during the year 2006-2007 has beenspectacular. A total of 46364 tests on 13931 samples were conducted for 3156 organisations.
The revenue realised from testing, certification and consultancy services rendered during this year increasedto Rs. 4273 lakhs as against Rs. 4147 lakhs realised during 2005-2006. The excess of income over theexpenditure (surplus) during the year was Rs.347 lakhs.

Discharge current test facility for HT series capacitors as per IEC 60143-1-2004. Tested 552.5 kVAR,7.1 kV HT series capacitor for the first time.

Accelerated Power Development & Reforms Programme (APDRP)
Central Power Research Institute (CPRI) has been functioning as Advisor-Cum-Consultant (AcC) for the purpose
of capacity building in the State Electricity Boards (SEBs) / Power Utilities of Karnataka, Kerala and Andhra
Pradesh under the ACCELERATED POWER DEVELOPMENT AND REFORMS PROGRAMME (APDRP) of
Government of India since 2001. This prestigious consultancy appointment has been made by the Ministry of
Power, Government of India considering CPRI’s expertise in the areas of Power Transmission and distribution
studies and also similar consultancy services rendered by CPRI to Electricity Regulatory Commissions in India.
Initially, activities were confined to three distribution Circles in each of the above states in which the up gradation
of Sub-transmission and Distribution System were being carried out under the APDRP.

Since May 2005, the activities of CPRI as AcC have been extended to the entire states of Andhra Pradesh,
Karnataka and Kerala in addition to the three circles per state assigned earlier since majority of towns in these
states were also included in the APDRP Scheme for up gradation.
Benefits due to implementation of APDRP:
Andhra Pradesh: Eastern Power Distribution Co. Ltd (EPDCL) of Andhra Pradesh has achieved AT&C loss of
less than 10% for the entire utility, which is an important landmark achieved for the first time by any utility in the
country.
Karnataka: Zero percent Distribution Transformer failure rate has been achieved in Bangalore Metropolitan
Area of BESCOM. Bangalore is the only city in India to achieve this milestone.
Kerala: The Distribution failure rate in the entire Kerala is less than 4.5%, which is a major achievement.
Due to the focused programme of Energy audits by CPRI in major towns of Andhra Pradesh, Karnataka &
Kerala, the need for AT&C loss reduction has gained momentum in these states.
Average Revenue Realization has increased, the power supply quality has improved, the rate of Distribution
Transformer failure is reduced, and Average Technical and Commercial Losses have consistently reduced
in all the three states.
CPRI has played an important role as AcC in assisting the utilities by monitoring continuously the implementation
of the Distribution reforms, contributing to better practices in Distribution system, Quality assurance etc.

The Institute organized an International Workshop on “IEC 61850 Communication Networks and System inSubstations & Interoperability Demonstration”, from April 25th 2006 to 28th April 2006. More than 350 participantsattended the workshop from India and Abroad. The workshop was chaired by Shri. A. K. Tripathy, DirectorGeneral, CPRI. Shri. Rakesh Nath, Chairman C.E.A, New Delhi & Bhakra Beas management Board inauguratedthe workshop and delivered the Presidential address. Shri. R. N. Nayak, Executive Director, Power Grid Corporationof India Limited, Gurgaon delivered the Key note address.

The Institute organized a workshop on “Sesmic Qualification of Electrical Equipment and structure” to sharethe professional experience and dissemination of knowledge. Shri.C.P. NATIONAL SEMINAR ON “POWER CABLE TECHNOLOGY”
The national Seminar on “Power Cable Technology” was held at CPRI, Bangalore, India on 7th & 8th December
2006. About 130 participants from manufacturers, utilities, academic institutions and senior officers from CPRI
participated in the Seminar. About 12 foreign participants from countries like USA, Dubai, Germany, Switzerland,
Korea also participated in the Seminar.
There were total 32 invited research papers from the participants covering topics on latest trends and developments
in raw materials and processing techniques. Papers were also presented on recent developments in raw material
and processing techniques. Papers were also presented on recent developments in fire retardant cables, installation,
operation & maintenance and failure analysis of power cable accessories and diagnostic testing.
Shri. M. K. De, IAS, Chairman, West Bengal State Electricity Board inaugurated the seminar. Shri. A. K. Tripathy,
Director General, CPRI briefed the participants about the facilities available in CPRI on testing and evaluation of
power cables and accessories.
SEMINAR ON “NEW DIRECTIONS IN CERAMICS”
Central Power Research Institute (CPRI) and Indian Ceramic society – Bangalore Chapter (ICS- BC), jointly
organised a seminar titled “New Directions In Ceramics” on 17th March 2007. Shri. A. K. Tripathy, Director
General CPRI inaugurated the seminar. Five technical papers were presented by invited speakers from various
R&D organizations. A total of 70 delegates representing CGCRI, BHEL- EPD, NAL, CUMI, CPRI, ceramic
experts and consultants took part in the seminar. The delegates evinced keen interest in the seminar and
participated in the discussions.
WORKSHOP ON POLYMER COMPOSITES
Workshop on “Advanced Polymer Composite Materials Technology including the development of cenosphere
based polymer composites for the power sector”. organized at the Institute. About 85 deligates representing
BHEL (EPD), IISc (CED), MICO, Fiberglass Industries, ADA, Graphite India Ltd., Farcom Cables, Mehar
Capacitors Pvt. Ltd., Lakshmanan Isola Pvt. Ltd., KPCL and Academic Institutes participated actively in the
discussions during the workshop.

