MINUTES OF THE I.R.MEETING HELD ON 29.06.201 5 AT CENTRAL OFFICE, MUMBAI BETWEEN THE MANAGEMENT AND ALL INDIA UNION BANK OFFICERS' FEDERATION

FRESH ISSUES:

consideration of request transfer of 0 to Scale I promotes, Rural Development officers and Marketing officers of 201 1 batch. We request for immediate transfer back of direct recruited officers who have completed 3 years, Scale 11 8 Scale Ill officers of 2011 and 2012 batch as per their request. Pertinent to mention that considerable time has already been elapsed and non- consideration of request transfer is creating frustration in the rank and file.

Promotion process: We request to conclude promotion process for the year 2014 from Scale I to Scale II, scale II to Scale Ill and specialist cadre immediately, because as per opinion there was no reason to stop the process which we have mention several times to the top management. We also request for earliest commencement of the promotion process for the year 201 5.

Conversion: We propose the following; a. De-specialization of MOs and RDOs

segments looking to their higher % of share in specialist segment as well as their job profile i s i n symmetry with that of general banking officers. Moreover, GO1 guidelines do not specify these two segments as specialist.

Promotion process wi l l commence after the outcome of Review Petition I Application pending before the Hon'ble Supreme Court.

cadre in case such promotion took place within 5 years from the date of appointment of such officers, so that they could be eligible to appear for next promotion as general cadre officers because on regular basis bank management i s taking general banking work from those segment of officers more particularly RDOs and MOs .

c. In case of non-promotees, conversion on completion of 5 years of service as per guidelines of Government of India and this process must start now.

d. Credit officers recruited in 2013 are classified as Specialized Officers whereas Credit officers recruited in 2008 and 2012 were classified as General Officers. We request to remove this anomaly.

Promotion Policy: l n view of increasing number o i Y Generation i n our Bank, we propose the modification in clause no. 1.2 of staff circular no. 5839 dated 11.04.2012 as under as resards to promotion of officers; Normal Track - To f - 65% of vacancies identified. Fast Track -To fil l-up 35% cf vacancies identified. This wil l enormously help in quick carrier progression of the young generation officers. As an organization we apprehend that after 2016 the promotion opportunities in public sector banks wil l be reduced drastically.

separate conveyance expenses are being claimed by the officers incurred in performing the outdoor duties to garner the business.

a. You wil l appreciate that increasing inflation rate has resulted in substantial hike in rental value of the premises. The present rental value of a moderate accommodation i s beyond the reach of the officers within the frame work of our existing ceiling which was last revised on 02.01.2012. All peer banks such as Bank of Baroda, Bank of India, Purrjab National Bank and Canara Bank have enhanced the rental ceiling substantially in the recent past, which i s a bone of contention for the field people, that why our management i s sc apprehensive in corning out the revised rental ceiling for officers which i s already prevalent in the peer banks

b. We request to include provision of making advance rent deposit and brokerage paid a t the time of taking the residential premises on lease by the officers.

Lease- Rentalceiling:

--- Entertainment ~xpenses: This l imit was last visited and modified in January, 2012. Increase in service tax recently notified by GO1 coupled with increase .in transport cost has escalated this expenditure. A major part of this expendit[- re incurred by the field functionaries to extend hospitality to our valuable customers.

Perquisite to Branch Head: Recent innovative notification by Bank of Baroda as regards to perquisites to Branch Heads of JMGS I to TEGS VI wil l certa'inly attract the field functionaries especially Y Generation to shoul.der this responsibility which in turn ensure the business growth. Being the peer Bank in the Industry with ever increasing Y Generation in our Bank during the last 5 years, we request for introduction of following perquisites to extend an added benefit to the field functionaries to motivate the officers to shoulder the key responsibility of Branch Head so as to pave the way for smooth business growth. We have also suggested earlier to the top management in our communication that management should create a post of Assistant Branch Manager i n Scale Ill branches and onwards to prepare a second line cf leadership to counter the mass scale retirements and attritions. We also suggest that for such post additional job responsibility marks to be assigned to

Mostly non-refundable fare is the lowest fare. In case of personal and official exigencies i f travel is not undertaken, staff member1 bank is to bear that unwarranted expenditure i n case of cancellation of ticketls.

- Inconvenient timing of departure of flight, suppose in early morning or late night effects the pricing of air - fare. More inconvenience offers less price and degree of convenience escalate the pricing. Therefore, lowest air fare may put the staff members to inconvenience.

