    1 INTRODUCTION

    1.1 OBJECT

    This procedure describes the operations to secure, connect and insert the e-cell radio

    cabinet in a network.

    1.2 SCOPE

    This document applies to the roll-out of the e-cell, with the following characteristics:

    GSM 900, GSM 1800 and GSM 1900.

    With or without Power Supply Unit.

    With or without lightning protection.

    With or without battery back-up assy.

    With or without integrated antenna.

    T1 PCM 100 ,E1 PCM 120 / 75 .

    The configurations are 1O2, 2O4 and 2O2_2.

    3.2 TERMS

    Commissioner Person in charge of equipment commissioning

    Coordinator Person in charge of coordinating the project installationSupervisor Person in charge to supervising a site installation

    4 PREREQUISITES

    The required prerequisite operations are:

    The installation kit is secured and wired.

    If necessary, the external antenna is installed and wired.

    Audit of the BSC: on-line BSC site observation.

    The PCM links have been qualified.

    OMC-R data have been created: see preliminary operation at the OMC-R site.

    If necessary, at the DDF, the connection between the PCM cable of the BTS and

    the PCM cable of the transmission equipment has been performed by

    suppression of the loop on the terminal block.

    The unused PCM is check to be looped at the DDF or in the interconnection box.

    In case of parameter modification:

    # By smart card, the smart card with the correct parameters is available with

    the commissioner.

    # By setting directly the parameters on the e-cell, the CPM tool is correctly

    installed on the PC. For CPM installation refer to document 90-9662GSM e-cell CPM User Manual.

    The use of this procedure requires the availability on site of:

    In case of configuration with battery back-up assy, an other battery back-up assy.

    The filled-out report sheet(See Appendixat the end of this document) which

    gives all input data required to apply the procedure.

    5.3 TOOLS AT THE OMC-R

    The command files dedicated to the site creation must be available at the OMC-

    R before the beginning of creation operations.

    The EFT files required for the operation are available.

    Two gigatapes for BDE archiving.

    A floppy disk for log files archiving.

    Note: EFT and delivery references, depending on BTS configuration, are found in [A1]

    External release definition.

    6 SAFETY

    6.1 STAFF SAFETY

    Commissioners should respect the safety rules specific to the work site:

    Operators rules

    Site regulations (see signs in the building)

    Product-related rules

    Statutory regulations in the country

    Caution: Extreme caution should always be exercised while working with powered

    equipment in order to avoid injury.

    Warning: The BTS equipment generates, uses, and radiates radio frequency (RF)

    energy. If not installed and operated in accordance with the installation

    methods, personal injury may occur.

    Any outdoor operation is forbidden in case of stormy weather.

    The equipment should not be carried up manually. A mechanical (pulley, cradle...) or

    electrical device should be used to lift them up to the site.

    6.2 EQUIPMENT SAFETY

    The cabinet physical installation (and particularly its hoisting in a high site) must be

    postponed in case of windy weather without using a shelter.

    Never remove any internal module or cable

    7 IMPACTS ON THE NETWORK

    In preliminary operations, the OMC-R database is updated to include the data of the

    new BTS.

    During software downloading, some alarms may appear at the OMC-R, which are

    parts of the operation. Just follow the instructions contained in this document,

    waiting the necessary time.

    For information, the downloading times are 5 to 15 minutes.

    During the communication tests, special care should be taken not to disturbcommercial service. Preferably, use a mobile able to communicate on barred cells, so

    that nobody else can connect on this BTS.

    8 QUALITY CONTROL

    All cases of non-compliance should be recorded as they occur and summarized

    clearly on the report sheet.

    For corrective actions, refer to the coordinator.

    11 SEQUENCE OF OPERATIONS

    The sequence of operations is given in the report sheet.

    The operations to be performed by the OMC-R technician are described in [A4] V11-

    V12 OMC-R operations called by BSS I&C procedures, available at the OMC-R site.

    The present document calls OMC-R operations as indicated by the following

    example:

    'Sheet UN2': In that case you should refer to [A4] V11-V12 OMC-R operations

    called by BSS I&C proceduresand make the OMC-R technician perform the UN2

    sheet.

    SHEET S1 Preliminary check

    INITIAL STATUS:

    The installation kit(s) is (are) secured.

    The external cables are connected between the installation kit and the customer interface.

    ACTIONS:

    1. Check that the radio cabinets are delivered in their initial packing.

    2. Check that the packages do not show any visible sign of faulty storing or handling

    (wooden packages rotten, saturated with water, cracked, distorted...).

    3. Check that the sites number (or the sites name) and the package number are marked on

    each package and that the number of packages complies with the one given in [A2]:

    packing list.