INTERNATIONAL CONFERENCE AND TUTORIALS ON POWER SYSTEMPROTECTIONThe Institute organised a International Conference and Tutorialson Power system Protection during 20- 23 February 2007. TheConference, slated for the first two days, was attended by around 55participants including academicians, Personnel from Utilities andmanufacturers. The conference and workshop was inaugurated byShri. Veeraraghavan, General manager, Electronic Division, BHEL,Bangalore and Prof. P. K. Dash, Director, Bubaneshwar College ofEngineering delivered the key note address. The Tutorial was wellappreciated by the participants.
TRAINING PROGRAMSTRAINING TENAGA NASIONAL BERHAD ( R) QA INSPECTORSThe Central Power Research Institute bagged a prestigious contract for training of M/s. Tenaga Nasional Berhad(Research) QA Inspectors at Kuala Lumpur, Malaysia. The training was organized in the area of Meteringequipment and Enhancement of QA Process. The training on metering equipment was held from 17th to 25th
April 2006. Eleven participants attended the programme. The training on enhancement of QA process was heldfrom 17th to 22nd April 2006 and was attended by 22 participants. Seven Officers from CPRI delivered lecturescovering metering and QA topics. The programme was well appreciated by Tenaga Nasional Berhad (Research).
TRAINING PROGRAM ON PIPING AND HANGER INSPECTIONThree day training programme on “Testing and Inspection of Pipe and Hanger components of Thermal PowerStations” for the NTPC executives was organized on 26-27 April, 2006.
TRAINING PROGRAM ON ENERGY METERSThe Institute has conducted “Training program on energy meters” for officials of M/s. Bhuthan Power CorporationLtd., Thimphu: Bhutan from 8th June 06 to 14th June 06. Ten deligates attended the program. The topic coveredduring courses are principles of energy meters, components and their behavior, quality aspects, testing, standards,terminology, advanced metering aspects, AMR & Prepaid meter,Protocol and tampering prevention. A study tour to Larsen &Toubro, Mysore was also arranged during training period.
TRAINING PROGRAM ON POLLUTION LEVELMEASUREMENT AND HIGH VOLTAGE TESTINGTECHNIQUES FOR PGCIL ENGINEERS AT CPRI
The Institute conducted two days training programme in twobatches from 8th June 2006 to 9th June 2006 and 24th August, 2006 to25th August 2006 for the Engineers of PGCIL. The High VoltageDivision of CPRI conducted this programme for the benefit ofPGCIL Engineers working on NER- NR HVDC TransmissionSystem between Kemang HEP and lower Subansiri HEP. Thefollowing topics were covered in the Training Programme.

Pollution monitoring in high voltage transmission system and remedial measures.

Five day training program on “Test Facility at CPRI” wasorganized at the Institute from 24 -28 July 2006. Shri. Participated in the training programTechnical lectures and laboratory visits were arranged during the course of programme.

TRAINING PROGRAMME FOR TNB RESEARCH SDN BHD, MALAYSIA ON SELECTEDEQUIPMENT USED BY ELECTRICAL SUPPLY INDUSTRY
The Training Programme for TNB Research Sdn Bhd, Malaysia on main equipment used by electrical supplyindustry was held in Shah Alam from 7th August to 18th August 2006. The training for the 5th Batch of QualityAssurance Inspectors of TNB organized by TNB Research Sdn Bhd (“TNRD”). 36 participants attended theprogram. The program was inaugurated on 7th August 2006 by Dr. Salim Sairan, Managing Director of TNRD andclosed on 18th August 2006 by Senior General Manager of TNRD, En Azmi Omar. The subject covered by thetraining program were on Power Distribution Transformers, Circuit breakers and switches (air insulated), Powercables and accessories, Gas insulated switchgear (GIS), Surge arrestor and insulators and High voltage and highpower laboratories.
Participants were evaluated before and after the completion of the training programme to assess the extent ofutilization of the programme. This evaluation showed a marked improvement in the knowledge acquired byparticipants during training program.

TRAININING PROGRAM ON TESTING AND DIAGNOSTICS OF LUBRICATING OIL
The Dielectric Materials Division of the Institute organized a Training Program on “Testing and Diagnostics ofLubricating Oil” from 7th and 8th December 2006 for the first time. The training program was inaugurated byShri. K. P. S. Varma, ED/M&C, RDSO, Lucknow on 7th December 2006. Seventeen participants from variousorganizations attended the two day programme. Technical Lectures were delivered by the officers of DielectricMaterial Division and other organizations from India and abroad. The demonstrations on various lubricating oiltest were arranged during the period. Shri. A. K .Tripathy, Director General, CPRI awarded the certificates to theparticipants at the valedictory function held on 8th December 2006.
TRAINING OF DISTRIBUTION ENGINEERS UNDER THE DRUM PROGRAM
The Distribution Reforms and Upgradation Management (DRUM) under the Ministry of Power, Govt. of India& USAID is aimed at training and capacity building at the management, operational and technical level of Stateutilities targetting junior and middle level officials of the distribution utilities. CPRI organised 5 day trainingprogrammes for utility engineers in the areas of :
Best practices in distribution loss reduction.
Disaster management, Electrical safety procedures and accident prevention.
Demand side management.
The Institute has entered into an MoU with BESCOM for training its engineers on the above subjects. Engineersfrom other ESCOMs of Karnataka like MESCOM, GESCOM, HESCOM, CHESCO, etc., are also being trained.Till date CPRI has conducted 16 training programs and trained around 400 engineers under the DRUMprogramme co-ordinated by the Energy Conservation & Development Division.
TRAINING PROGRAMME ON ENERGY METERS AND PROTECTIVE RELAY
The Instrumentation Division of the Institute organized a 5-day Training programme on Energy and ProtectiveRelays for Senior officials of Punjab State Electricity Board from February 20th to 26th, 2007 at the CCAR Seminar
Hall. 13 persons participated in the Training Programme. Technical presentations on Energy meters protective
relays were made during the Programme by officers of CPRI including supplementary test facilities. Industrial
visits to M/s. Larsen Toubro, Mysore, M/s. Easun Reyrolle, Hosur and M/s. Conzerv, Bangalore were arranged as
a part of the programme.