- There are four pricing structures of air-fare; first two fare slabs (Web special economy & super value economy) are fluctuating on a day to day basis (increases with the pass of days), the third slab (Flexi saver economy) is static (fare is moderate, refundable, remains unchanged and sometimes lower than first two slabs) while the fourth one (Flexible economy) is the highest price band.

- Keeping in view of above, we request to revisit the guidelines and fix the fare slab which is refundable, less inconvenient to staff niembers as regards to journey time and static price band.

-- Officiating Allowance: Management is upgrading the IDS of officers in FINACLE for completing the routine work of the branches. We request for provision of payment of officiating allowance in such cases where the work other than overriding exceptions set in Fnacle i s being carried out as spelt in IRM dated 27.08.2014.

The IDS of the officers are upgraded to perform some job in the Finacle which requires higher grade ID. However, the officiating allowance i s being paid in case the officer requires to use the delegated authority of higher cadre.

Residential Quarters: Budgetary allocations were made for purchasing of residential quarters in Delhi, Chennai, Madl-~rai. Coimbatore and Salem. But no progress i s made thereof. We request for issuance of suitable instructions for i t s expedition.

Single Officer Branch: Some of the rural and semi-urban branches are provided with only one officer. In Belgaum Region, 8 Branches are functioning with only one officer and even one day CL i s being rejected for want of substitute.

Infrastructure 8 Manpowet-: New branches are being opened without adequate infrastructure and manpower. Some of the branches are not provided with sub-staff even after one year. e.3. Talikoti Br, Belgaum region has been opened in a old canteen building besides the proposed premises, which i s under construction. This wil l adversely affect the brand image of the Bank, as many other Banks are functioning in well furnished premises. Once we fail to attract the customers' attention at initial stage, it wil l be difficult to build image of Bank Later on.

machines are breaking down frequently. Even after the technicians attending, to the problem, the machines are timeand again breaking down. This i s adversely affecting the customer service and bank's image. Now a days management also not showing keen interest rolling out union experience branches. May we accept that this experimentation i s also over ?

NPS: It i s observed that deducted NPS amount of employees i s not credited to concerned employees NPS account in time. If amount i s not credited due to the lapse of the department then accountability should be fixed for such lapses. We request for prescribing time limit for crediting the contribution to NPS fund and an option be provided for employees to know the pattern of investment of funds made by NPS trust. Employees under NPS may be allowed to contribute voluntarily in NPS fund.

Leave: I t i s observed that the sanctioning authorities are keeping the leave applied by the officers pend.il?g without assigning m y reason and thereafter decline the ieave just before the date the officer wants to proceed on leave. We request TAT be prescribed for sanctioning of leave and other matters. In case i f no decision i s taken on the request submitted, it should automatically be treated as approved.

On the Job Training: Central Management vide letter no. D?: REC: 159:2015 dated 1 2'h ~ u n e 201 5 has issued guidelines for on-the-job training of newly recruited Probationary officers. On going through the guidelines it appears that some of the guidelines are diificult to im~lement. Such guidelines

Leave are sanctioned as per the rl-~les of the Bank through Union Parivar. However, instructions wi l l be reiterated as regard to timely disposal of the leave application.

To acquaint the new recruits with the working / atmosphere of the Bank, on the job training i s being imparted. Suitable guidelines have already been issued.

passed on to controll.ing offices after the final post,ing of newly recruited officers, retransfer of them to comply with the provision of two officers group concept will entail expenditure to the bank.

b. The job training on FOREX i s not possible as there are very few branches dealing in Forex.

c. No clause as regards to final posting of these officers on completion of on the job training period so as to comply with clause no. 1.3 of staff circular no. 5839 dated 11.04. 2012

d. It has been instructed that "all possible care should be taken to ensure minimum possibie movement, i f feasible same or nearby centers be chosen. " Looking to vast Geographical areas of various regions, implementation of these guidelines seems to be difficult.

TA/DA on Request Transfer: Recently Central Office has issued inter State transfer orders of the officers, who went to other State on promotion, to their parent State. Perticent to mention here that these officers were reported to other State on promotion as per the decision of Management, therefore depriving such officers on their return to parent State from TAIDA i s not logicai.

No such instances have come to the notice of Central Office. Federation may quote specific cases, i f any.

Hotel expenses for 15 days since have been discontinued. As per Government directives, facility of 15 days Hotel expenses was discontinued.