    4. Check that the shock indicator (the specific label stuck on the external packing of the radio

    cabinets) did not turn red and therefore remains transparent. Should this indicator be

    missing or red, the equipment has to be replaced for it has been subjected to a faulty

    handling during transportation.

    5. Open the packages.

    6. If a battery back-up is used, check that it is disconnected.

    7. At the customer distribution box, put the circuit breaker in ON position.

    8. At the end DC cable in the installation kit, measure the voltage between the points A and B

    using a multi-meter.

    9. Check that the measure is within the tolerance range and report it in the Report Sheet, see

    Appendix 1.

    10.At the customer distribution box, put the circuit breaker in OFF position.

    FINAL STATUS:

    The conditions listed above are met, allowing equipment handling.

    SHEET S2 Integrated antenna connection

    INITIAL STATUS:

    The radio cabinet(s) is (are) unpacked.

    ACTIONS:

    1. Unfasten the two securing screws from the cosmetic panel.

    2. Slide the cosmetic panel from the radio cabinet.

    3. Slide the integrated antenna on the radio cabinet.

    4. Secure the integrated antenna on the top of the radio cabinet.

    5. Connect the integrated antenna to the top of the radio cabinet.

    6. Check the connection tightening; use a torque driver.

    7. For a 204 or 202-2 configuration, perform the same operation for the extension cabinet.

    SHEET S3 Cabinet securing

    INITIAL STATUS:

    The circuit breaker is off in the customer power distribution.

    ACTIONS:

    1. Set up a phone link with the OMC-R technician and check that the preliminary OMC-R

    operations are over.

    2. If the battery back-up assy is present, check that the date Prochaine Charge WW/YY

    found on the label has not expired. If it has expired the batteries should be returned to the

    warehouse for complete recharging and a new battery back-up assy has to be installed.

    3. In case of installation in an elevated site, the radio cabinet must be lifted with a specific

    tool.

    4. Unfasten the securing screws from the standard cosmetic or the battery back-up assy.

    5. Remove the standard cosmetic or the battery back-up assy from the installation kit and let

    it to hang.

    6. Check that the battery back-up assy is not connected to the PSU.

    7. If an RF lightning protection is used, connect the ground cable on the ground bar of the

    installation kit.

    8. Check the connection tightening on the ground bus bar; use a torque driver (1Nm).

    9. Let the RF lightning protection hang.

    10. Install the radio cabinet on the installation kit.

    11. Secure the radio cabinet with two screws.

    SHEET S5 Securing and connection of the extension cabinet

    INITIAL STATUS:

    In case an extension cabinet is used in the configuration.

    ACTIONS:

    1. Secure the extension cabinet according to the procedure described in Sheet S3.

    2. Connect the extension cabinet according to the procedure described in Sheet S4.

    3. Check that the end labeled main is connected to the base cabinet and the end labeled

    extension to the extension cabinet.

    SHEET S6 External antenna connection

    INITIAL STATUS:

    In case the configuration uses an external antenna.

    The following operation should be performed on each cabinet.

    The radio cabinet(s) is (are) secured.

    ACTIONS:

    1. If an RF lightning protection is used, secure it on the top of the radio cabinet.

    2. Connect the antenna jumper to the top of the radio cabinet or to the RF lightningprotection.

    3. Check the connection tightening; use a torque wrench.

    4. Attach the antenna jumper with cable ties.

    5. In case of an e-cell 1900, secure the RF quarter-wave stub protection on the top of the

    radio cabinet with the 3 screws.

    SHEET S7 Cabinet start up with a PC

    INITIAL STATUS:

    In case the transmission parameters need to be changed with a PC.

    The radio cabinet is secured and connected.

    ACTIONS:

    1. Open the hatch at the bottom of the radio base cabinet.

    2. Ask the OMC-R to unlockthe PCMobject(s) associated with the BTS (sheet INT1).

    3. Switch on the circuit breaker to the radio cabinet in the customer distribution box.

    4. Wait for the auto-test LED to become blinking orange.

    5. Connect the PC to the radio cabinet through the Ethernet connector; see Figure 9.

    6. Choose menu Start (Dmarrer)/Programs (Programmes)/Tml/BTS Tools/CPM

    Vxxx/CPM.

    7. Check the Read/write radio cabinet configurationbox and click OK.

    The following window appears (see Figure 11).

    8. Select Peer to Peerconnection type. Click on Connect. The following windows appear

    one after the other (see Figure 12).

    9. Click on Yes, the CPMwindows appears (see Figure 13).

    SHEET S10 Communication test

    INITIAL STATUS:

    The site is enabled.

    The cell is barred and incoming handovers are prohibited.

    ACTIONS:

    There are 2 ways of performing a communication test.

    The following tests should be performed by the commissioner and checked by the OMC-R for

    each TRX:

    At least 1 call on an even TS for each TRX on the main path.