TRAINING TNBR (QA) ENGINEERS, MALAYSIA
Training program on type Testing of Power Equipment, was
organized for the eight TNBR (QA) Engineers in CPRI from 12th
March 2007 to 23rd march 2007. The program was inaugurated on
12th March 2007 by Shri. A. K. Tripathy, Director General, CPRI.
Technical Lectures Laboratory demonstrations and training on type
testing of equipments were organized during the period.
TUTORIAL ON POWER SYSTEM GROUNDINGPRACTICES
Power System Division of the Institute organized a two day “Tutorial on Power System Grounding Practices” on
16th and 17th November 2006 with an objective of providing theoretical and practical knowledge on economic
design and maintenance of grounding system and their applications. 56 participants from 36 organizations from
all over the country and Bhutan participated. Practical demonstration was given to the participants on use of
CPRI’s GMAT software for earth mat design and on measurement of Soil resistivity and Grounding resistivity.
TUTORIAL ON “REAL TIME DIGITAL SIMULATION “ AT IIT, ROURKEE (NPSC 2006)
The fourteenth National Power Systems Conference (NPSC 06) was organised at Indian Institute of Technology,
Rourkee during 26-29, December 2006. The conference was preceeded by four tutorials on 26th December 2006
by invited experts in the power sector covering power system protection, HVDC & FACTS, Distribution systems
and Real time digital simulation.
CPRI conducted the tutorial on ‘Real Time Digital Simulation’ at IIT, Rourkee jointly with Prof. A. Gole of
University of Manitoba, Canada on 26th December 2006. The tutorial was attended by more than 75 delegates
from academic institutions, industries and consulting organizations.
TUTORIAL ON “MODERN TRENDS IN EARTHING PRACTICES” AT KSEB
The Institute conducted a 2-day Tutorial on “Modern Trends in Earthing Practices” for engineers of Kerala State
Electricity Board in Thiruvananthapuram during 8-9 February 2007. The tutorial was organized by the Research
wing of KSEB and inaugurated by Shri. T. M. Manoharan, Chairman, KSEB. 45 participants drawn from different
wings of KSEB attended the programme. The main topics covered at the Tutorial included (i)
Computer- aided design of HV / EHV earthing systems (ii) measurements of soil resistivity & earth resistance
and (iii) system earthing aspects. There was also a demonstration of the GMAT software developed by CPRI for
design of grounding systems.
EIGHTEENTH JAWAHARLAL NEHRU MEMORIAL LECTURE
The eighteenth Jawaharlal Nehru Memorial lecture on “Measuring and Assessing Science” was delivered by
Prof. P. Balaram, Director, Indian Institute of Science, Bangalore. Shri. Santhosh Kumar, Member (Grid Operation
& Distribution) Central Electricity Authority, New Delhi, presided over the function and delivered the presidential
address. Shri. A. K. Tripathy, Director General, welcomed the gathering. Large number of distinguished invitees,
officers, staff and retired officials of CPRI attended the program. The staff and their family members turned out
in large number to view the variety entertainment programme performed by the employees and their children
and the CPRI Colony Ladies Club members.

The institute kept open all its laboratories for general public/research and educational Institutions. The
continuous stream of visitors went round the laboratories wetting their intellectual appetite. It was heartening
sight to see that majority of the people were students from various schools and colleges.
EXHIBITIONS
CPRI PARTICIPATED IN GULF COUNCIL CO-OPERATION CIGRE EXIBITION
CPRI participated in the recently held GCC CIGRE exhibition at Abu Dhabi, UAE. The exhibition cum CIGREConference was held on 29th and 30th of November 2006. The CPRI stall attracted more than 250 visitors duringthe two days including many high level dignitaries of local utilitiesin the Middle East and Africa. H E Minister of Energy of UAE alsopaid a visit to CPRI stall and showed keen interest in the activities ofCPRI. During this visit CPRI officials made a presentation aboutCPRI facilities and international accreditations to the senior officialsof Abu Dhabi Water and Electricity Authority (ADWEA). CPRIofficers also met senior officials of Dubai Electricity and WaterAuthority (DEWA) and appraised them about CPRI’s facilities andinternational accreditations.

