Gordon Graham
CNOA is proud to offer a Special Presentation by renowned risk management lecturer, Gordon Graham. Mr. Graham is one of the most sought after lecturers in the United States, and through his fast paced and humorous style of lecture, presents valuable information on how to manage organizational and operational risk. This is a subject that everyone will benefit from in both their professional and personal lives. Regardless of your assignment, rank or size of your agency, you will walk away with a series of rules to prevent incidents from going wrong. “Most of the things we do, we do right. When things go wrong, there is usually a reason why. Things that go wrong are predictable, and predictable is preventable.” - Gordon Graham Over the last decade, Mr. Graham has made over 3,000 presentations to various groups including law enforcement, corrections, probation, fire professionals, EMS, prosecutors and various other public and private organizations.
Mr. Graham is a retired Captain with the California Highway Patrol with over 30 years of experience. His last assignment was that of Special Assistant to the Commissioner. He has a Masters Degree in Safety and Systems Management, a Juris Doctorate and is a practicing attorney. In 2002, along with Bruce Praet and Dan Merkle, Gordon became a founder of Lexipol–a company designed to standardize policy, procedure and training in public safety operations. Today, most of the law enforcement agencies in California are using the Lexipol Knowledge Management System and nearly half of the States are now using this approach to law enforcement operations. This effort has greatly improved the safety of police personnel while also influencing a dramatic reduction in claims, settlements and verdicts adverse to law enforcement agencies. In 2008, he was awarded the Lifetime Achievement Award from California POST. (Spouses are welcome) This four-hour presentation is POST Certified and NO OTHER TRAINING CLASSES WILL BE OFFERED ON

Disneyland, California Adventure, Downtown Disney and some of the finest entertainment in California, what a great place for a getaway for you and your spouse. For a fee of $95.00 an attendee can pre-register their non-law enforcement spouse or significant other, which will also entitle them to attend all social events and classes designated for Spouse Attendance. This program is limited to spouses or significant others in non-law enforcement employment. By taking advantage of the Spouse Registration Option, those attending the Institute will avoid the Door Registration process, and realize savings over purchase of individual event tickets at the Institute.

For 2014, CNOA will continue to increase the number and value of major prize drawings at
the Institute. There will be Major Prize Drawings Saturday during the General Business
Meeting and the Welcoming Reception Saturday Evening.

Over the past several years, many members of our public safety community have made it a priority to maintain a fit lifestyle. A lot of these brave men and women have made it their mission to be the fittest they can be to serve our communities, state and country! As part of our 50th Anniversary Pre-Institute activities, CNOA is introducing the First Annual CNOA Fitness Throwdown, a new and exciting competition in which safety personnel, both men and women, can compete in a variety of workouts and activities to showcase their strength and abilities. Participants can compete individually or on a team with other professionals to show who is the fittest! Enjoy free admission to the CNOA Law Enforcement Tradeshow following the competition and visit over 80 Law Enforcement and Safety exhibitors!

CLANDESTINE LABORATORY SAFETY RECERTIFICATION
Friday, November 21, 2014 (0800-1700 hours) POST Certified Plan IV
Course Description: The California Department of Justice will present this course the day before the Annual Training Institute. This 8-hour annual refresher course is for officers and support personnel who are clandestine laboratory safety certified in compliance with Occupational Safety and Health Administration (OSHA) regulation 29 CFR 1910.120 (Hazardous Waste Operation and Emergency Response). Who Should Attend: Officers and support personnel who are clandestine lab safety certified in compliance with OSHA regulation 29 CFR 1910.120 (Hazardous Waste Operation and Emergency Response) and require the annual refresher to maintain their certification. Course Objectives: This course is an annual requirement of OSHA for all employees certified to work clandestine labs. The course is intended to refresh the students on health and safety issues at clandestine labs, and to discuss any new health and safety concerns with the manufacture of illegal drugs. Course Topics: Chemical Hazards, Physical Hazards, Instrumentation, Air Monitoring, Respiratory Protection, New Manufacturing Trends, Health and Safety Issues at Clan Labs. Class size is limited. COST: This is a tuition free course for local officers/agents only. For State LE agents/officers, and Federal Officers/Agents there is a tuition charge of $254.00 payable at the door. Payment must be by check/money order made out to POST. Fit testing will be offered for those officers that have MSA Ultra or Scott 2000 or 3000 Air Purifying Respirators. Please bring your APR to the class. Participants must be medically approved to wear an air purifying respirator and personal protective equipment. ELECTRONIC SURVEILLANCE (WIRETAP)
STATE CERTIFICATION COURSE (POST CERTIFIED Plan IV) Friday, November 21, 2014 (0800-1700 hours)
The California Department of Justice in cooperation with the California Narcotic Officers' Association will present this course the day before the Annual Training Institute. Course Description: This 8-hour course is for peace officers or qualified individuals assigned to intercept and record wire communications ("wiretaps"). This class covers the legal basis for California wiretap operations as well as the practical and tactical aspects of operating and monitoring a wiretap. Penal Code Section 629.94 requires successful completion of this course before seeking authorization for, or participating in, wiretap operations. Course Objectives: Upon completion of this course and a written examination, students are certified by the Office of the Attorney General of the State of California to participate in wire intercept operations. Drug Endangered Children Investigations Beginner to Advanced
Friday, November 21, 2014 (0800-1700 hours) Course Description: This course will provide learners with investigative skills in linking drug cases to child endangerment, abuse, neglect, arson and/or unlawfully causing a fire (meth and marijuana extraction labs, as well as marijuana grows causing explosions and/or fires), welfare fraud, fire & code enforcement violations and much more. The DEC Course describes why we need to rescue children who live in drug environments. Emphasis are on investigative techniques, evidence collection, first responder(s) duties, protocols, partnerships, recognizing children as victim of child abuse and neglect. These cases can result in more felony charges, accountability, less time in court, better case oversight, enhanced victim services and increased sentences through proper investigation and prosecution - Felony child endangerment charges can result in sentences of 2, 4, or 6 years per child. In this day and age of drug legalization we need extra tools to protect the community. Who Should Attend: Law enforcement, DA Investigators, patrol officers, detectives, social workers, prosecutors, probation/parole officers, (supervisors, mid managers, Dept. Heads from these agencies), code enforcement, fire/hazmat, animal control, all first responders, medical professionals or anyone who has a job that requires them to enter homes where drugs may be used, sold, manufactured and/or marijuana grow operations.