    At least 1 call - mobile originated - to the OMC-R via PSTN for each cell (voice

    quality check) for main.

    At least 1 call - mobile terminated - from the OMC-R via PSTN for each cell (voice

    quality check) for main.

    A. Use of a mobile able to communicate on barred cells

    1. Go away from the BTS site (100 meters if possible), within the area covered by the sector

    to test.

    2. On the mobile, set the following parameters: Cell barred, forced BCCH, inhibit

    handovers, and activate the debug mode.

    3. Check with OMC-R that the BCCH frequency corresponds to the right BCC (BSIC=

    NCC + BCC is displayed on the mobile) (Sheet CT1).

    4. Place the following calls (one call to another mobile located on the BTS site validates 2

    time slots):

    If no Frequency Hopping, one call on an odd time slot, on each frequency of the

    cell. The help of the OMC-R is not required.

    If Frequency Hopping, one call on an odd time slot, on each TRX of the cell,

    checking with OMC-R technician (Sheet CT1) on which TRX is the call.

    At least 2 calls per cell with the OMC-R, one being originated by the OMC-R, and

    check the voice quality.

    5. Report the results in the Report Sheet.

    6. Perform the same tests as above (steps 2 to 8) on the even time slots.

    7. If required by the project, place calls on emergency numbers and report the result in the

    Report Sheet.

    B. Use of a standard debug mobile1. Ask the OMC-R technician to unbar only the cell to test (Sheet CT5).

    2. Go away from the BTS site (100 meters at least), within the area covered by the sector to

    test.

    3. If a debug mobile is used, activate the debug mode.

    4. Check with OMC-R the information displayed on the mobile screen: the BCCH

    frequency should correspond to the right BCC (BSIC is displayed on the mobile = NCC +

    BCC).

    5. Once this is checked, place some calls (one call to another mobile located on BTS site

    validates 2 time slots):

    If no Frequency Hopping, place one call on an odd time slot, on each frequency of

    the cell. Ask the OMC-R to confirm (Sheet CT5).

    If Frequency Hopping, place calls on each TRX, checking with OMC-R the TRX

    position of the call.

    Place at least 2 calls with the OMC-R, one being originated by the OMC-R, and

    check the voice quality.

    Note: If it is a Network extension, ask OMC-R technician to visualize in the same

    time, the traffic activity on the cell, with Performance Monitor tool (Sheet

    CT5).

    1. Report the results in the Report Sheet.

    2. If required by the project, perform calls on emergency numbers on a cell and report the

    result in the Report Sheet.

    FINAL STATUS:

    The communication tests are completed for the e-cell.

    SHEET S11 Battery test

    INITIAL STATUS:

    In case the configuration uses a battery back-up assy.

    The BTS is on line.

    ACTIONS:

    For each radio cabinet:

    1. Check that the hatch is closed.

    2. Fasten the battery back-up on the chain.

    3. Connect the battery back-up assy at the bottom of the PSU.

    4. Install the battery back-up on the installation kit.

    5. Place a call to check that the BTS capabilities are saved.

    6. Ask the OMC-R technician to check that there is no alarms related to power distribution.

    7. Switch off the e-cell breaker in the customer distribution box.

    8. Ask the OMC-R to check that the following hardware alarms (1067) appear on BTS

    object with the following labeled: AC FAULT.

    9. Make sure the call is not lost.

    10. Switch on the e-cell breaker in the customer distribution box.

    11. Release the call.

    12. Secure the battery back up with its securing screws on the installation kit.

    FINAL STATUS:

    The battery of the e-cell is able to backup the BTS.

    SHEET S12 Final checks

    INITIAL STATUS:

    The BTS is on line.

    ACTIONS:

    1. Ask the OMC-R technician to unbar the cell and enable the incoming handovers (Sheet

    UN7).

    2. Check with the OMC-R technician that no alarms are remaining.

    3. Ask the OMC-R technician to:

    Manage the remaining alarms (Sheet FO4).

    Display the hardware status of the BTS (Sheet FO5).

    Perform a BDE archiving (Sheet ADM2).

    4. If the OMC-R user profile created for the on-line tests is not required anymore, the OMC-

    R technician may delete it (Sheet FO3).

    5. Check the hatch is closed.

    6. Check the radio cabinet and the battery back up (or the standard cosmetic) are secured on

    the installation kit.

    7. Finish filling out the Report Sheet.

    8. Any non-compliance has to be physically spotted on site and summarized on the Report

    Sheet.

    9. Send one copy of the Report Sheet to the customer representative and another to the

    coordinator.

    10. For corrective actions, refer to the coordinator.

    11. Release the phone link with the OMC-R site.

    12. Leave the premises clean and tidy.

    FINAL STATUS:

    Cell is unlocked, unbarred and incoming handovers are enabled.