CPRI PARTICIPATED IN EL- ASIA 2007
The institute participated in ELASIA 2007 Exhibition from 23rd – 26th February 2007 held at Palace Grounds inBangalore. Shri. Ramachandra Gowda, Hon’ble Minister for Science & Technology, Govt. of Karnataka, inauguratedthe exhibition. All leading electrical equipment manufactures, multinationals and PSU’s participated in theevent. The exhibition attracted over 10,000 visitors over the four days.
CPRI stall attracted large number of visitors who evinced keen interest in the field of Research, Testing &Consultancy, field measurements and third party inspection services of CPRI. CPRI officials delivered a shortpresentation on short circuit and energy meter test facilities to a large group of Engineers who visited theexhibition.
CPRI PARTICIPATED IN GRIDTECH -2007
The Institute participated in the Gridtech 2007 at Pragati Maidan, New Delhi, during 5th & 6th February 2007.The theme of the exhibition was New Technologies in Transmission, Load Despatch & Communication. TheCPRI exhibits consisted of charts covering the Centre for Advanced and Collaborative Research, KnowledgeManagement portal of CPRI, 800 kV tower testing for M/s PowerGrid, Real Time Digital Simulation Facility,Facilities for implementation of Energy labelling scheme in India, CPRI’s contribution to mission drivenprojects of Govt. of India, UHV Research Facilities, Products developed by High Voltage Laboratory etc.
The CPRI stall received about 200 visitors which included several overseas deligates.

Physical Progress of the Capital Projects:
1. ESTABLISHMENT OF ENGINEERING SERVICES FOR PLANT PERFORMANCE MONITORING &IMPROVEMENT(PMI), RENOVATION & MODERNISATION AND LIFE EXTENSION (LE).
Keeping the various requirements of the Power Generation Sector, it was proposed to strengthen andconsolidate the facility and capability for Plant Performance Monitoring & Improvement (PMI), Renovation& Modernization and Life Extension (RM & LE) and through this CPRI will provide a more focused andmeaningful service to the power plants. This project sanctioned at a cost of Rs. 255 lakhs is underimplementation and will be completed by August 2008.
2. ESTABLISHING CAPACITOR CURRENT SWITCHING FACILITY AT STDS BHOPAL
The project sanctioned at a cost of Rs.435 lakhs to study behavior of MV switchgear with interruptingcapacitive currents upto 400 Amps and to assist the product development for the Indian industry. All the civilworks have been complete and the equipments are in various stages of commissioning and the project will beoperational from May 2007.
3. ESTABLISHING COMPREHENSIVE ENERGY EFFICIENCY TESTING FACILITY FORREFRIGERATORS AND AIR CONDITIONERS AT BANGALORE
The project sanctioned at a cost of Rs. 495 lakhs to help the Bureau of Energy Efficiency in their energylabeling programme. Facilities are being established for testing Air Conditioners & Refrigerators under thisscheme. During the year the Refrigerator test facility become fully operational and the equipment for testingAir conditioner facility has been ordered and the facility will be fully operational by end of 2007.
4. NATIONAL /INTERNATIONAL ACCREDITATION FOR CPRI LABORATORIES
In view of the globalization, the Institute is making forays into the markets of African, Middle East andSoutheast Asian nations towards meeting the test & certification and also consultancy in the area of powerengineering. The globalization of the world market has also brought in lot of avenues for the Indian electricalindustry to market their services overseas. IEEMA which is an agency in India looking after the interest ofthe Indian power industry had requested several times in the past to have accreditation by the Institutewhich makes International acceptability for their goods manufactured in India. Towards meeting this endand to make the Institute as a regional testing laboratory it is proposed in the scheme to go in for several

international accreditation and membership of world renowned bodies. The project sanctioned at a cost ofRs.160 lakhs is under implementation. Some of the major accreditation obtained under this scheme includeASTA - BEAB, UK certification. STL membership and ISO- 9001- 2000 certification for R&D and consultancyactivities.
5. ESTABLISHMENT OF TEST FACILITY FOR EASTERN/ NORTH EASTERN REGION
Under this proposal it is planned to create
Dielectric tests facility and
Mobile transformer oil testing facility
The Diagnostics of Power/Distribution Transformers through oil tests is planned, which will help the powerutility to maintain the transformers and also know the health of transformers. Some remedial action dependson the nature of fault can also be carried out. The Mobile laboratory so established would be able to covervast area in West Bengal, Orissa, Bihar, Assam, Manipur, Meghalaya, Arunachal Pradesh etc. Approximately,1500 Transformers could be monitored in one year. Later based on the demand and also the requirement ofthe power utility other facilities would be planned in a phased manner. The project sanctioned at a cost ofRs.320 lakhs is under implementation. The Regional Testing Lab at Kolkata is operational and at Guwahatiis in final stages.
6. ROTOR SYSTEM WITH EXCITER FOR THE MOTOR OF 2500 MVA SHORT CIRCUITGENERATOR OF C.P.R.I, BANGALORE
The 2500 MVA short circuit generator of High power Laboratory is driven by synchronous motor. Thissystem was commissioned in 1988. Since then, Generator system is working with out standby driving motor.In recent past several problems in driving motor rotor, exciter viz Cracks in motor shaft, Failure of Exciterof the driving motor, Abnormal noise, vibration while starting and running of the motor have been experienced.Though these problems are attended by M/s Alsthom Projects, Vadodara & M/s Converteam, France, stillproblems are persisting. The non availability of this generator is causing inconvenience to electrical industries.Hence it is proposed to procure a new complete rotor system for the driving motor from the original supplierfrom France. The project is under implementation at a cost of Rs.200 lakhs. The Rotor System has beenordered and likely to be installed in 2007- 08.
7. UPGRADATION OF THE STATIC FREQUENCY CONVERTER USED FOR DRIVING THE 1500MVASHORT CIRCUIT GENERATOR OF 1500MVA SHORT-CIRCUIT TESTING LABORATORY(STATION-1) OF CPRI, BHOPAL.
1500 MVA Short Circuit Generator at STDS,CPRI Bhopal is facing problems in Generator driving motorcontrol system on control cards causing loss of testing time and lot of inconvenience to electrical industriesto test their products. Original suppliers of generator themselves suggested to replace present drive systemwith modified motorless drive system with latest technology for smooth running of short circuit generator.Hence it is proposed to up grade the static frequency converter used for driving the 1500MVA short circuitgenerator of short circuit testing laboratory (station-1) of C.P.R.I., Bhopal at a cost of Rs.270.34 lakhs orderhas been placed for supply of SFC and will be installed in 2007- 08.

