    1. INTRODUCTION

    1.1. GENERAL

    This document describes the methods of activities for the establishment of permanent benchmarks that shall be carried out in Ras Laffan Industrial City of the State of Qatar for Pearl GTL Project.

    1.2. SCOPE

    Establishment of Permanent Benchmark Facilities shall take place on the dedicated place(s) as per approved layout area. The construction & erection activities shall be carried out by Gama Qatar.

    2. HSSE

    All works shall be in compliance with the State of Qatar laws and regulations, Ras Laffan Industrial City and International standards, codes, Contractor and Company requirements and instructions.

    In addition all employees and GAMA Subcontractor employees on site will have through Contractor Site Safety Induction and GAMA Qatar Safety induction for site safety, health, environmental and security prior to work activities. Other training courses will be attended as required by Contractor or Company as required.

    At a minimum a generic Risk Assessment will have been prepared by the Risk Assessment Team (RAT) ranking the hazards associated with project works and control measures to be taken to mitigate the hazards to an acceptable level.

    Each work scope or task will have a completed and approved Job Safety Analysis (JSA) identifying the potential hazards and control measures that will be implemented to protect people and environment.

    The JSA will be used by Supervisor as the basis of conducting his daily Pre-Task meeting and his weekly Tool Box Talk (TBT).

    In addition to the above, all employees will wear required PPE and highly visible vest where traffic or other hazards may exist. For additional safety instructions and precautions please review the JSA completed for Establishment of Benchmark facilities.

    5. METHOD OF EXECUTION

    5.1. PRE-COMMENCEMENT WORKS

    5.1.1. Work Permit

    All facilities shall be executed with the required permit to work. After receiving the related permit, the execution will take place in the scope of job requirements.

    5.1.2. Traffic Management Plan

    Works shall not interrupt any kind of vehicle traffic or any access roads to any gates. In case of this kind of activity a revised traffic management plan shall be provided.

    5.1.3. Equipment and Personnel

    All equipment shall be inspected and approved by the CONTRACTOR, and all personnel shall be inducted and trained before mobilization.

    5.1.4. Existing Underground Facilities

    Prior to work commencement, the existing and possible underground structures and installations shall be checked by means of As-Built Drawings issued by the Contractor or the Company. The locations of such installations shall be marked at site and posted with signs. After the area has been barricaded, possible relocation or removal applications for the same shall be studied. Same studies shall be submitted to the Contractor and the Company for approval. Should any underground facility be encountered in spite that they have not been pointed out in the drawings, Contractor shall be informed immediately; and approval of Contractor and Company shall be waited before proceeding with the relocation or removal of the same. The barricades for such activities shall be temporary.

    5.1.5. Access Road

    The access roads may be diverted for some periods during the execution of the works in order to ensure smooth execution of the works in the area. However, no such diversion shall take place without prior written consent of the Contractor or the Company. After the locations of access roads have been excavated, they shall be backfilled to allow traffic in and within the area.

    5.1.6. Barricades and Safety Signboard

    All work areas shall be barricaded and posted with signs before roadworks. Barricades shall be formed by scaffolding pipes, and shall be subject to Contractor and Company approval before being put to use; and the signboards shall be placed hundred meter intervals. Barricades shall be kept in place until the cooling water pipes have installed and the area have been filled. Since no night activities are foreseen, the site shall be kept closed during the night preventing any pedestrian or vehicle traffic. The requirement for illumination shall be reviewed by Contractor, when this condition is expected to change due to other works or a change in the work schedule.

    5.2. EQUIPMENT & MANPOWER

    In addition to the equipment given herein above other personnel shall be established to service to the mentioned groups, if needed. The concrete will be placed manually unless deemed otherwise by the job supervisor.

    In addition to the groups given herein above other personnel shall be established to service to the mentioned groups, if needed.

    5.3. METHOD OF EXECUTION

    5.3.1. General

    The benchmarks shall be constructed according to the existing benchmarks in adequate frequency. To ensure the required stability, the benchmarks shall be constructed with reinforced concrete. To specify the coordinates of the benchmarks, angular and dimensional values shall be obtained by using total stations and implementing closed traverse method. Besides, in order to specify and determine the levels, Automatic Levels shall be used as stated in the Method Statement for Surveying Works (T-4.234.067). The proposed location of the benchmarks is presented in Attachment 2.

    5.3.2. Excavation

    1. Locations of existing underground pipes, drains, cables, etc. and shall be obtained and shall take the utmost precaution to prevent damage.

    2. Excavation works shall be carried out in compliance with relevant Company and Contractor documents

    3. Depth of trench shall be in accordance with relevant Contractor and Company documents for bedding material beneath the pipe.

    4. If a trench is over-excavated, the over-excavated portion shall be replaced with appropriate engineered fill laid and compacted as per project specifications.

    5. Water in the trench shall be removed by pumping or other methods approved by Contractor and shall be discharged to the temporary or permanent drainage ditches or other sewers, in such a manner that other work shall not be affected. Any debris transferred to the trenches or sewers shall be cleaned out.

    6. The location of the benchmarks shall be excavated up to 0.6-m depth.

    5.3.3. Concrete Works

    - The concrete that shall be used for the construction of permanent benchmarks shall be transported to designated area.

    - The concrete shall be poured to the excavation up to the ground level. The concrete shall be plain concrete in accordance with DEP 34.19.20.31-Gen and T-13.376.358.

    - The steel pins shall be placed in the concrete foundation.

    - The proposed location of benchmarks to be established will be submitted to the Contractor prior to the establishment.

    - The concrete will be cured as per DEP 34.11.00.11 and T-13.376.352.

    5.3.4. Completion of Works

    - The concreted area shall be barricaded to protect the established benchmark.

    - After the work is completed, Contractor shall check the elevation of the benchmarks.

    6. QUALITY ASSURANCE

    A Quality Assurance System shall be operated conforming to related standards.

    Controls and checks shall be established and documented thru relevant Company, Contractor and Subcontractor documents including related QCP, ITP and QCRs.