8. AUGMENTATION & MODERNIZATION OF CPRI LABORATORIES
The Testing, Research & Consultancy activities require the laboratories to be accredited and all equipmentcalibrated to carryout testing as per National/ International standards. Since most of the test equipment isoutdated, operation & maintenance of these equipment calls for very high expenditure. Many of the originalmanufacturers/suppliers of the equipment either did not exist or the companies have got merged with othercompanies, it is generally observed that spares and services are not available form the equipment suppliers,hence it is proposed to Augment & modernize some of the CPRI laboratories at a cost of Rs. 2329.5 lakhs.Several laboratories like, The High Voltage, Short Circuit, High Power Lab. Material Technology have beenaugmented and also the Rejuvenation of physical infrastructure is being carried under the scheme.
9. RELOCATION OF REGIONAL TESTING LABORATORY, MURADNAGAR, U.P. TO NOIDA
At present only CPRI has the necessary comprehensive capital intensive testing facilities under one roof fortesting & certification of electrical equipment. There has been persistent demand from manufacturers ofpower apparatus to establish Regional Testing Laboratories to cater to the testing needs of industriessituated in the respective regions of the country. Clients are facing lot of difficulties at present in sendingthe equipment from one end to the other for certification needs. The other important aspect has been thatlack of such adequate testing facilities in the regions to meet the demand which naturally force the useragencies to use untested equipment which may, not only introduce hazards to working personnel, but alsomake the system unreliable with frequent failures. Considering the above aspect and also realising theimportance of the demand of power industry for proper testing facility in the regions, there was a need andurgency for providing such regional test facilities for the benefit of manufacturers of power equipment.To cater to the northern Indian utilities, the Regional Testing Laboratory was started in 1992 at Muradnagar(near Ghaziabad) of UP. The inaccessibility of the testing Lab and worsening power situation has forced toshift the test lab to NOIDA. The project sanctioned at a cost of Rs.869 lakhs is under implementation. TheNOIDA authorities have allotted land near Ghaziabad and the civil works are likely to commence soon.

During the year, the Governing Council met once on 20th September 2006. The Society held its Annual General
Body meeting on 20th September 2006. The Standing Committee met thrice on 7th October, 19th October 2006
and 8th January 2007.
Vigilance
The vigilance activities of the Institute are looked after by a part time Chief Vigilance Officer Shri. Sengupta,
Additional Director, who is appointed upon the approval by the Chief Vigilance Commission. The Chief Vigilance
Officer reports to the Director General and is assisted by the Administration Section in all vigilance matters.
Preventive vigilance relates to every area of the Institute’s activity, viz., Purchase (Contracts for supply of goods),
Civil works & maintenance works (Contracts for supply of services), R&D function, Testing & Certification,
Consultancy, and Memorandum of Understandings entered into with others, scrutiny of the Annual Property
Returns (APR) of officers/ staff, inspections to detect the system failures and existence of corruption or
malpractices; etc.
As per the directions of the Central Vigilance Commission, Boards have been displayed prominently at all the
Units/ Divisions of the Institute for wide publicity among Public, Contractors and Customers about the availability
of Chief Vigilance Officer / Head of the Organisation. It is facilitated such that instances and information on
corruption in the Institute by affected parties can be brought to the notice of Head of the Organisation or to the
Chief Vigilances Officer at the addresses mentioned in the Boards. Timely Returns of vigilance activities
containing the requisite in formations are filed with the appropriate authorities bringing out the latest position
in this regard.

SC/ST/OBC LIASION OFFICE ACTIVITIES
Coordinated in conducting 115th Birth Anniversar y of
Dr. B.R. Ambedkar on 25th May 2006. Conducted annual inspection
of the roaster maintained in the organization with a view to
ensuring proper implementation of the reservation orders during
the year. Assisted in consolidating and verifying the annual returns
relating to representation of SC/ST’s and forwarded it to Ministry,
Department of Public Enterprise and National commission State
office. Literacy is the foundation for the society. In the modern
education system matriculation or the tenth standard is the
minimum for one to be called “LITERATE” The three layer implementation strategy as the essence of
Ambedkar’s philosophy, EDUCATE, ORGANISE AND AGITATE. For the first time in the history of CPRI,
this office has liaison with management of CPRI to institute “Dr. B.R. Ambedkar Merit award” for children of
CPRI Employees who topped in tenth standard under different schemes.
The officer in charge had liaison with the management to resolve the issues of CPRI SC/ ST Employees
regarding promotion and transfers etc. Other grievances were resolved amicably by bringing in awareness on
the merit of the grievance. Elections for the office bearers of CPRI SC/ST’s employees welfare association
conducting for the first time in CPRI.
RIGHT TO INFORMATION ACT
The Institute has implemented the Right to Information Act – 2005. The Public Information Officer & Assistant
Public Information Officer has been nominated as per the guidelines. Information is being disseminated and
the system has been established for maintenance of records. CPRI has also created a website http://cpri.in and
provides general information about various testing laboratories, facilities & services rendered. During the year,
the Information Officers conducted an Internal Audit to check the adequacy of the system for dissemination of
information in accordance with the stipulations of the Act. The Institute received seven nos. of requests seeking
information on various activities and requested information has been submitted to all the applicants
WELFARE ACTIVITIES
The Women Employees Cell is operative since 1997, for the welfare of female employees and to meet their
grievances. Creche for the employees children is operational successfully over the last six years for the benefit of
working couples in the Institute.
The following were the activities of the Women’s Cell during 2006-2007 :
Maintenance and Smooth functioning of the Creche as per framed guidelines, Opening of bank account
in the name of ‘Women’s Cell’, Managing all grants and expenditure through the account, Solved complaints
of two women employees.

LIBRARY & INFORMATION SERVICES
The Institute has well established Libraries at Bangalore and Bhopal to provide adequate library and
information services for the research work and for updating employees' knowledge in Scientific advancement.
Several books and periodicals are added to the library at Bangalore and Bhopal During the year 2006-2007. The
expenditure incurred on books and periodicals during the year at both Bangalore and Bhopal was Rs.16.98 lakhs.
Computerisation of Library facility at Bangalore unit was taken up. All the books and publications were coded
for creating a data base which would be accessible to all users over the LAN.

FINANCE & ACCOUNTS
The Institute has done well in its financial performance during the year 2006-2007 and earned an all time
high revenue of Rs.4272.91 lakhs.

Increased services rendered to the utilities and Industries are well reflected in the financial performance
raising the revenue earnings from Rs.3075 lakhs in 2002-03 to Rs.4273 lakhs during the current year. During
the year under report, as against the revenue realisation of Rs.4273 lakhs, the expenditure on non-plan
activities stood at Rs.3926 lakhs only and thereby it has been possible to generate a surplus of Rs.347 lakhs.
For the 19th year in succession, the Institute has not drawn any non-plan grant-in-aid from the Government.
During the year, the expenditure under various heads has been as follows:
Non-plan Expenditure : Rs. 3925.63 lakhs
Plan R&D Expenditure : Rs. 318.25 lakhs
Plan Capital Expenditure : Rs. 1436.09 lakhs
RSOP : Rs. 146.06 lakhs
The Institute received grants-in-aid (Plan) of Rs.3302.00 lakhs from the Government of India during the

With many new laboratories commissioned and opened for commercial testing, it is hoped that the trend
of increased earnings of revenue will continue. As at the end of March 2007, the capital investment by the
Government of India at the Institute has been Rs. 41012.33 lakhs.

USE OF HINDI AS OFFICIAL LANGUAGE
Requirement under section 3/3 of the Official Language Act were fully complied with. All office orders, circulars,
reports etc., were issued bilingually.
Discussions Programme with Parliamentary Committees Drafting and Evidence subCommittee:
Drafting and evidence sub committee of discussion Programme of committee of parliamentary with Director
General, CPRI and Chairman, TOLIC and Heads of 15 member offices was held on 30th December 2006. Activities
of TOLIC, prizes received and the magazine ‘ Kaveri’ were appreciated by H’ble members.
HINDI PUBLICATIONS
The fourteenth edition of ‘ Kaveri’, the journal of TOLIC was published.
Technical articles competition
Annual technical articles competition under the auspices of TOLIC sponsored by the Institute was organized
and the best three articles were awarded prizes on Hindi Divas celebrated at CPRI.
Organizing Managerial Lecture
A Managerial Lecture on “Goal Setting” by Smt Sneha Sharma, Assistant Manager, United India Insurance Co.
Ltd was organized for the officers and employees of the Institute on 24th May 2006.
Official Language Orientation Programme by Dr.H.S.Rana, ChiefManager (Rtd) NTC Ltd was organized on 23rd
August 2006 for all the Additional Directors and Joint Directors of the Institute.
TENDERS IN HINDI ON WEB SITE
Tenders in Hindi were posted on the website along with English ones. The website of the Institute is available

HINDI MONTH
Hindi month was organized and 10 competitions were conducted separately for Staff, Proficient and those with
working knowledge of Hindi.
HINDI DIVAS
Hindi Divas was celebrated on 14th September 2006. The Chief Guest Shri. Ashwini Kumar Rai, Dy Regional
Director, Atomic Minerals Directorate gave away the prizes to the winners of competitors held during Hindi
month, technical articles competition under TOLIC and incentive schemes in Vogue in the Institute.
ACTIVITIES OF TOWN OFFICIAL LANGUAGE IMPLEMENTATION COMMITTEE
The Director General, CPRI continued to be the chairman of TOLIC and the Senior Hindi Officer the member
secretary. 13 inter organizational competitions were organized under TOLIC sponsored by various organizations
from 13th to 30th November 2006 and 6 prizes were awarded for each competition. Officers Conference,
Kavi Sammelan and Technical Seminars were organized on 13th, 23rd, and 27th November 2006 respectively.

AUDITOR'S REPORT
We have audited the enclosed Balance Sheet of CENTRAL POWER RESEARCH INSTITUTE,
BANGALORE as at 31st March 2007, and the Income and Expenditure Account and Receipt & Payments
Account of the said Society registered under the Karnataka Societies Act, 1960 for the year ended on that date
and report that:-
1. These financial statements are the responsibility of the societies management. Our responsibility is to
express an opinion on these financial statements based on our audit.
2. We conducted our audit in accordance with auditing standards generally accepted in India. Those
standards require that we plan and perform the audit to obtain reasonable assurance about whether the
financial statements are free of material misstatements. An audit includes examining, on a test basis,
evidence supporting the amounts and disclosure in financial statements. An audit also includes
assessing the accounting policies used and significant estimates made by management as well as
estimating the overall financial statement presentation. We believe that our audit provides a reasonable
basis for our opinion and we further report that:-
a) We have obtained all the information and explanations which to the best of our knowledge and
belief were necessary for the purpose of our audit.
b) The Balance Sheet, Income & Expenditure Account and Receipt & Payments Account dealt with by
this report are in agreement with the books of account maintained by the Society.
c) In our opinion and to the best of our information and according to the explanation given to us, the
said accounts read together with the notes thereon give a true and fair view.
Subject to non-provision of Depreciation on Fixed as stated in point No 1 of Schedule 16 - Notes to
Accounts and point no 2.3 of Schedule 17-Accounting Policies of the said accounts. Had depreciation
been provided, the excess of income over expenditure for the year would have been lower by
Rs. 10,39,86,274/-.

Notes on Accounts & Contingent Liability attached to and forming part of Balance Sheet as at 31st March 2007, AND
Income & Expenditure Account AND Receipts & Payments Account for the year ended on that date
Background:- The Institute, an autonomous body under Govt. of India, Ministry of Power incorporated through a
resolution vide No.33(14)/74-Policy, dated 21/10/1974 is totally focused on Power Research. The Institute has been recognized
by Ministry of Science & Technology as an S&T Institution. The Institute has been further recognized as Scientific and
Industrial Research organization by Government of India, Ministry of Science and Technology vide their letter No.11/68/88-
TU-V, dated 5/4/2005 and valid upto 31.03.2008. The Institute as a legal entity is registered with the Registrar of Societies. The
basic objectives of the Institute is to serve as a National Testing & Certification Authority and act as an apex body for initiating
and coordinating Research and Development in the field of electric power. The Government of India is supporting the
activities thro’ grants. Additionally, the Institute is generating funds through other sources and thro’ test fees and professional
services rendered to Government organizations/Electricity Boards/Commercial organizations etc.
Institute is notified by the Government of India, Ministry of Finance, Department of Revenue vide notification No.178/2007
(F.No.203/38/2006/ITA-II), dated 24.05.2007 in the category of 'other institution' partly engaged in research activities for the
purpose of Clause (ii) of subsection (1) of section 35 of the Income Tax Act 1961read with rule 5C & 5D of the Income Tax
Rules, 1962 effective from 1.4.2005 onwards. Accordingly, the income of the Institute will be exempt from Income Tax as
provided under Section 10(21) of Income Tax Act, 1961.
1. Fixed Assets and Depreciation:- Hitherto, the Institute capitalized all costs relating to the acquisition and installation of all
fixed assets. From the year 2002-03 onwards, the Institute has changed its policy for accounting capital assets as under
All assets acquired under Capital Projects, R&D Plan, Sponsored Schemes, RSoP Schemes are
capitalized with all costs relating to their acquisition.
All assets acquired out of Non-Plan (Revenue) expenditure of the Institute are charged off to the
Income & Expenditure account during the year. The value of such assets is Rs.115.11 lakhs for
2006-07 (Rs.149.31 lakhs for the year 2005-06). Total value of assets charged off from 2002-03 tillnow,
is Rs. 518.52 lakhs.
Since the infrastructure is created by drawal of grants from Government of India, depreciation is not provided in the
books of accounts. Depreciation not provided as per the rates prescribed under the Income Tax act under the Written
Down value method till the period ended 31.3.2007 is Rs.3,68,51,00,064/-(Depreciation upto 31.03.2006 was
Rs.3,58,11,13,790/-) and Depreciation for the year is Rs.10,39,86,274/- (Depreciation for 2005-06 was Rs. 10,32,57,217/
-). The fixed assets are stated only at cost.
2. Government Grant:- Grants received from the Government of India and other organisations towards specific
projects are shown as capital/sponsored grants. The Institute conforms compliance of all the conditions of the grant.
The Institute consistently has followed the procedure of showing the assets procured from such grants under the
Fixed Assets.

3. Retirement Benefits:- The liability on account of Pension, Gratuity & Leave Encashment for the period ending
31.3.2007 evaluated through M/s.India Life Hewitt on the basis of actuarial valuation amounts to Rs. 5627.00 lakhs.
As the Superannuation Fund as on 31.03.2007 is only Rs.4681.00 lakhs, further requirements of funds is to the tune
of Rs.946.00 lakhs of which Rs.346.00 lakhs is charged to Income & Expenditure Account and the balance amount
of Rs. 600.00 lakhs is being provided from General Reserve Fund.
4. The Institute has created and operating Maintenance, Renewal & Obsolescence (MRO) Fund from 2004-05.
During the current year, Rs.272.26 lakhs has been utilized from MRO Fund towards major repairs in High Power
Laboratory & Sub Station and a provision of Rs.350.00 lakhs is made during 2006-07.
5. Finance Act 2005 has introduced Fringe Benefit Tax (FBT) w.e.f 1.4.2005. The Institute is recognized as “S & T
Institution” by Department of Science & Technology, and is also recognized as “Scientific & Industrial Research
Organisation” by Department of Scientific & Industrial Research.
The rules and regulations regarding service matters of employees of the Institute are in accordance with the CCS
Rules as an extended arm of Government Department. The Institute is receiving complete support for Capital and
Research & Development Projects.
The Institute had been notified as a Research & Development organization and had been approved by Central
Government for the purpose of Section 35(1)(ii) had been exempt from Income Tax. A letter was also addressed to
Ministry of Power for seeking exemption from Ministry of Finance, from payment of FBT. In view of the above,
FBT is not paid nor provided.
6. The total Land in the possession of the Institute is as under :
a) Freehold Land - 281.12 acres
b) Leasehold Land - 33.00 acres
Total 314.12 acres
7. Contingent Liabilities:-
(a) On account of Letter of Credit opened and remaining to be honoured – NIL (excepting Letter of credits
with 100%margin) (NIL for 2005-06).
(b) Estimated amount of liability on account of capital contracts – Rs. 1576.31 lakhs (Rs.540.67 lakhs for 2005-
06).
(c) Claims not acknowledged as debts by the Institute – Nil.
(d) Bank Guarantees furnished to various clients by the Institute is of the value of Rs.100.39 lakhs for 2006-07
(Rs.127.06 lakhs for 2005-06)

(e) With the inclusion of Scientific & Technical consultancy as one of the taxable services under Service Tax
Rules with effect from 16th July 2001, the Institute has registered with Service Tax authorities and collecting
& remitting service tax to Central Excise Department. However the Service Tax Department treating CPRI
as a ‘Consulting Engineer’ had passed an order-in-Appeal demanding payment of Service Tax amounting to
Rs. 512.00 lakhs on the value of taxable services for the period 7.7.1997 to 15.7.2001. The matter has been
disputed as CPRI cannot be construed as ‘Consulting Engineer’. An appeal was filed before the Customs,
Excise and Service Tax Appellate Tribunal (CESTAT) (South Zone Bench), Bangalore, and the Hon’ble
Division Bench set aside the impugned Order by allowing the appeal during the final hearing on 18th May 2006.
The Commissioner of Service Tax is proposing to appeal against the Order of CESTAT and has filed an
application with Committee on Disputes (COD) Cabinet Secretariat, New Delhi.
(f) There is a dispute between the Institute and M/s. A.S.Iyer & Co., Nagpur regarding construction of quarters
at CPRI, Nagpur. As per the arbitration award made by the Arbitrator, CPRI is liable to pay Rs.17.80 lakhs to
M/s. A.S.Iyer & Co., Nagpur alongwith 18% Interest P.A to the point of judgement which works out to
Rs.40.25 lakhs. The Institute filed an appeal before High Court of Karnataka who have granted Interim Order
staying the execution of the decree passed against CPRI subject to CPRI depositing Rs.20.00 lakhs in the
Court. Accordingly, Rs.20.00 lakhs was deposited in High Court of Karnataka during 2004-05.
8. The Institute has a system of Internal Audit conducted by a firm of Chartered Accountants.
9. The grant balances shown at Schedule-4 are exclusive of margin money utilized for L.C establishment towards the
committed Liability for import of equipments. The margin money deposits at the end of 31.3.2007 are Rs.673.93

Schedule – 17Significant Accounting Policies attached to and forming part of Balance Sheet as at 31st March 2007 AND Income & ExpenditureAccount AND Receipts & Payments Account for the year ended on that date.
1. Method of Accounting:
1.1 The Accounts have been prepared on the historical cost concept, based on the accrual method of Accounting,in accordance with the generally accepted Accounting Principles, unless otherwise stated.
2. Fixed Assets:
2.1. Fixed Assets acquired under Capital Projects, R & D Plan, Sponsored Schemes and loans are stated at theiroriginal cost of acquisition. The funds provided for acquisition of these Fixed Assets under Grant-in-Aidfrom Government of India/other Agencies are reflected as contra under Capital Reserve.
2.2. Fixed Assets acquired other than referred to 2.1. are charged off as revenue expenditure during the yearw.e.f. 2002-03.
2.3. The Institute is a non-profit organization and therefore depreciation is not provided in the accounts.
2.4. Capital work-in-progress includes expenditure on Civil Works of projects which have not been completedas at the end of the year.
3. Investments:
3.1. Investments are valued at cost.
4. Inventories:
4.1. Inventories of stores and spares are valued at cost, and cost includes expenses incurred for procuring the same.
5. Research and Development:
5.1. Revenue expenditure on Research and Development are adjusted against the receipt of research grants. Capitalexpenditure on Research & Development are treated in the same manner as expenditure on other fixed assets.
6. Foreign Currency Transaction:
6.1. Transactions in Foreign Currency are recorded at the rate of Exchange prevailing at the beginning of financialyear.
6.2. Realised gains and loses on Foreign Currency transactions other than those relating to fixed assets are recognizedin the Income and Expenditure Account. Gain or Loss on transactions in respect of liabilities incurred toacquire fixed assets are adjusted to the carrying cost of such fixed assets.
7. Revenue Recognition:
7.1. The Revenue in respect of Test Fees and Consultancy charges are accounted on completion of the work.
8. Retirement Benefits:
8.1. Retirement liabilities to staff/employees in respect of Gratuity, Leave Encashment, Superannuation benefits areprovided in the accounts based on actuarial valuation.
